Influence of Communication on Acquired Company Members in the PMI Process : Moderation Effect of the Business Area Consistency between Acquiring and Acquired Company (PMI과정에서 피인수기업 구성원에 대한 의사소통의 영향력 : 인수기업과 피인수기업 간의 사업영역의 일치도의 조절효과)

  • Post-merger integration(PMI) plays a very important role in the success of M&A. Therefore, based on previous studies on PMI, this study discusses the relationship between communication of acquired enterprise members and uncertainty reduction, organizational satisfaction, organizational trust in the PMI process, focusing on the moderating effect of business area consistency between the acquisition and the acquired company. In order to achieve the purpose of this study, the hypothesis of the relationship between variables was established and an empirical analysis was conducted. In order to collect data, a survey was conducted on members of the acquired company in China, and 317 questionnaires were finally collected and used for empirical analysis. For the collected data, the research hypothesis was verified using SPSS 26.0. The results of the study confirmed that communication has a positive effect on the reduction of uncertainty, job satisfaction, and organizational trust perceived by members of the acquired company, and that the consistency in business areas between the acquisition and the acquired company weakens the relationship between communication and uncertainty. In the positive relationship between communication and job satisfaction, organizational trust, the effect of strengthening the moderating variable has not been confirmed, but rather the weakening control effect was found. Based on these findings, the strategy of communicating with the members of the acquired company in the PMI process is meaningful for the success or failure of the merger and provides theoretical and practical implications for proposing differentiated human resources management measures according to M&A type.

  • This article introduces a recent innovation in Korea's human resources development policy in the SW sector. Facing serious problems in cultivating SW engineers such as a mismatch in supply and demand of SW workers, shortage of globally competitive SW professionals, and insufficient education and training of university graduates, the Korean government has decided to adopt a new paradigm in national SW engineering education, based on supply chain management (SCM) in manufacturing. SCM has been a major component of the corporate competitive strategy, enhancing organizational productiveness and responsiveness in a highly competitive environment. It weighs improving competitiveness of the supply chain as a whole via long-term commitment to supply chain relationships and a cooperative, integrated approach to business processes. These characteristics of SCM are believed to provide insight into a more effective IT education and university-industry collaboration. On the basis of the SCM literature, a framework for industry-oriented SW human resources development is designed, and then applied in the case of nurturing computer-software engineers in Korea. This approach is expected to fumish valuable implications not only to Korean policy makers, but also to other countries making similar efforts to enhance the effectiveness and flexibility in human resources development. The construction of SCM-based SW HRD model is first trial to apply SCM into SW HRD field. The model is divided into three kinds of primary activities and two kinds of supportive activities in the field of value chain such as SW HRD Council, SW demand and supply plan establishment and the integration of SW engineering capabilities that contribute the reduction of the skill and job matching through SW HR demand and supply collaboration.

A Study on Perception and Attitudes of Health Workers Towards the Organization and Activities of Urban Health Centers (도시보건소 직원의 보건소 업무에 대한 인식 및 견해)

