  • Sejong City, which has been chosen as a new administrative capital of South Korea, has completed the first phase of its development plan with the construction of the facilities needed to accommodate central administrative organizations and the required accompanying population. Now, it is undergoing the second phase of development with a focus on strengthening the region's innovation capacity to catalyze endogenous development. The strategy for phase II is to establish a regional innovation system including building necessary infrastructure and attracting innovation agents such as universities, businesses, and research institutes. The first step for this is developing a research complex, tentatively named Tech Valley, that includes universities, research institutes, and businesses, and building infrastructure comprising a science complex, a knowledge industry center, and support facilities. Phase II of the city's development initiative includes the establishment of a joint university campus, which is to serve as a center to promote cooperation among industry actors, universities, and research institutes. The concept of a joint campus has been drawn from a need to enhance capacity for innovation and specialization in the region's industries and to maximize synergy among participating universities through the sharing of research equipment, facilities, and programs. The joint campus is expected to play a key role in creating an innovation system in the region by enhancing research capacity for strategic industries, cultivating highly skilled human resources, and leading industry-academia-research cooperation. In order to ensure the sustainable development of the new city, there is a growing need to have a main player in place that could lead the region's economic development. The joint campus will propel industrial specialization and serve as a catalyst to attract competent universities to the region. This paper will examine the concept, major functions, and the establishment and operation of the joint campus.

  • This paper presents a new method that generates a path that has no collision with the obstacles or the characters by using the three motion parameters, and automatically creates natural motions of characters that are confined to the path. Our method consists of three parameters: the joint information parameter, the behavior information parameter, and the environment information parameter. The joint information parameters are extracted from the joint angle data of the character and this information is used when creating a path following motion by finding the relation-function of the parameters on each joint. A user can set the behavior information parameter such as velocity, status, and preference and this information is used for creating different paths, motions, and collision avoidance patterns. A user can create the virtual environment such as road and obstacle, also. The environment is stored as environment information parameters to be used later in generating a path without collision. The path is generated using Hermit-curve and each control point is set at important places.

  • The object of study is analysis to joint crack behavior of cracked joint concrete pavement. In the new constructing concrete pavement, joint crack behavior was compared general joint depth D/4 with joint depth D/3 and D/5 that it's environmental effects changed temperature and humidity. After joint saw cutting joint section was predicted crack at joint depth D/5 test section from the result for monitoring development of crack. In the setting of data logger system of the joint section, it's data compared see with the naked eye. In the research, development of crack at the joint section should effect to joint saw timing latter than joint depth. This performance could be the minimum of deterioration to the early curing. In this research, At new constructing of joint concrete pavement of highway, the monitoring system be setting after finished paving and joint sawing. The system and see with the naked eye could be analysis to pavement behaviors from collecting data at the test section. This system could be monitoring shot term and long term. In this report, joint section of crack behavior analysis used to collected data during a month after paving and joint sawing.

  • Currently, advanced countries such as European countries and Japan invest lots of efforts to develop improvement of electric power production and supply, environmental countermeasure, and renewable energy development. Accordingly, Korea has been putting efforts to all kinds of electric related technical development based on the mid-long term plan. Further, it is necessary to increase effectiveness of R&D investment by propelling joint research activities with advanced countries for development of important technologies. Based on this background, this study tries to find thought-provoking suggestions of energy projects, programs and policies. For a comparative analysis, Japan which is similar to Korea in terms of market size and policies, and EU where joint research has been actively carried out among nations are analyzed and compared to policies and joint R&D activities of Korea.

  • A significant body of information systems research is concerned with user participation as a means to improve user satisfaction within systems development. In spite of the many studies in this area, findings are not consistent or cumulative. One of the reasons for this is not to be considered the type of systems. Most research are focusing on traditional system development under the mainframe environment instead of under end-user based environment like web-based information system or ERP. End-user based environment requires user's strong initiatives in the system development life cycle. It means the user\`s simple participation is not enough and user-led-development is more appropriate for the system success. This paper can call this new concept is end-user joint work which means user has to participate in the system development as a co-developer. This paper investigates how the end-user joint work contributes end-user satisfaction and two variables in particular-job complexity and technical competence-moderate the outcomes of end-user joint work Analysis of 112 independent systems development projects indicated that end-user joint work has a direct relationship with end-user satisfaction. In addition, the two variables were found to moderate key roles on this relationship. That is, the strength of this relationship depended on the level of these factors.

  • Identification of the pathogens causing infection is important in terms of patient's health management and infection control. Synovial fluids could be used as clinical samples to detect causative pathogens of prosthetic joint infections (PJIs) using molecular diagnostic assays, therefore, normalization and validation of clinical samples are necessary. Microbial culture is considered the gold standard for all infections, including PJIs. Recently, molecular diagnostic methods have been developed to overcome the limitation of microbial culture. Therefore, guideline for validating clinical samples to provide reliable results of molecular diagnostic assays for infectious diseases is required in clinical field. The present study aimed to develop an accurate validating method of synovial fluid clinical samples using GAPDH gene as an internal control to perform the quantitative PCR TaqMan probe assay to detect pathogens causing PJIs.

  • This paper suggests the new type of a joint torque sensor which is attached at each joint of a manipulator for making compliance. Previous six axis force/torque sensors are high cost and installed end-effector of the manipulator. However, torque on links of previous an end-effector cannot be measured. We design a joint torque sensor that can be fully integrated with an actuator in order to measure applying torque of the manipulator. The sensor system is designed through the structural analysis. The proposed joint torque sensors are installed to the 6 DOF manipulator of a mobile robot for hazardous works and we implemented experiments of measuring applied torque to the manipulator. By the experiment, we proved that the proposed low-cost joint torque sensor gives acceptable performance when we control a manipulator.

  • This paper studies the R&D network of the Zhongguancun Cluster, the most representative innovative cluster of the high-tech industry in China at present. For this study, Zhongguancun Cluster was the first high-tech cluster to have been created in China, the current Zhongguancun Cluster has played a leading role in the development of the high-tech industry in China. In addition, the Zhongguancun Cluster has at helped elevate China as a key region in terms of research development in relation to the high-tech industry. In particular, companies evaluate the research development network culture of Zhongguancun cluster positively and this increases their tendency to approach the research development network with an open mind. The main contents in research development network are as follows; (1) joint or consigned research development and technology transfer in the case of research development network between companies, (2) joint or consigned research development, human resource support and employment, technical advice and consultant and technology transfer in the case of industrial-educational relationships (3) joint or consigned research development, technical advice and consultant and technology transfer in the case of industrial-research relationships, (4) financial support and participation in joint research development project held by government in the case of industrial and governmental relationships (5) financing for research development, utilization of research human resources, purchase of research development and use of research development equipment for mediators. The main difficulties in creating a research development network are 'lack of mutual trust', 'financial problems of companies' and 'lack of information'. Especially, the main key obstacles for the most important research development network between industry and government in the case of the Zhongguancun Cluster are 'complicated and strict procedures. Therefore, more accurate and detailed understanding of the conditions and the following institutional measures from government are required for research development among companies.
