Investment Direction of Disaster Safety Projects Considering Characteristics of Disaster Safety (재난안전사고 피해특징을 고려한 재난안전사업 투자방향 제시)

  • Disaster and safety budget can be characterized as a large-scale public asset on which the government has a significant role. It is of a crucial importance to properly allocate the limited national budget to various areas as necessary. Higher investment efficiency of the budget related to disaster and safety management requires distribution criteria based on relevance and efficiency. Currently, the budget related to disaster and safety management is orchestrated through the prior consultation system. However, there is still no clear framework for reviewing the investment direction and setting the priority investment areas by prior consultation. This study analyzes the status and characteristics of disaster and safety management projects by damage type and proposes a structured system for prioritization. This framework can be useful in selecting the areas that need priority investments by damage type of disaster and safety management projects, thereby contributing to improving investment efficiency.

The Improving Direction of R&D Investment for Agricultural Technology (농업기술개발 투자의 문제와 개선방향)

  • This study was conducted to provide a improving direction of R&D investment for agricultural technology. The results is summerized as follows : 1) it is necessary to make a systematic master-plant of R&D investment for agricultural technology especially including management system 2) Reinforcement of researchers and investment related with agricultural technology might be im-portant factor 3) To clarify the roles by organization is necessary to efficient management for this is needed to efficient use of research resource 5) In the meeting pro-vice era a synthetic management of tech-nology developed by researchers and mutual exchange between research organization researcher is necessary. Finally Builing up a information delivery system of agricultural technology compatible to use the technology developed is recommended.

  • With the limited resources the proper distribution of the national R&D investment is very crucial to improving the national competence. This crucial decision should be based on the priorities which are driven with the consideration about the relative importance among the scientific technology fields. Such priorities can be useful in planning the national R&D investment and in determining the direction of the national R&D investment policy. In this paper, we used the AHP in order to drive systematically and scientifically the priorities of the major science and technology areas in the national R&D investment, and also analyzed the evaluation differences among the expert groups.

  • Continuous development of construction industry and enhancement of its global competitiveness must be supported by research and development(R&D) for new technology. However, the R&D investment in Korean construction industry is lower than those in other industries. The R&D investment by Korean government is also insufficient comparing with other governments. This paper investigates the R&D investment status in Korean construction industry and reviews the outcomes of the R&D in relation with construction new technology and patent. Based on the investigations of the present status, new direction of the construction R&D is suggested.

  • The purpose of this study is to investigate the current situation of foreign direct investment of Korea based on GVC (Global Value Chain) perspective and to presentthe policy direction. From GVC perspective which comprehensively describes the world's increasing FDI and imports/exports phenomenon since the 2000s, the level of internationalization of Korea is excessively concentrated in trade. Therefore, the expansion of foreign investment (OFDI, IFDI) is urgently needed. The results of regression analysis using data from 50 countries and the international comparison of major countries including Germany, Switzerland, Singapore, etc, showed that the level of foreign direct investment of Korea is 20 to 30 years behind compared to those major countries. Therefore, exploiting the benefits of trade and foreign direct investment at the same time is needed to increase the level of GDP per capita.

  • Many organizations experience that the performance they gained from IT investment is lower than they expected values. As with any investment, executives are concerned with maximizing the performance from their investment in IT. This study focused on the relationship between IT strategy and IT investment to maximize IT performance. A field survey of chief information officer of Korea manufacturing sector was conducted. Complete data for 147 firms was analyzed to determine relationship of the three research constructs. The study shows a positive relationship between IT strategic orientation, IT investment direction, and performance of IT. The research results provide empirical evidence that supports the research hypothesis that closer fit between IT strategies and IT investment directions does lead to increase operational and competitive performance of IT

  • The world is now going through the era of the Fourth Industrial Revolution. Major global economies, including the United States, Germany, Japan and China, are fostering industries related to the fourth industrial revolution with policies and investments. South Korea is also setting up its fourth industrial revolution committee under the president, expanding policies and investment to foster industries related to the fourth industrial revolution, and increasing investment in research and development. Accordingly, government and private investment in industries and technologies related to the Fourth Industrial Revolution is made extensively around the world, and many related industries and technologies are being developed. In this paper, we will look into the status and problems of Advanced Concept Technology Demonstration projects that can quickly and easily introduce technologies related to the fourth industrial revolution in the private sector where many developments are taking place, and present the direction of development.

Tracking Convergence of Manufacturing and Service Sectors Toward i-fashion: A Case of Korea (i-fashion을 향한 제조업과 서비스업의 융합: 한국사례중심으로)

  • Purpose: One distinctive trend in the recent industrial and technological development has been the change in the structures of industries brought by information technology, boosting the productivity of different sectors. This relation has clearly opened a path for the fourth industrial revolution to reform numerous industrial sectors, including i-fashion sectors. Therefore, in this research, we would like to present the direction of the direction policy for the fusion of the manufacturing industry and the service industry of i-fashion. Methods: In this study, an empirical time series data analysis of machinery investment efficiency and capital investment efficiency of 43 industrial sectors in manufacturing and service was conducted to show their potential and ongoing convergence toward i-fashion. Results: Most impressive as a finding in this research was that those sectors previously underinvested due to a combination of technological and financial reasons found an exit for growth. In textile and apparel sectors, that could be the i-fashion. Conclusion: One strong implication of this study is that sectoral level convergence based on technology and industry is occurring, and i-fashion is one of the industrial convergence case to be observed.

Japan's Export Regulations and Korea's Investment Attraction Strategy: Focusing on the Parts and Materials Industry

  • Purpose - In this paper, we provide recommendations for Korea's long-term direction and strategic measures to attract inward foreign direct investment (FDI) in response to Japan's export regulations. In doing so, we analyze the current situation and characteristics of trade between Korea and Japan, focusing on the parts and materials industry, which is particularly affected by Japan's trade regulations. Design/methodology - Based on the analysis of five successful inward FDI cases (e.g. Toray, IGK, Delkor, GlobalWafers, DuPont) and statistic trend review in the parts and materials industry, we consider various factors pertaining to successful inward FDI in Korea and propose valuable investment attraction strategies. Findings - For a successful investment attraction strategy, we studied some statistical trends in the internal and external environments of the parts and materials industry and successful investment attraction cases in Korea. We have found that in order to increase the probability of success in attracting investment, we need a mid-to long-term strategy considering multiple factors such as "Production-oriented, Demand-linked, Global Value Chain (VGC) linked, and Policy-linked investment attraction." Originality/value - We suggest several specific measures and important strategic implications for the Korean government and firm's managers to attract inward FDI successfully.
