Case Study on Fisheries Governance of IUU Agreement between Korea and Russia (한러 IUU 협정에 따른 수산거버넌스의 사례연구)

  • This article analyzed the process of concluding the Korea-Russia IUU Fishing Prevention Agreement as a model case for distant water fisheries governance. The research studied co-operations for fisheries between Korea and Russia, the current status of live crabs landed in Korea through IUU fishing and Russia's political position on the IUU issue. Also this article reviewed a series of processes executed to achieve the bilateral agreement to prevent IUU fishing, including researches, intergovernmental negotiations, institutional improvements, public hearings and presentations. There were many things closely linked together such as international FAO-IUU prevention efforts, Russia's IUU fishing issue, Korean importers of Russian live crabs, their local governments and Korean snow-crab gill-net fishermen. These issues were resolved through reasonable reconciliations. This article wants to contribute to be used as a reference for other similar IUU fisheries cases.

Trends in Article Published in the Journal of Trauma and Injury: Bibliometric and Citation Analysis (대한외상학회지에 게재된 문헌들의 추세: 계량서지학과 인용을 이용한 분석)

  • Purpose: We performed a quantitative and qualitative analysis in the Journal of the Korean Society of Traumatology (JKST) by Bibliometrics to know the trends of articles. Methods: We reviewed articles in the JKST retrospectively through 1988 to 2014. Articles were classified into original articles, case reports, review articles, and also it is further classified as topics and the information related to the Department of Medicine of corresponding author. Original article was classified prospective and retrospective studies. Results: 753 studies and average of 27.9 studies per year were posted on JKST. 576 original articles (76.5%) were posted. Retrospective studies around 449 studies (78%) were posted and there were about 35 descript studies and 541 analytic studies. The most common themes were related to abdominal trauma, 144 pieces, 95 pieces following damage to the chest and the 84 pieces of special order of trauma. Emergency department had the highest case whereas general surgery came to the second place. Conclusion: Recently, there has been reduced proportion of original article in JKST. It was not possible to evaluate the Korea Citation index journals due to the fact that it does not correspond to listed register Journal of National Foundation of Korea. There will be the need for the effort to improve the maintenance of the posted article number, as well as the qualitative development of the posted articles.

A new species of the genus Paradexamine(Crustacea: Amphipoda: Dexaminidae) from Korea

  • Paradexamine jindoensis n. sp. belonging to family Dexaminidae was collected from Jindo Island, Korea. The new species is fully illustrated and compared with related congeners. The new species resembles highly P. houtete, in having the tooth formulae of dorsal pleonites, 1-3-3-3, rear to front and in bearing short spines on the mandible. However, it is characteristic in having the several morphological differences of mouth parts, slender appendages, and longer peduncular article 2 of antenna 1 than article 1.

  • This article covers the fundamentals of underpotential deposition (UPD), focussing on the importance of UPD in interfacial electrochemistry. Firstly, this article described the basic concepts of UPD, including underpotential shift and electrosorption valency. Secondly, the present article explained UPD of hydrogen, followed by hydrogen evolution or hydrogen absorption, giving special attention to the adsorption sites of hydrogen on metal surface and the absorption mechanism into Pd. Finally, this article briefly presented the important factors associated with UPD in various fields of interfacial electrochemistry from practical viewpoints.

Teaching English Articles by Learners' Proficiency Levels

  • English article has been considered as one of the most difficult areas to learn among ESL/EFL students. The current paper reviews English learners' article error patterns as well as pedagogy in order to teach English articles and to minimize learning difficulties on English articles. Different pedagogy for English articles on the basis of learners' proficiency levels are suggested as each proficiency level student shows a different error tendency; beginning level language learners used the zero article with the most facility while intermediate level language learners used the definite article the most accurately. However, studies about high advanced level learners' error patterns present that these high accuracy rates among beginning level students might be a result of students' plain guessing. Considering these error patterns, pedagogy for advanced level is also suggested.

