바이오헬스정책, 거버넌스 구축이 최우선 과제이다 (Establishing an Effective Governance System Is the Top Priority in Securing Competitiveness in the Biohealth Industry)

  • The Yoon Suk Yeol administration is promoting the "Global Leap of the Biohealth Industry" as one of its 120 key national policies. Recently, the administration has been showing its commitment by establishing various strategies and presenting blueprints for policy implementation. However, the results felt on the ground are still not sufficient. The biohealth industry is a difficult field to generate policy effects because the related regulations are intricately intertwined and the diverse administrative tasks are scattered in various government departments, where inter-departmental interests differ. To solve this problem, an innovative governance system should be established. In order for the government's recent approach to establish a government-wide control tower to be effective, it should demonstrate a proactive policy commitment and be given practical power to coordinate the interests between departments.

CDMA와 WIPI 기술정책의 성과요인 비교분석 : 혁신시스템, 거버넌스구조, 경로의존성을 중심으로 (A Comparative Analysis on the Performance Factors of CDMA and WIPI Technology Policies : Focusing on System of Innovation, Governance Structure, and Path Dependence)

  • This study comparatively analyzes the cases of CDMA (Code Division Multiple Access) and WIPI (Wireless Internet Platform for Interoperability) to find out the success and failure factors of technology policies in the field of mobile communication industry. For this purpose, the two cases are analyzed through a new analysis framework, which is made by combining System of Innovation with a range of variables derived from precedent studies, such as external environment, institutions, technological system, governance structure, and interactions of actors. The results of analysis show that in the CDMA case, the following factors led to success ; Korea made good use of the external opportunities in the early stage of digital communication technology and adopted a suitable governance structure for the technological system. Main actors in Innovation System had strong will for success and engaged in cooperative interaction. For the WIPI, however, the timing of technology policy was inappropriate and a unsuitable governance structure for technological system was chosen because of path dependence. The Innovation System failded to respond efficiently to the situation where conflicts among actors had intensified, US trade pressure had increased and innovative smartphones emerged. The results of this study provide the practical implications for the success of technology policy; namely it is important to choose a governance structure that suits the external environment and characteristics of technology and to activate cooperative interactions among actors in Innovation System.

  • 본 연구는 미디어 교육을 거버넌스 관점에서 분석하고 새로운 거버넌스의 지향성과 혁신방안을 제시하는 데 있다. 이를 위하여 미디어 교육과 거버넌스에 대한 이론적, 실재적 배경을 고찰하여 미디어 교육의 거버넌스적 이해를 위한 분석 모형으로서 쉬만크의 지향-질서-행위이론을 기반으로 거버넌스 모형을 도출하였다. 그리고 이 모형을 운영하는 세가지 기준에 의거 미디어 교육의 구조와 행위, 결과, 이를 바탕으로 미디어 교육 정책의 거버넌스를 종합적으로 분석하였다. 분석 결과를 토대로 향후 교육 현장에서 지향-질서-행위형 거버넌스 모형의 구축을 위한 거버넌스 혁신 방안으로 '행위적 협력'의 이념 지향, 사회정치적 변수를 합리적 정책 시스템으로 귀속시키기 위한 정책차원의 노력, 통치(government)에서 협치(governance)로 전환할 수 있는 협력 거버넌스의 활성화 등을 제시하였다.

  • The purpose of this study is to explore the key elements of the regional innovative milieu by analyzing the role of regional innovative elements and case organizations that promoted the emergence of 'Songakdongnesaramdeul (the people of the Songak town),' and to present pertinent policy implications. For the purpose, this study set the "Songakdongnesaramdeul," a residential community organization founded for regional innovation to revitalize the village community, as a case organization from the perspective of regional innovation system theory. The result of the study showed that creating an innovative milieu through the creation of various innovation elements to revitalize the village community is crucial. Especially, this study confirmed that the existence of regional development organizations is the key element of the innovative milieu. such as case organization that contributes to regional development while promoting interaction between actors, common learning and systemization, and new value creation activities. The implications derived through the study can be summarized in four points. First, a variety of means to promote the formation of subjects in response to the public debate of the village agenda is needed. Second, it is highly important to create innovative elements, for example, organizations and programs, resources, and spaces that promote regional innovation. Third, forming a close network between various innovative resources existing in the region and establishing regional capabilities that allow to mobilize and utilize such innovative resources are important. Fourth, the establishment of a promotion mechanism such as a case organization is suggested as a major task, to revitalize the village community. Specifically, forming and revitalizing numerous private-based community organizations with regional developmental capabilities to establish local governance also has significant importance. In this vein, based on the point of view of the regional innovation system theory, the establishment of regional policies to construct a regional innovation milieu, such as creating innovative elements that can actively promote the regeneration of the village community and establishing a promotion system, can be presented as major tasks.

