Utilizing Internet GIS for Cyber Governance (Cyber Governance를 위한 인터넷 GIS의 활용방안)

  • As modern public administrations are constructing homepages based on GIS and enhancing public services through interactive communication with their citizens, cyber governance and internet GIS have been conglomerated more than before. As such, the transformation from 'GIS for public management' to 'Internet GIS for cyber governance' is in progress. In the future, cyber governance based on Internet GIS can be a new paradigm for public management. The aim of this study is to look for the applications of internet GISs for cyber governance. For this purpose, the study examines characteristics of cyber governance and internet GIS and analyses similarities between them. Based on this analysis, the study proposes various ways of applying internet GISs for cyber governance.

  • Internet GIS represents the GIS technique that, by integrating Internet and GIS technique, provides geographic information services through Internet environments, Internet GIS suggests that one can search and analyze spatial data through WWW under the dynamic client/ server computing environments, In this paper we introduce the development of a new address management system using GIS technique and a new address information system using Internet GIS, The new address system, which is based on stress name and building number along the street, is developed to complement the current address system which is based on cadastral system, The new address management system is developed for the management of address change due to establishment of roads, construction and destruction of buildings etc using a GIS, The new address information system presents the Internet GIS system which provides people with geographic and address information. By implementing the new address information system it is possible to share GIS data, increase the efficiency of implementation of GIS system, and maximize its usablity.

  • As Internet CIS technology keeps improving dramatically, its use on ordinary people is widely expanded. Informatization of local government is accelerated by the introduction of e-government policy with the purpose of providing public information to the citizen. According to this, construction of Internet homepage is increasing very rapidly by each department of local government. However, the public information service using Internet GIS is very limited. In this study, we propose how to provide the regional information by using Internet GIS by analyzing the following cases; 1) homepages using GIS technology in public and private sectors in case of Seoul, 2) homepages using GIS of foreign local governments, 3) the Seoul Metropolitan government' tasks and data which are important in terms of information service to the citizen. In results of the analysis, we propose a strategic plan of construction of Internet CIS homepage.

A Preliminary Investigation for Evaluation Factors of Internet GIS Sites in the Context of User-friendly Approach (사용자 친화성의 관점에서 인터넷 GIS사이트 평가기준 설정을 위한 기초 연구)

  • Internet GIS sites are currently being emersed as one of important places to acquire spatial information in stead of traditional paper map. This paper is intended to identify critical factors in evaluating internet GIS site quality. While there should be a considerable number and variety of factors associated with internet GIS site quality, this paper focuses on the site characteristics that generate visitor satisfaction. After carefully reviewing the previous literature of general website evaluation, four criteria that are critical to internet GIS site quality were identified: (1) contents (2) design (3) navigation (4) spatial analysis. An empirical study for a case study site has been conducted to confirm the validity for the four evaluation factors. A site diagnosis by the criteria provided many valuable information for Web site quality. For example, it was found that many symbols in the site made the visitors confusing and navigation interface was not very user-friendly to track required positional information due to inconsistency in terms of cartographic concept. The results indicate that the evaluation criteria may be used not only as a tool to evaluate internet GIS sites, but also as a checklist to improve the quality of a web site that is under development and requires remodelling. As a result, the research findings have established the new concept of ‘the quality assurance of the internet GIS site’, proposed as an initial aim of this paper Many of the issues unresolved in this project could be improved, based on the understanding of the four criteria suggested in this paper.

  • According to Oriental perspective on Universe, all systems become complete when three elements namely time, space, and human are all present. The only computer technology which can integrate these three elements is GIS. The current GIS database and system architecture, however, mainly concentrate on managing and analyzing spatial data without considering temporal and human elements. Despite the limitations, it is certain that GIS technology will develop into a unity within which the three elements of time, space and human are integrated. On the other hand, with the rapid acceptance of Internet technology, a new small universe that can be called "cyber world" is emerging. However, the current small univers created by internet is only a half-universe which does not include the concept of space. The creation of "cyber nation" which truly reflects our living environment in computer and information communication networks can only be achievedthrough the integration of GIS and Internet. Currently, many countries are heavily investing in GIS. Based on the magnitude of investments, we can expect that the concept of "cyber nation" will further develop into "cyber world" where the search for information on any part of global village is possible with the simple use of mobile phone regardless of time or location. If so, it might be possible to create a "Digitopia", a digital utopia in cyber space. A new world is opening by the integration of GIS and Internet.is opening by the integration of GIS and Internet.

  • The information & Communication industry including internet is rapidly developing and expanding, which integrates our living space and provides diversity. Internet provides users with an variety of real-time information through networking. Also the functions and services of Geographic Information Systems are on a changing trend providing services for various organizations and users dispersed in different networks. It is necessary to understand that GIS is available not only on a desktop and server, but in any place where the network is connected using the web. Recently, Internet GIS for the search and subscription of spatial informations through the internet is receiving an active research field. So. this study aims to apply the Gas Disaster Management to the internet and develop the internet GIS techniques which make an effective utilization of GIS functions using MapObjects IMS, SDE, and Oracle.

  • The purpose of this study is developing a disaster prevention information system using Internet GIS to manage disaster information more efficiently and timely. This system has good potential with environment of Internet which has appropriate characteristics of rapidity, wide reach, generality, cost effectivity for disaster management. With this system, general user can easily retrieve disaster information with visuality such as maps. graphs, and texts just by using web browsers. Hence the need of developing Internet GIS system for disaster prevention is growing in these days.

Virtual Reality and Internet GIS for Highway Simulation Based on the ASE

  • This paper show that, without installation of expensive VR (Virtual Reality) program, the sharing information is possible through posting three-dimensional road structures on the web, and avoiding the conventional top-down decision making method, fast bottom-up communication is possible base on the Virtual GIS (Geographic Information System). In this paper, using Viewpoint Scene Builder, internet-based software, the transformation was conducted to give pertinent type for web posting. In order to use the completed route at the scene builder, the output with ASCII Export is required, and ASE (ASCII Scene Export) contains the property information including the coordinate and frame of mesh vertex. Through in advance recognition of the problems regarding route design and petition due to environmental rights infringement, the time and cost due to design alteration can be reduced. It's difficult to provide VR based on the internet because file that embodied with internet GIS was complicated and its capacity comes to scores of mega-bites. But, this study provides VR with internet according to a basis by simplification of files.

  • According to the development of Internet system recently, we focused in GIS data distribution and applications via internet rather than GIS data construction. Therefore in this paper, we present the necessity of security policy on GTS data. So we analyze the actual condition of GIS data through expert poll. We classify all of data used in GIS with the three security level : high level, middle level, low level. Finally we propose the proper security method on GIS data transfer and on GIS database access in accordance with progree of PKI project.
