A concrete cask is an option for spent nuclear fuel interim storage. A concrete cask usually consists of a metallic canister which confines the spent nuclear fuel assemblies and a concrete overpack. When the overpack undergoes a missile impact, which might be caused by a tornado or an aircraft crash, it should sustain an acceptable level of structural integrity so that its radiation shielding capability and the retrievability of the canister are maintained. A missile impact against a concrete overpack produces two damage modes, local damage and global damage. In conventional approaches [1], those two damage modes are decoupled and evaluated separately. The local damage of concrete is usually evaluated by empirical formulas, while the global damage is evaluated by finite element analysis. However, this decoupled approach may lead to a very conservative estimation of both damages. In this research, finite element analysis with material failure models and element erosion is applied to the evaluation of local and global damage of concrete overpacks under high speed missile impacts. Two types of concrete overpacks with different configurations are considered. The numerical simulation results are compared with test results, and it is shown that the finite element analysis predicts both local and global damage qualitatively well, but the quantitative accuracy of the results are highly dependent on the fine-tuning of material and failure parameters.

Spent nuclear fuel(SNF) is stored in nuclear power plants for a certain period of time and then transported to an interim storage facility. After that, SNF is finally repackaged in a disposal canister at an encapsulation plant for final disposal. Finland and Sweden, leading countries in SNF disposal technology, have already completed designing of spent fuel encapsulation plant. In particular, the encapsulation plant construction in Finland is near completion. When it comes to South Korea, as the amount of SNF production and disposal plan is different from those in Finland and Sweden, it is difficult to apply the concepts of these contries as is. Therefore, it is necessary to establish the spent fuel repackaging concept and to derive each operating and repackaging procedures by considering annual disposal plan of South Korea. The results of this study is expected to be used to establish the concept of optimized encapsulation plant through further research.
한국원자력환경공단에서는 국내 경수로 원전에서 발생된 사용후핵연료를 건식으로 저장할 수 있는 콘크리트 용기를 개발하였다. 본 저장용기는 사용후핵연료가 건식환경에서 장기간 저장되는 동안 용기 및 사용후핵연료의 건전성이 유지되며, 방사선량률이 저장시설의 설계기준을 초과하지 않도록 설계되어야 한다. 특히, 저장시설은 정상 및 사고조건에서 적절한 방사선 방호를 위한 차폐설계가 이루어져야 한다. 이를 위해 본 연구에서는 미국 10CFR72 및 10CFR20의 기술기준과 NRC의 표준 심사지침 NUREG-1536에서 제시한 평가방법에 따라 건식저장조건하에서 단일 콘크리트용기 및 $2{\times}10$ 용기배열조건의 선량율을 평가하였다. 평가결과, 일반인에 대한 연간선량 한도인 0.25 mSv를 만족하는 통제구역 경계까지의 거리는 약 230 m로 도출되었다. 콘크리트 저장용기의 설계사고는 $2{\times}10$ 배열의 저장시설에서 한 개의 저장용기가 이송 중 전도사고가 발생하여 용기의 바닥면이 통제구역 경계로 향하는 상황으로 가정하였다. 전도된 저장용기의 바닥면으로 부터 100 m 및 230 m 지점에서 각각 12.81 mSv 및 1.28 mSv로 평가되었다. 본 연구를 통해 건식저장조건에서 콘크리트 저장용기 및 저장시설은 적절하게 평가된 통제구역경계까지의 거리가 확보된다면 방사선적 안전성이 유지됨을 확인할 수 있었다. 본 평가결과만으로 건식환경의 저장용기(시설) 설계에 직접 적용하기는 어렵겠으나, 향후 '국가 고준위폐기물 관리 전략'에 근거한 원전내 저장시설 또는 중간저장 시설의 설계 및 운영에 유용한 자료가 될 것으로 사료된다.