  • The authors consider, that the effectiveness of the government's activity, the improvement of decisions' quality depends on implementation of modern innovative technologies through activation the direct and feedback connection between public authority system and the business -community, through increasing the level of their collaboration by participating in solving main social problems and discu ssing innovative projects (initiative) according questions about socio-economic development of the country, improving the system of the state and local government in the Republic of Kazakhstan.

  • 본 연구는 혁신지구의 논의를 종합하고 혁신지구의 거버넌스 대안을 제시한다. 산업특화와 네트워킹, 가치사슬과 산업생태계에 중점을 두었던 클러스터정책은 이제는 한계를 노정하고 있다. 도시혁신의 시대, 산업, 주거, 여가의 융복합시대, 연관다양성의 시대에 적합한 혁신지구는, 다양한 중소규모의 혁신, 공방과 산업의 융복합으로 인한 협력과 대도시지역의 다양한 기반자원을 활용하고, 지역사회와의 통합성과 포용성을 강조한다. 민관 파트너십에 의한 협력적 거버넌스에 기반한 퀸터플 헬릭스의 구축, 장소성과 장소의 위신을 강화하는 물리적, 문화적 환경, 서비스업과의 융합이 중요하다. 산업적 측면을 넘어서 혁신지구는 도시 에메니티와 생활양식의 변화를 추동하고, 창조적 분위기 즉, 다양성, 생활양식, 매력, 개방성 등을 만들어내고, 이벤트, 거리예술, 야간활동 등 다양한 사회, 문화적 측면들과 밀접하게 연결되어 사회적 활력과 경제적 상호작용을 증진한다. 혁신지구 거버넌스는 기업 간 교환, 조합, 지식과 자원의 창출을 촉진한다. 나아가 기업 간 교환에 의해 지식이 창출되면 거버넌스 체제의 변화에도 영향을 주어, 경직적이고 중앙집중적인 체제에서 개방적, 역동적, 유기적 체제로 진화하게 된다. 혁신지구 정책을 통해 기존의 중심업무지구(CBD)는 중심활력지구(CLD)로 변모할 수 있을 것이다.

참여정부 지역혁신 및 혁신클러스터 정책 추진의 평가와 과제 (The Evaluation of Regional Innovation and Innovative Cluster Policies in Korea)

  • 국가균형발전과 지역혁신은 참여정부의 핵심 국정 과제의 하나로서 활발히 추진되어 왔다. 국가균형발전은 지역혁신을 통한 자립형 지방화 실현에 역점을 두고 있으며, 그중에서 가장 핵심이 되는 것은 지역의 내생적 산업발전을 촉진하기 위한 지역혁신체제 구축 및 클러스터 육성 정책이다. 이러한 맥락에서 본 논문은 참여정부의 지역혁신 및 혁신클러스터 정책을 평가하고, 이를 토대로 앞으로의 정책 과제를 제시함을 목적으로 한다. 참여정부 지역혁신 및 클러스터 정책의 문제점으로는 과거보다는 나아졌지만 여전히 하향식 정책 추진 방식이 중심이며, 정책의 중복과 정책 간 연계 미흡으로 인한 비효율적인 예산 집행이 가장 큰 문제점으로 지적된다. 또한 대형 토건 프로젝트를 중심으로 하드웨어 중심 사업이 큰 비중을 차지하고 있으며, 모든 지역에 동일한 정책적 잣대를 적용함으로써 지역 간 과열 경쟁은 물론이고 지역의 특성과 잠재성이 충분히 발휘될 수 없다는 점도 개선되어야 할 과제이다.

