동중국해 해양경계획정과 자원공동개발 (Maritime Delimitation and Joint Resource Development in the East China Sea)

  • As is generally known, the sovereignty dispute over the Senkaku Islands between China/Taiwan and Japan was triggered by a report commissioned by the UN in 1968, which reported the possibility of a substantial amount of petroleum and natural gas buried in the South China Sea. When the administrative authority over the Ryukyu Islands was transferred from the US to Japan in 1972, jurisdiction over the Senkaku Islands was also transferred. A dispute ensued between China (Taiwan) and Japan over the Senkaku Islands except during the period in which formal relations were established between the two states. This paper will take a look particularly at the events that occurred in the 2000's and discuss their recent trends and aspects of the dispute. Though China and Japan agreed to joint resource development in 2008, the agreed zone was a very small area adjacent to the Korea-Japan Joint Continental Shelf Development Zone, and the points of agreement have not been implemented. China has been developing four oil fields including Chunxiao in its waters adjacent to the median line asserted by Japan. However, China also has been excluding the participation of Japan, while Japan has been strongly objecting to the unilateral development of oil fields by China. If indeed the oil fields on China's side are connected past the median line asserted by Japan, then China's unilateral development will infringe upon the potential sovereign rights of Japan, thereby violating international law.

Technological Intensity and Export Specialization in Asia: A Comparative Analysis of Japan, Korea, China and Taiwan

  • This paper examined structural changes in export specialization of Japan, South Korea, Taiwan, and China at different levels of technological intensity. The study found significant differences across these Asian economies, with most pronounced changes for exports with high technological intensity. To account for the changing export specialization, the study applied the classical Ricardian model of comparative advantages to export patterns of Japan and South Korea. We found that the export specialization of Japan was mainly determined by differences in fixed effects across industrial sectors, with changes in relative labor productivity much less important. In contrast, changes in productivity turned out an essential factor for explaining the recent export specialization of South Korea.

  • Background and Aims: Herbal drugs and traditional medicines have lately attracted considerable attention by global pharmaceutical corporations because the conventional chemical drugs didn't work well for many chronic diseases or intractable diseases. The government of Korea is also supporting to develop the new drug which is high value added product, and the natural medicine including herbal medicine(or Traditional Korean Medicine) have a significant presence in this field. non-clinical pharmacology/toxicology study and clinical trial are the two major criteria which estimate efficacy and safety for registration of new drugs. All of the pharmaceutical companies producing herbal medicine and the academic and the academic world of Tradition Korean Medicine have the will to develop new herbal drugs, but there are obstacles that they have neither experience nor guideline about clinical trial. Therefore for developing new herbal drugs, it is necessary to research the present conditions and comprehensive systems about clinical trial in Northeast Asian countries China, Taiwan and Japan because they have the common background with Korea in traditional medicine fields. Methods : The present state of clinical trial for herbal medicine in Korea was investigated. And then, those in China, Taiwan, Japan was also investigated. Results and conclusions : There are significant differences among 4 Southeast Asian countries Korea, China, Taiwan and Japan each in present condition, purpose, involved comprehensive system including legislation, and actual operation of clinical trial for traditional medicine.

고등학교 수학과 교육과정 개선을 위한 외국 교육과정의 탐색 - 일본, 대만, 홍콩, 핀란드, 중국을 중심으로 - (Analysis of High School Mathematics Curricula of Japan, Taiwan, Hongkong, Finland, and China)

  • 본 연구는 우리나라 고등학교 수학과 교육과정 개선을 위해 일본, 대만, 홍콩, 핀란드, 중국의 고등학교 수학과 교육과정을 분석하여 시사점을 도출하였다. 수학교육의 목표 측면에서는 논리적 사고, 수학의 활용, 수학적 탐구의 인지적 목표와 자신감과 용기, 성취감, 수학의 가치에 대한 정의적 목표를 교육과정에서 선정하는 것을 고려할 수 있었다. 고등학교 과목의 이수 경로는 진로에 따른 선택 과목 구성이나 과목 간 계열 설정을 생각해볼 수 있었다. 교육내용 측면에서는 외국의 필수 내용이지만 우리나라 교육과정에서 누락된 삼각함수 공식이나 상관관계를 우리나라에서도 다루는 방안을 고려해볼 수 있었다. 마지막으로 문서 체제에서 교육 내용의 범위와 설명을 친절하게 하고 교육과정 모형을 시각화하여 제시하는 방안을 제안하였다.