The utilization of gas as ship fuel requires a new set of regulations by IMO and society of classification. Maritime Safety Committee(MSC) and the subcommittee Bulk-Liquids and Gases(BLG) in IMO developed "Interim Guidelines on Safety for Natural Gas-fueled Engine Installation in Ships(Res.MSC.285(86))" for the use of natural gas in internal combustion engine. According to the requirement of Res.MSC.285(86) for natural gas-fueled engine installations in ships, several parts of ships should follow safety criteria in terms of Fuel bunkering, Gas safe Machinery spaces, Gas Fuel Storage and etc. In this thesis, details of the IGF code shall be described and development of the IGF code in IMO shall be illustrated.

Noah 3.3 지면모형으로 산정한 토양수분 자료는 동아시아 지역과 남아시아 지역, 호주, 북미와 남미 등 대부분의 아시아·태평양지역에서 높은 아노말리 상관관계를 보였으며, 5개 유역에서 호주의 머레이-달링(Murray-Darling)유역에서 다소 낮은 상관관계를 보였으나, 나머지 4개 유역에서는 대체로 높은 상관성을 보였다. Noah 3.3 지면모형은 준실시간 토양수분 모의가 가능하기 때문에 이에 기반한 가뭄감시가 가능하며, 선제적 가뭄 대응 대책 마련에 활용성이 클 것으로 기대된다.
Cleanout of the F Reactor Fuel Storage Basin (FSB) is an element of the FSB decontamination and decommissioning (D&D) and is required to complete interim safe storage (ISS) of the F Reactor. Following reactor shutdown and in preparation for a deactivation layaway action in 1970, the water level in the FReactor FSB was reduced to approximately 0.6 m (2 ft) over t]to floor. Basin components and other miscellaneous items were left or placed in the FSB. The item placement was performed with a sense of finality, and no attempt was made to place the items in an orderly manner. The F Reactor FSB was then filled to grade level with 6(20of local surface material (essentially a fine sand). The reactor FSB backfill cleanout has the potential of having to remove spent nuclear fuel (SNF) that may have been left unintentionally. Based on previous cleanout of six water-filled FSBs with similar designs (i.e., the B, C, D, and DR FSBs in the 1980's), it was estimated that up to five SNF elements could be discovered in the F FSB (I). In reality about 17 full SNF elements were found in the excavation. This paper covers the technical and programmatic challenges of performing this decommissioning effort with some of the controls used for SNF management. The paper also will highlight how many various technologies were married into a complete package to address the issue at hand and show how no one tools could complete the job, but combined, good progress is being made.
