In this paper, a contribution is presented covering the data set in improving and developing electronic services provided to citizens through e-government services based on business intelligence in government agencies in the Republic of Sudan. The Business Intelligence Concept Survey was conducted from the perceptions of information department employees in government agencies. The survey was conducted from April to June 2021 using questionnaires. The dataset contains responses about the factors that influence the use of business intelligence and the barriers and limitations to the use of business intelligence. A five-point Likert scale was used to analyze the quantitative data. The opportunities and challenges associated with it were also discussed and explored. As evidenced by the results, the information department employees agree that business intelligence improves the government decision-making process, which helps decision makers and decision-makers to find alternatives and opportunities that contribute to making more accurate and timely decisions. The results also indicate that creating the infrastructure for applying business intelligence in the e-government work model contributes to the successful implementation of business intelligence in Sudan.
The remarkable achievements of the artificial intelligence in recent years are also raising awareness about its potential risks. Several governments and public organizations have been proposing the artificial intelligence ethics for sustainable development of artificial intelligence by minimizing potential risks. However, most existing proposals are focused on the developer-centered ethics, which is not sufficient for the comprehensive ethics required for ongoing intelligent information society. In addition, they have chosen a number of principles as the starting point of artificial intelligence ethics, so it is not easy to derive the guideline flexibly for a specific member reflecting its own situation. In this paper, we classify primitive members who need artificial intelligence ethics in intelligent information society into three : Developer, Supplier and User. We suggest a new artificial intelligence ethics, Seoul PACT, with minimal principles through publicness (P), accountability (A), controllability (C), and transparency (T). In addition, we provide 38 canonical guidelines based on these four principles, which are applicable to each primitive members. It is possible for a specific member to duplicate the roles of primitive members, so that the flexible derivation of the artificial intelligence ethics guidelines can be made according to the characteristics of the member reflecting its own situation. As an application example, in preparation for applying artificial intelligence to e-government service, we derive a full set of artificial intelligence ethics guideline from Seoul PACT, which can be adopted by the special member named Korean Government.
With the Chinese government's attention to the artificial intelligence industry, the Chinese government has invested a lot in it recently. Of course, the importance of artificial intelligence industry for China's economic development is increasingly significant. The advent of artificial intelligence boom has also triggered a large number of scientists to analyze the impact of artificial intelligence on economic growth. Therefore, this paper use 31 China's cross-province panel data to study the effect of artificial intelligence on economic growth. Via empirical analyses under a series of econometric methods such as the province and year fixed effect model, the empirical result shows that artificial intelligence has a positive and significant effect on economic growth. Namely, the artificial intelligence is a new engine for economic growth. Meanwhile, the empirical results also indicate that the investment and consumption has a significant and positive effect on economic growth. Oppositely, the inflation and government purchase have a significant negative effect on economic growth. These findings in this paper also provide some important evidences for policy-makers to perform precise behaviors so as to promote the economic growth. Moreover, these finding enriches existing literature on artificial intelligence and economic growth.
The role of government is to defend its lands and people from enemies. The range of that defense has now extended into the cyber domain, regarded as the fourth domain of the conventional defense domains (i.e., land, sea, sky, and universe). Traditionally, a government's intelligence power overrides that of its civilians, and government is exclusively responsible for defense. However, it is difficult for government to take the initiative to defend in the cyber domain because civilians already have a greater means for collecting information, which is known as being "intelligence inverse" in the cyber domain. To this end, we first define the intelligence inverse phenomenon and then analyze its main features. Then we investigate foreign countries' efforts to overcome the phenomenon and look at the current domestic situation. Based on these results, we describe the appropriate role of the National Intelligence Agency to handle cyber threats and offer a cyber threat intelligence model to share with civilians to help protect against these threats. Using the proposed model, we propose that the National Intelligence Agency should establish a base system that will respond to cyber threats more effectively.
Expectations for artificial intelligence technology are increasing, and its utility value is growing, leading to active use in the public sector. The use of artificial intelligence technology in the public sector has a positive impact on aspects such as improving public work efficiency and service quality, enhancing transparency and reliability, and contributing to the development of technology and industries. For these reasons, major countries including Korea are actively developing and using artificial intelligence in the public sector. However, artificial intelligence also presents issues such as bias, inequality, and infringement of individuals' right to self-determination, which are evident even in its utilization in the public sector. Especially the use of artificial intelligence technology in the public sector has significant societal implications, as well as direct implications on limiting and infringing upon the rights of citizens. Therefore, careful consideration is necessary in the introduction and utilization of such technology. This paper comprehensively examines the legal issues that require consideration regarding the introduction of artificial intelligence in the public sector. Methodological discussions that can minimize the risks that may arise from artificial intelligence and maximize the utility of technology were proposed in each process and step of introduction.
Recently, the rapid development of artificial intelligence industry has resulted in a great change in our modern society. Due to this background, this paper takes the United Kingdom as an example to explore the determinants of artificial intelligence industry in terms of United Kingdom's macroeconomics. The quarterly time series from the first quarter of 2010 to the fourth quarter of 2017 will be employed to conduct an empirical analysis under the vector error correction model. In this paper, the real GDP, the employment figure, the real income, the foreign direct investment, the government budget and the inflation will be regarded as independent variables. The input of artificial intelligence industry will be regarded as a dependent variable. These macroeconomic variables will be applied to perform an empirical analysis so as to explore how the macroeconomic variables affect the artificial intelligence industry. The findings show that the real GDP, the real income, the foreign direct investment and the government budget are the driving determinants to promote the development of artificial intelligence industry. Conversely, the employment figure and the inflation is the obstructive determinants to hamper the development of artificial intelligence industry.
The necessity for introducing artificial intelligence(AI) into the public sector to form an intelligent government has been emerging. This study set 'Organizational Agility', 'Exploitation & Exploration Learning', and 'E-government Capability' as independent variables for the introduction of AI in central government. Dependent variables were set on whether AI was adopted in the central government organization 'Bu(mainly conducts policy planning)', and 'Cheong(mainly performs policy execution)'. Logistic regression analysis was performed on each of the two models. As a result, it was derived that ministry Bu adopted AI as organizational agility increased, and ministry Chung adopted AI as e-government capability increased. Particularly, it was identified that the effect of exploitation learning for Cheong organizations offset the influence of AI introduction according to e-government capabilities, while exploratory organizational learning facilitated the AI introduction. This study is meaningful for suggesting a strategy for adopting AI in government.

This paper proposes an action plan for local governments to safely utilize artificial intelligence technology in various local government policies. The proposed method analyzes cases of application of artificial intelligence-related laws and policies in Gyeonggi Province, Seoul City, and New York City, and then presents matters that local governments should consider when utilizing AI technology in their policies. This paper applies the AILocalism-Korea analysis methodology, which is a modified version of the AILocalsm analysis methodology[1] presented by TheGovLab at New York University. AILocalism-Korea is an analysis methodology created to analyze the current activities of each local government in the fields of legal system, public procurement, mutual cooperation, and citizen participation, and to suggest practical alternatives in each area. In this paper, we use this analysis methodology to present 9 action plans that local governments should take based on safe and reliable use of artificial intelligence. By utilizing various AI technologies through the proposed plan in local government policies, it will be possible to realize reliable public services.