기록관리 전문직 양성제도 혁신 방안 연구 (A Study on Alternative Strategies for Archival Professional Training System)

  • 본 연구는 변화하는 기록관리 환경에 대응할 수 있는 역량을 갖춘 기록관리 전문직 양성제도 혁신 방안을 모색하는 데 목적을 둔다. 이를 위해 본 연구는 해외 기록관리 전문직 양성·자격제도를 통해 시사점을 찾고, 우리나라 기록관리 전문직 자격제도와 비교 분석했다. 또한, 국내 기록관리학 대학원의 일반 현황과 교원의 연구실적을 분석하여, 상당수 교원들이 기록관리학에 대한 학술적 관심이 낮으며 학교별 격차가 상당한 점을 확인했다. 이를 바탕으로, 교수연구자와 현장전문가를 대상으로 인터뷰를 진행하여, 기록관리 전문직 양성제도 개선에 대한 의견을 수렴했다. 결론에 갈음하며, 본 연구는 기록공동체 거버넌스 체계 구성과 자율규제력 확보라는 선행과제를 제시하고, 대학원 교육 가이드라인 제정, 계속-심화교육체계 수립, 교육원의 발전적 전환을 3대 과제로 하는 기록관리 전문직 양성제도 혁신방안을 제안한다.

Exploratory Analysis of AI-based Policy Decision-making Implementation

  • This study seeks to provide implications for domestic-related policies through exploratory analysis research to support AI-based policy decision-making. The following should be considered when establishing an AI-based decision-making model in Korea. First, we need to understand the impact that the use of AI will have on policy and the service sector. The positive and negative impacts of AI use need to be better understood, guided by a public value perspective, and take into account the existence of different levels of governance and interests across public policy and service sectors. Second, reliability is essential for implementing innovative AI systems. In most organizations today, comprehensive AI model frameworks to enable and operationalize trust, accountability, and transparency are often insufficient or absent, with limited access to effective guidance, key practices, or government regulations. Third, the AI system is accountable. The OECD AI Principles set out five value-based principles for responsible management of trustworthy AI: inclusive growth, sustainable development and wellbeing, human-centered values and fairness values and fairness, transparency and explainability, robustness, security and safety, and accountability. Based on this, we need to build an AI-based decision-making system in Korea, and efforts should be made to build a system that can support policies by reflecting this. The limiting factor of this study is that it is an exploratory study of existing research data, and we would like to suggest future research plans by collecting opinions from experts in related fields. The expected effect of this study is analytical research on artificial intelligence-based decision-making systems, which will contribute to policy establishment and research in related fields.

유도계획과 QM 도구들을 활용한 신제품 개발과정의 혁신 전략 (Innovation Strategy For New Product Development Process by Indicative Planning & QM Tools)

  • The new businesses started by the companies usually results in being unsuccessful. The main reasons for that are either aiming targeting wrong customers, unsatisfaction of customers' requesting quality standards, or taking wrong actions against the competitors in the market. Therefore, companies should aim the targets for the newly developing products based on the fulfilling values for the customers when they start the new businesses, and should take good cares for risk managements at the each step of the new business to prevent the failure in advance. In addition to that, the companies starting new businesses not only need to take the customers attributes (CA) into account, but they also should apply the new technologies as one system to initiate a new business to satisfy the basic wants of the customers. This article suggests the New Product Development Pursuing Model using the Indicative Planning methodology and the Quality Management tools. The New Product Development Pursuing Model would be completed by the following steps as below; 1. Drawing the CTQ (Critical To Quality) for setting up the new product development objectives by : i) using the VOC (Voice Of Customers) obtained by the QFD (Quality Function Deploypment) if the market is mature, ii) applying AHP (Analytic Hierarchy Process) to information in the QIS (Quality Information System) if the market is unmature to get enough need information of the customers. 2. Risk Management in NPD : The NPD pursuing model consisted of the IP (indicative planning) is suggested not by the process of top-down-way mandatory planning process, but by the tools used in the administrative science and economic fields, namely by governance. The companies could apply innovative methodology for new products development processes to fulfil the customers satisfaction in the fields, through the CA (Contingency Approach) of the NPD (New Product Development) process.
