Development of Certified Reference Materials for Analysis of Heavy Metals in Paints to Cope with Environmental Regulations (환경규제 대응을 위한 페인트 중의 중금속 분석용 인증 표준물질 개발)

  • In the areas of RoHS, WEEE, ELV and REACH, reinforcement of environmental regulations against harmful substances is a global trend not only in EC but also in all over the world. In the fields of Korea's major export products such as material parts, electrical and electronic products and automobile parts, we are responding to these regulations consistently. To develop reference material for analyzing lead and cadmium in paints, the candidate materials were produced through the screening process which separated shapes and sizes. To secure the traceability of the candidate materials produced, the characteristics and uncertainties are estimated by ICP-AES analysis using the primary reference material. The short-term and long-term stabilities also are evaluated in parallel. In order to calculate the final certification value of the candidate material, the verification were carried out by the performance evaluation through the comparison among the KOLAS (Korea Laboratory Accreditation Scheme) laboratories, and the CRM was produced in accordance with ISO Guide 35. The certified values and uncertainties of Pb and Cd of the final paint standard, determined according to the joint analysis among laboratories, are Pb [($191.4{\pm}3.1$) mg/kg, ($944.1{\pm}5.6$) mg/kg] and Cd [($45.0{\pm}2.6$) mg/kg, ($225.5{\pm}3.5$) mg/kg]. These standard materials were developed to enhance the reliability of measurement analysis, including the validity and traceability of measurement results. Also it is expected that the CRM will be used as QCM (quality control material) for the product design and the process monitoring, so that regulation and management of hazardous heavy metals can be systematically implemented.

A Conformance Testing Method and its Implementation for XML Signature Products (XML전자서명 제품의 표준적합성 시험 방법 및 구현)

  • The XML has been becoming a basis of the related application and industry standards with proliferation of electronic transactions on the web, and the standardization on XML Signature, which can be applied to the digital contents including XML objects from one or more sources, is in the progress through a joint effort of W3C(World Wide Web Consortium) and IETF(Internet Engineering Task Force). Along with this trend, the development of products implementing XML Signature has been growing, and the XML Signature products are required to implement the relevant standards correctly to guarantee the interoperability among different XML Signature products. In this paper, we propose a conformance testing method for testing the XML Signature products, which includes a testing procedure and test cases. The test cases were obtained through analysis of XML Signature standards. Finally we describe the design and uses of our XML Signature conformance testing tools which implements our testing method.

Development and Evaluation of the Korean Army's Ergonomic Flight Jacket (인간공학적 육군 비행재킷의 개발 및 평가)

  • This study used a preliminary survey to help develop an ergonomic flight jacket that is suitable for the working environment and mission performance. The results are as follows. The ergonomic sleeve pattern was designed with a forward 165° incline that considers a shoulder joint direction suitable for the motion; in addition, a closely design opening provided warmth and safety from fire. As a result of the dimensional suitability, pilots evaluated that sleeve length and total length of the developed flight jacket were a little long (p<.01), while flight engineers and crew evaluated that those of the developed flight jacket were appropriate (p<.01). Pilots evaluated that chest circumference and waist circumference were large (p<.05), while flight engineers and crews evaluated that those of the developed flight jacket were appropriate. The evaluation of the motion suitability indicated that pilots, flight engineers and crew found the developed flight jacket more comfortable than the current flight jacket (p<.05, p<.01, p<.001). The evaluation of the usability of pockets and penholders indicated that pilots, flight engineers and crew found the developed jacket easier to use (p<.01). The flight engineers and crew evaluated that the appearance of the developed flight jacket was better than the current flight jacket (p<.05). The results of this study show that the difference of environment and mission performance has a significant influence on evaluation; therefore, it is necessary to develop separate military uniforms that included a winter flight jacket to reflect the needs of each group.

