Pest Surveillance by Using Internet (Internet을 활용한 병해충 발생예찰)

  • For effective prevention of the spreading and outbreak of crop insects and disease pests, an intensive Pest surveillance system was established to predict their density changes, and distribution. After their initial establishment by either immigration or overwintering, it is necessary to anticipate how they spread out geographically and predict where/when outbreaks are possible. The two major tools, boundary layer atmospheric model (Blayer) and the geographic information system(GIS), have been being developed to facilitate the prediction of pest occurrence in recent days. We are also developing the PeMos (Pest Monitoring System) that is able to manage the pest surveillance data collected from 152 pest monitoring stations in Korea. These three system related to the pest surveillance should be integrated into an internet based comprehensive database management system to facilitate information resources systematically organized and closely linked. Considering various data types and large data size in each system, a new special information management system is suggested. The integrated system should express complex types of information, such as text, multimedia, and other scientific data under the Internet environment. This paper discussed the major three systems, GIS, Blayer, and PeMos, relevant to the crop pest surveillance, then how they can be integrated in a comprehensive system under the Internet environment.

Management of Citrus Canker in Argentina, a Success Story

  • Citrus canker is an important bacterial disease of citrus in several regions of the world. Strains of Xanthomonas citri type-A (Xc-A) group are the primary pathogen where citrus canker occurs. After Xc-A entered the Northeast of Argentina in 1974, the disease spread rapidly from 1977 to 1980 and then slowed down and remained moving at slow pace until 1990 when it became endemic. Citrus canker was detected in Northwest Argentina in 2002. This paper presents the main steps in the fight of the disease and the management strategies that have been used to control citrus canker at this time. We think the process might be usefull to other countries with the same situation. Results from more than 40 years of research in Northeast (NE) Argentina indicate that we are at the limit of favorable environment for the disease. The severity of citrus canker is greatly affected by the environment and El $Ni{\tilde{n}}o$ Southern Oscillation (ENSO) phenomenon which causes cyclic fluctuations on the disease intensity in the NE region. Weather-based logistic regression models adjusted to quantify disease levels in field conditions showed that the environmental effect was strongly modulated by the distance from a windbreak. Production of healthy fruits in citrus canker endemic areas is possible knowing the dynamics of the disease. A voluntary Integrated Plan to Reduce the Risk of Canker has been in place since 1994 and it allows growers to export unsymptomatic, uninfested fresh fruit to countries which are free of the disease and require healthy, pathogen free fruits. The experience from Argentina can be replicated in other countries after appropriate trials.

The Comparison between Periodontal Health Status and the Findings of Hypertension and Diabetes Disease of some Workers (일부 근로자의 혈압 및 혈당과 치주건강상태 비교)

  • This study was conducted on industrial workers to develop an integrated health promotion program on chronic disease and oral health, and to provide basic data for an effective management plan by conducting comparison analysis of periodontal health status based on the findings of hypertension and diabetes disease, and by understanding of influencing factors on periodontal health status. And the study was conducted on 4,600 workers in certain areas from March 22, 2010 to June 18, 2010. The results of the study indicates significant difference by having high plaque and gingivitis ratio in the people who had the findings of hypertension and having high plaque ratio in the people who had the findings of diabetes disease. Regarding the influences on periodontal health status, gender, age, whether the subject visited a dental hospital, whether the subject had scaling treatment, smoking, and hypertension had influenced gingivitis. And gender, age, whether the subject visited a dental hospital, whether the subject had scaling treatment, smoking, and hypertension had influenced plaque. And the aforementioned 2 groups had statistically significant difference, and the conclusion is established that metabolic syndrome which is measured during the health exam of workers is an important disease potentially threatening the health of workers and also highly related to oral health.

