A Way for Establishing Tsunami Scenario Data Base (지진해일 시나리오 DB 구축방안)

  • Focal mechanism of the real and imaginary faults in the western coast of Japan has been assumed by examining the previous studies on the seismicity, seismic gap, fault behaviors, seismic zoning, and faults. In the area of no seismic information, the focal mechanism has been assumed to have the maximum influence on the tsunami height in the eastern coast of Korea. The tsunami height in a particular point of the eastern coast of Korea can vary up to 7 orders with the variation of the strike of the fault in a particular source point of the western coast of Japan with constant magnitude. Tsunami scenario DB including tile arrival times and tsunami heights has been constructing by using the assumed focal mechanism of the western coast of Japan. Tsunami warning system will be reinforced by using this tsunami scenario DB near future.

  • In this study, design method for debris flow and drift wood dams used in Japan was evaluated to develop currently available design method practiced in Korea. In Japan, represented a similarity in the aspects of topography and the climate compared with Korea, casualties due to debris flow, landslide, and collapse of cliff as well as earthquake, have been reported every year. Especially, debris flow had often occurred during heavy rainy season rather than due to Typhoons or localized torrential thunderstorms. Since the characteristic of the debris flow reveals in the middle of water flow and soil behaviors, the behavior of debris flow associated with drift wood was not fully understood at this moment and therefore empirical design method to design debris flow dam is adopted in the practice and currently used in Japan. Based on the result of this study, modification of debris flow design method used in Korea are presented.

Risk Management on Radiation under Prolonged Exposure Situation - Focusing on the Tokyo Metropolitan Area in Japan Under the TEPCO Fukushima Dai-ich NPP Accident -

  • Examples and experiences of risk management on radiation under prolonged exposure situation are shown. The accident of the Fukushima dai-ichi nuclear power plant after the great east Japan earthquake (11 March, 2011) elevates background level of environmental radiation around the east Japan. For example, ambient dose equivalent rate around Tohkatsu area next to Tokyo located about 200 km-south from the plant, is about 0.1-0.6 micro-Sv $h^{-1}$ mainly due to $^{134}Cs$ and $^{137}Cs$ falling on the ground soil. This level is about double or up to ten times higher than the genuine natural level around the area. International Commission on Radiological Protection (ICRP) recommends how to face the existing exposure situation; that is the prolonged exposure situation. Referring to ICRP's reports and/or related international/domestic documents, we have been discussing how to manage this situation and acting to gain safety and relief of public, who have a possibility to be exposed to prolonged lower-dose radiation. Here, we introduce our several experiences on risk management, especially focusing on risk communication, radiation education to public, and stakeholder involvements into decision making in local governments on radiation protection, relating to the accident.

  • In this study, the theoretical review was carried out on the concepts regarding the continuity of operation plan and business continuity management plan, international standard ISO22301 and common required functions for disaster response, and the business continuity guideline of local governments in Japan and establishment cases were analyzed to draw matters to be reflected for establishing the business continuity plan of local governments according to the occurrence of earthquake and tsunami. In conclusion, the standard guideline of central government should be prepared for establishing the business continuity plan of local governments and the foundation to establish the plan smoothly based on such guideline should be provided. Also, the business continuity plan should be prepared based on the previous established safety management plans by reflecting the regional characteristics of local governments. And, in order to establish the business continuity plan that fits the region, proper investigations can be carried out to examine the characteristics of each organizations, resources, facilities and environments. Lastly, detailed scenario on the scale of earthquake and tsunami occurrence and damages is prepared to establish the business continuity plan of local governments and conditions for prompt countermeasures according to the scale.

Seismic Motion Amplification Characteristics at Reclaimed Ground (매립 지반에서의 지진파 증폭 특성)

  • In this study, borehole records were analyzed to verify the amplification of seismic motion at the soft reclaimed ground before and after the main event of the 1995 Hyogoken Nambu Earthquake at Port Island, Japan. From the analysis, it was shown that the amplification of seismic motion occurred near the soft ground surface (within 30 m below) where confining stress is low. Moreover, it was found that recovery of dynamic soil stiffness at the liquefied ground began gradually 3 hours after the liquefaction and completed in 10 days, when the ground exhibited the same seismic motion characteristics as those before the liquefaction.

  • 국가 긴급사태 발생시에는 긴급재난정보를 신속하게 전달하기 위하여 임시재해방송국을 개설할 수 있다. 그러나 국가긴급사태발생 시에는, 시정촌의 기초단체장들에게는 전기나 전화, 휴대폰 등의 연락회선이 두절되어 정보전달 수단이 한정되게 된다. 특히 라디오나 텔레비전 시청도 곤란한 상황에서 재난정보전달체계는 어려운 환경에 처하게 된다. 따라서 재난발생 초기에 임시재난방송국의 역할은 매우 중요하고, 피재지나 피난소에서 얻은 피난정보나 라이프라인정보, 지원물자 배포정보 등의 정보를 제공하고 있다. 본고에서는 동일본 대진재 시의 임시재난방송의 개설 및 운영 등에 관한 임시재난방송국의 운영사례 등을 소개하고자 한다.

  • Continuous seismic observation of volcanic earthquakes related to migration of magma or gas, is one of the most important methods used to monitor active volcanoes. In this review paper, we introduce the characteristics of volcanic earthquakes and their classification based on locations of foci, waveforms, frequencies, lithology, and source mechanisms. We also present some examples of successful warnings of volcanic eruptions and the present status of some observations of volcanic earthquakes in Japan, the United States, Italy, and New Zealand.

  • Since the importance of seismic design is greater, dynamic analysis is more widely using than past. The input motion is one of the most important factors of dynamic analysis. However, in Korea input motions are selected from U.S. and Japan those are captured from large magnitude earthquakes without considering seismic environment or generated in frequency domain. In this research, the methodology for generating input motions those are considered seismic environment and design code is proposed. The seismic environment compatibility is considered by performing deaggregation and the design code compatibility is considered by time-domain artificial time history accelration generation method. The results shows that seismic environment and design code compatible input motions are successfully generated.

A neural-attenuation model before Mexican extreme events

  • The most recent shaking experiences have demonstrated that the predictions of the seismic models are not always in agreement with the registered responses, especially in the face of extreme earthquakes. Records collected from 1960 to 2011 at a rock-like site are used to develop a neural network that permits to estimate peak ground accelerations via the magnitude, the focal depth, the site-source distance and a seismogenic zone. The neural model is applied to the 8th and 19th September 2017 events that hit Mexican territory and the obtained results show that the network is flexible enough to work appropriately to various conditions of intensity and sites-sources with remarkably predictive capacity. The neural-attenuation curves are compared with those obtained from Ground Motion Prediction Equations and their performance is assessed for events, in addition to the devastating Mexican events, from Japan, Taiwan, Chile and USA.
