Big Data Strategies for Government, Society and Policy-Making

  • The paper aims to facilitate a discussion around how big data technologies and data from citizens can be used to help public administration, society, and policy-making to improve community's lives. This paper discusses opportunities and challenges of big data strategies for government, society, and policy-making. It employs the presentation of numerous practical examples from different parts of the world, where public-service delivery has seen transformation and where initiatives have been taken forward that have revolutionized the way governments at different levels engage with the citizens, and how governments and civil society have adopted evidence-driven policy-making through innovative and efficient use of big data analytics. The examples include the governments of the United States, China, the United Kingdom, and India, and different levels of government agencies in the public services of fraud detection, financial market analysis, healthcare and public health, government oversight, education, crime fighting, environmental protection, energy exploration, agriculture, weather forecasting, and ecosystem management. The examples also include smart cities in Korea, China, Japan, India, Canada, Singapore, the United Kingdom, and the European Union. This paper makes some recommendations about how big data strategies transform the government and public services to become more citizen-centric, responsive, accountable and transparent.

Empirical Analysis of Participation and Word of Mouth Intention of Reward-based Crowdfunding: Focusing on Platform Trust (크라우드펀딩 참여와 구전의도에 대한 실증적 분석 : 플랫폼 신뢰를 중심으로)

  • Purpose Even if many startups firms have developed innovative items and a potential for success, they often have a limited financial resources, which makes them difficult to do business. To overcome this financial difficulty, startups have used one of fintech services, called crowdfunding that can be a good alternative to solving the difficulty of financing. The purpose of this study is to empirically validate the proposed research model that investigates the reasons of trusting crowdfunding platform, which positively leads to two outcomes - intention to participate and word-of-mouth for reward-based crowdfunding project. Design/methodology/approach We proposed several factors categorized as trust, information quality, and platform traits that have a positive impact on trust of crowdfunding platform, which positively leads to intention to participate and word-of-mouth of crowdfunding. The collected(n=285) from individuals who have participated in crowdfunding project was analyzed with SmartPLS 3.0 to test proposed hypotheses. Findings The results showed that all proposed variables (website reputation, crowdfunding familiarity, digital storytelling, information quality, and interaction) had a significant impact on crowfunding platform trust with exception of product differentiation. In addition, crowfunding platform trust was positively associated with participating intention and word-of-mouth. Based on findings, we discussed the research results and implication alone with a direction for future studies.

  • Recently, mobile marketing is becoming one of the major topics of interest to the marketing discipline. Emerging from rapid developments in mobile technology, it has created opportunities for new and innovative mobile services. Also, it is enabling to conduct always-on connections that consumers can interact anytime and anywhere. Especially, mobile devices place themselves to the core means of mobile-commerce which to execute a function as a distribution channel in mobile environments. Although the adoption researches about innovative services or technologies had executed in marketing areas over the past decades, most researches just expanded or modified existing theories and explanation models. There has been little study on the comprehensive and systematic review of adoption process. Therefore, it deserves to be considered prior usage experiences of the existing channels(CL) and attractiveness of the new channel(CLalt) based on social exchange theory. In order to address this void, this study unifies components of perceived attributes in the each dimensions (ie. benefit, cost, and risk dimensions) and explores prior usage experiences of the existing channels on adoption intention in electronic financial service channels through developing comprehensive model and employing empirical test for the hierarchy of effects model. Based on these empirical results, this study suggests managerial implications for new channel management in electronic financial service areas by focusing on the prior usage experiences of the existing objects on adoption intention and perceived attributes of ubiquitous-based mobile service channel.

  • Information security companies were established in earnest from the mid-late 1990s to early 2000s, far shorter than other national key industries. Nevertheless, the information security industry has made rapid progress. It is expected that the proportion of the information security industry will increase rapidly with the development of advanced technology along with the 4th industrial revolution. As COVID-19, which occurred at the end of 2019, spreads around the world in 2020, non-face-to-face services and digital transformation are accelerating, and cyber threats to users are also increasing. However, there are limitations in responding to new Cyber Security threats due to the shortage of information protection manpower, insufficient security capabilities of domestic companies, and the narrow domestic information protection market. This study examines the external environmental factors of information security companies such as government information protection system operation, government influence, government support, partnership between information security companies, and internal environmental factors such as top management support, financial status, human resources, organizational capability, This study was conducted using empirical data to analyze whether it affects innovation capability and whether organizational capability and innovation capability affect financial and non-financial performance. The results of this study can be used as basic data to suggest policies and implications for information security, and to strengthen the competitiveness of the information security industry.