Estimation of Reproduction Number for COVID-19 in Korea (국내 코로나바이러스감염증-19의 감염재생산수 추정)

  • Purpose: As of July 31, there were 14,336 confirmed cases of COVID-19 in South Korea, including 301 deaths. Since the daily confirmed number of cases hit 909 on February 29, the spread of the disease had gradually decreased due to the active implementation of preventive control interventions, and the daily confirmed number had finally recorded a single digit on April 19. Since May, however, the disease has re-emerged and retaining after June. In order to eradicate the disease, it is necessary to suggest suitable forward preventive strategies by predicting future infectivity of the disease based on the cases so far. Therefore, in this study, we aim to evaluate the transmission potential of the disease in early phases by estimating basic reproduction number and assess the preventive control measures through effective reproduction number. Methods: We used publicly available cases and deaths data regarding COVID-19 in South Korea as of July 31. Using ensemble model integrated stochastic linear birth model and deterministic linear growth model, the basic reproduction number and the effective reproduction number were estimated. Results: Estimated basic reproduction number is 3.1 (95% CI: 3.0-3.2). Effective reproduction number was the highest with 7 on February 15, decreased as of April 20. Since then, the value is gradually increased to more than unity. Conclusion: Preventive policy such as wearing a mask and physical distancing campaigns in the early phase of the outbreak was fairly implemented. However, the infection potential increased due to weakening government policy on May 6. Our results suggest that it seems necessary to implement a stronger policy than the current level.

  • The purpose of this paper is to consider the expansion of non-traditional security threats and the national-level response to the emergence of emerging security threats in ultra-uncertain VUCA situations. As a major research method for better analysis, the theoretical approach was referred to papers published in books and academic journals, and technical and current affairs data were studied through the Internet and literature research. The instability and uncertainty of the international order and security environment in the 21st century brought about a change in the security paradigm. Human security emerged as the protection target of security was expanded to individual humans, and emerging security was emerging as the security area expanded. Emerging security threatsthat have different characteristicsfrom traditionalsecurity threats are expressed in various ways, such as cyber threats, new infectious disease threats, terrorist threats, and abnormal climate threats. First, the policy and strategic response to respond to emerging security threats is integrated national crisis management based on artificial intelligence applying the concept of Foresight. Second, it is to establish network-based national crisis management smart governance. Third, it is to maintain the agile resilience of the concept of Agilience. Fourth, an integrated response system that integrates national power elements and national defense elements should be established.

  • 최근 삶의 질이 향상된 것과는 다르게 만성질환을 겪게 되는 사람의 수는 점점 증가하고 있으며 만성질환은 꾸준히 관리해야 하는 질병이지만 일반 사람들이 스스로 모든 것을 관리하면서 꾸준하게 동기를 부여하기에는 쉽지 않다. 본 논문은, 이에 관해 관심을 가지며 사람들이 항상 사용하는 핸드폰에서 쉽게 개선을 할 수 있는 식습관을 계획하고 실천할 수 있는 동기를 부여하며 최종적으로 사람들의 식습관을 개선함과 동시에 건강개선도 할 수 있는 애플리케이션을 제작했다.

A Study on Comprehensive Environmental Information System for Livestock Manure Management in Korea (가축분뇨 관리를 위한 통합환경정보시스템 발전방안)

  • The Ministry of Environment, Ministry of Agriculture, Fishery and Forestry, and Ministry of Construction, Transportation and Maritime Affairs are in charge of livestock manure management. There are national statistics regarding the livestock industry such as the National Pollution Source Survey, Livestock Statistic Survey, and Livestock-breeding Trend Survey. The current statistical data are focused on the scale of livestock breeding and the production of livestock manure using these data, but it is difficult to establish database due to lack of information. In order to plan relevant policies including management of livestock manure, the government established database systems such as the integrated information system of livestock manure, the integrated system of national infectious animal-disease prevention, and the Sae-ol public administrative system. We have tried to suggest improvements for the comprehensive environmental information system of livestock manure management by detecting problems in each level of the livestock manure life-cycle, making use of the existing systems, and considering the electronic transfer system of livestock manure. The services and functions of this comprehensive system include information of livestock farmers, the production, collection, transportation, and treatment of livestock manure, the area of agricultural land used for livestock manure, the report of approval and results on livestock manure products, management of statistical information, management of civil affairs, and relevant mobile application services. The system is made up of three processes: first, establishment of GIS-based management database of livestock manure; second, establishment of a history management system for livestock manure transactions; and third, development of a water quality assessment system.

