Consolidation of Agricultural Institutions and Its Efficient Management Schemes for the 21 st Century-oriented Agricultural Development - Case Study for Land Choongcheongnam-Do - (21세기 농업발전을 위한 농업관련기관의 집단화 및 효율적 운영방안 - 충청남도의 예 -)

  • In this paper, the basic planning for the creation of consolidated agricultural institutions of Choongcheongnam -Do and its management schemes were established. These institutions, including rural development office, farmers'training institution, original seeding field of farm crops, agriculturial information center, packing design center, agricultural machinery repair center, agricultural scientific conference hall, agricultural museum, agricultural park, farmers'hall and event plaza, are planned to be created. The required area for the site is 1,246,781 m2. 281-22 Jongkyung-Ri, Sinam-Myun, Yesan-Gun, Choongcheongnam-Do and its surroundings is a proper site for the creation of'consolidated agricultural institution because the actual conditions of the soil, traffic network, irrigation and drainage, tourist routes and human resources are very good. The layout of the facilities that would comprise an agricultural institution was organized in consideration of the functions and roles of each facility and the relationships among facilities in this consolidated agricultural institution. It is desirable that the headquaters of consolidated agricultural institution oversees the management department, the planning $.$ administration $.$ information department, the rural development office, the farmers'training institution, the original seeding field of farm crops and the agricultural park.

Study on Particulate Pollutant Reduction Characteristics of Vegetation Biofilters in Underground Subway Stations (지하역사내 식생바이오필터의 입자상 오염물질 저감특성 연구)

  • Public attention to the indoor environment of underground subway stations, which is a representative multi-use facility, has been increasing along with the increase in indoor activities. In underground stations, fine iron oxide, which affects the health of users, is generated because of the friction between wheels and rails. Among particulate pollutant reduction technologies, plants have been considered as a non-chemical air purification method, and their effects in reducing certain chemical species have been identified in previous studies. The present study aimed to derive the total quantitative and qualitative reduction effects of a bio-filter system comprising air purifying plants, installed in an underground subway station. The experiment proceeded in two ways. First, PM(particulate matter) reduction effect by vegetation biofilter was monitored with the IAQ(indoor air quality) station. In addition, chemical speciation analysis conducted on the samples collected from the experimental and control areas where plants and irrigation using SEM-EDS(scanning electron microscopy-energy dispersive X-ray spectroscopy). This study confirmed the effect of the vegetation bio-filter system in reducing the accumulation of particulate pollutants and transition and other metals that are harmful to the human body.

Use of Sprinkler System for Production Forest Management of Pine Mushroom (Tricholoma matsutake) (살수장치(撒水裝置)를 이용(利用)한 송이산 관리(管理)에 관(關)한 연구(硏究))

  • In order to prevent the pine mushrooms, Tricholoma matsutake, from being damaged by the pine needle gall midges, Thecodiplosis japonensis, and thereby, to increase their production and improve their quality, a sprinkler system was installed on the mushroom field. A low-concentration insecticide (deltamethrin 1% EC, x2,000) was sprayed once at insects' most active time every day during the period of insects' adult occurrence and thereafter, the irrigation by ground water spraying was periodically enforced. Such a test was conducted at Yangyang-Gun, Kwangwon-do, Korea for 2 years from 2000 through 2001. The pine needle gall midges generally emerged for about 40 days from late May to early July. 50% emergence of them was about June 6, and peak emergence (more than 80%) was early or mid-June. Gall formation rate was 3.5% on average with this ground insecticide spraying, while 51.3% when not treated. Control effectiveness of this insecticide spraying was 92.3%, which was higher than 82.5% by the conventional injection of insecticide into tree stems. Pine mushrooms emerged for about 35 days from mid-September through earlier October, and around 80% of them did for about 15 days from late September through early October. As a result of the periodic ground water-spraying (30 mm per week) for 2 months (from August to October), the production of mushrooms increased by 74.3% (110% in terms of weight), with their quality improvement. The mushrooms produced from the treated stand by the spraying system were priced 8,670,000 wons per hectare, and thus, the net income deducting the facility and management cost was 4,310,000 wons, about 5% higher than value from the control stand. It was analyzed that this treatment was significantly cost effective when the facilities are used more than 5 years.

Affecting Discharge of Flood Water in Paddy Field from Selecting Rainfall with Fixed and Unfixed Duration (고정, 임의시간 강우량 선택에 따른 농경지 배수 영향 분석)

  • Recently, it has been increased disaster of crops and agricultural facilities with climate change such as regional storm, typhoon. However agricultural facilities have unsafe design criteria of improving drainage corresponding to this change. This study has analyzed the impact that inundation area and magnitude of drainage-facility is decided based on fixed- and unfixed-duration precipitation by applying revised design criteria of drainage for climate change. The result was shown that 1-day and 2-days rainfall for 20-years return period has increased about 11.4%, 4.4% respectively by changing fixed- to unfixed duration. And the increase rate of design flood was 15.0%. The result was also shown that Inundation area was enlarged by 6.6% as well as increased inundation duration under same basic condition in designed rainfall between fixed- and unfixed-duration. According to the analysis, it is necessary for pump capacity in unfixed-duration to be increased by 70% for same effect with fixed-duration. Therefore, when computing method of probability precipitation is changed from fixed one to unfixed-duration by applying revised design criteria, there seems to be improving effect in drainage design. Because 1440-minutes rainfall for 20-years return period with unfixed-duration is more effective than 1-day rainfall for 30-years return period with fixed-duration. By applying unfixed-duration rainfall, capacity of drainage facilities need to be expanded to achieve the same effects (Inundation depth & duration) with fixed-duration rainfall. Further study is required for considering each condition of climate, topography and drainage by applying revised design criteria.

