Technology transfer (TT) has been defined as the shared responsibility between the source and the destination for ensuring that technology is accepted and at least understood by someone with the knowledge and resources to apply and/or use the technology. The adoption of TT in construction industries is necessary for economic growth to occur in developing countries such as Thailand. This process should provide numerous benefits for the host sector in areas such as increased productivity, enhancement of product quality, cost savings, improvements in market share and entry to new markets. However, there are many factors, which may impact on the TT process and its subsequent outcomes for Thai construction firms and individuals, including, the transfer environment, learning environment, transferor characteristics and transferee characteristics. The performance and interaction of these enablers will influence the degree of value added to the local construction sectors in areas such as economic advancement, knowledge advancement and project performance. This paper presents a conceptual framework for international TT that accommodates the numerous factors believed to impact on the processes effectiveness. Through a Pilot Study, where 27 industry professionals from Thailand were interviewed, the significant factors which impact on the TT process have been identified along with the strength of interrelationship between individual and groups of factors. Future research seeks to target a greater sample of respondents with the view to validate the conceptual model and apply it on a number of large Thai projects where international TT was incorporated into the project agreement.

Chemical industry, as one of the basis industries of the country, is characterized by converged high-end technology and large scale capital investment. In 2018, the government announced "The Strategy for Chemical Industry Development" with the vision of 'An Upgrade to the Advanced Chemical Industry'. In the meantime, the advanced chemical industry in Korea has been developed not by its own R&D, but by the upgrading of technologies and processes through the technology transfer from developed countries. The method of technology transfer was mainly achieved with international joint ventures (hereafter IJV) linked with technology transferors from developed countries. As it is necessary to grasp the determinants of the technology transfer and their importance to promote the transfers through IJVs, this relative importance analysis study was conducted by using the method of quantifying experts' opinions (AHP) on the determinants of the technology transfer of both parties. As a result of the analysis, in the Hierarchy1(PEST factors), the technology transferees focus on economic factors such as 'profitability of technology transfer' and 'cost efficiency', while technology transferors considered technical factors such as 'operational excellence (abilities to continuously improve technology process)'. In addition, transferors and transferees have different priorities for technology transfer determinants in all areas of Hierarchy 2 (sub-determinants). This suggests that Korean government or enterprise should shift the policy direction toward 'technology-oriented' when they promote advanced-technology transfer through IJVs.

The results of this study are the two. First, for convergence technology and convergence technology transfer based on analysis of previous studies I suggested a framework for convergence-type technology transfer conceptualization and measurement. Second, I am compared convergence-type technology transfer to total technology transfer from public research(university and public institute) to SME. Overall, despite the trend to increase technology transfer to SMEs, convergence-type technology transfer is only 4.4%. Both total technology transfer and convergence-type technology transfer to the Industry is active to electronic components, machinery, chemicals, food and beverage, and the medical. The role of universities is emphasized in both total technology transfer and convergence-type technology transfer. There are small transactions of less than 5 million in both total technology transfer and convergence-type technology transfer. Both total technology transfer and convergence-type technology transfer to the region are concentrated in Seoul, Daejeon and Gyeonggi-do.

Along with the international technology transfer market, as the domestic market grows, more professional technology analysts are needed and it became more necessary to investigate the qualification of those experts to cope with growing market. In this study, the current working condition of those experts is described, qualification system is analyzed and more realistic suggestions on the system to activate the market and to encourage the experts will be introduced. The study was performed based on the questionnaire sent to the person who works in related fields, such as industry, technology transfer center, universities, etc.

In recent years, technology developments in different countries, especially in newly industrialized countries, are extremely indebted to appropriate technology transfer by these countries. Nevertheless the technology transfer process in the present situation is complex, and its success is related to the coordination rate with the political, economic, social, and environmental objectives of countries. Today debates related to the transfer of the technical know how accompanied by equipment hardware has found remarkable importance such that countries seek increasing comprehensive capabilities in the field of transferred technology for which Preventive Maintenance (PM) is one of the aspects. This research with the purpose to determine the technological capability level and to study the role of PM in the effective & appropriate technology transfer in subway industry is carried out for presenting a suitable model for the technology transfer in this industry with an attitude towards the effects of principal PM factors. For this purpose, after the study of different and relevant models existing in the field of suitable methods for technology transfer, some equipment PM theories and models were selected as the base for the compilation of the questionnaire. With the help of questionnaire, main PM factors that are effective in the field of technology transfer were extracted, and finally, their effects on technology transfer were analyzed, identified and a comprehensive model suggested in this connection.

Republic of Korea is the first country which received international aids, h1s become a member of DAC, and recently has strengthened the international aids policy through ODA(Official Development Assistance). Korea ODA has focused on the area of education, social infrastructure, etc., but not on maritime affairs. However, since Korea has become a maritime country and a member of "A Group" council of IMO, the international shipping community including IMO strongly requests Korea to transfer Korea's maritime safety technology to developing countries for the sake of international maritime safety and marine environment protection. In this study, the direction of road map for effective transfer of maritime safety technology and marine environment protection technology was presented. The strategy for implementation of the suggested road map was proposed as well.

In every Summer and Winter, there open soccer transfer markets. And these markets draw huge attention from soccer fans and other ordinary people all around world. This phenomenon might indicate great interest of people from the amount of news, blog articles, public messages and replies from online community and forums about popular players and clubs of many leagues. Especially, transfer markets in the year 2017 have generated many gossips than before. In this research, we performed keyword analysis and ranking of news and messages collected and analyzed from online news sites and online forum sites, in order to investigate who and what clubs are mainly discussed.

COVID-19 is a crisis with numerous casualties. The World Health Organization (WHO) has declared the use of masks as an essential safety measure during the COVID-19 pandemic. Therefore, whether or not to wear a mask is an important issue when entering and exiting public places and institutions. However, this makes face recognition a very difficult task because certain parts of the face are hidden. As a result, face identification and identity verification in the access system became difficult. In this paper, we propose a system that can detect masked face using transfer learning of Yolov5s and recognize the user using transfer learning of Facenet. Transfer learning preforms by changing the learning rate, epoch, and batch size, their results are evaluated, and the best model is selected as representative model. It has been confirmed that the proposed model is good at detecting masked face and masked face recognition.

This study investigates the effect of high-skilled inventor emigration rate on growth rate of the country of origin (COO). Inventor emigrants represent the human capital that can generate highly innovative work. The social network they form spurs knowledge diffusion and technology transfer back to their COOs, which in turn affects innovation and growth in their home countries. We run dynamic panel estimation for 154 countries during 1990-2011, and empirically show that a positive and statistically significant effect exists for the interaction of inventor emigration and trade. The result indicates that the direct negative impact of the brain drain can be mitigated by the positive feedback effect generated by the high-skilled inventor emigrants abroad. When coupled with an active trade policy that reinforces growth, countries can partially recoup the direct effect of the human capital loss. We stress the importance of international trade for successful technology transfer to occur, and offer insights for policies that can utilize the benefits of the rich social network of their high-skilled emigrants.