  • A survey was conducted to study perception and attitudes of health workers towards health center's activities and organization of health services, from August 15 to September 30, 1994. The study population was 310 health workers engaged in seven urban health centers in Taegu City area. A questionnaire method was used to collect data and response rate was 81.3 percent or 252 respondents. The following are summaries of findings: Profiles of study population: Health workers were predominantly female(62.3%); had college education(60.3%); and held medical and nursing positions(39.6%), technicians(30.6%) and public health/administrative positions(29.8%). Perceptions on health center's resources: Slightly more than a half(51.1%) of respondents expressed that physical facilities of the centers are inadequate; equipments needed are short(39.0%); human resource is inadequate(44.8%); and health budget allocated is insufficient(38.5%) to support the performance of health center's activities. Decentralization and health services: The majority revealed that the decentralization of government system would affect the future activities of health centers(51.9%) which may have to change. However, only one quarter of respondents(25.4%) seemed to view the decentralization positively as they expect that it would help perform health activities more effectively. The majority of the respondents(78.6%) insisted that the function and organization of the urban health centers should be changed. Target workload and job satisfaction: A large proportion (43.3%) of respondents felt that present target setting systems for various health activities are unrealistic in terms of community needs and health center's situation while only 11.1 percent responded it positively; the majority(57.5%) revealed that they need further training in professional fields to perform their job more effectively; more than one third(35.7%) expressed that they enjoy their professional autonomy in their job performance; and a considerable proportion (39.3%) said they are satisfied with their present work. Regarding the personnel management, more worker(47.3%) perceived it negatively than positive(11.5%) as most of workers seemed to think the personnel management practiced at the health centers is not fair or justly done. Health services rendered: Among health services rendered, health workers perceived the following services are most successfully delivered; they are, in order of importance, Tb control, curative services, and maternal and child health care. Such areas as health education, oral health, environmental sanitation, and integrated health services are needed to be strengthening. Regarding the community attitudes towards health workers, 41.3 percent of respondents think they are trusted by the community they serve. New areas of concern identified which must be included in future activities of health centers are, in order of priority, health care of elderly population, home health care, rehabilitation services, and such chronic diseases control programs as diabetes, hypertension, school health and mental health care. In conclusion, the study revealed that health workers seemed to have more negative perceptions and attitudes than positive ones towards organization and management of health services and activities performed by the urban health centers where they are engaged. More specifically, the majority of health workers studied revealed to have the following areas of health center's organization and management inadequate or insufficient to support effective performance of their health activities: Namely, physical facilities and equipments required are inadequate; human and financial resources are insufficient; personnel management is unsatisfactory; setting of service target system is unrealistic in terms of the community needs. However, respondents displayed a number of positive perceptions, particularly to those areas as further training needs and implementation of decentralization of government system which will bring more autonomy of local government as they perceived these change would bring the necessary changes to future activities of the health center. They also displayed positive perceptions in their job autonomy and have job satisfactions.

  • Korean government has invested about 400 million dollars to the business incubator using the facilities and human resources of universities and research institutes and successfully operated to contribute the economic development(1.6 billion dollars sales, 5,500 companies) and job creation(16,000 employee) in the end of 2013. Although incubators have grown rapidly, there is limited performance, like a hardware centered support, limited exploitation of resource in the university, less collaboration with the community, less star companies. This research provide a alternative capacity building direction based on the creativity and resource dependence theory. Specifically this paper suggest a building creative incubating center, traversing the valley of death, accelerator for the CPM(Capability, Product, Market) linkage, organic implementation of university resources.

A Study on the Characteristics of Human Resources Required in Electronics Company (미래 융합기술사회에서 전자기업의 인재상 분석)

  • The purpose of this study is to analyze the characteristics of talents required in electronic companies in the 4th industrial revolution. we conducted a network analysis on the key talent of the companies presented in over 100 job announcements to companies in the electronics industry. The results of the study are as follows. First, electronic companies showed the most favored creative talents, preferring collaborative talent and challenging talent. Second, looking at the core definitions of talent, change, response, problem solving, performance creation, communication, challenge, professionalism, enthusiasm, development, aggressiveness and spontaneity were used. In other words, key keywords emerging from the 4th industrial revolution were being used continuously. Third, in the Centrality analysis, talented people who emphasize humanity also appeared. Based on the study, it suggested that manpower training of the 4th Industrial Revolution.

Effect of Experiencing Characteristics of Preparatory Business Starters on the Formation of Dynamics for Launching into the Society

  • The purpose of this study is to find out the effect of on-the-job experiencing program on the formation of dynamics such as creativity, organizing, and clarity necessary for launching into the society through a cause-and-effect analysis to determine the priority of resources investments and improvements of educational courses. As a result, the selling experience and planned workshop were found to have effect on the creative dynamic that preparatory business starters must secure without fail. This means that e-Fashionn Lab(http://www.bc2d.com) which is an experiencing program, is fully accomplishing its initial objective set up at the time of the system design. In addition, the selling experience and the mini-home page experience were found to have effect on the formation of organizing dynamic of preparatory business starters. This shows that the system design to realize the database of personal friendships and personal information is being used fully as an educational practice instruments. Lastly, the selling experience and planned workshops were found to have effect on the formation of clarity dynamic of preparatory business starters as experiencing characteristic has effect on creativity. However, the community (work room) experience was found to have no effect on the formation of dynamics necessary for preparatory business starters to advance into the society at this study. This signifies that the system input resources should be pushed back in priority and that curriculums and system design should be concentrated on strengthening the selling experience and planned workshop in general.

