Development of the Agro-Industrial Complex for Improving the Economic Security of the State

  • Ensuring the economic security of agro-industrial complexes of Ukrainian regions has become a top-priority task of state regional policy, as their stable functioning is an essential element of economic security of the whole country. It is overcoming threats to the development of the agro-industrial complex that ensures its further effective functioning and has a significant impact on the economic security of our state. Methods: logical method; methods of system analysis; synthesis; economic and statistical method; method of expert assessment; SWOT analysis; economic and mathematical modelling and planning. Results. Characteristic features of economic security have been given. The essence and significance of the agro-industrial complex in improving the economic security of the state have been determined. It has been noted that in recent years, the agro-industrial complex, which acts as a driver of the domestic economy and has a direct impact on the development of the country, has been growing (in 2019 the cereal and legume harvest exceeded 75 million tons, 20,269 thousand tons of potatoes were dug, more than 15 million tons of sunflower, 9,688 thousand tons of vegetables and 2,119 thousand tons of fruits and berries were harvested, meat and egg production increased by 137.5 thousand tons (or 5.8%) and 545.5 million pieces (or 3.4%), respectively, the number of employed population in agriculture increased by 139.8 thousand people (or 4.9%), the labour productivity in crop production increased by UAH 294.4 thousand (or 44.6%), in livestock production - by UAH 311.3 thousand (or 61.8%)). Based on the system of production and economic indicators, the analysis of the state of the agro-industrial complex has been carried out. Taking into account the results of the obtained data and using SWOT-analysis, the major threats to the development of the agro-industrial complex have been identified. Ways of overcoming threats enhancing the economic security of Ukraine have been proposed.

  • Analyzing the psychological and pedagogical literature, we showed the interest of researchers in the problem posed. The concept of competence is considered, which is interpreted as giving the key to solving a wide range of educational and life tasks. Research competence implies the ability to cooperate, enter into contacts, readiness for changes, for self-determination and is an integral quality of the individual, expressed in the readiness and ability to independently search for solutions to new problems and creative transformation of reality based on a set of personal and meaningful knowledge, skills, methods of activity and value attitudes.The article offers conditions that certify the improvement of forms and methods of training students in the formation of research competence of future specialists. The use of innovative technologies contributes to improving the level of training of future specialists: students are better prepared for classes, take an active part in the assimilation of program material in laboratory classes. It is noted that this creates a subject-subject relationship between the student and the teacher, and changes the attitude of students to classes. In the process of such organization of educational activities, students are convinced of the need for knowledge and its effectiveness, learn to compare, generalize, classify, establish cause-and-effect relationships, express opinions, defend their point of view, they ensure success in their studies, and develop research competence. It is proved that in order to apply the latest technologies, the teacher himself must know them well, that is, constantly improve himself, master new methods, techniques, ideas, which will help him create new pedagogical technologies and implement them in the educational process.

시카고협약체계에서의 EU의 항공법규체계 연구 - TCO 규정을 중심으로 - (A Study on Aviation Safety and Third Country Operator of EU Regulation in light of the Convention on international Civil Aviation)