일본과 대만의 시간제 고용에 관한 연구 (Part-time Employment in Japan and Taiwan)

  • 본 연구는 서비스산업의 확대와 노동유연성 추구라는 유사한 환경을 겪고 있는 일본과 대만에서 시간제 고용의 활성화와 여성화 현상이 매우 대조적임에 주목하였다. 즉 일본에서는 시간제 고용의 활성화와 여성화가 매우 활발히 진행되었고 대만은 전혀 그 렇지 않은 것이다. 본 연구의 목적은 유사한 문화권의 두 나라가 시간제 고용을 중심으로 이렇게 대조적인 이유와 이는 양국의 여성 노동공급과 어떠한 연관성이 있는가를 살펴보는데 있다. 본 연구의 발견은 첫째, 시간제 고용을 둘러싼 일본과 대만의 현상을 시간제 \`활성화\` 와 \`비활성화\`로 요약한다면, 이는 가사와 육아의 부담으로 인한 여성의 \`자발적 선택\`이라는 개인주의적 접근보다는 노동시장의 구조적 특성, 자본주의와 가부장제의 합작품, 그리고 국가의 복지 및 가족정책을 강조하는 구조주의적 접근으로 설명이 가능함을 보여주었다. 특히 노동시장분절론과 노동유연성론은 유용한 설명틀을 제공하였다. 둘째, 여성의 노동공급에 있어서의 일본과 대만의 차이도 노동시장의 구조와 가족의 대응에서 그 해답을 찾을 수 있었다. 일본의 대기업 위주인 그리고 엄격히 분절적인 노동시장의 구조는 시간제 활성화와 여성화를 확대시켰고, 대만의 소(가족)기업 위주인 느슨한 그리고 덜 분절적인 노동시장은 한편으로는 기혼여성의 지속적인 정규직 취업을 용이하게 하였고 다른 한편으로는 비공식 고용의 여지를 남겨 놓아, 시간제가 확대될 필요가 없었다. 그러므로 본 연구는 서비스산업의 확대와 노동유연성의 추구라는 유사한 환경변화에 대하여 국가별고 다른 적응과 대응방식이 가능함을 보여 주었다. 특히 대만의 사례는 비공식 노동시장의 중요성을 인식시켜 주었으며, 비공식 노동시장의 현존이 산업화가 덜 되어서가 아니라, 노동시장의 특성상 중요하여 하청망을 통한 다품종 소량생산 이라는 산업화 전락의 일환일 수도 있음을 보여 주었다.

대만의 매실산업 (Japanese Apricot in Taiwan)

  • Japanese apricot (Prunus mume Sieb. et Zucc.) is the national symbol and was once the most important temperate fruit crop in Taiwan. Fruiting cultivars were originally introduced from southern China but commercial production was not significant until the 1970s. Currently 6,400 ha of Japanese apricot orchards distribute on shallow mountain hills in the central and the southern part of the island. Taiwanese commercial fruiting cultivars are plausibly chance seedlings or sports from the early introduction and are very low chilling required for budbreak. Ornamental cultivars have been mainly introduced from Japan but cultivations have been limited in high altitude area due to their high chilling requirement. In 2009, Taiwan Agricultural Research Institute's breeding program released the first low chill ornamental cultivar 'Tainung No.2' with a great ornamental potential in subtropical regions. Cultivation and production of Japanese apricot fruit in Taiwan continue to dwindle due to the declining Japanese market share. Ongoing industry transformation to increase domestic consumption and consumer's interest will sustain the future of Japanese apricot in Taiwan.