Implementation Plans for the Korean Certified Tumor Registrar Qualification System

  • Background: Cancer registration data is used to understand the nation's cancer burden, and to provide significant baseline data for cancer control efforts, as well as, research on cancer incidence, mortality, survival, and prevalence. A system that approves, assesses, and manages the qualification of specialists, responsible for performing cancer registration, has not been developed in Korea. This study presents ways to implement a certification system designed for the qualification of tumor registrars in Korea. Materials and Methods: Requirements for implementing a certified tumor registrar qualification system were determined by reviewing the system for establishing qualifications in Korea and the American qualification system via the National Cancer Registrars Association (NCRA). Moreover, a survey was conducted on Korean medical records administrators, who had taken the U.S. Certified Tumor Registrar (CTR) examination, in order to review their opinions regarding these requirements. Results: This study verified the feasibility of a qualification examination based on the opinions of CTR specialists by determining the following: items, and the associated ratings, of the qualifications necessary to register individuals as certified tumor registrars in a private qualification system; status of human resources required for the examination or training processes; plans regarding the organization needed for management, and operation of qualifications, examination standards, subject areas, examination methods, examination qualifications, or education and training programs. Conclusions: The implementation of a certified tumor registrar qualification system will lead to enhanced job competency for specialists and a qualitative improvement of cancer registration data. It will also reliably foster human resources that will lay the groundwork needed to establish scientific and reasonable national cancer management policies.

The Implementation of Fault Tolerance Service for QoS in Grid Computing (그리드 컴퓨팅에서 서비스 품질을 위한 결함 포용 서비스의 구현)

  • The failure occurrence of resources in the grid computing is higher than in a tradition parallel computing. Since the failure of resources affects job execution fatally, fault tolerance service is essential in computational grids. And grid services are often expected to meet some minimum levels of quality of service (QoS) for desirable operation. However Globus toolkit does not provide fault tolerance service that supports fault detection service and management service and satisfies QoS requirement. Thus this paper proposes fault tolerance service to satisfy QoS requirement in computational grids. In order to provide fault tolerance service and satisfy QoS requirements, we expand the definition of failure, such as process failure, processor failure, and network failure. And we propose resource scheduling service, fault detection service and fault management service and show implement and experiment results.

  • HRDI(Human Resources Development Institute) has not performed the efficient costing model because of it's variety types of institutes, courses and vocational education and training techniques. This study proposed the integrated costing model using job costing, activity based costing and standard costing methods to meet needs of HRDI. And the model will be used in two-phased approach including adoptable model and ideal model. The integrated model includes costing techniques, cost elements, indirect cost allocation bases and cost analysis methods using a contribution margin model to calculate and analyse cost information in HRDI. The proposed integrated costing model of HRDI has some limitation of no relationship with the performance management. But this model will prepare valuable information by using detailed data and costing techniques. And then this model will be developed as a advanced costing model using standard costing to relate with the performance model.

An Analysis on the Properties of Cement Mortar using Sewage Sludge Incineration Ash (하수슬러지 소각재를 이용한 시멘트 모르타르의 특성분석)

  • This is an experimental research in order to judge the applicability of sewage sludge incineration ash having applied the mixing proportion needed to manufacture bricks and to do plaster work with addition of hwangtoh and slaked lime as a part of the methods for utilizing the wastes produced from sewage sludge incineration ash. Based on the results from experiment and analysis, it is judged that, in case of mixing proportion of 1:2 for the purpose of plastering and masonry work, the cement mortar produced by using a 10% addition ratio of sewage sludge incineration ash with mixture of hwangtoh covering all range of addition ratio, and also the cement mortar produced by using a 20% of sewage sludge incineration ash together with 0% and 10% addition ratio of hwangtoh, was possible to be applied to the practical use. In case of mixing proportion of 1:7 for manufacture of bricks and blocks, if such brick and block products are produced with 10% and 20% addition ratio of sewage sludge incineration ash having added aggregate fines or stone dust that has been actually used in brick and block manufacturing, it is judged that these bricks and blocks could be practically used in the job sites, although strength development is a little bit lower.
