Ever since the computer came into being in early 20th century, rapid development of the information technology has led to the opening of the ubiquitous age where daily works can be done anywhere, anytime, and with any devices. The information technology has drawn attention from Customs around the world as a key means to fulfill multi-faced responsibilities of strengthening regional cooperation in the international trade, simplifying clearance procedures, expediting logistics flow, and ensuring security in the global supply chain. Korea Customs Service, which began the informatization effort by establishing the electronic export declaration system in 1992, completed the 100% electronic clearance system in 2000, with a number of countries now conducting benchmarking studies on the successful use of IT by KCS. This paper is to address the changes brought to the Customs administration in the information age, the progress and achievement of the Customs informatization as a proactive strategy to deal with the changing environment, and the exportation to overseas administration of the e-clearance system of KCS which strives to become the global leader of Customs informatization. The exportation. in particular, will not only lead to increased foreign currency earnings and shared know how, but also create an opportunity to reflect Korea's system in the standardization of Customs procedures around the world.

최근 다른지역에 비해 상대적으로 정보화에 뒤진 ASEAN 국가들은 통신시장 자유화를 추진하면서 국가정보화실현에 심혈을 기울이고 있다. 역내의 IT협력을 위해 e-ASEAN계획을 추진하고, ASEAN+3 체제에서 IT협력을 도모하고 있다. 이런 상황은 우리나라가 IT강국으로서 ASEAN과의 IT협력을 강화하면서 전략적으로 ASEAN에 진출할 수 있는 기회를 제공하고 있다. 따라서 본 연구는 ASEAN국가의 IT정책과 IT인프라 현환을 심층적으로 분석하였고, 분석결과를 토대로 IT시장의 성장잠재성이 매우 큰 ASEAN국가에 성공적으로 진출할 수 있는 전략을 국가 차원과 기업 차원에서 제시하였다.

일반산업 분야의 프로젝트에 비해 소프트웨어 개발 분야에서의 프로젝트는 그 자체 특성상 가시적이고 계량적으로 평가하기 어려웠고 이로 인해 그 동안 국내 업계 및 정부기관에서는 프로젝트 규모 및 비용 산정에 있어서 많은 어려움이 있었다. 다행히도 최근 국제적으로 소프트웨어 프로젝트 측정기준으로 자리잡고 있는 기능점수에 관해서 국내 학계 및 업계에서도 관심을 가지게 되었고 관련된 연구결과도 계속 나오고 있다. 또한, 정부기관을 비롯하여 업계에서도 이러한 연구 결과를 기반으로 소프트웨어 개발비, 유지보수 및 재 개발비의 산정 기준으로 기능점수를 활용하려는 시도가 이루어지고 있다. 이러한 기능점수의 산정에 있어서 프로젝트의 주요 개발 요소인 하드웨어 플랫폼, 개발언어 유형, 대상업무 유형, 개발 납기 등에 따라 보정계수가 다르게 적용되고 있다. 그러나 아직 국내에서는 기능점수로 프로젝트 비용을 산정하기 위한 공감대 및 신뢰도에 대한 확산이 안된 상태이고 이에 따른 분쟁의 소지도 여전히 가지고 있다. 이러한 시점에서 본 논문은 ISBSG(International Software Benchmarking Standards Group)에서 제공하는 그 동안 축적된 해외 프로젝트 개발 결과 데이터를 기초로 기능점수와 프로젝트 개발에 투입되는 주요 개발요소간 관련성 및 프로젝트 개발 요소간의 상관관계를 분석 및 검증하여, 프로젝트 내에서의 기능점수와 관련된 개발요소간의 관련 정도에 대한 통계적 근거를 제시하여 향후 기능점수와 관련해서 이와 유사한 국내 프로젝트 수행 시 벤치마킹 자료로 활용하는데 그 목적이 있다.

