Market-Based Transmission Expansion Planning Under Uncertainty in Bids by Fuzzy Assessment

  • In this paper, by a simple example it is shown that existing market-based criteria alone cannot completely and correctly evaluate the transmission network expansion from market view. However criteria congestion cost (CC) and social welfare (SW) together are able to correctly evaluate transmission network from market view and so they are adopted for the market-based transmission expansion planning. To simply indicate the limits of CC and SW social welfare percentage (SWP) and congestion cost percentage (CCP) are defined. To consider uncertainty in bids of market producers and consumers, and also indeterminacy in the acceptable boundaries of the SWP and CCP and their priorities, fuzzy assessment approach is used. In this approach, appropriate fuzzy sets and a fuzzy rule base are provided to evaluate the acceptability of an expansion plan. Then, the least-investment cost plan, which is acceptable in all probable scenarios, is searched. The proposed method is applied to an 8-bus system.

  • The problem of long range capacity expansion planing for chemical processing network under uncertain demand forecast secnarios is addressed. This optimization problem involves capactiy expansion timing and sizing of each chemical processing unit to maximize the expected net present value considering the deviation of net present values and the excess capacity over a given time horizon. A multiperiod mixed integer nonlinear programming optimization model that is both solution and modle robust for any realization of demand scenarios is developed using the two-stage stochastic programming algorithm. Two example problems are considered to illustrate the effectiveness of the model.

  • Multimedia systems present information by various media, for example, video, sound, music, animation, movie, etc., in addition to the text which has long been used for conveying the information. But using several media may cause users' confusion and poorly designed user interface often aggravate the situation. Hypermedia systems allow the retrieval and representation of multimedia information using navigation and browsing mechanisms. Typically, there are two major navigation problems in a hypermedia compared to the ordinary user interface: disorientation and cognitive overload. In this study, the multimedia system was studied from the viewpoint of usability. Practical usability evaluation needs cost-effective, low-skill, and low- investment methods. The 'discount usability engineering' method, one of these methods, is based on the use of the following techniques: scenarios, simplified thinking aloud, and heuristic evaluation. The discount usability engineering method was applied to the usability evaluation of multimedia CD-ROM title.

  • A research on accident loss calculation for polyol process without safety management activities, and safety cost estimation using process risk assessment has been implemented. In order to estimate a magnitude of loss, accident scenarios were made by combining result made from HAZOP Study method with accident possibility analysis results implemented with FTA. Also effect assessment was implement for accident consequence of each scenario. And minimum possible loss cost has been calculated when safety investment do or not. Result from cost-benefit analysis was shown as approximately \335 billion(=USS44,000 billion), as cost after subtracting safety management cost from minimum possible loss cost.

  • HAPS (High Altitude Platform Station) which is defined as a station located on an object at an altitude of 20 to 50 km and at a specified, nominal, fixed point relative to the earth is a promising technology capable of providing broadband multimedia services. In this study, economical aspects of HAPS service are analyzed by estimating the revenue and costs incurred by the service. To evaluate the profitability of HAPS service, the number of subscribers is estimated and then the net present value (NPV), payback period, and the rate of return on investment (ROI) are calculated under various scenarios.

  • This study expands the current body of research by exploring multiple scenarios of insufficient and excessive IT security investments caused by interdependent risks and the interplay between IT security investments and cyber insurance. A key finding is that organizations experiencing interdependent risks with different types of cyber attacks (i.e., targeted and untargeted attacks) use different strategies in making IT security investment decisions and in purchasing cyber insurance policies for their information security risk management than firms that are facing independent risks. The study further provides an economic rationale for employing insurance mechanisms as a risk management solution for information security.

  • This study evaluated economic feasibility and provided rationale for the development of the Korean Operational Oceanographic System (KOOS). KOOS is supposed to be established for the preservation and management of marine environments, and for the safety of ocean activities. Economic issues associated with operational oceanographic systems are discussed. During the operational period of KOOS associated with conservative small-input scenarios, and according to the macroeconomic inputoutput analysis, the system was estimated to generate 8.3 times its actual proposed economic investment (about KRW 327.7 billion). Other rationales that cannot be easily quantified were also discussed.

  • The purpose of this study is to develop a port simulation program for Inchon Port. The arrival and departure data from Inchon Port is analyzed and the berthing rule based on formal materials and experiences is constructed. A Port-Simulation program to analyze the effects of the changes in ship arrivals, service capacities upon the demurrage is constructed and several scenarios are analyzed. It is expected that we can use the simulation results in order to prepare proper service levels and plan appropriate investment strategies.

  • To achieve economic efficiency in a basin flood mitigation planning, it is important to determine optimal sizes of investment alternatives. Investment alternative means decision proposals composed with one more individual proposals, and it is not easy to determine an optimal one because there are so many individual proposals. This study aims to propose the approach of determining the optimal project size for raising dam height. This study applies two scenarios to determine investment alternatives for the 4 dams in the Yeongsan River basin. 'Scenario1' calculates flood mitigation for each individual proposal. And 'Scenario2' calculates that for each investment alternative composed with one more individual proposals. As the results, 'Scenario2' is better than 'Scenario1' for selecting a economically optimal dam height considering watershed conditions comprehensively.
