Short-range Monitoring of Marine AtoN Charge and Discharge Controller (해상용 항로표지 충·방전조절기의 근거리 모니터링)

  • If the Visual Aids(light wave signs) is not supplied the general power it is using solar power system. These power supply systems, the role of the charge/discharge control is very important. Introduction of IT(AIS etc.) for the effective management of the AtoN(Aids to Navigation) is a Visual Aids has been added to the device using the power to charge/discharge control, the need increases. The current charge/discharge controller is attached to the inside of the AtoN and checks on and verification of the maritime environment, depending on the difficulty. In order to resolve these issues in this paper, the Bluetooth module is mounted on the inside of the charge/discharge controller and proposed a possible system monitoring at close range. Advantage of the system implemented is a simple configuration and low installation cost. In addition, it can be applied to a variety of AtoN. Also, it has been able to check the real-time status information of the charge/discharge controller at a short distance in to reduce inspection costs, and reduce risk factors that might occur during check.

Recycling of Safety Check Valves Contaminated with Radioactivity by Chemical Decontamination (化學除染에 의한 逆止밸브의 再使用)

  • Chemical decontamination techniques have been employed to reuse the high cost check valves contaminated with radioactivity and to reduce the radiation exposure during the inspection and maintenance work of safety injection system containing check valves. After chemical decontamination, an ultrasonic treatment was conducted to remove the fine solid particles retained in the crevices of check valves. The decontamination process conditions and the amount of chemical reagents were determined from the results of a pre-test, using the (list arm holder. The decontamination factors (DF), estimated from the activity in the solution, ranged from 14.5 to 18.5 corresponding to the activity removal of 93-95ft. The corrosion test data indicated that the general corrosion rate during a chemical decontamination-ultrasonic treatment process are low for type 304 S tainless steel, Inconel -600 and Stellite-6 materials $ (2.1\times10^{-2}$ $6.0\times10^{-2}$ and$ 1.7\times10^{-2}$ mil, respectively).

Image Enhancement for Sub-Harmonic Phased Array by Removing Surface Wave Interference with Spatial Frequency Filter

  • Closed cracks are difficult to detect using conventional ultrasonic testing because most incident ultrasound passes completely through these cracks. Nonlinear ultrasound inspection using sub-harmonic frequencies a promising method for detecting closed cracks. To implement this method, a sub-harmonic phased array (PA) is proposed to visualize the length of closed cracks in solids. A sub-harmonic PA generally consists of a single transmitter and an array receiver, which detects sub-harmonic waves generated from closed cracks. The PA images are obtained using the total focusing method (TFM), which (with a transmitter and receiving array) employs a full matrix in the observation region to achieve fine image resolution. In particular, the receiving signals are measured using a laser Doppler vibrometer (LDV) to collect PA images for both fundamental and sub-harmonic frequencies. Oblique incidence, which is used to boost sub-harmonic generation, inevitably produces various surface waves that contaminate the signals measured in the receiving transducer. Surface wave interference often degrades PA images severely, and it becomes difficult to read the closed crack's position from the images. Various methods to prevent or eliminate this interference are possible. In particular, enhancing images with signal processing could be a highly cost-effective method. Because periodic patterns distributed in a PA image are the most frequent interference induced by surface waves, spatial frequency filtering is applicable for removing these waves. Experiments clearly demonstrate that the spatial frequency filter improves PA images.

The Institutional Elements and Institutional Congruence of National and Local Accounting System (국가회계와 지방회계의 구성요소와 제도적 정합성)

  • This study aims to analyze the government accounting system of South Korea on the institutional complex and institutional congruence of new institutional theory and suggests policy reform for the system. I researched the literatures on the national and local accounting system and compiled research materials from the Ministry of Strategy and Finance, the Ministry of Interior and Safety, the Board of Audit and Inspection, and Government Accounting and Finance Statistics Center websites. Analysis showed that the government accounting system consists of various elements in institutional complex and the congruence level of national and local accounting system of South Korea is low in production, disclosure, and application of information. The suggestions of this study include: introducing accounting position recruitment, adopting government audit system, and improving cooperation between national accounting organizations and local accounting organizations for reliable information production; disclosing real time information and revealing information linking national and local accounting for transparent information disclosure; educating information user, providing accurate cost and available financial analysis indicators, introducing chief financial officer, and expanding range of consolidated national financial statements for information application.

  • This study suggests that the management of bridge was developed data which supports to execute analysis a-bout bridge. Basically, it makes standardization that the item of management of bridge keeps the effective data management which demonstrates the designed database by graphic processing technic and development of pro-gram in database manipulation. As a result of this study, through the analysis of the management of bridge, we tried to make the acceptable management item standard and to design database. For the purpose of it, computer program and database design with analyzing current works, stable inspection processing demanding the management of bridge and taking adventage of them. In this study, we can get the minimuim cost of the management of bridge and keep maximum common usage. also we contribute to perform effective data management and management system of bridge.