Water Quality Prediction of the Miho Stream Using GIS (GIS를 이용한 미호천의 장래수질예측)

  • This study conducted water quality projection of year 2010 in Miho stream of the Geum river basin by using GIS. Pollutant load data of corresponding tributary of the Miho stream is estimated based on the pollutant load of TMDL zone to simulate water quality of the Miho stream for BOD, TN, and TP. The pollutant load of the urban area such as Bochung and Musim stream basin is relatively high and the wastewater treatment plant of Chunju city directly affects the entire water quality of the target area. As a result, simulation result reveals that water treatment facility needs more refined treatment process for efficient water quality management. Also, to meet the target water quality of the Miho stream water quality simulation estimates the additional dilution flow by increasing irrigation water supplied from the Daechung dam through the Musim stream.

Risk Assessment of Agricultural Construction Works using Accident Analysis and Analytic Hierarchy Process (재해분석을 통한 농업토목공사의 공종별 위험성 평가)

  • The accident risk at the construction workplace associated with agricultural engineering is comparatively higher than those of other fields due mainly to its complex work types and processes. Agricultural engineering deals with a variety of agricultural infrastructures from irrigation and drainage facilities to giant-scale coastal reclamation land infrastructures. The characteristics that most agricultural projects have conducted on a small-scale even worsen the situation drawing low attentions to risk management. Therefore, systematical risk assessment that focuses on details of agricultural construction work process is required in order to enhance safety management capacity and to prevent repetitive accidents ultimately. This study aims to categorize construction work types and processes of agricultural construction works, and to quantitatively assess the accident risk of them based on accident analysis. Regarding classification of construction works, actual 827 accident cases were thoroughly reviewed and coded by their construction site, facility and work type, project scale and so on. Most accidents (71.8 % of total cases) occurred in small-scale construction workplaces with less than 5 billion Korean won project budget. And those accidents related to agricultural infrastructure project (37.4%) and agricultural water development project (22.4%). In terms of work types, accidents frequently took place in form-work followed by pipe installation work, steel bar work and concrete work. The potential risks were compared with actual outbreak of accidents based on Analytic Hierarchy Process (AHP). The results show that the potential conditions of accident expected to be took place is somewhat different from the actual conditions where accidents actually happened. This implicates that risk management manuals or education needs to be adjusted by reflecting unexpected circumstances. Overall, this study is meaningful in that the results could be foundations as to strengthen risk management capacity for agricultural engineering projects.

Assessment of Accuracy of SRTM (SRTM(Shuttle Radar Topography Mission)의 정확성 평가)

  • The Shuttle Radar Topography Mission (SRTM) obtained elevation data on a near-global scale to generate the most complete high-resolution digital topographic database of Earth. SRTM consisted of a specially modified radar system that flew onboard the Space shuttle SRTM consisted of a specially modified radar system that flew onboard the Space Shuttle Endeavour during an 11-day mission on February 2000. Since 2004, in a GLCF (Global Land Cover Facility, http;//glcf.umiacs.umd.edu/) web-site, products of SRTM including 1Km and 90m resolutions for outside US and a 30m resolution for the US have been provided. This study is to assess the accuracy of SRTM-DEM in comparing with NGIS-DEM generated from NGIS digital topographic map(1:25,000) in Guem river watershed. For the Geum river watershed, SREM-DEM elevation ranged from 0 to 1,605m and NGIS-DEM ranged from 6 to 1,610m, and the average elevation of SRTM-DEM was 226.7m and 218.9m for NGIS-DEM, respectively. NGIS-DEM was subtracted from SRTM in three zones -Zone I (0~100m), Zone II (100~400m), Zone III (over 400m)- to estimate difference between SRTM and NGIS-DEM. As the results, the differences of these DEM were 5.2m (11.6%) in Zone I, 8.8m (3.8%) in Zone II, 12.5m (2.1%) in Zone III. Although there were differences between SRTM-DEM and NGIS-DEM, SREM-DEM would be possible to be utilized as DEM data for the region where DEM is not prepared.