  • 시카고협약 일부 체약국은 자국 항공사에게 AOC(Air Operator Certificate)를 승인하여 발행하는 것 이외에 외국 항공사에게도 FAOC(Foreign AOC)를 발행하고 있으며 다양한 항공안전평가도 실시하고 있다. 외국 항공사에게 FAOC 승인 발행 및 항공안전 평가 실시는 점차 확대되고 있는 추세로 전 세계적으로 항공안전증진 및 항공기 사고율 감소에 기여한 공로가 크다고 볼 수 있으나, 항공사 입장에서는 추가적인 허가제도 및 운항제한으로 인하여 항공기 운항 상 불편이 초래되고 있다. 유럽항공안전청(EASA)은 European public law 인 Basic Regulation에 의해 2003년에 설립되어 운영되고 있는 유럽의 단일 항공안전전문기관이다. EASA의 주요 임무는 민간항공분야의 안전기준 및 환경보호기준을 최상의 기준으로 증진하는 것이며, 감항, 승무원, 항공기 운항, 공항 및 ATM 등에 대한 입법업무 및 표준설정 업무를 관장하고 있으며 업무 범위가 점점 확대되고 있다. 유럽에서 TCO(Third country operator) Implementing Rule이 발효(2014.5.26.)됨에 따라, EASA는 32개 EASA 회원국으로 운항하고자 하는 모든 항공운송사업용 TCO에 대하여 안전에 대한 승인을 행할 권한을 가진다. 이에 따라, TCO에 대한 평가 및 승인을 할 때, 안전관련 부문에 대한 평가 및 승인은 EASA가 담당하고 운영허가(Operating permit) 부문은 종전과 같이 각 국가의 항공당국이 수행하게 된다. EU/EASA를 운항하는 TCO가 불편 없이 항공운송사업을 행할 수 있도록 신규제도 도입을 위한 전환기간으로 30개월이 적용 된다. 현재 EASA 회원국을 운항하는 항공사는 TCO 규정 발효 후 6개월 이내인 2014.11.26.까지 EASA에 TCO 허가 신청서를 제출해야 하며, EASA는 TCO 규정 발효 후 30개월 이내에 평가를 완료해야 한다. 유효한 TCO 허가는 운영허가 전에 취득해야 할 사전 요건으로, TCO 허가를 받지 못한 TCO는 EASA 회원국이 발행하는 운영허가를 발급받을 수 없다. TCO 허가 필요 여부는 항공운송사업에 해당하는지에 따라 결정되며 항공운송사업을 행할 경우 TCO 허가를 받아야 한다. 부정기편을 운항하는 항공사의 경우 일정기준을 충족한다면 TCO 허가 없이 운항이 가능하기는 하나 잠재적인 미래 수요가 예상되는 경우 원활한 서비스 제공을 위해 사전에 TCO 허가를 취득하는 것이 바람직하다고 본다. 본 논문에서는 EU의 TCO 규정 도입과 관련하여, EASA의 기능 및 TCO 규정을 포함한 EU의 항공법규체계에 대한 법적 근거와 내용을 고찰하고, 우리나라가 착안하고 개선해야 할 몇 가지 제언과 개선방안을 제시하였다. 본 논문이 1) 항공사가 TCO 허가를 준비하는데 도움이 되고, 2) 정부, 학계 및 항공사 등 유관부문에서 항공안전증진을 위한 국제 동향을 이해하는데 도움이 되고, 3) 국내 항공법규 개선 및 정부조직의 기능을 개선하는데 도움을 주고, 4)아울러, 국제표준 준수 및 항공안전증진에 기여하길 기대한다.

국내항공법상 항공안전관리 제도변화에 관한 연구 (A Study on the Institutional Changes in the Aviation Safety Management System in Korea)

  • 항공기는 편리하고 신속한 교통수단으로 세계화의 급속한 진전에 따라 19세기 후반 중요한 교통수단으로 발전되었다. 대규모의 물류 유통과 관광 및 사업으로 인적교류가 급속히 증대됨에 따라 항공교통의 비약적인 발전은 현대사회의 특징으로 볼 수 있다. 하지만 항공교통의 발전은 항공사고의 가능성을 높여주고 있고, 기존의 항공안전관리체계에 대한 제도적인 특성이 유지될 때에 심각한 항공사고 위험의 잠재성을 내포하게 된다. 따라서 항공안전관리제도에 대한 획기적인 대책이 요구되고 각국은 이에 대한 정책적 대응을 서두르고 있다. 한국도 예외는 아니어서 항공산업의 비약적 증가에 따른 항공안전 관리 체계의 적절한 정책 대응이 필요했지만 이에 효과적으로 대응하지 못해 많은 항공기 사고를 경험해 왔다. 본 연구는 국내 민간항공기의 사고가 지속적으로 발생하고 국제규범의 압력이 지속적으로 나타날 때 항공안전제도의 변화가 어떻게 나타나는가를 분석해 보고자 하였다. 일반적으로 정책은 제도의 지속성으로 인하여 항공사고와 국제규범의 압력이 있어도 쉽게 안 바뀌려고 한다. 그러나 항공기 사고와 국제규범의 압력과 함께 이러한 문제에 대해 정치권과 언론이 심각성을 인식하고 지속적이며 강력하게 항공안전관리체계의 획기적인 개선을 주장하게 되면 그러한 요구가 매개변수가 되어 어느 순간에 제도는 획기적으로 변화하게 된다. 이러한 특성을 가진 항공안전관리제도변화의 특성을 규명하고자 역사적 신제도주의 관점에서 제도변화를 시기별로 분석하였다.