  • This study suggests 12 products regarding the pending question of tourism package price mechanism which is linked directly and indirectly to Jeju Tourism, and shows the following conclusions through inspection in mental accounting principles and framing effect based on prospect theory. First, when presenting the price list of the tourism package, it is needed to present in price bundling. Second, it is proven that it is desirable that information about discount prices open the individual discount information of the basic package and option package to public. Third, it is discovered that experienced tourists in purchasing tourism products are more sensitive to price information (price discount) than inexperienced tourists, so that framing effect conform to Knowledge-assembly theory. The current questions of this study are that 'no discount' information should be presented in bundling, that the method of framing is important in presenting discount product information. It is required not only to grasp the viewpoint of modern people in purchasing tourism products, but also to present ready-to-serve products which can save time, effort, cost to give stability in mental accounting principles.

  • In order to reduce damages to major railroad components, which have the potential to cause interruptions to railroad services and safety accidents and to generate unnecessary maintenance costs, the development of rolling stock maintenance technology is switching from preventive maintenance based on the inspection period to predictive maintenance technology, led by advanced countries. Furthermore, to enhance trust in accordance with the speedup of system and reduce maintenances cost simultaneously, the demand for fault diagnosis and prognostic health management technology is increasing. The objective of this paper is to propose a highly reliable learning model using various machine learning algorithms that can be applied to critical rolling stock components. This paper presents a model for railway rolling stock component fault diagnosis and conducts a mechanical failure diagnosis of motor components by applying the machine learning technique in order to ensure efficient maintenance support along with a data preprocessing plan for component fault diagnosis. This paper first defines a failure diagnosis model for rolling stock components. Function-based algorithms ANFIS and SMO were used as machine learning techniques for generating the failure diagnosis model. Two tree-based algorithms, RadomForest and CART, were also employed. In order to evaluate the performance of the algorithms to be used for diagnosing failures in motors as a critical railroad component, an experiment was carried out on 2 data sets with different classes (includes 6 classes and 3 class levels). According to the results of the experiment, the random forest algorithm, a tree-based machine learning technique, showed the best performance.

  • The government separated and established the industrial safety and health law from the Labor Standard law since 1981 to promote the labor's working environment and to improve the conditions of laborers. The government made a lot of effort to discharge the industrial safety and health law by continuous revision of the law thereafter. it is, however, difficult to establish clear-cut lines of authority and responsibility due to the fact that the substantial application of the industrial safety and health law is adapted by enterprise's autonomous management. There are frequent industrial disasters on the small and medium enterprises which have financial difficulty and it means this causes much more social cost. Finally, for the improvement of laborer's safety, health and working environment in the small and medium enterprises we need to raise the effectiveness of the industrial safety and health law through enhancing a government-office's administration and surveillance with the changing mind of a business proprietor. On this paper, we research on the actual condition of the administration, inspection and regulation of safety and health by means of the industrial safety and health law. Thereafter we analyze how much the Korea Occupational Safety & Health Agency and vicarious businesses of safety & health management help. we used the survey method to gather data from 380 laborers directly and analysed the data by SPSS v17.0.

HPV and Cervical Cancer Epidemiology - Current Status of HPV Vaccination in India

  • Cervical cancer (CaCx) is the second most fatal cancer contributing to 14% of cancers in Indian females, which account for 25.4% and 26.5% of the global burden of CaCx prevalence and mortality, respectively. Persistent infection with high-risk human papilloma virus (HPV- strains 16 and 18) is the most important risk factor for precursors of invasive CaCx. Comprehensive prevention strategies for CaCx should include screening and HPV vaccination. Three screening modalities for CaCx are cytology, visual inspection with acetic acid, and HPV testing. There is no Indian national policy on CaCx prevention, and screening of asymptomatic females against CaCx is practically non-existent. HPV vaccines can make a major breakthrough in the control of CaCx in India which has high disease load and no organized screening program. Despite the Indian Government's effort to introduce HPV vaccination in the National Immunization Program and bring down vaccine cost, challenges to implementing vaccination in India are strong such as: inadequate epidemiological evidence for disease prioritization, duration of vaccine use, parental attitudes, and vaccine acceptance. This paper reviews the current epidemiology of CaCx and HPV in India, and the current status of HPV vaccination in the country. This article stresses the need for more research in the Indian context, to evaluate interventions for CaCx and assess their applicability, success, scalability and sustainability within the constraints of the Indian health care system.

Investigation of industries's perception on the ban of antibiotics growth promoter in commercial mixed feed (항생제 사용금지에 관한 산업체 인식조사)

  • This study was performed to investigate the opinions of various related-industries on ban of antibiotics growth promoters (AGPs) in commercial mixed feed. The answers on a total of 21 questions were summarized by response number and percentage. 93% of those surveyed were in agreement of a ban of dietary AGPs. The agreement reasons were the livestock safety (61.5%), the reduction of antibiotic use (23.1%), and decrease of antibiotic-resistant bacteria (11.5%). The negative effects expected by the ban of AGPs were poor growth performance (44.2%), elevated disease emergence (31.4%), increasing the feed cost (18.6%), and quality degradation of livestock (5.8%). As the efficient plans for decline of AGPs use, the feeding environment improvement was the highest with 43%, and farmer training and the consolidation inspection of residual substance on antibiotics in livestock product was 27.9% and 22.1%, respectively. 46.5% of respondent are considering the modification of feed spec and 39.5% of those surveyed have staged a modified feed spec. In conclusion, livestock related-industries approve a ban of AGPs, and they assert that the policy support, improvement of management and environment in the farm, providing technology from related-industries are multiply essential for a stable settlement of a ban policy of AGPs.