  • The market of building construction has been competitive in Hong Kong, perhaps as anywhere else in the world. The barrier to entry is low because there are relatively low requirements on the three factors of production - technology, manpower and finance. The prevailing building technology is traditional and labour-intensive. There is also not much need of capital because clients' periodic payments have been the main source of project finance. Further, capitalizing on trade sub-contracting, contractors have been able to keep their direct labour-force small and to transfer much of their business risk to the sub-contractors. Based on interviews to solicit the perception of a sample of building contractors on the particular issues of construction finance, we present the findings in this paper and discuss the various implications. We believe that the current practice of construction financing is both the cause and effect of the competition within, and the competitiveness of, the building construction sector in Hong Kong. We conclude that the building construction sector is "locked or stuck" in this "equilibrium" of traditional technology, reliance on clients' finance and exploitation of sub-contracting. In this "equilibrium" state, there is hardly any motivation for contractors to engage themselves in product or process innovation. Consequently, any talk of industry reform or innovation could only remain just that. We believe that this problem is not unique in Hong Kong. The building construction sector in many other developed and developing economies is posed with similar if not the same problems and constraints. We conclude that there has to be some "external forces" to bring this "equilibrium" state to a higher level "equilibrium" one where higher value-added building construction services are supplied and demanded. This is a state where building contractors possessing innovative technology, better financial and manpower resources could thrive to build better buildings with innovative building methods and processes.

Lifestyle Segmentation: The Comparison of Islamic and Conventional Banking Customers in Indonesia

  • Understanding customer' lifestyles important for banks because it will guide in determining marketing policies, such as services, pricing, service delivery and promotion decisions. From the customer' lifestyle, banks will know what kind of customers' attitudes, interests and opinions, so they also will understand what the costumer' needs and what services needed by them. For Islamic banks, customers understanding are important because, nowadays, the competition of the banks is not only with other Islamic banks but also with the well-established conventional banks offering Islamic products or services The aims of this research paper are to describe what factors underline the customer's lifestyle of both Islamic and conventional bank, to segment the bank customers based on their lifestyles and investigate the profile of each segments, to compare the characteristics of the segments, and to identify marketing policies based on the characteristics. The population of the study is banking customers in Indonesia, in which the researchers have used judgment sampling as sample selection. There were 186 customers of Islamic banks and 244 customers of conventional bank as respondents in this study. Statistical methods employed were exploratory factor analysis and cluster analysis. The finding of the study shows that there are twelve factor underlining the customers' lifestyle, namely: factor of fashion conscious, internet usage, sports spectator, financial and technology optimism, price sensitivity, independent, compulsive housekeeper, new brand tryer community activities, opinion leader, credit usage, and homebody. In addition, for Islamic banking, there are two market segments, namely fashionable-independent and innovative-social segment. Based on the lifestyle characteristics, the first segment has higher level in factor of fashion conscious, homebody, independent, optimism and price conscious, which is therefore called fashionable-independent segment. On the other hand, the second cluster has higher level in factor of new brand tryer, community minded, sport spectator, credit user, internet usage, opinion leader, and compulsive housekeeper, which is therefore called the innovative-social segment. Furthermore, for conventional banking, there are also two segments, namely persuasive-optimistic and sensitive-independent segment. The first segment has higher level on some factors, namely: opinion leader, optimism, internet usage rate, credit usage level, sport spectator, and new brand tryer. On the other hand, the second cluster is characterized by higher level in factor of price conscious, confidence, community minded, homebody, fashion conscious, and compulsive housekeeper. Managerial implications for the management of Islamic banks could be identified in this study as follows. Firstly, the twelve lifestyle factors of this study could be an alternative view in observe Islamic banking customers. The domination of both the fashionable conscious and the internet usage factor show that the aspects are quite instrumental in perceiving the customer' lifestyles, in which reflects the importance of these two aspects to customers. Secondly, in serving their customers, Islamic banks need to understand the customer lifestyle, in which the lifestyle segments found in this study provide a guide of how their needs were reflected. Finally, by understanding the segments and the characteristics each segment of the conventional banks, Islamic banks could adjust their marketing strategies differently from the conventional banks.