화물잔류물의 해양 투입처분(배출) 사안에 대한 법률적 분석 (A Leg Analysis on the Discharge of Cargo Residue at Sea)

  • 선박이나 해양구조물(海洋構造物)로부터의 폐기물(廢棄物)의 해양투기를 규제하는 런던협약(協約) 당사국들은 지난 2004년 동 협약 당사국회의에서 선박으로부터 화물관련폐기물의 배출을 허용하는 국제규범이 국가별로 다양하게 해석되고 있어서 이로 인해 해양환경이 손상 받을 가능성에 주목하였다. 런던협약 당사국회의는 런던협약과 선박으로부터의 폐기물의 배출을 관장하는 MARPOL 73/78 (부속서 V)의 두 국제규범간의 "폐기물의 해양배출 및 투기에 관한 사안" 관할범위를 명확하게 구분하기 위해 MARPOL 73/78을 관장하는 국제해사기구의 해양환경위원회와 공동 작업반을 구성하였다. 화물(貨物)관련폐기물의 해양처분에 관한 규제는 국가별로 달라서, 일부 국가들은 해양처분을 허용하지 않고 대신 항만폐기물수용시설에 배출하도록 하고 있으나 일부 국가들은 해양에 배출할 수 있도록 허용하고 있다. 국제적으로는 런던협약 등 다자간환경협정(多者間環境協定)들은 대안이 있는 경우에는 환경규제를 강화하는 경향을 보이고 있다. 본 소고는 이러한 국제적인 논의 동향에 대처하고 우리나라 해양환경보전을 위하여 화물관련폐기물 중 화물잔류물을 대상으로 먼저 선박으로부터의 폐기물의 배출을 규율하는 법제에 대해 고찰하고, 화물관련폐기물의 해양처분으로 인한 해양환경영향을 구체적으로 검토하기 위하여 화물잔류물 중 산적화물(散積貨物)인 석탄의 선창 잔류물의 해양처분에 대한 환경영향을 사례로서 분석하였다. 화물잔류물의 해양투입처분으로 인한 해양환경영향은 화물잔류물의 총량과 동 화물잔류물에 함유된 유해물질의 종류와 함량에 의하여 결정되게 된다. 해양환경보전을 위하여서는 화물잔류물을 해양에 투입처분하지 않는 것이 최상의 관리 방안이다. 따라서 화물잔류물의 해양처분 수요는 항만폐기물수용시설의 가용성에 반비례하게 된다. 우리나라도 항만폐기물수용시설을 추가적으로 확충하여 선박기인 운영으로 인한 해양환경오염을 감축하여 나가야 할 것이다.

산림보호지역의 관리효과성 평가지표 개발 연구 (Management Effectiveness Evaluation (MEE) Indicators Development in Protected Forest Areas)

  • In order to develop the indicators which evaluate the management effectiveness for the protected forest areas in Korea, candidate indicators were listed based on literature and experts interviews, then questionnaire survey on the experts were conducted. 5 elements of context, planning, input, process, output and outcome and 32 indicators were selected. Context element includes 6 indicators of 1) documentation and assessment of values; 2) documentation and assessment of threats, 3) influence of government policy, 4) related regulations, 5) community cooperation and 6) the structure of management organization. 6 indicators of Planning element were 1) the management objective, 2) protected area design, 3) protected area size and number, 4) representation, 5) standards and categories and 6) management planning. Input element of 3 indicators were 1) management staff, 2) funding, 3) establishment and application of information. Process element were consisted of 1) governance, 2) management guidelines, 3) human resource management, 4) law enforcement, 5) eco-management, 6) disaster management, 7) education program and 8) research and monitoring. The element of outputs and outcomes were 1) accomplishment of plan, 2) accomplishment of program, 3) private land management, 4) threats change, 5) biodiversity change, 6) ecosystem health and vitality, 7) impact on community, 8) international management level and 9) visitors' satisfaction and variation in civil compliant. It is recommended to have further research on evaluation methods development by applying those above developed indicators for the protected forest areas to ensure the practicality of the indicators.

강원도 동해시·삼척시 일대 고유생육지의 식물상 (A Floristic Study on the Indigenous Habitat of Donghae-si and Samcheok-si in Gangwon-do, Korea)

  • This study was carried out to investigate the flora of indigenous habitat of Donghae-si and Samcheok-si in Gangwon-do, Korea. The vascular plants were collected 18 times (from March to October 2011), and were identified as 804 taxa; 127 families, 445 genera, 720 species, 8 subspecies, 69 varieties, 5 forms and 2 hybrids. In the flora of this area, the calcicolous plants were 55 taxa; Cheilanthes argentea, Clematis serratifoliam, Quercus variabilis. Epipactis papillosa, etc. The endangered plants designated and protected by the wildlife protection law, the Ministry of Environment, Korean were counted to one taxon; Cymbidium macrorhizum. The red list of vascular plants according to IUCN valuation basis were examined, endangered species (EN); Prunus yedoensis and Cymbidium macrorhizum, Vulnerable species (VU); Juniperus chinensis, Pulsatilla tongkangensis, Diarthron linifolium and Swertia wilfordii, Near Threatened species (NT); Paeonia japonica, Allium senescens, Epipactis papillosa and Pogonia minor, Least Concern species (LC); Asplenium ruta-muraria, Platycladus orientalis, Monotropa hypopithys and Eleutherococcus divaricatus var. chiisanensis, etc., Data Deficient species (DD); Paeonia lactiflora var. trichocarpa, and Not Evaluate species (NE); Prunus choreiana, Panax ginseng and Polygonatum infundiflorum etc. Korean endemic plants of this area were 26 taxa; Aconitum pseudolaeve, Corydalis hirtipes, Vicia chosenensis, Salvia chanroenica and Hemerocallis hakuunensis, etc. The floristic regional indicator plants found in this area were 130 taxa comprising 11 taxa of grade V, 15 taxa of grade IV, 33 taxa of grade III, 15 taxa of grade II, 56 taxa of grade I. The naturalized plants were identified as 67 taxa and the percent of naturalized index (NI) was 8.3% of total 804 taxa vascular plants.