The Bidding System of the public IT project in Korea is fallen behind, because of the ordering habitual practice based old system, overcompetition based sealed bid and subcontract practice. To innovate this old-fashioned practice for public IT project bidding, this paper wants to generate a proper improvement direction of the public IT project contract law and the related policy through the literature review about the ordering and receiving system in Korea, the practical survey about bidding marketplace in Korea, and competition between bidding system and/or policy of major countries: USA, UK, France and Japan. As a result of practical survey, many problems of the current public IT project bidding system came out and improvement ideas toward future situation turned up. These outputs implicate that the current law and system related public IT project demands better improvement work for the future ubiquitous Korea. Therefore, this paper, to solve these problems about bidding systems and practice, propose the new public IT project contract law and the related policy, reflecting these improvement ideas by the practical survey and the literature review, and benchmarking points from bidding system of other countries.

As a global effort to conservate the environment, life cycle assessment(LCA) which considers the environmental impact through the life cycle of a product, from acquiring of resources to scrapping, has been actively applied. The LCA is a tool to calculate quantitatively the environmental impacts caused by products or services through their life cycles. The list of numerous data should be analyzed, stored and conducted in order to assess the environmental impacts. Therefore, it is necessary to develop a software for LCA, which can perform the interpretation as well as the environment impact assessment to execute the analysis of such a large number of data effectively. At this time, for the existing some kinds of general LCA softwares, the information about all of input and output should be fed directly and the conclusion is deduced by linking to the database from the public authorized organizations. That makes it possible to evaluate the environmental grades accurately, but it is too slow and difficult for general users to operate and applied it into an electric motor unit(EMU). Therefore, in this research, the basic model was designed, which is based on construction of database structure of the software and organization of architecture, to develop an advanced software for EMU according to user and purpose of it by benchmarking of domestic and international softwares. The result of this study would be applied to develop the LCA software in the future.

Historical data from comparable projects can serve as benchmarking data for an ongoing project's planning during the project scoping phase. As project owners typically store substantial amounts of data generated throughout project life cycles in digitized databases, they can capture appropriate data to support various project planning activities by accessing digital databases. One of the most important work tasks in this process is identifying one or more past projects comparable to a new project. The uniqueness and complexity of construction projects along with unorganized data, impede the reliable identification of comparable past projects. A project scope document provides the preliminary overview of a project in terms of the extent of the project and project requirements. However, narratives and free-formatted descriptions of project scopes are a significant and time-consuming barrier if a human needs to review them and determine similar projects. This study proposes an Artificial Intelligence-driven model for analyzing project scope descriptions and evaluating project similarity using natural language processing (NLP) techniques. The proposed algorithm can intelligently a) extract major work activities from unstructured descriptions held in a database and b) quantify similarities by considering the semantic features of texts representing work activities. The proposed model enhances historical comparable project identification by systematically analyzing project scopes.

It is anticipated that Gadeok New Airport will be constructed, and the entity responsible for its operation will be a new airport authority, not the existing airport corporation, as the Ministry of Land, Infrastructure and Transport has announced its plan to establish the Gadeok New Airport Construction Authority. Based on the precedents of existing airport corporations, it is expected that the future authority will undergo organizational changes to become an airport corporation. This study seeks to establish criteria for selecting overseas airports for benchmarking when researching the entity that will operate the newly established Gadeok New Airport authority. To provide a specific basis for selecting overseas airports for the future operation of Gadeok Airport, the Delphi survey method will be used to derive criteria. Currently, when examining the participation of local governments in regional airports, Gimhae International Airport is operated solely by the Korea Airports Corporation, receiving criticism for the lack of participation by the local government, such as Busan City, in decision-making related to airport operation and local reinvestment. Therefore, it is deemed necessary to provide early direction for improvement in this regard.

