The purpose of this study is to analyze the domain on the field of Electrical Engineering in Korea by the author bibliographic coupling analysis. The data set contains a total of 2,157 articles from two core journals with 23,411 citation data from 2005 to 2009 published in two prestigious journals. In order to achieve the purpose of this study, MDS analysis, clustering analysis and network analysis were used to examine core subject areas. In addition, the centrality analysis in the weighted networks was used to explore the key authors in this field such as the top global centrality authors and the top local centrality authors. The findings of this study can be utilized to guide the current research trend and author network for collection development and information services in the field of Electrical Engineering.

Recently, cyber attacks against public communications networks are getting more complicated and varied. Moreover, in some cases, one country could make systematic attacks at a national level against another country to steal its confidential information and intellectual property. Therefore, the issue of cyber attacks is now regarded as a new major threat to national security. The conventional way of operating individual information security systems such as IDS and IPS may not be sufficient to cope with those attacks committed by highly-motivated attackers with significant resources. In this paper, we discuss the technologies and standard trends about actual cyber threat and response methods, design the collaborative response framework based on the security information sharing in the inter-domain environments. The computation method of network threat level based on the collaborative response framework is proposed. The network threats are be quickly detected and real-time response can be executed using the proposed computation method.

The article reveals and theoretically substantiates the trends of foreign language teachers' professional training in universities of Ukraine in terms of European integration, which are systematized in three areas: macro-level (system of education), meso-level (universities) and micro-level (subjects of educational process). The article aims to substantiate the trends of foreign language teacher training in the context of European integration and the main directions of creative use of constructive ideas of European experience in the innovative development of education. The article lights up the system for improving foreign language teacher training in universities, which is based on updated goals, content and approaches to the implementation of basic concepts, principles and features of teacher training in European experience, enable us to improve the quality of teacher training, its competitiveness in the European labor market. In the article developed the conceptual model of strategic development of the university in the conditions of European integration. It is emphasized that information technologies provide great opportunities for the development of professional skills and intellectual potential of future professionals. At present, the computerization of the educational process in higher education institutions is considered as one of the first and most promising areas for improving the quality of education. The article offered directions of internationalization of educational activity of university in the conditions of European integration. Diagnostic tools for the development of the university in terms of integration into the European educational space, individual rating and ranking of structural units of the university have been developed; main directions of activity of the laboratory of the skill of the teacher of higher school and methodical recommendations on the creation and the organization of work of scientific laboratories.

The article examines the formation of a competitive paradigm of economic security of industrial enterprises in the formation of a circular economy. The basic laws of industrial enterprises are formed, which determined the characteristics of competitive positions and threats. The basic competitive concepts and their application at maintenance of economic safety of the industrial enterprises in the conditions of formation of circular economy are described. Thus, the technological approach to the formation of a competitive paradigm is based on production technologies, opportunities for technological modernization and development of infrastructure and intellectual competencies. The institutional concept reveals the regulatory mechanisms for ensuring competitiveness through the protectionism of national industrial enterprises, standardization and regulation of market imbalances. The innovation-investment approach within the competitive paradigm is also manifested in the creation of competitive advantages due to the presence of active innovative developments and their commercialization, knowledge and competencies of staff, capitalization of intelligence and communications, constant updating of infrastructure and technologies. Collectively, innovation and investment effects on the level of economic security allow industrial enterprises to ensure resilience to increasing competition, the emergence of new market challenges in the formation of a circular economy. A strategic approach to the application of a competitive paradigm to ensure the economic security of industrial enterprises allows you to justify the prospects for development and design behavioral models to predict and assess potential threats. The concept of system management is based on the complexity of threat analysis, the integrity of the economic security system, system-forming functions and patterns of implementation of industrial development tasks in the formation of a circular economy. The application of the described concepts is formalized by the authors through the definition of the basic patterns, directions and characteristics of their impact on the elements of the security system of industrial enterprises in the formation of a circular economy.

Since African swine fever (ASF) spread to East Asia, a fatal crisis has occurred in the global pig industry, because Asia is dominant in pig production. Although some studies conducted bibliometric analysis on ASF, few studies compared research networks, and identified subthemes by major keywords. To fill this gap, this study identified the knowledge structure network of the research, its influence, and core research themes by utilizing the bibliometric analysis of 337 ASF-related journal articles over 50 years from 1970 to 2020 on the Web of Science. The result indicated that papers are mainly published in the fields of veterinary science, virology, microbiology, infectious disease and applied microbiology, and in particular, the fields of veterinary science and virology showed unrivaled weights as they account for 73.40%. With regard to cooperative relationships, European countries such as the UK, Germany, Italy, and Denmark, centered on Spain, are actively contributing to the ASF research. China, France, Thailand, Japan, Vietnam, and South Korea are leading research cooperation, centering on the United States. In the early stage of the studies, major keywords appeared to be related to outbreaks, quarantine and diagnosis, and in the middle stage, the keywords were expanded to a wide range of pig diseases. Recently, the keywords are becoming more diverse towards antibodies, cross-border transmission and disease monitoring. Based on data on major keywords related to ASF, this study proposed discussions and implications for activating ASF research including genotype, protein, vaccine, diagnosis, defense against infection and epidemiological investigation.

