Do Government Subsidies Crowd In or Crowd Out R&D Investment? Evidence from China's Animal Husbandry Companies

  • Purpose: The purpose of this paper is to empirically investigate the relationship between government subsidies and research and development (R&D) investment of animal husbandry companies in China. The moderating effects of firm size, debt ratio, and firm profitability on this relationship are also examined. Research design, data and methodology: The analysis is based on 14 animal husbandry companies listed on the Shanghai and Shenzhen stock exchanges over the period of 2012-2016. Data are obtained from the China Stock Market & Accounting Research (CSMAR) database and the RESSET database, and multiple regression analysis is utilized with the aid of Stata. Results: The empirical results show that government subsidies can promote R&D investment of animal husbandry companies in China. In addition, firm size, debt ratio, and firm profitability have positive moderating effects on the relationship between government subsidies and R&D investment. Conclusions: Based on the results, the paper concludes that government subsidies play an important role in the process of R&D of China's animal husbandry companies. This paper recommends that managers of animal husbandry companies should enhance the utilization efficiency of government subsidies and put great emphasis on R&D investment. The policymakers should implement more incentives to encourage animal husbandry companies to invest more in R&D.

  • This study aims to objectively measure the efficiency of nanotechnology R&D programs by systematically evaluating the inputs and outputs of nanotechnology R&D activities and to find implications for improving the efficiency of nanotechnology R&D programs. Data on input factors such as R&D investment, R&D manpower, R&D period, and output factors such as paper, patent, and commercialization for R&D projects which started from 2008 or afterwards and ended by 2011 are gathered through National Science and Technology Knowledge Information Service, which are used for efficiency evaluation. In this study, we analyzed R&D efficiency in detailed technology units in depth. The process taken in this study is as follows. First, the basic statistics of input and output factors to compare and analyze R&D investment, R&D manpower, R&D period, paper, patent, and commercialization status by technology unit are analyzed. Next, DEA models are utilized to derive the overall efficiency, pure technology efficiency, and scale efficiency by conducting the efficiency evaluation for each technology unit, from which implications for strategic budget allocation are derived. In addition, partial efficiency evaluation is conducted to identify advantages and disadvantages of each technology unit. In turn, cluster analysis is performed to identify similar technology units, from which implications for efficiency improvement are derived.

Economic Uncertainty and Business Innovation: Focused on Research and Development (경제적 불확실성과 경영혁신: 연구개발을 중심으로)

  • The purpose of this study is to analyze the effect of economic uncertainty on business innovation. To this end, Ahir et al. (2018) World Uncertainty Index (WUI) is selected as a proxy for economic uncertainty, while total R&D investment (RD), capitalized R&D investment (RD_A), expensed R&D investment (RD_E), and the proportion of capitalized R&D investment to total R&D investment (RD_R) are selected as variables representing business innovation. The research findings showed that economic uncertainty (WUI) had a statistically significant positive (+) relationship with total research and development investment (RD), asset-based research and development investment (RD_A), and the proportion of asset-based research and development investment (RD_R). This relationship remained the same even after controlling for managerial opportunistic accounting behavior (DACC; discretionary accruals). These findings suggest that companies focus on research and development investment as an opportunity for management innovation even in the face of economic uncertainty. The results of this study are significant in demonstrating the validity and effectiveness of government support for industrial promotion under economic uncertainty.

  • Waste reduce, recycle, energy recovery technology is one of 27 key green technology by 2012, the government should increase R&D investment, despite the period 2008 to 2010 average annual growth rate was decreased. Accordingly, this area of government investment in R&D status analyzed in detail and as a result, total government investment in R&D decreased, but in these fields to define strategic product services investment in technology is increasing centralization trend that appears to be investment in the quality of determined that the good is. In particular, in 2010, strategic product service of the technologies 3 technology groups ((1) waste energy equipment (2) waste resource recycling facilities (3) waste based materials production facilities) the proportion of 24-28% relatively evenly invested, government R&D is judged that adequate investment in quality.