Landscape Object Classification and Attribute Information System for Standardizing Landscape BIM Library (조경 BIM 라이브러리 표준화를 위한 조경객체 및 속성정보 분류체계)

  • Since the Korean government has decided to apply the policy of BIM (Building Information Modeling) to the entire construction industry, it has experienced a positive trend in adoption and utilization. BIM can reduce workloads by building model objects into libraries that conform to standards and enable consistent quality, data integrity, and compatibility. In the domestic architecture, civil engineering, and the overseas landscape architecture sectors, many BIM library standardization studies have been conducted, and guidelines have been established based on them. Currently, basic research and attempts to introduce BIM are being made in Korean landscape architecture field, but the diffusion has been delayed due to difficulties in application. This can be addressed by enhancing the efficiency of BIM work using standardized libraries. Therefore, this study aims to provide a starting point for discussions and present a classification system for objects and attribute information that can be referred to when creating landscape libraries in practice. The standardization of landscape BIM library was explored from two directions: object classification and attribute information items. First, the Korean construction information classification system, product inventory classification system, landscape design and construction standards, and BIM object classification of the NLA (Norwegian Association of Landscape Architects) were referred to classify landscape objects. As a result, the objects were divided into 12 subcategories, including 'trees', 'shrubs', 'ground cover and others', 'outdoor installation', 'outdoor lighting facility', 'stairs and ramp', 'outdoor wall', 'outdoor structure', 'pavement', 'curb', 'irrigation', and 'drainage' under five major categories: 'landscape plant', 'landscape facility', 'landscape structure', 'landscape pavement', and 'irrigation and drainage'. Next, the attribute information for the objects was extracted and structured. To do this, the common attribute information items of the KBIMS (Korean BIM Standard) were included, and the object attribute information items that vary according to the type of objects were included by referring to the PDT (Product Data Template) of the LI (UK Landscape Institute). As a result, the common attributes included information on 'identification', 'distribution', 'classification', and 'manufacture and supply' information, while the object attributes included information on 'naming', 'specifications', 'installation or construction', 'performance', 'sustainability', and 'operations and maintenance'. The significance of this study lies in establishing the foundation for the introduction of landscape BIM through the standardization of library objects, which will enhance the efficiency of modeling tasks and improve the data consistency of BIM models across various disciplines in the construction industry.

Development of Strategies to Improve Water Quality of the Yeongsan River in Connection with Adaptation to Climate Change (기후변화의 적응과 연계한 영산강 수질개선대책 개발)

  • Almost all of the water from agricultural dams located to the upper of the Yeongsan river is supplied as irrigation water for farmland and thus is not discharged to the main stream of the river. Also, most of the irrigation water does not return to the river after use, adding to the lack of flow in the main stream. As a result, the water quality and aquatic health of the river have become the poorest among the four major rivers in Korea. Therefore, in this study, several strategies for water quality improvement of the river were developed considering pollution reduction and flow rate increase, and their effect analysis was performed using a water quality model. The results of this study showed that the target water quality of the Yeongsan river could be achieved if flow increase strategies (FISs) are intensively pursued in parallel with pollution reduction. The reason is because the water quality of the river has been steadily improved through pollution reduction but this method is now nearing the limit. In addition, rainfall-related FISs such as dam construction and water distribution adjustment may be less effective or lost if a megadrought continues due to climate change and then rainfall does not occur for a long time. Therefore, in the future, if the application conditions for the FISs are similar, the seawater desalination facility, which is independent of rainfall, should be considered as the priority installation target among the FISs. The reason is that seawater desalination facilities can replace the water supply function of dams, which are difficult to newly build in Korea, and can be useful as a climate change adaptation facility by preventing water-related disasters in the event of a long-term megadrought.

Estimation and evaluation of irrigation water need using net water consumption concept in Jeju Island (순물소모량 개념에 의한 제주도 농업용수 수요량 산정 및 평가)

  • In order to estimate the demand for water resources planning and operation, methodology for determining the size of water supply facilities has been mainly applied to agricultural water, unlike living and industrial water, which reflects actual usage trends. This inevitably leads to an overestimation of agricultural water and can lead to an imbalance in the supply and demand of each use in terms of the total water resources plan. In this study, the difference of approaches of concept of net consumption was examined in comparison with the existing methodology and the characteristics of agricultural water demand were analyzed by applying it to whole Jeju Island. SWAT model was applied to estimate the amount of evapotranspiration, which is a key factor in estimating demand, and watershed modeling was performed to reflect geographical features, weather, runoff and water use characteristics of Jeju Island. For the past period (1992~2013), demand of Jeju Island as a whole was analyzed as 427 mm per year, and it showed a relatively high demand around the eastern and western coastal regions. Annual demand and seasonal variation characteristics of 10 river basins with watershed area of $30km^2$ or more were also analyzed. In addition, by applying the cultivated area of each crop in 2020 in the future, it is estimated that the demand corresponding to the 10-year frequency drought is 54% of the amount demanded in the previous research. This is due to the difference in approach depending on the purpose of the demand calculation. From the viewpoint of water resource management and operation, additional demand is expected as much as the net consumption. However, from the actual supply perspective, it can be judged that a facility plan that meets the existing demand amount is necessary. In order to utilize the methodologies and results presented in this study in practice, it is necessary to make a reasonable discussion in terms of policy and institutional as well as engineering verification.
