Development and Application of Integrated Evaluation Index of Rainwater Drainage System based on the Life Cycle Assessment (LCA를 고려한 우수배제시스템 통합평가지표의 개발과 적용)

  • To overcome the limitations of existing rainwater drainage systems, we compared and analyzed a newly developed eco-friendly channel-type rainwater drainage system. We also developed an integrated evaluation index to quantify the improvement of the new system. The concept of Life Cycle Assessment (LCA) was applied to calculate and compare the costs of each process and to develop the integrated evaluation index, which considers the carbon emissions by each process. As a result, the cost was reduced by 53% overall compared to an O-type system and by 63% compared to a U-type system. In addition, when applying the integrated evaluation index, the new system was evaluated to be over 80% in the four processes compared to the existing systems. When applying the evaluation index to sites in Anyang and Incheon, the new system was improved by 35-100% compared to existing systems.

  • This study was performed to develop an information processing system for the sound conservation of soil and groundwater resources. The system contains numerical models and geographic information systems for underground flow and contamination. Multidimensional Finite Element Model for Subsurface Environment (MFEMSE) was invented to analyze underground flow and pollution problems of water and gas phases. Newly developed and conventional models (MODFLOW, MOC3D, MT3D, PMPATH, PEST, UCODE) were integrated with GIS (ArcView) for the construction of an integrated information management system of subsurface environment. This system was applied to the management of three mineral water companies located in clean high mountain basin. Desirable management criteria and operational strategies were suggested using this system. The system was constructed to be applied for the broad sense of decision supporting tools in related topics of this study, so that it can be used not only for the prevention regulations, but also for clean up projects.

Application of contingent valuation method for estimating willingness-to-pay in planning the integrated sewerage system in the catchment of Dam Chung-Ju (충주댐 상류지역 하수도시설 확충사업에 관한 주민의 지불의사액 추정을 위한 CVM의 적용에 관한 연구)

  • The objective of this research was to estimate residents' willingness-to-pay using contingent valuation method and to investigate their environmental sensibilities prior to conduct the costbenefit analysis on the watershed management program of integrated sewerage construction and operation in the catchment of Dam Chung-Ju. A set of questionnaire was prepared and asked to 1,200 residents at downstream area as well as upstream area of Dam Chung-Ju. As a result, environmental sensibility of the residents living in the catchment of upstream of Lake Chung-Ju seemed very high. However, the substantial practice in their own life for conserving their environment was inactive, although residents' efforts trying to collect and dispose garbages in separate containers and to minimize the waste discharge load were actually made. The willingness-to-pay on each month for 20 years was estimated as 4,841 wons for the openended question and 3,411 wons for the close-ended question. Factorial analysis was also performed to obtain correlation among the questions asked. Seven groups of the correlated questions were identified and their contribution to the estimated willingness-to-pay was analyzed.

Implementation Methods for Climate Change Impact Assessment (기후변화영향평가제도 시행 방안)

  • In order to establish mainstreaming of climate change adaptation in policy, plan, program or project, we set up three kinds of implementation methods. The first is preparation of new law(tentatively called "Act on Climate Change Response") and independent implementation, the second is preparation of new law and two kinds of implementation in existing Environmental Impact Assessment system, and the third is integrated assessment in Environmental Impact Assessment system without new legal base. And we analyzed merits and demerits of suggested schemes, and specific contents of each method. Furthermore, we suggested overview of contents of new law and revised Environmental Impact Assessment law and related regulations.

  • The Korean government adopted the integrated stream water management policy recently with growing perception that natural disasters and pollution in Korea have been due not only to such human factors as urbanization and industrialization, but also to the policy of functionally separated management of irrigation, flood control and ecological management. Contrary to its good intention, research result shows that it is not realistic to expect that this new integrated policy in Korea will work well. In order to be an effective policy and program evaluation, this paper suggests that evaluation indicator on related programs and projects should be made through bottom-up process. For example, environmental benefit should be taken into account rather than just economic benefit, and cultural and social characteristics in the project region should be also considered seriously.

An Integrated Assessment of Urban for Sustainable Development (지속가능한 발전을 위한 통합적인 도시 평가)

  • The purpose of this study is to assess the sustainability in 45 cities of all over Gyeongnam and Gyeongbuk using weights and assessment system developed in leading research. The materials of assessment used statistical data and spatial data were standardized for the systematic result. The assessment score was established using the normal distribution from 25 to 125 for removal of the very smallest and maximum value. According to the results, Tongyeong was assessed the highest by 82.5 score in environmental sustainability index. In economical sustainability index, Pohang, Gumi, Changwon, Yangsan were more than 79 score but Busan, Daegu, Andong were less than 70 score. Ulsan, Geoje, Yangsan were assessed higher in society-institutional sustainability index and Jinju, Munkyeong, Changnyeong were showed higher than other cities by more 79 score in quality of life(QOL)'s sustainability index. In case of integrated sustainability index, Jinju that was the highest sustainability in QOL was assessed by first city. However, Ulsan was assessed the lowest city among others. Therefore cities which have high sustainability will prepare a politic investment program for maintaining current conditions. Cities which have low sustainability will grasp closely the environmental characteristics of urban and present the improvement direction through monitoring continuously. Overall, these results can be used as tools to assess the current cities and predict the future one. It is also necessary to establish a systematic urban planning for livable and sustainable city.

