According to Korean railway safety law and its ordinances, the Korean railway standard(KRS)s to recommend railway operators and manufacturers the regulations for safety and inter-operability of railway system were enacted in the early 2006. In order to reflect rapidly advancing railway technologies and correspond to the international railway standard led by Europe and Japan, KRSs should be confirmed and revised continuously. This paper deals with recent trends in enacting international standards by IEC and the Europe and Japan's activities for this, and presents advancement directions for KRS.

Studied was a strategy of technology development for railway system in terms of railway network. First, The successful launch of the Korean HST system has not only decreased logistics burden but also significantly transformed the Korean trunk-line railway network, revolutionizing the logistics and technology sectors and reinvigorating the Korean railway industry in one century. Korean railway industry sector is now investing to develop many different types of railway system(G7, Post G7, tilting train...) so that these kinds of various railway system development should be integrated with the National Inter-modal Transportation Network Plan. To secure sufficient capacity that is required by the National Railroad Plan, the railway industry needs to establish mid- and long-term train purchase and operation strategies in compliance with railway construction and operation policies. During a railway construction planning, train operators, based on their train operation strategies, should come up with measures to closely cooperate with project operators from the planning stage through to the opening of a railway system. To be more precise, train operators should establish long-term train procurement plans reflecting both long-term national railroad network plans and plans for each railway line in order to suggest appropriate roles and schedules for each line. Also, based on the long-term railway plan, directions should be decided concerning the research and development of trains in advance.

South and North Koreas are putting forth efforts to overcome the distrust and animosity of the past 50 years to open an era of harmony and cooperation where the two halves can work together for mutual benefits. As part of those efforts, both parties are working now to reconnect the railways between the North and the South that remained broken for the past 60 years. The South and North have had different railway systems for more than 50 years. To solve these complicated issues, appropriate investigation and analysis of North Korea railway system should be proceeded. It is necessary to study the railway system and integration methodology for effective operation of the two korea's railway systems. Therefore, in this study, effective unification scheme of South and North Korea railway system is proposed based on appropriate investigation about operation of inter-Korea railway system.

As a result of an increase in population of the Metropolitan area and a steady change of circumstances in many parts, the city is sprawling out into the suburbs. This phenomenon causes the necessity of modification of present urban plan. It is risen as a point of issue that construction systems of new railway routes and underground construction, which should be followed the new urban plan in case of inter-regional railway and regional railway. It is hard to find sufficient financial resources, nevertheless the railway improvement definitely affects regional development and improvement of social environment. Also, there is a limit to government subsidies. In this respect, it is necessary to set up a new idea about movement of existing railway routes and improvement of the equipment. This study examines the present problems of railroad construction system in urban downtown area and introduces a suitable institutional way through referring to the instances of other countries.

In order to promote economic cooperation and future reunification in Korean peninsula, this study is conducted to initiate a reconnecting plan for north and south Korean railways. When practical works to interconnect two counties' railway systems begin, the differences of railway systems such as rail track, railway facilities, communication systems, electrical power systems would be emerged as barrier. In this paper, to solve this problems, plan for the secure system-operational technology is presented. It also could be used for shaping the national transport network and constructing railway operating systems.

In internationalization age, growth plan of a railway have to research with the opening of a train express and connection with a transcontinental railway. Especially, in the opening of a train express, the North Korea is located in an important place. So the North Korea must research for growth of railway of the South Korea. This study make an investigation the present condition of railway of the North Korea into a report, paper, article etc.. And then, it make a comparative study with a case study of Germany. Then, a policy object, have to be stand at the head in the opening of a train express, exhibited.

Determining the investment priority of the railway project is essential to keep its object of railway investment. [National railway construction plan] provide 4 major evaluation indicators and their weighting range in determining the investment priority of railway construction. Which are investment efficiency, inter-regional balance of development, network effects, government supporting policy. However this present criteria has inconsistency in determining economical feasibility of the railway transportation when applying the same evaluation indicator, investment efficiency, with the road transportation. The railway transportation is superior to road transportation in terms of transportation capacity and distance, while offering less carbon emissions. In spite of the prominent position of the railway transportation, it can be failed to obtain its proper investment priority when being determined under economical feasibility based. Therefore, this study analyzed the inconsistency under present evaluation criteria and proposed new evaluation method for the investment priority of the railway construction using AHP(analytic hierarchy process), while differentiate from the road construction. This method is optimized for only determining the priority of the railway construction itself under object of railway investment respectively.

To operate a border station between South and North Korea is one of the most important tasks for the future inter-Korean railway transportation. Currently, North Korea and China are operating three border stations each. Among them, a Dandong-Sinuiju route handles the most amount of transport volume and can be a model for the operation of South-North Korean border station. This Study is to suggest an efficient way of operating the planned South-North Korean border station and international railway transportation via the station. To that end, operation system at the border station between Chinese Dandong and North Korean Sinuiju was analyzed and the Train Operation Agreement made by the two Koreas was studied.

Keep pace with economic development, the quality of transportation means such as railway, road, harbors has changed and those changes have affected to economic activities. It means that economic development and the changes of transportation quality have an inter-systemic relationship. So to speak, transportation means are major factor of national economic activities to implement economic and consumption activities by promoting supply of goods through the network between regions and industries. Currently, it is needed to connect railway and road between South and North Korea due to the economic cooperation of two sides and meeting of separated families based on the peacemaking mood. Moreover, to connect to T.C.R. and T.S.R. route will contribute to save time and cost of transporting freight to Europe comparing with shipping when South-North railway is connected. The possibility and method of connecting railway between South and North Korea will be introduced in this paper.

The inter-industrial inducement effects of the korean railway services on the output, value-added, imports of the 403 industrial sectors of the korean economy have been computed by the input-output analysis technique utilizing the 2003 Input-Output Tables, which was published most recently in April 2007 by the Bank of Korea. The korean railway service industry produced \2,766 billion worth of passenger and freight railroad services in the 2003 year, and it has induced \1,701 billion worth of output, \781 billion worth of value-added, and \580 billion worth of imports of the korean industry as a whole. The energy sector industries such as diesel fuel, thermal power generation, nuclear power generation, crude oil, liquid natural gas, bituminous coal, liquid propane gas have been most affected by the korean railway services. Other industries mainly affected by the korean railway services include railroad car manufacturing, cleaning and decontamination, medical and health service, machinery equipment and rental, construction and maintenance, transportation related services, business R&D, property insurance, and telecommunication.
