A Study on the IT Investment Management System in Korean Public Sector (공공부문의 정보화 투자관리 체계 구축 방향 제안)

  • The interest in economics and efficiency of IT investment is growing as the amount of overall governmental IT investment steadily increase. Accordingly, there is a strong need to determine whether the expenditure incurs effectively for IT investment and to accurately analyze the economics of IT investment, In this perspective, this study discusses the prior researches on concepts regarding the analysis of IT investment management framework as proposed from academic and professional perspectives in advanced countries' government sectors. Thereafter, an adoption of IT investment management (ITIM) framework has been considered so as to enhance the performance of ICT initiative projects in the public sector. In the suggested IT investment management framework, we suggest economics and efficiency of public IT investment should be improved by integrating ICT project selection and control as well as evaluation stage into single governance framework.

Performance Analysis of Start-Up Investment Subsidies (창업투자보조금 사업의 지원 성과 분석)

  • Until recently, Korean government had supported Start-Up Investment Subsidies to the early stage of non-metropolitan manufacturing company for the purpose of promoting start-up and new job creation. As a result, for 4 years, there are total of 1.546 trillion won increase of sales and a total of 3,825 people have been hired including non-regular workers. In this paper, I suggest the performance of Start-Up Investment Subsidy and policy direction for improvement.

A Study on the Improvement Plans of Private Sector Investment for the Mixed-Use of School Facilities (학교시설 복합화를 위한 민자사업 방식 개선 방안에 관한 연구)

  • The use of school should not be limited to student education any longer but be extended for attaining social benefits. For this reason, school should play central roles not only in education but also in childcare, welfare, culture, physical education, etc. In order for school to accommodate various new functions, it is essential to promote the mixed-uses of school facilities, and this process requires the involvement of private capitals for early achievement of social benefits from school facilities. Thus, this study purposed to examine the necessity of the multiple uses of school facilities through the investment of private capitals, to diagnose the adequacy of build-transfer-lease (BTL) applied currently to the multiple uses of school facilities, and to find obstacles to the activation of private sector investment and suggest solutions for the obstacles. In particular, this study aimed at proposing plans to enhance the efficiency of private sector investment and activate private sector investment projects by suggesting how to promote the multiple uses of school facilities in consideration of profitability for private investors.

Selecting Information Technology Projects in Non-linear Risk/Return Relationships of IT Investment

  • We focus on the issues of the non-linear return/risk relationship of IT investment and the balance between return and risk of IT portfolio. We develop an IT project selection model by integrating DEA models with Markowitz portfolio selection theory. The project data collected from a Fortune 100 company are used to illustrate the implementation of the model. In addition, computational experiments are conducted to demonstrate the validity of the proposed model.

  • It was on the rise importantly to provide the efficient management process of the organization for dealing with the change about information and business management quickly and consistently. It was suggested with the architectural model on information technology to provide it in theoretically. The Federal Government and budget organization of the USA used it on actual business and the terms of EA (Enterprise Architecture) and are raising the efficiency of management. NCA (National Computerization Agency) of Korea published the book - "The Research about establishing ITA (Information Technology Architecture) and appling the standards". After being applied the model on MOGAHA (Ministry of Government Administration and Home Affairs) and MIC(Minisstry of Information and Communication), the concrete case was made. MOMAF (Ministry of Maritime Affairs and Fisheries) drove the leading model. The report ascertained the basic contents of ITA and researched the case of USA, MOGAHA, MIC, and tried to analyze the contents of appling maritime and fisheries area. The report contained the definition of purpose through analyzing environment and establishing the vision and the principles based on them. The report also contained the contents of architecture based on the standard of NCA - "The Government Standard Meta Model version 2.0" - and researched the MOMAF's Reference model using Government Reference model. The report established the investment architecture and the process of information technology asset management. It ascertained the characteristic of maritime & fisheries area and the subject of developing the MOMAF's ITA sustainably.

  • Korea has been ranked at the top consecutively in UN e-Government Survey. This fact reflects consistent efforts by public institutes in Korea. However, there were some duplicate efforts and inefficiency in the investment into IS(information systems). In other words, management and decision making on e-government have yet to improved. Accordingly, governmental institutes have long been promoting policies for EA in order to carry out and manage effectively IT projects including the e-Government projects. EA is being regarded as a means to facilitate IT Governance for systematic management of IT projects, A major objective is to firmly establish the decision making process for IS investment through EA, since the each institute is a large organization with so complicated and specialized demand for IS. As a result, systematic decision making is becoming quite difficult. Thus, this study attempts to identify different types of IT investment decision making and to figure out the relationship between the decision types and the organizational performance of public institutes where EA was implemented.

  • Early decision support systems (DSS) were the "passive" decision support systems in the sense that the systems only able to do what the users explicitly direct them to do. But some researchers such as Raghav Rao et al. [51 showed architectures to suggest general idea of the innovative DSS systems which offer active form of decision support, say, "active Intelligent Decision Support Systems(active IDSS)". The system can perform not only what the users want to do but some voluntary (or involuntary) intelligent works. This paper presents the issues in the design of the active IDSS in the domain of investment evaluation, a domain area where few researchers have suggested frameworks or architectures to discriminate good investment from bad one. We propose a new paradigm, by utilizing historical investment results using neural network and Multivariate Discriminant Analysis(MDA), to identify goodness of investment. A new active IDSS architecture which consists of neural network, expert system and three components of the traditional passive DSS is suggested with some scenario based results.nario based results.

The Exploratory Study on IT Investment Management of the Public Sector Based on Forecasting (수요예측기반의 공공정보화 투자관리방안에 대한 탐색적 연구)

  • From 2004 to 2013, the annual investment for the ICT sector in Korea amounted to about 3.2 trillion won. Depending on whether the government policy allowed for budget increases and/or decreases, this impacted the investment in the ICT sector. In particular, the fixed costs of operation and maintenance lead to a reduced chance for a new potential demands in IT programs. Even though a situation may exist that there are insufficient funds available, there is a need for building a sustainable long-term IT investment management system. The purpose of this study is to conduct basic research for the arrangement of preparation to meet IT needs required in the public sector. For this, this paper introduces the concept of IT Investment Management based on prudent forecasting. After both foreign and domestic relevant cases are reviewed, implications will be derived from the aforementioned cases. Through this process, the direction of IT Investment Management based on forecasting for the IT projects decision making will be suggested. These research results could be used for helping to develop better policies and a more efficient management of the public sector IT budget.

Cross-border Relationship Analysis Between Base Interest Rates and Construction Investment (국경을 넘어선 기준금리와 건설투자 간의 관계 분석)

  • As the zero interest rate era was over with the end of quantitative easing, the economy of several global markets observed the fluctuations of the base interest rate. Interest rate, which is the change of money value with respect to time, is negatively correlated with construction investment. Considering the characteristics of interest rates and construction investment as economic variables, the necessity of cross-border analysis between base interest rate and construction investment was suggested in this paper. Cross-correlation analysis between base interest rates and construction investment crossing the border was performed. The effective correlations were confirmed with values varying by countries. Similar characteristics were also observed among countries with similar economy, which were then divided into three groups. Additionally, identifying the base interest rate that affects the construction investment of a particular country was made possible by reflecting a self-cycle of base interest rates. Lastly, from the result of examining the influence of each rise and fall of the interest rate, it was verified that the difference was more than twice as large in some countries. These results are expected to contribute to construction-related policy makers or investors to make decisions in response to the economic status of the construction market.