Relationship between the Distribution of Comorbidity and Length of Stay and Medical Cost for Planning Integrated Community Care Services among Inpatients at a Seoul Municipal Hospital (지역사회 통합 케어서비스 방안 마련을 위한 시립병원 입원환자의 동반질환 분포와 재원일수 및 진료비와의 관련성)

  • Background: This study is to investigate the association between the distribution of multimorbidity and length of stay and medical expenses among inpatients in a municipal hospital to achieve an integrated care setting. Methods: We used the exploratory factor analysis and the generalized estimating equation model to analyze the data from patients living in the northeast region of Seoul, who were hospitalized from January 2017 to December 2017 in a municipal hospital. Results: As a result of the factor analysis, seven types of multiple chronic diseases were classified. Among the elderly patients admitted to municipal hospitals, the burden of medical expenses was mainly influenced by the length of stay (B=310,719, p-value <0.0001), not the type of disease (all not significant). Length of stay were mainly due to psychiatric illness (factor 1: B=4.323, p-value <0.0001) related to the brain and metabolic diseases (factor 2: B=2.364, p-value=0.003). Conclusion: This study showed that the medical expenses of the elderly patients were largely due to prolonged hospitalization, not multimorbidity. Therefore, it is necessary to develop an integrated care paradigm strategy cope with the multimorbidity of the elderly in the community and to alleviate the socio-economic burden.

Biogenic Volatile Compounds for Plant Disease Diagnosis and Health Improvement

  • Plants and microorganisms (microbes) use information from chemicals such as volatile compounds to understand their environments. Proficiency in sensing and responding to these infochemicals increases an organism's ecological competence and ability to survive in competitive environments, particularly with regard to plant-pathogen interactions. Plants and microbes acquired the ability to sense and respond to biogenic volatiles during their evolutionary history. However, these signals can only be interpreted by humans through the use of state-of the-art technologies. Newly-developed tools allow microbe-induced plant volatiles to be detected in a rapid, precise, and non-invasive manner to diagnose plant diseases. Beside disease diagnosis, volatile compounds may also be valuable in improving crop productivity in sustainable agriculture. Bacterial volatile compounds (BVCs) have potential for use as a novel plant growth stimulant or as improver of fertilizer efficiency. BVCs can also elicit plant innate immunity against insect pests and microbial pathogens. Research is needed to expand our knowledge of BVCs and to produce BVC-based formulations that can be used practically in the field. Formulation possibilities include encapsulation and sol-gel matrices, which can be used in attract and kill formulations, chemigation, and seed priming. Exploitation of biogenic volatiles will facilitate the development of smart integrated plant management systems for disease control and productivity improvement.

Integrated Management of Foot Rot of Lentil Using Biocontrol Agents under Field Condition

  • The efficacy of cowdung, Bangladesh Institute of Nuclear Agriculture (BINA)-biofertilizer, and Bangladesh Agricultural University (BAU)-biofungicide, alone or in combination, was evaluated for controlling foot rot disease of lentil. The results exhibited that BINA-biofertilizer and BAU-biofungicide (peat soil-based Rhizobium leguminosarum and black gram bran-based Trichoderma harzianum) are compatible and have combined effects in controlling the pathogenic fungi Fusarium oxysporum and Sclerotium rolfsii, which cause the root rot of lentil. Cowdung mixing with soil (at 5 t/ha) during final land preparation and seed coating with BINA-biofertilizer and BAU-biofungicide (at 2.5% of seed weight) before sowing recorded 81.50% field emergence of lentil, which showed up to 19.85% higher field emergence over the control. Post-emergence deaths of plants due to foot rot disease were significantly reduced after combined seed treatment with BINA-biofertilizer and BAU-biofungicide. Among the treatments used, only BAU-biofungicide as the seed treating agent resulted in higher plant stand (84.82%). Use of BINA-biofertilizer and BAU-biofungicide as seed treating biocontrol agents and application of cowdung in the soil as an organic source of nutrient resulted in higher shoot and root lengths, and dry shoot and root weights of lentil. BINA-biofertilizer significantly increased the number of nodules per plant and nodules weight of lentil. Seeds treating with BAU-biofungicide and BINA-biofertilizer and soil amendment with cowdung increased the biomass production of lentil up to 75.56% over the control.
