Comparatie Study on the Characteristics and Development Stage of Micro Manufacturers Clusters: Focused on Apparel Sewing Clusters in Changsin and Jangwi, Seoul, Korea (소공인클러스터의 특성과 발달단계에 대한 비교연구: 서울시 창신 및 장위 의류봉제 클러스터를 중심으로)

  • The support policy of Micro manufacturers clusters should reflect the regional characteristics of Micro manufacturers clusters, but only similar policies are proposed based on the normal collection of information from related companies. Since the regional characteristics of Micro manufacturers clusters are not understood, they are not reflected in the support policy. Therefore, this study analyzed the characteristics of Micro manufacturers clusters as the formation factors of localization, networking/embeddedness, and innovation synergy/collective learning which are the characteristics of clusters, and applied the development stage based on the analyzed formation factors. Since regional characteristics may be different in the same industry, Micro manufacturers clusters in Changsin and Jangwi, which are representative clusters of apparel sewing industry in Seoul, were compared and studied in terms of regional characteristics and developmental stages. As a result of analyzing the characteristics of Apparel Sewing Micro manufacturers clusters, clusters of peers were found to be higher in Changsin than in Jangwi in localization. However, in the synergy and group learning, the Changsin area was mainly centered on designers and the Jangwi area was centered on Micro manufacturers, the Changsin area was active while the Jangwi area was passive in participating in fairs and seminars, and in sample and production. As a result of examining the two formation factors, the development stage of Micro manufacturers clusters in the two regions is progressing beyond the industrial district in the case of Micro manufacturers clusters in Changsin apparel sewing, and the Micro manufacturers clusters in the Jangwi apparel sewing are analyzed to stay in the industrial district. Innovative and long-established garment sewing clusters suggest that the government's support policy needs to reflect the characteristics and development stages of the two regions for sustainable growth.

스웨덴의 지역혁신체제 및 클러스터 육성정책

  • Sweden's regional innovation system is built mainly on innovative clusters, several of them - in automobile, steel, new materials, information and telecommunication, and bioscience - world-class. Most successful clusters were developed at local bases imbued with local history. In fact, a cluster's competitiveness is intimately related to its closeness of fit with its local environment. Geographically dispersed clusters in Sweden - some national, others local, and some local but deemed members of a national cluster as well - have already created many new competitive products and services. In 2001, Sweden has eight national and nine regional clusters, and envisioned eleven national and five regional clusters more. The experience of Swedish clusters indicate several elements that determine the ability of cluster policies to promote and strengthen regional economic growth. Cluster policies require strong public sector support, particularly in the form of providing basic national conditions. Regional cluster policies place new demands on national and regional industrial policies. All policies must be closely interwoven without compromising their primary allegiance to their respective areas.

  • This study proposes an innovative measure for evaluating the performance of text clustering. In using K-means algorithm and Kohonen Networks for text clustering, the number clusters is fixed initially by configuring it as their parameter, while in using single pass algorithm for text clustering, the number of clusters is not predictable. Using labeled documents, the result of text clustering using K-means algorithm or Kohonen Network is able to be evaluated by setting the number of clusters as the number of the given target categories, mapping each cluster to a target category, and using the evaluation measures of text. But in using single pass algorithm, if the number of clusters is different from the number of target categories, such measures are useless for evaluating the result of text clustering. This study proposes an evaluation measure of text clustering based on intra-cluster similarity and inter-cluster similarity, what is called CI (Clustering Index) in this article.

  • Literature on cluster theory and cluster policy has been focused on the differences between mature industrial areas and innovative regions. Mature industrial areas are described as possessing little competence for innovation and lacking entrepreneurship to be transferred an innovative region, say, an innovative cluster. Old industrial regions are, however, rich in social capital, local networking, and regional institutionalization. This paper compares Buchon's mature industries with Daejon's bio-sector new start-ups in terms of innovative potential, socio-economic and cultural-economic mechanisms. Policy implications such as networking and business support systems on the differential types of industrial regions are offered.