A Study on the Status of e-Books Usage in Small University Library: Focusing on the D University Library (소규모 대학도서관의 전자책 이용실태에 관한 연구 - D대학교도서관을 중심으로 -)

  • The purpose of this study is to analyze the status of e-books usage in small university library and to suggest implications for e-book management policies. To do that, a survey was conducted with students in a local small university, and the valid responses of 259 people were analyzed. As a result of the analysis, the preference of paper books (71%) was higher than that of e-books (12%). However, satisfaction with e-books (45.6%) was higher than that of paper books (27.9%) if they had experience using e-books. In addition, satisfaction was highest when using e-books for general reading, and it was found that the use device preferred to use a tablet. Based on the results of this study, we proposed some suggestions; 1) establishment of e-books service policy and promotion plan, 2) use of e-books dedicated devices and development of user-friendly e-books using environment, 3) providing various topics of e-books, 4) formation of an association for joint use of e-books between small library universities.

Analysis of the production status of female ball-jointed dolls (여성 구체관절인형 생산실태 분석)

  • In this study, the sales status of female ball-jointed dolls and their parts were investi- gated and analyzed. Baseline data from 194 products and 54 brands on domestic and international Internet sites was gathered for the manufacture of ball-jointed dolls and the development of prototype costumes for them. The results are as follows. First, the sizes used for ball-jointed dolls are SD, USD, MSD, 13SD, and 70SD together with height. This study analyzed 39 sizes (15~70cm) by classifying them into numbered groups: 1 (15~22cm), 2 (23~33cm), 3 (35~51cm), 4 (53~62cm), and 5 (63~70cm). The price varied depending on the size; for example, 50cm dolls were approximately 45,000 won, while limited editions were sold at high prices, regardless of their size. They were classified into designs according to their body proportions and facial features as follows: 7- or 8-head-figure, 5-head figure, and 3-head figure, and were presented proportionally as images of women, adolescents, and infants. Second, the head was incised so that the top could be removed horizontally or the facial region vertically, allowing attachment of the eyeballs (which were either glass, resin, or acrylic) to the inside. More than 30 different colors were sold. Various wig styles were provided, including cut, short hair, and perm. These were made from human hair, heat-resistant fiber, and artificial hair. For the hands, there was a design expressing human hand gestures. For the feet, heels were in the form of wearing either high-heels or flat soles.

Presence of Thrombectomy-capable Stroke Centers Within Hospital Service Areas Explains Regional Variation in the Case Fatality Rate of Acute Ischemic Stroke in Korea

  • Objectives: This study aimed to explore the status of regional variations in acute ischemic stroke (AIS) treatment and investigate the association between the presence of a thrombectomy-capable stroke center (TSC) and the case fatality rate (CFR) of AIS within hospital service areas (HSAs). Methods: This observational cross-sectional study analyzed acute stroke quality assessment program data from 262 hospitals between 2013 and 2016. TSCs were defined according to the criteria of the Joint Commission. In total, 64 HSAs were identified based on the addresses of hospitals. We analyzed the effects of structure factors, process factors, and the presence of a TSC on the CFR of AIS using multivariate logistic regression. Results: Among 262 hospitals, 31 hospitals met the definition of a TSC. Of the 64 HSAs, only 20 had a TSC. At hospitals, the presence of a stroke unit, the presence of stroke specialists, and the rate of endovascular thrombectomy (EVT) treatment were associated with reductions in the CFR. In HSAs, the rate of EVT treatment (odds ratio [OR], 0.98; 95% confidence interval [CI], 0.97 to 0.99) and the presence of a TSC (OR, 0.93; 95% CI, 0.88 to 0.99) significantly reduced the CFR of AIS. Conclusions: The presence of a TSC within an HSA, corresponding to structure and process factors related to the quality of care, contributed significantly to lowering the CFR of AIS. The CFR also declined as the rate of treatment increased. This study highlights the importance of TSCs in the development of an acute stroke care system in Korea.

Development of a public health care linkage model within the community care system in Daejeon City (대전광역시 지역사회 통합돌봄 체계내에서 공공보건의료 연계 모델 개발)

  • Objectives: This study aimed to establish a linkage model involving regional responsible medical institutions after analyzing the existing conditions and deriving problems through qualitative analysis within the community care system. Methods: A total of 14 participants of this study were selected through the snowball sampling method, including 7 community care service providers and 7 service users. As for the research data, primary data were collected through interviews, and as a result of analyzing according to Aday&Anderson' model, a total of 5 catergories, 8 topics, and 22 sub theme were derived. Results: The problem derived from the interview is that division services are provided for each institution due to the absence of a key central institution of community care system, and users' commercial institutions is unclear. The second is the inconsistency between the needs and supply for community care, resulting in a possibility of delay in returning to the community after discharge. Based on these problems, it is necessary to unify it as an community care window of the Dong-community center. In addition, there is a need for public health centers to play an active role, and to establish a public-private joint system with the Health and Living Support Center to establish a model that can play a certain role. Conclusions: Therefore, based on the results of this study, it can be used as basic data when constructing community care model and applying it as an expanded model in the future.