이산화탄소 포집 및 저장기술(CCS: Carbon dioxide Capture and Storage)은 이산화탄소($CO_2$: Carbon dioxide)를 저감하여 기후변화에 대응하는 방법의 하나로 인식되고 있다. 국내에서는 해양지중저장을 통해 $CO_2$의 영구적인 격리를 목표로 연구를 진행하고 있다. 하지만, 이론적으로 안전한 해저 지층구조에 이산화탄소를 저장한다하더라도 CCS 사업과정 또는 중장기적인 지질학적 구조 변형으로 인해 저장된 $CO_2$가 해양환경으로 누출 될 가능성이 존재하기 때문에 CCS 사업 추진과정에서 환경 및 생태계 안전에 대하여 많은 관심을 기울여야한다. 만약에 $CO_2$의 누출이 발생할 경우 일차적으로 해수 및 해양퇴적물 내 공극수의 pH를 낮추게 될 것이며, 이로 인해 해양 생물은 부정적인 영향을 받을 수 있다. 따라서 해양생태계를 보호하고 안전한 해양지중저장을 위해서는 이산화탄소에 노출된 해양생물의 영향 정도를 파악하고, 정량적인 생태위해성평가를 통해 합리적인 생태영향기준을 마련하는 것이 CCS 기술의 실용화를 위해서 매우 중요한 요소라 할 수 있다. 이러한 배경하에서 본 연구에서는 누출된 $CO_2$로부터 해양생태계 보호를 위한 생태영향기준 마련을 위해 $CO_2$ 노출에 따른 생물영향 자료를 기반으로 종민감도분포(SSD: Species Sensitivity Distribution)를 이용해 해양생물보호를 위한 pH 변화수준(${\delta}pH$)을 추정하여 정량적 생태위해성평가 기반의 잠정기준을 도출하였다. 정량적 생태위해성평가를 위한 생물영향자료는 미생물, 갑각류, 극피동물, 연체동물, 환형동물, 어류 등 다양한 해양생물에 대한 $CO_2$ 노출영향 평가연구자료를 비교 분석하여 확보하였다. 해양생물에 대한 $CO_2$ 노출영향 pH 범위는 6.61~8.22 이었으며, 수집된 자료로부터 무영향관찰농도(NOEC: No Observed Effect Concentrations)를 추정하고 종민감도분포를 이용하여 상위 95%의 생물종을 보호할 수 있는 ${\delta}pH$ 0.137을 추정하였다. 추정된 ${\delta}pH$는 불확실성을 고려하여 평가계수(assessment factor)를 이용하여 보정하거나, 보정없이 생태영향기준(pH 변화수준)으로 활용될 수 있을 것으로 기대한다. 다만 본 연구에 활용된 생물영향자료가 국내 서식생물 또는 $CO_2$ 저장후보지의 지역 특이적인 생물에 대한 자료가 충분하지 않아 명확한 안전수준으로 활용되기에는 제한될 수 있을 것으로 판단된다. 추후 생물영양단계 및 지역특이적으로 서식하는 생물에 대한 충분한 생물영향자료의 보강을 통해 이러한 단점을 보완할 수 있을 것으로 기대한다.
국내 원자력발전소에서는 사용후핵연료 저장용량의 확대를 위해 사용후핵연료저장조에 조밀저장대를 설치하고 있지만 한빛원전은 2024년에 포화가 예상된다. 또한 10개의 원자력발전소가 2029년까지 설계수명에 도달하게 된다. 하지만 원전운영과 해체를 위한 국내 사용후핵연료 관리정책은 아직 결정되지 않은 상황이다. 미국의 경우 원전해체시 사용후핵연료를 중간 저장시설 또는 영구처분장으로 이송하기 전까지 임시적으로 독립된 사용후연료저장조(이하 'SFPI') 방식을 운영하는 사례가 있다. SFPI는 원전해체시 운전정지 후 사용후핵연료를 저장하는데 있어서 방사선 노출 저감, 운영비용 절감, 안전성 보강 등의 효과를 기대할 수 있다. 따라서 이 논문에서는 미국의 SFPI 운영경험, 시스템, 적용규정 등에 대한 사례연구를 수행하였다. 결론적으로 SFPI 국내 적용을 위해서는 사용후핵연료저장 계통의 설계변경 범위 및 예상 소요비용 확정, 원전 해체계획에 설비개선 계획 반영제출, 주기적안전성평가(PSR) 방법 등을 활용한 안전성 평가(운영기간 10 년), 설계변경을 위한 운영 변경허가 신청, 규제기관 심사 및 허가 취득, 설계변경 수행, 규제기관의 확인점검, SFPI 운영을 위한 교육 및 시운전, SFPI 운영 및 정기검사, SFPI 해체 등의 절차가 필요하다.

In order to perform dry interim storage and transportation of the spent-fuel assemblies of the Bushehr Nuclear Power Plant, dual-purpose casks can be utilized. The effectiveness of different neutron-shield materials for the dual-purpose cask was analyzed through a set of calculations carried out using the Monte Carlo N-Particle (MCNP) code. The dose rate for the dual-purpose cask utilizing the recently developed materials of $epoxy/clay/B_4C$ and $epoxy/clay/B_4C/carbon$ fiber was less than the allowable radiation level of 2 mSv/h at any point and 0.1 mSv/h at 2 m from the external surface of the cask. By utilization of $epoxy/clay/B_4C$ instead of an ethylene glycol/water mixture, the dose rates on the side surface of the cask due to neutron sources and consequent secondary gamma rays will be reduced by 17.5% and 10%, respectively. The overall dose rate in this case will be reduced by 11%.
