In recent years, the change of urban function and the decrease in birth rate have given rise to merge, abolition and relocation of the existing schools. This study explores the possibilities for various land utilizations of disused school sites, aims to propose the effective asset management and the proper development methodology. Firstly it examines the status of small class school in urban area and the linkage complex development method. Among various methods, it compares the validity between the closed school management and public asset management method. In addition, it analyses the national finance method and public-private partnership investment as a proper development methodology to ensure both the common-benefit and profitable business. As a result of study, it prposes the BTO(build-transfer-operate) method to use effectively the disused school sites in urban area.

Nanotechnology is playing an increasingly important role in the development on most areas of science and technology. Because of its potential of providing novel performance at the nanoscale, the nanotechnology can influence a wide range of applications such as information, energy, environment and biology, all essential for socioeconomic development in the near future. In the packaging industry, the main applications of nanotechnology are (1) to enhance durability, (2) improve gas and oxygen barriers of raw materials for films and packaging, (3) create new functional sensors, and (4) lengthen shelf life for the packaged food quality and will also help in pharmaceuticals and cosmetics. Nanotechnology is growing in an international interactions which accelerate in science, education, and industrial R&D. Government, industries and the business sector in Korea have shown a strong ambition towards the development of nanotechnology for the future. Meanwhile, a strategic investment in packaging area is much smaller compared to supporting research and development (R&D) of various major research areas. This article were reviewed the status and trends of current packaging research and development activities using nanotechnology in Korea, USA, Japan, and other international nations.

In this study, based on the System Dynamics (SD) methodology, the interrelationship between the factors inherent in the operation of the New Technology Certification System (NTCS) in Korea was identified by a causal map containing a feedback loop mechanism in connection with 'new technology development investment', 'commercialization of new technology', and 'sales by new technology'. This conceptualized causal map was applied to the simulation of the operations of the New Excellent Technology and Environmental Technology Verification System (NET&ETV) run by the Ministry of Environment among various NTCSs in Korea. A SD computer simulation model was developed to analyze and predict the operational performance of the NET&ETV in terms of key performance indices such as 'sales by new technology'. Using this model, we predicted the future operational status the NET&ETV and found a policy leverage that greatly influences the operation of the NET&ETV. Also the sensitivity of the key indicators to changes in the external variables in the model was analyzed to find policy leverage.

National R&D project management agencies have promoted continuous investment and development to provide efficient information such as collection and analysis of industry and technology information and research trend information, and development of user oriented information system. This research analyzes Region Industry Total Information System status to manage regional R&D and suggests methods for regional industry project management. US is strengthening the information security by managing federal agency's information and information system systematically. For this purpose. US government put the Federal Information Security Management Act into the E Government Act of 2002. According to the FISMA, it is required to have information securitv management plan for all federal agencies. In addition that, OMB Circular A II requires all federal agencies to identity the ratio of information security investment. That is the basis of strengthening the information security of federal agency, This paper will compare the budget status and information security mechanism of Korea and US.

Film industry is a high value-added industries, and boosts the self-esteem of the people, as a measure of a country's culture, the country's strategic industries. However, China's film industry, making elevated by an exclusive screening sector consists unprofessional experiencing difficulties, such as investment, high taxes, and entrance fees, disparities between urban and rural development, piracy. To solve these problems, this study used the literature research methods, including books, papers related to domestic research. The results shows that china's film industry need to reform the production, distribution, screenings and build a plan such as the reasonable admission fee, movie-related professional manpower, additional market activation, and the balanced development of the theatre chain, the expansion of the global market space.

The status of small and medium-sized enterprises has been changed into more independent business entities rather than simply subcontractor so that the utilization of specialized knowledge has been much more necessary for the survival in the market. However, small and medium-sized enterprises, it is difficult to sufficient investment in knowledge services due to limited resources relative to large enterprises and demand for knowledge services business of government support is growing. For this reason, it is important to measure accurately the demand for knowledge services of small and medium-sized enterprises in knowledge management for effective utilization of knowledge service. In this study, we analyzed previous studies on small and medium-sized enterprises knowledge services that can be utilized in a comprehensive way. As a result, we developed knowledge service needs assessment model based on five critical success factors for continual growth and 12 types of knowledge service. This model has been modified and supplemented through expert meeting using delphi research method and topic modeling analysis using secondary data. This study is attempted to appropriately measure necessary knowledge services for small and medium-sized enterprises so that generated the evaluation model of knowledge service demands, comprehensively dealing with core knowledge services for many kinds of business entities. It is expected that the developed model will be a useful tool to understand and evaluate knowledge services demands of enterprises.

Abstract: Korea has designated free economic zones to build the foundation for national economic development by setting up special economic zones to be more competitive in cities. On August 5, 2003, the government designated Songdo, Yeongjong and Cheongna districts in Incheon as free economic zones. But while the development should have been completed nearly three years before the end of the development, the development has been slow and the population, foreign direct investment and other business results are far from the initial plan. Therefore, in this study, we will investigate the various problems occurring in the Incheon Free Economic Zone, investigate the causes of the problem, and then compare and analyze the Incheon Free Economic Zone and China's special economic zones. The two institutions share similar characteristics in many areas, but the Incheon Free Economic Zone system has yet to be settled, as the special economic zone has played a significant role in economic development in China. Therefore, the study is expected to find a solution to the problems of the free economic zones in Incheon and provide directions for future development.

With the recent global urban issues such as climate change, urbanization, and energy problems, the smart city was proposed as one of the solutions in urban planning. This study introduces the smart city initiatives of South Korea by examining the recent history of smart city policies and their limitations. This case study reflects the experience of one of the countries which thrived to building smart cities as their national key industries to drive economic growth. It also analyzes the trends of the smart city using big data analysis techniques. Although there are obstacles such as economic recession, failing to differentiate from the U-city, low service level than expected smart functionality, We could recognize the current status of the smart city policies in South Korea such as 1) Korean smart city development projects are actively implemented, 2) public consensus suggests that applying advanced technology and the active role of government need, 3) a comprehensive and strategic approach with the integration and application of advanced technologies is required as well, 4) investment by both private and public sectors need to deliver social improvements. This study suggests future direction of smart city polity in South Korea in the conclusion.

The production process of the compound-curved hull plates includes hull design, definition, fairing, modeling, lofting, cutting, and forming in sequence. Traditional fabrication methods and shop environment caused low level to productivity in medium and small sized shipyards. The most effective solution to solve those problems is to rationalize the layout of facilities. For the well-balanced development of domestic shipbuilding industry, it is urgently required to reduce the gap between modernized large sized shipyards and traditional small and medium sized shipyards in production technologies and efficiencies. For the efficient and accurate hull piece forming, all information from design to forming should be clarified and organized in a systematic manner. Thus, management of the information plays an important role in the computerized and automated of hull piece forming. The object of this paper is to survey the status of the field, to find out the feasibility and to introduce a draft of hull piece fabrication line for small and medium sized shipyards. The development of required system follows the object oriented technology to extend to simulation based system for carrying out physical product flow and facilities layout analysis. It is feasible to operate such a modernized facility for a group of small and medium shipyards who are unable to have each of their own facility because of its large amount of initial investment and insufficient work load.
