  • Korea government has established 67 agri-food clusters for 10 years. In recent years, the criticism of this policy has significantly increased due to trials and errors. The purpose of this study is to suggest some policy implications for the focal firm and governance mechanism through the case study of Muan Loess Sweet Potato Cluster. The concept of netchain was used as an analysis framework. Muan Loess Sweet Potato Cluster doesn't operate an integrated production organization and focal firm doesn't exercise its influence as well. The cluster agency, focal firm of Cluster, is important for a Agri-food Cluster to grow continuously. it must have a great influence on organizing networks and an enough capacity for forming coordination mechanism. Also, Local governments must actively be involved in the network formation and coordination and inform the vision and plan for development.

  • The new millennium has started with several innovations driven by fast evolution of the technologies in energy sector. A strong impulse towards the diffusion of new economical efficient technologies regulatory incentives related to energy production from renewable source and a small scale building trigeneration and to promotion of more sustainable environmental-friendly generation solutions, the evolution of electricity markets, more and more binding local emission constraints, and the need for improving the security of supply to reduce the energy system vulnerability. The 24 percentage energy quantify of total energy consumption consumes in commercial buildings and residential houses and the 30% portion of total $CO_2$ emissions covers also in the commercial buildings and residential houses sector. To cope with efficiently this energy sinuation in building sector, Building microgrid or building tooling, heating & power(BCHP) system has been interested in recent day due to meeting thermal and electric energy requirements efficiently and with appropriate energy quality. A multi agent system is a collective of intelligent agents that communicate with each other and work cooperatively to achieve common goals. Also, it is to medicate and coordinate communication between Control Areas and Security Coordinators for teal-time control of the BCHP system and the power pid. In this new circumstance, it is very important to integrate the power and energy delivery system and the information system(communication, networks, and intelligent equipment) that controls it. Therefore, development of smart control modules with open communication protocol and seamlessly interchange the data and information between control network and data network including extranet and intranet give a great meanings. We designed and developed the TCP/IP-CAN IED agent modules and ModBus./LonTalk/(TCP/IP) IED agent ones to configure the multi-agent system based smart energy network of commercial buildings and also intelligent algorithms for inverter fault diagnostics which ran be operated in control level or agent level network.

  • In the integrated wired/wireless network which consists of the Internet and moving networks, multiple wireless links are used to connect a fixed host(FH) in the Internet to a mobile host(MH) in the moving network. For use in such an environment, we propose a scheme to overcome the TCP performance degradation due to the packet losses over the wireless links without losing the end-to-end TCP semantics. The proposed scheme in each mobile router(MR) allows to obtain the information regarding packet losses over the upstream wireless links based on the received packet sequence number and the ACK number. This information is delivered to the upstream router, which enables the upstream access router(AR) or MR to quickly retransmit the lost packets. The proposed scheme has the feature to quickly recover the packet losses incurred over the upstream wireless links and the performance of the proposed scheme is evaluated through simulation. It is shown that the significant performance gain can be obtained using the proposed scheme compared with the snoop mechanism which maintains end-to-end TCP semantics and does not require any additional features at the source and/or destination nodes.

  • 5G AgiLe and fLexible integration of SaTellite And cellulaR (5G-ALLSTAR) is a Korea-Europe (KR-EU) collaborative project for developing multi-connectivity (MC) technologies that integrate cellular and satellite networks to provide seamless, reliable, and ubiquitous broadband communication services and improve service continuity for 5G and beyond. The main scope of this project entails the prototype development of a millimeter-wave 5G New Radio (NR)-based cellular system, an investigation of the feasibility of an NR-based satellite system and its integration with cellular systems, and a study of spectrum sharing and interference management techniques for MC. This article reviews recent research activities and presents preliminary results and a plan for the proof of concept (PoC) of three representative use cases (UCs) and one joint KR-EU UC. The feasibility of each UC and superiority of the developed technologies will be validated with key performance indicators using corresponding PoC platforms. The final achievements of the project are expected to eventually contribute to the technical evolution of 5G, which will pave the road for next-generation communications.

Study on the Numerical Simulation of Debris Flow due to Heavy Rainfall (집중 강우에 따른 토석류 유출의 수치계산)

  • In spite of many numerical analysis of debris flow, a little information has been found out. In this paper the watershed is divided to apply rainfall runoff and to estimate debris flow integrating flow and soil article. We use the contour data to extract spatially distributed topographical information like stream channels and networks of sub-basins. A Quasi Digital Elevation Model (Q-DEM) is developed, integrated, and adopted to estimate runoff based on marked one. As a results, it has been found out that the debris flow was close to observed flow hydrograph. Because debris flow is finished in 30 second, it is important that we have to prepare its prior countermeasure to minimize the damage of debris flow. The GIS-linked model will provide effective information to plan river works for debris flow.