A Limit of the Prohibition of Ar ticle Type Medical Advertisement (금지되는 기사성 의료광고의 한계)

  • Korea's medical law prohibited medical advertisements in principle and permitted them on an exceptional cases. However, the decision of the Constitutional Court of 20005. 10. 27. 20003 Heonga 3, it was changed to a negative system which allows advertisements in principle and restricted only exceptionally. Dramatic increase of medical advertisements was made after that and many argued more deregulation because there was actually heavy regulations. In particular, there is almost no actual regulation on the article type advertisement due to the reason of protection of the freedom of press, media and occupation. However, there may be an unjust result if a specific article or specialists' opinion is made using a newspaper, broadcasting or magazine as a form of article type advertisement to specific medical specialists or medical institution or medical treatment method that falsifies consumers or makes consumers confused by unjust medical expectations or reliability, that also deteriorates just competition and that causes the misrecognition of consumers. In fact, there were actual damages of article type advertisements on the eye whitening surgery not long after the transfer to a negative system of medical advertisements. Victims raised a medical proceeding against the doctor who carried out the surgery, but there is actually no systematic warranty except for the indemnity request. Thus, this case demonstrated a vulnerable result of a negative system. As such, it is problematic that there is no proper regulations defined in the current law and regulations because of the reason of the protection of the freedom of press, publication and occupation despite damages of such article type advertisements. Accordingly, it is urgent to apply the current prevention regulations on the article type advertisements strictly, and to set up specific regulations.

  • This study investigates the WTO dispute over Japanese fishery products originated from Fukushima and another seven prefectures. Being subject to an import ban and additional radioactive test requirements, Japan complained that the Korean government's trade measures are inconsistent with the principles of the Agreement on Sanitary and Phytosanitary Measures. This paper considered the contrasting judicial decisions made by the Panel and Appellate Body and analyzed the debates with respect to their trade-discriminatory effects (Article 2.4), the relevance of appropriate level of protection (Article 5.6) and the precautionary approaches (Article 5.7). Consistent with the final rulings, this paper identifies the need for a broaden understanding of regional conditions and qualitative aspects of protection in risk analysis. Findings also suggest that Korea has diverted its fishery imports from Japan to other countries, while Japan has created export diversion from Korea to other destinations.

  • There is a need for and positive aspects of article-based advertising, but as exaggerated and disguised information is delivered due to some indiscriminate 'article-based advertisements', readers have difficulty distinguishing between general articles and article-based advertisements, leading to a lot of misinterpretation and confusion of information. is doing Since readers will continue to acquire new information and apply this information at the right time and place to bring a lot of value, it is judged to be even more important to distinguish between accurate general articles and article-like advertisements. Therefore, as differentiated information between general articles and article-like advertisements is needed, as part of this, for readers who have difficulty identifying accurate information due to such indiscriminate article-like advertisements in Internet newspapers, this paper introduces IT and AI technologies. We attempted to present a method that can be solved in terms of a system that incorporates, and this method was designed to extract articleable advertisements using a knowledge-based natural language processing method that finds and refines advertising keywords and deep learning technology.

Poststroke Depression : A Review of the Latest Oriental Medicine Articles (뇌졸중 후 우울증 : 한방 치료에 대한 국내외 최신 문헌 고찰)

  • Objectives : This study reviews the latest articles in Korea and other countries that studied oriental medicine treatment on poststroke depression. Methods : Korean articles were retrieved from the 9 major Korean web article search engines. Foreign articles were retrieved from PubMed. Article published date was from 2000 up to September 2012. There were no restrictions on the types of publication, but articles not available in full text were excluded. The methodological quality was assessed according to Cochrane's assessment of risk of bias and Newcastle-Ottawa quality assessment scale. Results : Twenty-two articles were included in this study. Eleven articles were published in Korea, the rest were published in China. Nine articles were randomized controlled trials (RCT), one article was a non-randomized study (NRS), four articles were case reports, three articles were cross-sectional studies, two articles were comparative studies. In RCT articles, risk of selection bias and performance bias were generally high, risk of detection bias was unclear. The NRS article took four stars in Newcastle-Ottawa quality assessment. Comparison Hamilton rating scale for depression score between oriental medicine treated group and western medicine treated group revealed that there was no remarkable difference in mean score changes after treatment on PSD. Conclusions : The results of this study suggest that oriental medicine treatment is as effective as western medicine treatment for PSD. In the future, more rigorous oriental medicine treatment studies should be conducted.

  • This article discusses the critical issues on obligations and responsibilities in electronic funds transfer(EFT) between Article 4A of the UCC and the Model Law on International Credit Transfers of UNCITRAL. The electronic fund transfers begin with the issue of the payment order by the originator to the receiving bank for the beneficiary. All obligations and responsibilities of parties concerned occur when the receiving bank accept the originator's payment order to executes. So far, some the most compelling studies have focused on the legal obligations and responsibilities of electronic fund transfer in Korea. Therefore, In this paper, we would like to examine some problems of obligations and responsibilities in electronic fund transfer from Article 4A of UCC and the Model Law on International Credit Transfers of UNCITRAL. And also we present some Implications to reform EFT Law for the efficient application.