21세기 정보화 사회에서 요구되는 정보통신 전문 인력을 양성하기 위하여 시간과 공간적 제약을 벗어나 정보통신 전문교육을 효율적으로 실시할 수 있는 온라인 교육을 통하여 교육 수요자 측면에서의 열린 평생교육의 필요성이 절실하게 요구되는 현실이다. 이에 따라 본 연구는 원격 교육 컨텐츠의 표준화 모델에 대하여 살펴보고 특히 정보통신 관련 컨텐츠의 표준 모형을 제시하여, 사이버대학의 정보통신 교과목 컨텐츠 제작과 운영의 기초 자료로 활용할 수 있도록 함으로써 온라인상에서의 정보통신 교과목을 효율적으로 운영하여 교육의 효과를 극대화할 수 있도록 기여하고자 하였다. 본 연구를 통해 현재 사이버대학 및 사이버 교육 기관의 정보통신 관련 컨텐츠의 현황과 문제점을 분석하고 사이버 교육 컨텐츠 제작에 관한 국제 표준화 활동에 대한 연구를 수행하여 정보통신 교과목의 컨텐츠 표준모형을 제시하였다.

2000년대 초반 이동통신서비스 시장의 급속한 성장에 따라 유선망에서 이동망으로 상호접속 수요가 증가하면서 유선망사업자와 무선망사업자 간의 공정한 상호접속 관계를 위한 제도가 도입되었으며, 이동전화보급률이 90%를 넘어선 2000년대 중반부터는 이동망 사업자간 상호접속 문제가 대두되었고 현재에는 인터넷 전화, LTE, 스마트폰 등의 보급으로 상호접속의 대상이 더욱 복잡해졌다. 본 논문에서는 2000년대 초반 이동망착신(LM) 접속료가 유선 및 이동전화서비스 사업자들간의 경쟁에 중요한 요소가 되었던 점에 착안하여 당시의 자료를 바탕으로 국내 이동망착신 접속료의 수준을 36개 해외 국가들과 비교해보고 함의를 구하고자 하였다. 이를 위해 상관분석과 회귀분석을 통해 접속료 수준에 대한 각 국가별 인구, 1인당 GDP, 이동통신시장에 대한 규제여부, 요금부과 방식, 유선전화보급율, 무선전화보급률 등의 변수가 이동망착신 접속료 수준 결정에 유의한 영향을 미치는지를 확인하고자 하였다.

본 연구는 2016년 충청남도 천안에서 개최된 대한민국 국제농기계자재박람회(영문약칭, KIEMSTA)를 토대로 참가업체의 관점에서 실증적 분석을 수행한 연구이다. 선행 연구를 바탕으로 참가 업체의 참가 목적에 대한 중요도와 참가 목적이 실제로 달성되었는지에 대한 여부를 판단하는 성취도에 관한 15가지의 동일 항목이 선정되었다. 본 연구는 2016년도 KIEMSTA에 참가한 국내 및 국외 453개 업체를 대상으로 실시하였으며, 그 중 유효성이 확보된 258개 업체를 대상으로 최종분석을 실시하였다. 분석을 위해 중요도-성취도 분석(IPA)의 결과를 토대로 도출되는 2차원의 사분면으로 유의미한 영역의 차이를 구분하여 정리하였다. 연구결과를 구체적으로 살펴보면 다음과 같다. 과잉영역(현상유지영역)에는 경쟁사의 제품의 정보수집, 자사의 능력전시, 자사의 전시경험 향상, 마케팅 영업팀 훈련, 유지영역(유지 강화영역)에는 기존 고객과의 관계유지, 시장정보 수집, 자사의 경쟁력 파악, 신제품 소개, 마케팅 영업팀의 고객소통능력 강화, 저순위영역(점진적 개선영역)에는 새로운 미래전망의 발견, 해외시장의 수출기회 파악, 박람회 미참가 기업대비 경쟁력 강화, 마지막으로 집중영역(중점적 개선영역)에는 매출증대, 핵심 의사결정자와의 만남, 신시장 개척과 같은 항목이 나타났다.