  • Distributed operation of overall structural design process, by which product optimization and process parallelization are simultaneously implemented, is presented in this paper. The database-interacted hybrid method, which selectively takes the accustomed procedure of the conventional method in the framework of the optimal design, is utilized here. The staged application of design constraints reduces the computational burden for large complex optimization problems. Two kinds of numeric and graphic processes are simultaneously implemented by concurrent engineering approach in the distributed environment of PC networks. The former is based on finite element optimization method and the latter is represented by AutoCAD using AutoLISP programming language. Numerical computation and database interaction on servers and graphic works on independent clients are communicated through message passing. The numerical experiments for some steel truss models show the validity and usability of the method. This study has sufficient adaptability and expandability, in that it is based on general methodologies and industry standard platforms.

An Efficient Channel Selection and Power Allocation Scheme for TVWS based on Interference Analysis in Smart Metering Infrastructure

  • Nowadays, smart meter (SM) technology is widely effectively used. In addition, power allocation (PA) and channel selection (CS) are considered problems with many proposed approaches. In this paper, we will suggest a specific scenario for an SM configuration system and show how to solve the optimization problem for transmission between SMs and the data concentrator unit (DCU), the center that collects the data from several SMs, via simulation. An efficient CS with PA scheme is proposed in the TV white space system, which uses the TV band spectrum. On the basic of the optimal configuration requirements, SMs can have a transmission schedule and channel selection to obtain the optimal efficiency of using spectrum resources when transmitting data to the DCU. The optimal goals discussed in this paper are the maximum capacity or maximum channel efficiency and the maximum allowable power of the SMs used to satisfy the quality of service without harm to another wireless system. In addition, minimization of the interference to the digital television system and other SMs is also important and needs to be considered when the solving coexistence scenario. Further, we propose a process that performs an interference analysis scheme by using the spectrum engineering advanced Monte Carlo analysis tool (SEAMCAT), which is an integrated software tool based on a Monte-Carlo simulation method. Briefly, the process is as follows: The optimization process implemented by genetic evolution optimization engines, i.e., a genetic algorithm, will calculate the best configuration for the SM system on the basis of the interference limitation for each SM by SEAMCAT in a specific configuration, which reaches the solution with the best defined optimal goal satisfaction.

A Neural Network and Kalman Filter Hybrid Approach for GPS/INS Integration

  • It is well known that Kalman filtering is an optimal real-time data fusion method for GPS/INS integration. However, it has some limitations in terms of stability, adaptability and observability. A Kalman filter can perform optimally only when its dynamic model is correctly defined and the noise statistics for the measurement and process are completely known. It is found that estimated Kalman filter states could be influenced by several factors, including vehicle dynamic variations, filter tuning results, and environment changes, etc., which are difficult to model. Neural networks can map input-output relationships without apriori knowledge about them; hence a proper designed neural network is capable of learning and extracting these complex relationships with enough training. This paper presents a GPS/INS integrated system that combines Kalman filtering and neural network algorithms to improve navigation solutions during GPS outages. An Extended Kalman filter estimates INS measurement errors, plus position, velocity and attitude errors etc. Kalman filter states, and gives precise navigation solutions while GPS signals are available. At the same time, a multi-layer neural network is trained to map the vehicle dynamics with corresponding Kalman filter states, at the same rate of measurement update. After the output of the neural network meets a similarity threshold, it can be used to correct INS measurements when no GPS measurements are available. Selecting suitable inputs and outputs of the neural network is critical for this hybrid method. Detailed analysis unveils that some Kalman filter states are highly correlated with vehicle dynamic variations. The filter states that heavily impact system navigation solutions are selected as the neural network outputs. The principle of this hybrid method and the neural network design are presented. Field test data are processed to evaluate the performance of the proposed method.

  • The paper studies the Quality of Service(QoS) concept in Broadband Integrated Services Digital Network (B-ISDN). Guaranteeing the QoS requirements indistributed multimedia systems and networks is fundamentally an end-to-end issus, that is, from application to application. An important issue in the QoS translation between the application-level QoS and network-level QoS is that the translation depends not only on the translation between system resources and network resources, but also on the translation between thelayered protocol and the access procedures. In this paepr, we propose a methodology for translating the AAL(ATM Adaptation Layer) QoS parameters into the ATM layer QoS parameters in end-systems. The QoS parameters in the ATM layer and AAL are defined, and we concentrate on the translation from the AAL to the ATM layer, because the AAL must be designed to be service dependent and specific. As an example, we concentrate on the constant bit rate(CBR) guaranteed real-time service using AAL1 protocol.