소비자 신뢰도를 높인 친환경 인증마크의 등급제 제안 (Improvement of Consumer's Reliability on the Eco Label by Suggestion of Quantifying Rating System)

  • This study measured consumer's recognition, reliability, emotion and images about current eco-marks as well proposed an eco-mark rating scale and mark designs to improve consumer's trust on the fashion product marks. We used a questionnaire survey to collect data from 150 persons about knowledge, interests, and practice on eco fashion products in relation to trustfulness and positive images for three domestic and three international eco-marks. We evaluated and gave eco scores to six fiber-type products (cotton, organic cotton, wool, polyester, biodegradable polyester and nylon) in terms of consumer's use, water & land consumption, waste amount, carbon footprint, and toxicity. We suggested a new 5-level rating scale for eco marks, which quantified the concept of environmental friendliness of fiber products. The design for eco-mark of rating scale showed the total grade with two sub scores of environmental sides and human sides developed with an improved visual understanding for consumers. The design is one through benchmarking the energy-consumption efficiency mark, which is familiar to consumers such as a half circle shape to save environment resources to alarm consumers to environment problems.

문수산(경기도)의 관속식물상 (The Vascular Plants in Mt. Munsu(Gyeonggi-do))

  • This study was carried out to investigate the vascular flora of Mt. Munsu. The vascular plants collected in 13 times(from Mar. to Oct. 2009) were identified as 511 taxa in total, including 113 families, 332 genera, 445 species, 5 subspecies, 46 varieties, 5 forms. Among them, 6 taxa of the Korea Forest Service-designated rare & endangered plants and the Korean endemic plants were identified as 2 taxa. Based on the list of approved for delivering overseas of plants, 6 taxa were recorded in the investigated area. The Ministry of Environment-designated plants, which should be protected by the wildlife protection law, were identified as 2 taxa and 39 taxa of specially designated plants by the Ministry of Environment. The naturalized plants were identified as 53 taxa, and their naturalization ratio and urban index were found to be 10,3%, and 18.5% respectively. There existed many kinds of plants resources having conservational value like Ranunculus trichophyllus var. kadzusensis, Jeffersonia dubia etc, in this area, but there remains a fear of nature destruction's acceleration due to indiscriminate human development and access of a lot of visitors, so it is judged that there should be a management plan, such as a limit on the number of visitors or rest-year-system for restoration of nature.

Research on sustainable development of international trade in Shandong Province under the background of the fourth industrial revolution

  • Purpose: After entering the 21st century, a new industrial revolution, i.e. industrial revolution 4.0, which is characterized by intelligence, automation and networking, has opened the curtain of the "industry 4.0" era. In recent years, "low-carbon economy" has been a development goal that has been paid close attention to and adhered to at home and abroad. As a major economic province, Shandong Province has not only brought about rapid economic growth, but also caused rapid environmental deterioration due to its high energy consumption, high dependence and high environmental pollution. In this environment, low-carbon economy has become an inevitable trend in the development of foreign trade in Shandong Province. Based on the current situation of foreign trade in Shandong Province and various existing problems, this paper explores the relationship between low-carbon economy and foreign trade in Shandong Province under this strategic background. Research design, data and methodology: By selecting the data from 2008 to 2017, using the carbon emission coefficient method to measure the CO2 emissions in the past decade, analyzing the impact of ecological factors on trade, selecting the most representative GDP and total imports for regression analysis, it is proved that they have a real impact on CO2 emissions. The total GDP is positively correlated with carbon emissions, while the total import is negatively correlated with carbon emissions. Results:This paper discusses the impact of low-carbon economy on foreign trade of Shandong Province from the perspective of foreign trade. Especially in today's "low-carbon economy" background. Conclusions:it is helpful for relevant departments to formulate relevant policies and promote the sustainable development of foreign trade in Shandong Province.