Taiwan Neurosurgical Spine Society: The New Shining Star

  • As spine surgery flourished in Taiwan and neurosurgeons became more involved in spine surgery towards the end of the 20th century, the Taiwan Neurosurgical Spine Society (TNSS), earlier named the Taiwan Neurospinal Society, was established on March 11, 2001. As its main founder, Dr. Chun-I Huang was elected as the first president of the TNSS. The goals of the TNSS were to promote research, to hold academic seminars, to participate in international conferences, and to exchange clinical experiences. The mission of the TNSS was successful, and the profession of spine surgery in Taiwan advanced during the first decade of the 21st century, culminating in the TNSS joining ASIA SPINE in 2010. Since its establishment, the TNSS has always been supportive of collaboration and communication with the Korean Spinal Neurosurgery Society and the Neurospinal Society of Japan. Through periodical meetings, supported by the TNSS, surgeons worldwide have enjoyed a platform of sharing and mutual learning. To further promote academic research, the TNSS has officially supported the journal Neurospine since 2018. With extensive efforts from local and international surgeons, the TNSS will continue to adhere to its mission and to advance the profession of spine surgery.

일본의 해양기본법 제정과 우리의 대응방안 연구 -한중일 해양행정체계 비교를 중심으로- (A Study on the Analysis of Japan's Basic Ocean Law and Policy of Korea -The Case of Korea, Japan and China on the Administrative System for Ocean-)

  • Japan's new Basic Ocean Law took effect in 20 July 2007. This law contains that 1) calls for the consolidation of eight government offices that previously worked separately on maritime issues; 2) establishes a basic plan for maritime matters, and; 3) creates a comprehensive maritime policy headquarters, run by the Prime Minister. The result is a structure for the integrated promotion of maritime policy. The Minister of Land, Infrastructure and Transport has been appointed to the newly established position of maritime minister. Japan has been in conflict with Korea and China over EEZ and territory, which has caused the country to turn to ocean. If Japan puts more emphasis on sea, it will be on a collision course with neighboring countries such as Korea, China, Russia, and Taiwan. Japan has been at odds with these countries; with Korea over Dokdo islets, with China over the Senkaku Islands and the East China Sea, where gas fields lie, with Taiwan over fishery rights in the East China Sea, with Russia over the Kuril Islands. Korea's position about the establishment of Japan's new Basic Ocean Law is followed: 1) expression of Korea's position in maritime resourcces of east china sea, 2) understand of strategy for maritime resources development and maritime delimitation in China and Japan, 3) a caution for extention of EEZ and maritime activities, 4)effective and comprehensive policy establishment, and strength in R&D, 5) construction of active and responsive system for maritime issues in neighbor country.

우리나라 수산업의 글로벌화 수준 평가 -국제연계도 및 국제통합도 분석을 중심으로- (A Study on Korean fisheries' Globalization level: focusing on LIT and IIT)

  • The objective of this study is to examine Korean fisheries' globalization level. For that, this paper discusses structural changes of world fisheries and level of korean fisheries' globalization. Fisheries' globalization is measured by comparison of IIT(intra-industry trade) and LIT(level of international trade) on eleven countries(Netherland, UK., USA, France, Japan, Spain, Korea, Taiwan, Thailand, Indonesia, Philipinnes). And analysis data are obtained from UN-UNCTAD PC-TAS and FAO Fishstat. As a result of measure of fisheries' globalization, Netherland is the most globalization country of eleven countries. And the next order is Spain, UK, France, Thailand, Taiwan etc. We can classify these countries into four types. Type I is 'International linkage and integration global indutstry' inculding Netherland, UK, Spain, France. Type II is 'Interantional integration global industry' including Taiwan and S. korea. Type III is 'international linkage global industry' including none of eleven countries. Finally, type IV is 'domestic demand and self-sufficient industry'including Thailand, USA, Japan. So we can name the type of korean fisheries' globalization as 'interantional integration global industry'. Usually this type is evaluated that level of international trade is not high but level of intra-industry trade is high. As a result, from now, we should consider policy directions of korean fisheries whether to decide one of four types or not.
