In general, the seismic intensity deduced from instrumental data has been evaluated from the empirical relation between the intensity and the PGA. From the point of view that the degree of earthquake damage is more closely associated with the seismic intensity than with the observed PGA, JMA developed the instrumental seismic intensity (JMA instrumental intensity) meter that estimate the real-time seismic intensity from the observed strong motion data to obtain a more correct estimate of earthquake damage. The purpose of the present study is to propose a practical application of the JMA instrumental intensity in Korea. Since the occurrence of strong earthquakes is scarce in the Korean Peninsula, there is an insufficiency of strong motion data. As a result, strong motion data were synthesized by a stochastic procedure to satisfy the characteristics of a seismic source and crustal attenuation of the Peninsula. Six engineering ground motion parameters, including the JMA instrumental intensity, were determined from the synthesized strong motion data. The empirical relations between the ground motion parameters were then analyzed. Cluster analysis to classify the parameters into groups was also performed. The result showed that the JMA acceleration ($a_0$) could be classified into similar group with the spectrum intensity and the relatively distant group with the CAV (Cumulative Absolute Velocity). It is thought that the $a_0$ or JMA intensity can be used as an alternative criterion in the evaluation of seismic damage. On the other hand, attenuation relation equations for PGA and $a_0$ to be used in the prediction of seismic hazard were derived as functions of the moment magnitude and hypocentral distance.

Seismic intensity deduced from instrumental data has been evaluated using the empirical relationship between intensity and peak ground acceleration (PGA) during an earthquake. The Japan Meteorological Agency (JMA) developed a seismic intensity meter, which can estimate the real-time seismic intensity from seismic motions observed at a local site to evaluate the damage during the earthquake more correctly. This paper proposes a practical application of the JMA intensity to dams during the 2013 earthquake in Yeongcheon, Korea. In the present paper, seismic intensity was estimated from the relationships between accelerations observed at Yeongcheon Dam. Estimated seismic intensities were in the range of 0 to 3, which was verified from the displacements of dams and the variation of the ground water level observed at Yeongcheon dam during the earthquake. The JMA intensity, which is determined by considering the frequency, duration of cyclic loading, etc., was 0 (zero) and there was no damage to Yeoncheon dam during the earthquake.

Recent two moderate earthquakes (2016 $M_w=5.4$ Gyeongju and 2017 $M_w=5.5$ Pohang) in Korea provided the unique chance of developing a set of relations to estimate instrumental seismic intensity in Korea by augmenting the time-history data from MMI seismic intensity regions above V to the insufficient data previously accumulated from the MMI regions limited up to IV. The MMI intensity regions of V and VI was identified by delineating the epicentral distance from the reference intensity statistics in distance derived by using the integrated MMI data obtained by combining the intensity survey results of KMA (Korea Meteorological Administration) and 'DYFI (Did You Feel It)' MMIs of USGS. The time-histories of the seismic stations from the MMI intensity regions above V were then preprocessed by applying the previously developed site-correction filters to be converted to a site-equivalent condition in a manner consistent with the previous study. The average values of the ground-motion parameters for the three ground motion parameters of PGA, PGV and BSPGA (Bracketed Summation of PGA per second for 30 seconds) were calculated for the MMI=V and VI and used to generate the dataset of the average values of the ground-motion parameters for the individual MMIs from I to VI. A seismic attenuation formula is derived from the intensity maps of medium sized four earthquakes that occurred in the southern part of Korean peninsula. In order to obtain the seismic attenuation formula, the the coefficients of four attenuation equations representing the intensity maps are integrated using the proper weighting factors depending on the credibility of the data are assigned to. The proposed formula shows the trend of attenuation similar to the ones for the Eastern North America for the region within the epicentral distance of 200km, but produces higher attenuation at farther distances. Though the attenuation curve is not derived from the instrumental data, the result could be a useful tool for the analysis of seismic hazard in Korean peninsula.

A method of instrumentally estimating seismic intensity (MMI) based on the Fourier Acceleration Spectrum of earthquake ground-motion, the so-called 'FAS MMI method' of Sokolov and Wald (2002), was evaluated for its applicability to Korea based on the empirical models of mean (m) and standard deviation (${\sigma}$) for Korea according to individual seismic intensity for MMI ${\leq}$ IV (Yun et al., 2009). This evaluation showed that the error in estimating the seismic intensity using the FAS MMI method is ${\sigma}$ = 0.74 MMI, and was further reduced to ${\sigma}$ = 0.61 MMI if the dependency of the error on earthquake magnitude and distance is additionally corrected. It is also shown that FAS MMI based on the FAS semi-empirically evaluated from small earthquakes for damaging earthquakes in Korea with maximum MMI ${\geq}$ VI could predict the observed MMI with the maximum error of 0.63 by using the combined FAS m-${\sigma}$ models of Korea for MMI ${\leq}$ IV and global region for MMI ${\geq}$ V.
The seismicity of the Korean Peninsula shows a very irregular pattern of strain release typical of the intraplate seismicity. The Korean Peninsula may be divided into several tectonic provinces of differing tectonics. In this analysis, seismicity parameters for each tectonic province are evaluated from historical as well as instrumental earthquake data of the Korean Peninsula to examine the differences in seismic characteristics among tectonic provinces. Statistical analysis of the earthquake data made of incomplete data before the Choseon Dynasty and complete data afterwards reveals that there exist no significant differences in seismic characteristics between the tectonic provinces. It turns out the b-value in the intensity-frequency relation for the whole peninsula is about 0.6 and the maximum earthquake is about MMI X. The results of this study may be used in the probabilistic seismic hazard analysis of the Korean Peninsula and in estimating the design earthquake in earthquake engineering.

