Classification of International Container Ports by Using Principal Component Analysis and Cluster Analysis (주성분분석 및 군집분석을 이용한 컨테이너항만의 분류)

  • The subject of port efficiency is one of the important issues facing port authorities and policy makers today. A number of studies have been undertaken which compare ports in terms of their efficiency. But any port comparison can only be valid and meaningful if a port’s efficiency is compared with a similar port. The main objective of this paper is to introduce a systematic approach to identifying similar ports based on the technique of principal component analysis and cluster analysis. And it seeks to identify the most important factors underlying the port classification. Lack of awareness of which factors differentiate ports has resulted in an unnecessary collection of data which are of limited use in port classification. This paper has identified five groupings of similar ports within which port comparision can be justifiably made. This approach can be used for any future port comparision.

  • The traditional approaches to determine the flag of convenience and second register of flagging-out in Korea international ship register and investigater and weakness of those approaches are revealed. A realistic approach to determine the paper company of shipping and sub-standard vessel of shipbuilding is suggested by introducing register factors obtained from Norwegian and Denish international ship register experiment for the new register.

Review on the Japanese Super-Core Port Policy - An Assessment and New Politic Demands - (일본 슈퍼중추항만정책의 성과와 한계에 관한 고찰)

  • Japanese government has instituted and carried out Super-core Ports Policy to improve their operating efficiencies of international container ports from 2004. Despite of diverse institutional and administrative supports within this policy, this paper has assessed that they couldn't accomplished goals at the end of 2009 when the policy ended. In short, Japanese Super-core ports have explicitly lost the competitiveness for functioning as a hub-port in the East Asia region. We could find some defaults in the policy i.e. some limits of the private terminal operating units, inefficiencies in teaming between ports within Super-core port, lacking with system for collecting cargoes. In 2010, Japan is going to reinforce International Strategic Container Port Policy following Super-core Ports Policy. With this policy, they ought to prepare for the last leap on the basis of selection and concentration rules in international port. This new policy is particularly focused on recapturing their T/S cargo via Busan port. Regarding these changes, Busan port needs to prepare counter measurements for preserving Japanese T/S cargo firmly.

A Study on the Operation System Improvement of Busan International Passenger Terminal: Focusing on the Car Ferry

  • In the past 20 years, passenger and cargo transportation performance at the international passenger ports in Korea have increased by 8.6% on the compound annual growth rate, respectively. The Korean government had expected to continue expanding the market of car ferries and the government included plans for the development of additional routes and lanes with neighboring countries such as China, J apan, and Russia as a part of the Plan of the Korean Ministry of Oceans and Fisheries in 2019. However, compared to the development of routes, the management and operation of passenger terminals are inefficient. The purpose of this paper was to introduce the overall improvement of the passenger terminal operating system that reflects the recent changes in the supply and demand of international passenger vessels and the needs of the government and private sector passengers. To this end, a basic survey was conducted on the status of operations and facilities at the Busan International P assenger Terminal and a questionnaire survey was administered on the subject of use. The results of the survey were analyzed using the IPA model. As a result of the analysis, three items in the operation sector, three items in the facility sector, and four items in the system sector of the Busan International Passenger Terminal were identified as in need of improvement. Based on the results, the need for investment to improve the international passenger terminal operating system is suggested.

  • Shipping is a global industry, with 80% of the world's international trade of goods transported by sea. Many countries with large international trade volumes place great importance in developing their shipping industry. Recently changes in the world economy, international trade, world oil prices and other uncertainties have led to increased competition in the world shipping market. This is specially true, along the Pacific coast, where five of the world's major maritime countries, Japan, China, South Korea, Singapore and the United States are located. This paper aims to compare the international competitiveness of Japan, China, South Korea, Singapore and the United States with Port's Diamond Model and AHP analysis. The results of this research give some suggestions for international competitiveness of Chinese shipping industry, is very competitive in quantitative terms but is relatively weak in qualitative terms.

  • Decision Science or Decision Analysis can be described as a scientific methodolog to provide suitable quantitative information for the decision maker to be able to selected the best feasible alternative on the given decision environment and thus we can say that where there are decision problems, there needs the decision analysis to be applied to them. International shipping is generally said to be the cheapest and most widely used means of transport in international trade and each of the hundreds of seaport. So far as the decision makings in the shipping and port transportation are concerned, of real importance is to understand what the decision problems in each of shipping and port transportation really are and to recognize the meaning of relevance between shipping and seaport in the outworn phrase, that is to say, "The chain is as strong as its weakest link." This paper is intended to present a literature survey on the applied decision analysis to shipping and port transportation problems which have actually been involved in the wide variety of decision environment. At first, the author suggests four divisional framework such as decision analysis in each field of Shipping Economics, Management and Operations of Shipping, Port Economics, and Port Operation and Management, according to the main concern of the decision environment, and then the literature surveys on those four major divisions are described including the problems and solution approaches in each case.   • The 'One Belt One Road (OBOR)' initiative, which was promulgated as part of the enlargement policy along with the advent of Xi Jinping in 2013, is a policy to expand China's political and economic power externally through linkages with neighboring countries. China's overseas port investment plays an important role in the promotion of the 'OBOR' policy from the coast of China through maritime transportation routes from S.E Asia to Mediterranean and Europe. Since China's overseas port investment has been made from several factors such as political, economic, and military motives, it differs in purpose and character from investments made by private companies, such as Global Port Operators(GTO) which consider profitability first. This study aims to address future prospects and implications by analyzing the geopolitics of China's overseas port investment under the 'One Belt One Road' initiative. According to the results, China's overseas port investment is dominated by state-owned enterprises and political and security factors are more important than profitability. China's overseas port investment has been on a large scale in a short period of time, and China has faced with various problems both domestically and internationally. such as debt default, environmental problems, subordination problems from recipient countries and political and military confrontation with great countries such as United States, Japan and India etc.

Public-Private Partnerships in Mexico, Panama, and Brazil: A Focus on Port Performance

  • Purpose - This study examines the relationship between public-private partnerships and the performance of ports based on three factors: the quality of the port infrastructure, container throughput, and logistic performance in three Latin American countries, Mexico, Panama, and Brazil, for the period of 1994-2017. Design/methodology - The selected countries are top ranked in terms of container throughput in Latin America. The methodology employs secondary data from the World Bank (Quality of Port Infrastructure, Logistics Performance Index, and Private Participation in infrastructure database). Findings - Overall, the results revealed that the private investment of these countries varies significantly over the past couple decades. Panama, with the least public-private investment over the study period, performs better than Mexico and Brazil with regards to port quality infrastructure and container throughput. For ports in the selected countries to keep up with global competition, there is a need to enhance efficiency. Originality/value - Compared with ports in Asia, Latin American ports are lagging behind with respect to container throughput and efficiency. This study suggests greater collaboration from the private sector, academia, and other organizations, as well as a review of the regulatory framework to ensure better transparency and project allocation. Throwing more light on the public-private investment environment of Mexico, Brazil, and Panama, this study offers policy makers and regulators insightful information on port infrastructure.
