Within the United Nations framework of the Economic and Social Council, the United Nations Economic Commission for Europe (UNECE) serves as the focal point for trade facilitation recommendations and electronic business standards, covering both commercial and government business processes that can foster growth in international trade and related services. Accordingly United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT) was established, as a subsidiary, intergovernmental body of the UNECE Committee on Trade, mandated to develop a program of work of global relevance to achieve improved worldwide coordination and cooperation in these areas. Domestic development and distribution of electronic documents to be conformed to international standards, it is enough to have the role of international activities continue to supply part of the domestic industry and the trends in participation and international standard.

본 논문에서는 국제 통신 프로토콜이 적용된 스마트미터를 개발하였다. 스마트미터는 전력 공급 사업자와의 데이터 교환을 위해 양방향 통신 및 제어 기술, 전기 기기의 등록 및 해제를 위한 통신 프로토콜이 요구된다. 스마트미터의 통신 프로토콜은 미국과 유럽을 중심으로 표준화가 진행되고 있으며, 본 논문에서 제안하는 스마트미터의 통신 프로토콜은 북미방식인 ANSI C12.22 표준을 채택하여 적용하였다. 스마트미터는 또한 전력 사용자에게도 실시간으로 소비 전력 정보와 요금 정보를 제공해야 하며, 사용자는 이 정보를 바탕으로 적절하게 수요반응을 할 수 있어야한다. 본 논문에서는 스마트미터에서 측정되는 전력량이 실시간으로 사용자에게도 보고될 수 있도록 하였으며, IHD(In Home Display)를 윈도우즈 소프트웨어로 구현하여 개발된 스마트미터와의 연동을 실현하였다.

The article deals with the formation of managerial competence of the future head of preschool education institution by means of information and communication technology as a prerequisite for his ability to act competently and objectively evaluate actions and understand the interaction of forms and content of preschool education. The article aimed to study the effectiveness of information and communication technologies in the formation of managerial competence of the future head of preschool education institution. To achieve the objectives, the methods of comparative and systematic analysis were used to compare different views on the problem under study, namely, the formation of managerial competence of the future head of preschool education institution by means of information and communication technologies. The authors of the article determined that the use of information and communication technologies in the preparation of future heads of preschool educational institutions is of great importance and is an indicator in the structure of managerial competence. The priority directions of the use of various software products for the study of the modern Ukrainian language, methods of teaching the Ukrainian language contribute to the intensification of learning material. It is noted that the current state of development of information technologies and their widespread use in education satisfies the requirements of the objectivity of the assessment obtained the quality of the control process of forming the managerial competence of the future leader in the context of the general problems of pre-school education. It is noted that the means of information and communication technologies play a leading role in creating new educational policies and projects, as they motivate the way of access to knowledge.

Today the system of higher education needs significant reforms. Intellectualization of the educational process in HEIs aims to improve the quality of educational services. Intellectual information technologies are information technologies that help a person to accelerate the analysis of the political, economic, social, and technical situation, as well as the synthesis of management decisions. The basis for their mastery is information and communication technologies. The purpose of the research work is to identify the relationship between the introduction of information and communication technologies and the increase in the level of intellectualization of higher education. The article substantiates the expediency of introducing information and communication technologies in order to improve the intellectualization of the educational process in higher education. An empirical study of the variables that characterize the level of intellectualization of higher education through the proposed techniques has been conducted. The tendencies characteristic of pedagogical conditions of implementation of information and communication model in the educational process were revealed. It is proved that the level of intellectualization of higher education depends on the implemented pedagogical conditions. The effectiveness of the proposed information and communication model is also confirmed. Given the data obtained during the study and the low constraints that may affect the results of further research on this issue should focus on the study of other variables that characterize the state of intellectualization of the educational process.

Korea Electric Power Research Institute has being carried out an IEC 61580 based communication service test on domestic IED trial products developed related to power IT project. This paper describes IEC 61850-10 conformance test and testing items established by UCA international Users Group and this study is on the analysis of testing results from IED communication service with selected testing blocks, which consist of Basic association, Dataset, Reporting and GOOSE.

In this paper, we defined constructivism and ontology theory and associate it in ubiquitous learning. The typical ubiquitous learning involving the Context Aware Intelligent system was presented. Also the Architecture for learning environment including the key idea and technical concept is being presented in this paper. Guided with these principles and with the advancement of information and communication technology the context-awareness based on Artificial intelligence for Location based Service for ubiquitous Learning was conceptualized.

The design characteristics of circular vertical-cavity surface-emitting lasers are studied by using a newly developed equivalent network. Optical parameters, such as the stop-band or the reflectivity of periodic mirrors and the resonance wavelength, are explored for the design of these structures. To evaluate the differential quantum efficiency and the threshold current density, a transverse resonance condition of modal transmission-line theory is also utilized. This approach dramatically reduces the computational time as well as gives an explicit insight to explore the optical characteristics of circular vertical-cavity surface-emitting lasers (VCSELs).

Due to the recent advances in high-speed communication technologies as well as the easy production of high-quality video contents, IPTV is becoming increasingly popular. Meanwhile, as the number of IPTV channels increases, channel search time to find the desired channel keeps increasing. In this paper, we discuss how to improve the channel search latency in IPTV, and introduce caching and prefetching techniques that are widely used in memory management systems. Specifically, we adopt memory replacement, prefetching, and caching techniques in IPTV channel search interfaces and show the effectiveness of these techniques as the number of channels are varied.

This study purports to contribute in deepening our understanding of ISD (instructional systems design/development) from Edward Hall's concept of intercultural communication. Renowned anthropologist Edward Hall introduced three concepts of cultural differences: time, space, and context. This paper explores how theses cultural dimensions - time, space and context- are reflected in ISD and compares the cultural differences between the east and the west that emerge in the process of applying ISD.