The central feature of a digital society is the presence of a significant volume of digital services. The main research-analytical goal of the work is to identify the characteristic features of digital services, to classify and compare various types of digital services, to study the main levers for the development of digital services, the principal determinants of the observance and implementation of digital rights, to identify the dominant threats regarding the violation of digital rights, to analyze the features of legal relations that arise between the supplier and the consumer of digital technologies, consider the available taxation options for the digital economy. The work uses the following methods and research methods: hermeneutic, forecasting, in particular, extrapolation, analysis and synthesis, comparative. Research results: the definition of the concept of "digital service" is given, its main characteristics and types, according to the level of digitalization, the states-leaders are identified, slowing down, promising and problematic, the main triggers of slowing digitalization in some EU countries are investigated, by analyzing the regulatory legal acts of the European Commission on digitalization the strategy of the EU's actions to increase the degree of digitalization was determined, the positive and negative effects of digital services concerning the observance of human rights and freedoms were highlighted, the issue of levying taxes from digital companies was investigated.

Open-source software developments are basically Internet-based communities that voluntarily collaborate in developing software on the Internet and such Internet communities have become an important cultural and economic phenomenon. As a result, the emergence of open-source software has presented a challenge to the traditional offerings by providing free alternatives. The objective of this article is to review the possibility of the adoption of open source software in the creation of digital libraries, highlights advantages and disadvantage preservations. Among our objective also explaining the request of such software at the present time and the criteria evaluated in the digital preservation through surveying the best open source software from the reality of intellectual production, and standards that are being built to evaluate and choose what software to create a digital library without other software available. To achieve the above objectives, we shed the light on the top 11 open-source software to manage Libraries in addition to standards that may represent the basic building block for the selection of the appropriate systems to the needs of the digital library. This article relied on the descriptive approach by reviewing a series of studies and scientific research works related to the subject of the current study. Accordingly, the most prominent of the findings of this work is its illustration of the close association between open source software and the library community, both of which represent free culture. Also it is shown that the selection process of open source software has some obstacles most notably as there are no clear and reliable criteria for selecting these systems. Current study has concluded a set of recommendations, notably awareness of the role and importance of open source software and the facilities it provides in managing digital content.

The article considers the features of the organizational-economic mechanism of attracting investment resources in the innovative development of regions in terms of sustainable development. Factors influencing the investment activity of regions in terms of sustainable development, including: institutional structure, intellectual capital, level of innovation infrastructure, business development, financial and credit component, level of human resources development, information environment, production development, environmental component. Factors influencing the attraction of investment resources in the regions are identified. The dynamics of changes in the volume of capital investments and foreign direct investment in Ukraine is analyzed. The regional features of the distribution of capital investments in the conditions of sustainable development are revealed. The essence of the main principles on the basis of which the organizational - economic mechanism of attraction of investment resources in innovative development of regions in the conditions of sustainable development should be formed is analyzed. A set of measures to regulate the investment processes of the regions has been identified. The mechanism of attraction of investment resources in innovative development of regions in the conditions of sustainable development is outlined. The results of activity of separate Agencies of regional development for 2020 in the direction of investment and innovation activity and increase of level of investment attractiveness of regions are analyzed. Important prerequisites for the effective implementation of the organizational-economic mechanism for attracting investment resources in the innovative development of regions in terms of sustainable development are identified. The main directions of directing the efforts of the organizational-economic mechanism to ensure the attraction of investment resources in the innovative development of regions in the context of increasing the level of investment activity in the regional aspect are substantiated.

The hypothesis of the study of the article is that the use of elements of artificial intelligence will increase the effectiveness of the educational process of the university if: a set of pedagogical conditions for the construction and use of an expert system with elements of artificial intelligence in the educational process of the university is revealed; a model for preparing a future teacher of vocational training for the use of elements of artificial intelligence has been developed; a special course has been developed that contributes to the implementation of the professional orientation of education. In accordance with this, the following tasks were studied in the article: An analysis of scientific and methodological research in the field of the current state, prospects for the development and use of elements of artificial intelligence in the preparation of a future teacher of vocational training and to determine the dynamics of the introduction of intelligent expert systems in education; A set of pedagogical conditions for the construction and use of an expert system with elements of artificial intelligence in the educational process of a university is revealed; It is substantiated to develop a model for preparing a teacher of vocational training to use elements of artificial intelligence.

Recently, more and more researches aimed at the development of automated and autonomous ships are appearing in the scientific environment. One of the main reason is the need to solve the problems of safe navigation and reducing accidents due to human factor, as well as the ever-increasing problem associated with the lack of qualified maritime personnel. Development of technologies based on application of artificial intelligence also plays important role, after all for realization of autonomous navigation concept and enhancement of ship automatic maneuvering processes, advancement of maneuvering functions and elaboration of specific algorithms on prevention of close quarter situations and dangerous approach of ships will be required. The purpose of this work is the review of preconditions of occurrence of the autonomous ship navigation conception, overview of introduction stages and prospects for ship remote control based on unmanned technologies, analysis of technical and intellectual decisions of autonomous surface ships, main research tendencies. The research revealed that the technology of autonomous ship navigation requires further development and improvement, especially in terms of the data transmission protocols upgrading, sensors of navigation information and automatic control systems modernization, which allows to perform monitoring of equipment with the aim of improving the functions of control over the autonomous surface ship operation.