What Drives the Listing Effect in Acquirer Returns? Evidence from the Korean, Chinese, and Taiwanese Stock Markets

  • Purpose - This study investigates whether a listing effect exists in cross-border M&As and whether the effect can be attributed to the uncertainty of the GDP growth rate in the target firm's home country. We apply a joint variable analysis using M&A announcement data from the Korea Exchange (KRX), Shanghai Stock Exchange (SSE), and the Taiwan Stock Exchange (TWSE) from 2004 to 2013. We also conduct an event study using the measure of the uncertainty of the GDP growth rate (based on IMF statistics) in 55 target countries. Design/methodology - We measure the abnormal return (AR) using the market-adjusted model. We test the significance of the AR and the cumulative abnormal return (CAR) using a one-sample t-test. We examine the characteristics of the CARs depending on whether the target company is listed by applying a difference analysis using CAR as a test variable. In addition, we set CAR (-5, +5) as a dependent variable to identify the cause of the listing effect, and test both the financial characteristic variables of the acquirer and the collective characteristic variables of the merger as independent variables in the multiple regression analysis. Findings - First, we find the listing effect of cross-border M&As in the KRX, SSE, and TWSE, which represent the capital markets in Korea, China, and Taiwan, respectively. This listing effect persists during the global financial crisis and has a negative effect on the wealth of acquiring shareholders, especially when the target countries are emerging markets. Second, greater uncertainty regarding the target countries' economic growth in cross-border M&As has a negative effect on the wealth of acquiring firms' shareholders. Third, our empirical analysis demonstrates that the listing effect is attributable to the fact that firms listed in a target country with greater uncertainty of economic growth are more directly and greatly exposed to uncertain capital markets through stock markets, than are unlisted firms. Originality/value - This study is significant in that it presents a new strategic perspective in the study of cross-border M&As by demonstrating empirically that the listing effect is attributable to the uncertainty regarding the economic development of the target firms' home countries.

Methodology for estimating the damage rate of equipment mounted on the warship (해상 플랫폼 탑재장비 손실률 산정 방법 - 워게임모델 적용을 중심으로 -)

  • Accurately predicting wartime resources requirements and preparing war supplies in peacetime is an important task that can determine the outcome of the war by guaranteeing the duration of the operation. The wartime warship damage rate is a measure of estimating the battle damage of our warships in the process of performing battles to achieve the war goal. In the previously studied wartime warship damage rate estimation method, when damage occurs, long-term repair is required due to the complexity and specificity of the ship structure. Only the case of a complete defeat at the level of sinking was defined as a damage, and even if it was impossible to perform a maritime operation mission, it was not estimated as a damage if the level of sinking was not reached. Therefore, in order to improve the reliability of the wartime warship damage rate, the equipment damage assessment level can be estimated based on the warhead weight of the threat weapon system, the vulnerability rate of the warship's equipment, and the warship's hull. In the future, it is expected that the estimation methodology proposed in this study will be used as a simulation logic when developing a model for analyzing the wartime resources requirements for the warship's equipment and hull.

Development of Static Seal for a Liquid Rocket Engine (액체 로켓 엔진 스태틱 실 개발)

  • Static seals are used to seal high temperature gas and cryogenic fluid under high pressure, at interfaces between liquid rocket engine components such as combustion chamber, turbopump, gas generator, valves, etc. As thermal expansion and contraction at assembly interfaces cause undesirable leakage under cryogenic and high temperature environments, static seals applied for sealing of joint interfaces without relative motion should be designed properly. The additional function of rotation at the sealing face is also required for static seals, when the spherical flange is used for improvement of assembly at misalignment interfaces. In this study, structural analysis and leak tightness test of simulating test rig for several important interfaces are performed, to verify structural integrity of static seals.