Individual Exposure Characteristics according to the Humidifier Disinfectant Exposure Assessment Cycle - Focusing on Cycles I-to-V Applicants - (가습기살균제 피해구제 신청자들의 신청 차수별 노출 특성 변화 - 1차에서 5차 신청자를 중심으로 -)

  • Background: An ongoing environmental exposure assessment of humidifier disinfectants (HDs) has been conducted since November 2011 among individuals who experienced HD exposure-related adverse health effects. It is being performed in order to determine and quantify exposure to humidifier disinfectants in victims and their families. To date, the assessment has encompassed Cycles I-to-V. There is no report summarizing the characteristics of the subjects from the overall cycles. Objectives: We intended to examine the individual characteristics related to demographics, HD usage, and HD exposure using integrated data from Cycles I-to-V of the environmental exposure assessment of HDs and the changes with the cycles. Methods: We included 7,543 individuals who participated in Cycles I-to-V of the environmental exposure assessment of HDs. We summarized the participants' characteristics regarding their demographics (e.g., sex, education level, and age), HD usage history (e.g., product name, ingredient, and frequency of HD use), and HD exposure (e.g., daily time of HD use, cumulative time of HD use, and exposure intensity). In addition, their characteristics were compared across the cycles of the exposure assessment. Results: Among the 7,543 participants from Cycles I-to-V, there were more male participants than females (51.05% overall), except for Cycles I and III. Across all cycles, a higher proportion of survivors was observed than deceased individuals. While PHMG was the most prevalent ingredient in HDs throughout all the cycles, its proportion gradually decreased over the course of the examination cycles. Participants in Cycle I reported longer daily times of HD use compared to those in the subsequent cycles. On the other hand, cumulative time of HD use was shorter in the earlier cycles than in the later cycles. Conclusions: Using the integrated data from the full cycles of the environmental exposure assessment, this study identified changes in demographic characteristics as well as the HD exposure characteristics between the participants across different cycles.

  • This study is aimed at the development of a comprehensive web-based partial differential equation solver (WPDES) using multidimensional finite element method, which can be operated on the basis of world wide web. Overall issues of engineering and environmental information management and facility control could be implemented using this solver. This paper describes the development technique of the model, which is first part on development of partial differential equation solver. Conventional commercial general solver of computational fluid dynamics problems were investigated. All the relevant environmental models were analyzed to develop integrated environmental management system using WPDES. The governing equations and the parameters of investigated models were analyzed and integrated. Several numerical modules were invented for each partial differential term in partial differential equation of many related modeling problems. Each module was coded in the fashion of object oriented method, and was combined independently for the overall governing equation. WPDES has unique characteristic, which can analyze the problem through the suitable combination of modules without development of additional models for each environment problem with different governing equation, main variables, and parameters.

A Development of Integrated Evaluation Criteria for Level of Service on Urban Roadways (도로 서비스수준 평가를 위한 통합적 지표 개발)

  • This research developed integrated service assessment index on satisfaction with road use in consideration of not only quantitative parts, such as the existing traffic speed and delay but also qualitative parts, such as traffic information and traffic safety, etc. The newly devised assessment index developed assessment items and weight using ANP analysis method through the existing research results and questionnaire survey on traffic experts and road users. To verify the developed assessment index, this research measured the feeling degree of road users in time of their driving and analyzed the reasons using the brain waves tester; as an analysis result, the speed shown in the existing assessment index was found to have a 35% effect and further, the factors, such as traffic safety and traffic information were also found to have a lot of effects on the road $users^{\circ}{\emptyset}$ feeling degree. Accordingly, the integrated assessment index suggested by this research has its significance in that it is available to assessment in view of users rather than the existing satisfaction with the service in road use, and this index was developed to reflect the needs of the times, such as a fine view of roads, traffic information, and traffic safety.

Water Quality Impact Assessment in Korea - Comparing with the Integrated Control of Pollutant-Discharging Facilities - (수질분야 환경영향평가의 개선방안 - 환경오염시설의 통합관리와 대비하여 -)

  • The important changes in water environment management in Korea can be summarized as the enactment of Act on the Integrated Control of Pollutant-Discharging Facilities. Therefore water quality impact assessment should be reexamined and be revised. This study examines the present water quality impact assessment items (permissible discharge limits, standards for effluent water quality including Total Pollutant Load Management System) and considers the land use regulation for water quality conservation and NVZs(Nitrate Vulnerable Zones of EU and England). It also considers lately adopted standards(maximum discharge standards, permissible discharge standards, and marginal discharge standards etc) based on Act on the Integrated Control of Pollutant-Discharging Facilities and then compares Korean BAT and its counterpart control technology of U.S.A. And it also compares the items of water quality impact assessment with those of Integrated Control of Pollutant-Discharging Facilities, based on EIS reporting items. This study suggests five improvement measures for water quality impact assessment. First reflection of discharge impact analysis on impact prediction and assessment, second reflection of permissible discharge standards on agreed standards in the EIA procedure, third, reflection of diversified BAT on mitigation measures in the EIA procedure, forth introduction of land use regulation such as NVZs, finally strengthening linkage between water quality items and land use items etc.