  • In this study, as the result of analyzing the relationship and influence between economic outcome and R&D supporting investment, the number of supporting subjects among the technological innovational areas of SMEs, it is as below. First, as the economic result of analyzing companies from the investment in R&D of technological innovational areas of minor companies, the number of supporting subjects and amount of R&D have relationship with increase of sales and export amount, employee reduction & the effect of new job creation shows positive correlation with the effect of import replacement. Second, as analyzing the influence of the investment in R&D has economic effect from of technological innovational minor companies. This is thought that the financial and R&D support increase a significant effect on economical, technical against SMEs.

An Analysis of the Effects of Establishing Multilateral FTA on the R&D Investment of Exporting Firm (다자간 FTA의 형성이 역내 수출기업의 R&D 투자에 미치는 경제적 효과 분석)

  • We compared and analyzed the effects of establishing multilateral FTA and bilateral FTA on the R&D investment of exporting firms when they compete in Cournot fashion and when the government of the importing country acts strategically. In the short run, we found that the importing country prefers to enter into a bilateral FTA with each exporting country separately for maximizing its welfare. However, we also found that, in the long run, it is more welfare-enhancing policy for importing country that entering into a multilateral FTA with all of the exporting countries simultaneously because it helps facilitate the R&D investment of exporting firms. But once entering into a multilateral FTA, the exporting firms would be faced with more intensive R&D investment competition and hence they would suffer severe welfare loss.

  • The main objective of this study is to analysis the relationship between productivity measurement model which describe and explain R&D(Research & Development) productivity based on production function of Cobb-Douglas and the structure of the R&D investment. The model focuses on the variables related to R&D investment in order to measure the efficiency of R&D largely. So, the proposed model describe the relationship between output(or / input) and factors of production such as capital cost, labor cost and R&D expense, etc. These factors are associated with a signigicant positive correlation between productivity and R&D investment.

Innovation and Economic Growth: Factor Substitution, Technological Change and R&D Investment (기술혁신과 경제성장: 요소대체율, 기술진보율 및 연구개발투자)

  • In this study, we estimated a CES production function for the Korean economy. We have found in the empirical results that the elasticity of the factor substitution is less than one and that the Korean economy exhibits labor-saving technological progress. In addition, we obtained the regression coefficient of R&D investment on technological change, i.e., the elasticity of R&D investment with respect to the technological change was 0.26% point. It implies that if R&D stock increases by 1%, labor efficiency increases 0.26% point through technological progress which is Hicksian non-neutral. It confirms that innovation-based growth strategy by increasing R&D investment would be effective on the one hand. Some policy consideration on the other might be needed for an increase in employment which is offset by technological progress.

  • The guarantee funds for government policy fund, venture capital investment fund, technology guarantee debt are the core parts of the external financing system in the constant technology innovation company. However, the enterpriser's requirement to keep the technology innovation with minimized management intervention and policy maker's hope to advance technology development with clear operation of funds is enough to request for research of the project investment plan to the R&D project. This paper will analyze whether technology innovation company that creates cash flow prefers to the project investment as a financing program or not, and if prefers, what characters of company affect on this preference. The more the company that pursuit the additional R&D activity separated to on-going items becomes over the fixed size, the more prefers the project investment as future external fund-raising. Together with that, this paper suggests that we can apply the plan like special purpose vehicle, SWORD(Stock Warrant Off-Balance sheet R&D) and R&D Limited Partnership as R&D project investment policy, and improve the system itself.

Market orientation and investment decision of firms (기업의 시장지향성과 투자의사결정)

  • This paper is aim to test how market orientation is related to the investment decision making. After controlling for firm-specific factors, this study finds a significantly positive relationship between market orientation and R&D expenditures, especially firms with high ratio of intangible assets and low ratio of abnormal inventory assets. Under conditions of low quality of earnings, the negative relation between market orientation and R&D expenditures is enhanced in electronic related industries. This indicates that the relation between market orientation and R&D expenditures may exhibit more reasonable patterns for investment decision of firms in technology driven business environment.