  • The aim of this study sets out to discover a desirable form of public centers among the alternative ones and make a health center model. Especially, this study attempts; (i) to investigate factors that affect the performance of health centers; (ii) carry out cost-effectiveness analysis (CEA) for the various type of health centers; (iii) identify innovative strategies to increase the use of health center. Cost-effectiveness analysis is used to compare the performance of all the centers. The following is taken to create the index. Wi = Ti x Mi x Eij (Wi: weight for service item I, Ti : time spent for service I, Mi ; number of health personnel involved in service I, Eij : years of schooling for personnel j in providing service I). As a result of these analyses, policy options as follows are recommended; (i) proper manpower, especially public health physician (oriental medical doctor), should be enough to provide health care adequately; (ii) facilities ad equipments in the health center should be provided sufficiently. (iii) the utilization of health centers should be raised by active operation of mobil service, community participation and health education program. Ultimately health centers in public sector are to be fostered for the promotion of health care by enhancing the financial and quality, continuity and efficiency of health services.

Analysis and Design of Smart Transportation System with 4th Industrial Revolution in Nigeria

  • This paper analyzes the existing transportation systems of Nigeria and Korea and proposes a new railway and roadway design for Nigerian cities. The research findings and feasibility study revealed that the state of Nigeria's transportation system was critical as was its market segment, infrastructural deficit and financial requirement needed to implement a smart transportation system. The dilapidation of the existing infrastructure coupled with poor maintenance culture and limited public transport services has hindered the economic growth of Nigeria and its cities. A case study of Korea and Japan shows some possible solutions to Nigeria transportation challenges. Analytical and descriptive methods were used to critically assess the infrastructural challenges, movement, and convenience. The study proposed the design of a new intercity railroad and roadway across Abuja, Enugu, Lagos and Port Harcourt cities. The proposed designs have been established to be an innovative solution with advanced benefits over the current system. The implementation of the proposed designs is estimated to cost about US$(77,832,027,719) across the study areas. Thus, the discussion, conclusion, and recommendations given present a proposal to the Nigerian government on the possibility of solving the Nigerian intercity railroad and roadway transportation challenges across Abuja, Enugu, Lagos and Port Harcourt cities through smart designs.

  • As the innovative technologies related to ubiquitous computing are being rapidly developed in recent IT trend, the concern for IT dysfunction(e.g., personal information abuse, information risk, threat, vulnerability, etc.) are also increasing. In our study, we suggested how to design and implement to multiple schemes for strong authentication mechanism in real system environments. We introduce the systematic and secure authentication technologies that resolve the threats incurring from the abuse and illegal duplication of financial transaction card in the public and financial institutions. The multiple schemes for strong authentication mechanism applied to java technology, so various application programs can be embedded, Independent of different platforms, to the smartcard by applying the consolidated authentication technologies based on encryption and biometrics(e.g., finger print identification). We also introduce the appropriate guidelines which can be easily implemented by the system developer and utilized from the software engineering standpoint of view. Further, we proposed ways to utilize java card based biometrics by developing and applying the 'smartcard class library' in order for the developer and engineers involved in real system environment(Secure entrance system) to easily understand the program. Lastly, we briefly introduced the potential for its future business application.

  • The number of people who perform their banking business on Internet has been increasing drastically during the recent period and the trend still continues. Banks and other types of financial institutions are now competing intensely with each other in attracting customers to this new innovative banking service. The marketers in charge of formulating and implementing the strategies for this new banking business need to understand the behavioral factors as well as the technical factors in order to succeed in attracting more customers to this new service. products. A deep understanding as to why and how the customers are adopting the new service developed on information technology is a prerequisite for a successful marketing effort. The purpose of this dissertation is to find out what factors are playing important roles in the customers'decision related to the adoption of the Internet banking services. The focus of the research is threefold. First. by testing the hypotheses proposed by the Technology Adoption Model, a well-known theory in the IT-related behavioral science, an analysis was made as to which factors are more important in affecting the attitudes and adoption of the Internet banking on the part of customers. Secondly, an analysis was made as to whether the three criteria of the Technographics- -the attitude toward new technology, level of income, and the motivational factor- -are useful as the criteria for segmenting the Korean users of the online banking. Thirdly, an analysis was made as to whether each customer group segmented by the criteria of the Technographics reveal a differential decision process and thus requires a differential approach strategywise.