An earthquake of magnitude 5.0 occurred at Ssang-gye-sa, a Buddhist temple in Jirisan, located near the southern border of the Korean peninsula on 4 July 1936. It resulted in severe damage of several buildings and structures in Ssang-gye-sa. Particularly, the top component of a five-story stone pagoda in the temple was tipped over and fell down during the earthquake. This earthquake damage case would be usefully applied to estimating the intensity of ground motion in the Korean peninsula, a moderate seismicity region, where strong motion has never been recorded with the exception of historic seismic events. In order to estimate the local site effects and the corresponding ground motion at Ssang-gye-sa site, intensive site investigations including borehole drilling and in-situ seismic tests such as crosshole and SASW tests were performed in the temple area. Based on the site characteristics, site-specific seismic response analyses using various input motions were conducted for a representative Ssang-gye-sa site by means of both one-dimensional equivalent-linear and nonlinear methods with six input rock outcrop acceleration levels ranging from 0.044g to 0.220g. The resultant site-specific seismic responses indicated the amplified ground motions in the short-period range near the site period of Ssang-gye-sa. Furthermore, the intensity on rock outcrop of the 1936 Jirisan earthquake was estimated by making a comparison between the site responses analysis results in this study and the full-scaled seismic test of pagoda model in the prior study.
In this study, we analyzed the intensity attenuation for M 6.0, 6.5, and 7.0 earthquakes using the broadband strong ground motion simulation platform based on the physical seismic modeling developed by the US Southern California Earthquake Center (SCEC). The location of the earthquake was assumed to be near the epicenter of the 2016 M 5.8 Gyeongju earthquake, but two of the representative US regional models provided by the SCEC strong ground motion simulation platform were used for the propagation model. One is the Central and Eastern United States (CEUS) model representing the intraplate region, and the other is the LA Basin model representing the interplate region. Five modeling methodologies are presented in the version 16.5 of the simulation platform, and Song and Exsim models were used in this study. In the analysis, we found that different intensity attenuation patterns can be observed with the same magnitude of earthquakes, especially depending on the region (CEUS vs LA Basin). Given the same magnitude and distance, the instrumental intensity in the CEUS region (intraplate) could be larger by a unit of 2 than that in the LA Basin region (interplate). Given the difference of intensity attenuation patterns observed in the study, it is important to know the regional intensity attenuation characteristics to understand the accurate level of seismic hazard imposed in the Korean Peninsula. This study also shows the level of the uncertainty of intensity attenuation if region specific attenuation characteristics are not considered.

Historical records of earthquakes are generally used as a basis to extrapolate the instrumental earthquake catalog in time and space during the probabilistic seismic hazard analysis (PSHA). However, the historical catalogs' input parameters determined through historical descriptions rather than any quantitative measurements are accompanied by considerable uncertainty in PSHA. Therefore, quantitative assessment to verify the historical earthquake parameters is essential for refining the reliability of PSHA. This study presents an approach and its application to constrain reliable ranges of the magnitude and corresponding epicenter of historical earthquakes. First, ranges rather than specific values of ground motion intensities are estimated at multiple locations with distances between each other for selected historical earthquakes by reviewing observed co-seismic natural phenomena, structural damage levels, or felt areas described in their historical records. Based on specific objective criteria, this study selects only one earthquake (July 24, 1643), which is potentially one of the largest historical earthquakes. Then, ground motion simulations are performed for sufficiently broadly distributed epicenters, with a regular grid to prevent one from relying on strong assumptions. Calculated peak ground accelerations and velocities in areas with the historical descriptions on corresponding earthquakes are converted to intensities with an empirical ground motion-intensity conversion equation to compare them with historical descriptions. For the ground motion simulation, ground motion prediction equations and a frequency-wavenumber method are used to consider the effects of possible source mechanisms and stress drop. From these quantitative calculations, reliable ranges of epicenters and magnitudes and the trade-off between them are inferred for the earthquake that can conservatively match the upper and lower boundaries of intensity values from historical descriptions.

The strain release associated with historical and instrumental earthquoke data are analyzed. In addition, the relationship between engineering intensity and cumulative frequency of earthquake occurrence is investigated. Based on the study, a seimic zoning map of the Korean peninsula is constructed. For each seismic zone, a peak ground acceleration value is determined for the aseismic designs of two types of structures. First type is general structures like buildings and the second type is special structures like nuclear power plants.