A Case Study of the Daedeok Innopolis Innovation Cluster and Its Implications for Nigeria

  • Innovation clusters are essential in the economic development of many developed countries across the world. While they present ways for under-developed and developing countries to grow their economies, fully operational innovation clusters are yet to be established in Nigeria. Many experts argue that learning from experience is an effective way of galvanizing economic development. Therefore, in this study, an empirical analysis involving a multi-variable quantitative analysis was used to examine the factors that influence the performance of the Daedeok Innopolis Innovation Cluster (South Korea). The results obtained show that the investment in education, Research and Development (R&D), labor capacity of key players within the innovation cluster, and the transfer of technology (within the cluster) were essential factors that influence the performance of the Daedeok Innopolis Innovation Cluster.

  • A aim of this study is to show that trust formed among actors in clusters effects on the innovation for firms. This paper finds that trust is not enough formed. firms feel trust in relationship between firms and universities and between firms and research institutes. However, trust not to be formed in relationship between firm and public agencies and between firms and other firms. By mean of the finding, the various network types which can facilitate trust must be made by policy support.

  • The industrial cluster policy of 21st century rise to the focus method of regional economic promotion, therefore, the importance of study in cluster identification and mapping as policy task will bring into relief. This paper will confirms the estimate index and policy of industrial clusters with regional industry. The result in this case study, Cluster development should embrace the pursuit of competitive advantage and specialization rather than simply imitate successful clusters in other locations. This requires building on local sources of uniqueness. Government should reinforce and building on existing and emerging clusters rather than attempt to create entirely new ones. This sort of role for government is very different from industrial policy. The aim of cluster policy is to reinforce the development of all clusters. Not all clusters will succeed, but market forces should determine the outcomes. In other words, government should build on market- oriented system and innovative infra. The result of this study is meaning to the development of objectivity estimate index and derivation of cluster-focused policy with a case study of industrial clusters.

The Role of a Central Network Agent as an Encompassed Supporting System in the Innovative Cluster: The Case of Kanagawa Science Park in Japan (혁신 클러스터에서 일괄지원 시스템으로써의 중심연계기관의 역할: 일본 카나가와 사이언스 파크 사례연구)

  • The main purpose of this article is to suggest policy implications for building innovative cluster in Korea by investigating the operating system and role of the Kanagawa Science Park (KSP) located in Kanagawa prefecture, Japan as a central network agent. The KSP established mainly by private and government partnership has played a critical role for building innovative clusters as a way in which increase national competitiveness. But they also provide variety of real service from R&D to commercialization for local firms by facilitating and coordinating networks among regional economic actors such as firms, universities and public research institutes. The regional policy as a way in which increase national competitiveness in Korea is also the establishment of innovative clusters based on regional and industrial characteristics. However, the main problem with building the innovative cluster is the reduction of policy effectiveness due to duplicated supporting and coordinating institutes and institutions established by the each central administration and local governments, aimed at facilitating networks among regional economic actors. In this context, the article suggests that there is a need to build a regional central network agent by designing an organic operating system for the effective management of each network agent in accordance with the process from R&D to commercialization, i.e. an encompassed supporting system, on the basis of benchmarking the KSP operating system in Japan.

  • This study aims to analyze the influence of religiosity, spiritual leadership, and work-life balance and its impact on innovative behavior through the mediating effect of employee engagement on the state-owned sharia bank of Central Java Province. The total sample of this study is 226 respondents taken from state-owned sharia bank in 6 Regencies/Cities in the former Karisedenan of Central Java. Samples are taken using a cross-sectional approach. The sampling technique is using the division of regions based on clusters (cities) and is carried out using a purposive sampling method. The results indicate that the indirect influence of all independent variables on innovative behavior through the mediating effect of employee engagement is found to be significant. This study views employee engagement from the perspective of religiosity-based social exchange theory so that religious values in the interaction relationship can be fairly applied and respected by the employees of the state-owned sharia bank. Managers can socialize the importance of spirit behavior to employees so that it can be their everyday attitude and becomes their guide for work. Leaders can become role models in straightening intentions while working as well as conditioning the conscience to always think positively at work by strengthening work engagement in sharia banking institutions.
