  • Science & Technology (S&T) is the most important thing to attain competitiveness in the 21st century. Our traditional S&T policies have been focused on hardware infra structure. But, we should consider soft infra of S&T to enhance welfare development of S&T personnel. S&T should be had a correct understanding method of the creation for S&T culture. It implies that S&T policy in the 21st century should consider non-material factors which include social, human, environment and culture. Under this background. This paper defines the concept of welfare of S&T personnel. Also this paper deals with the change of S&T policy of Korea and analyzes the characteristic of each phase. This paper argues that all actors (for example S&T personnel, corporate using S&T, public) should participate in the process of S&T innovation since the 21st century is the generation of popularization of S&T. The purpose of this paper is to suggest a few methods of welfare improvement of S&T personnel to reinforce soft infra structure of S&T.

  • The collaboration among academia, industry, and public research sector gains importance in these days. This is essential for implement competent regional and national innovation systems. There have been many governmental programs for activating collaboration among innovation actors. Most policy programs for collaboration have aimed at increasing S&T and innovation potential and constructing S&T infrastructure. However, Korea has not produced a sufficient level of collaboration, especially on regional level. Most policy programs could not reach regions and many regions have no enough innovation actors. In order to activate R&D collaboration, therefore, we suggest that Korean S&T community should build and implement "collaborative research centers" all over the regions. This concept is very new approach, especially because it focuses on collaboration among regional innovation actors. In this paper, we discuss a concept, type, and execution strategy of collaboration research centers. We expect that these centers will play an important role in implementing successful regional innovation systems, as they will link regional innovation actors very closely.

As the result, first, all three variables (perceived ease of use, perceived ease, joyfulness) from technology innovation did affect on attitudes toward fashion T-Commerce. Second, individual innovation did affect positively on attitudes toward fashion T-Commerce. Third, interest in celebrity style affected positively on attitudes toward fashion T-Commerce. • The Office of Science and Technology Innovation (OSTI) was created by a different method of organizational change from that of precedent administrative reforms. According to results of the new method, the OSTI case can be widely applied to other ministries as an alternative model for governmental reform. The theory part introduced two approaches of organizational reform, namely structural approach which focuses on the level of hierarchial authority and process approach which emphasizes the flow of information/expertise in organizational operation. It also discussed various ways of understanding for S&T policy coordination. After this, the paper reviewed details of the OSTI reform with special reference to implications for the mode of S&T policy coordination. It concludes that the OSTI may offer an opportunity to strengthen the coordination mechanism of the process approach.

  • This paper explores, explains and describes a framework for analyzing collaborative governance, decent work and innovation as fundamental elements of sustainable workplaces through case study of Philippine science and technology (S & T) parks. Rules, or the legal infrastructure, are particularly significant considerations that facilitate or hinder collaboration. Industrial relations/human resource (IR/HR) practices are essential to collaboration and decent work. Employee consultation and labor-management council or committee are examples of IR/HR practices that might contribute to collaboration and decent work in firms and workplaces in S & T parks as they are team approaches to production, too. Collaboration and decent work enhance the capacity to innovate. In the long run, collaborative governance, decent work and innovation tend to converge in the concept of sustainable development. The interdependencies and interactions among collaborative governance, decent work and capacity to innovate in firms operating in S & T parks make possible new solutions to new problems (i.e., innovation) and, thus, sustainable workplaces.

In this paper, firstly, we define what is S&T related law and the relationship between S&T related law system. Secondly, we investigate the problems of S&T related law with respect to several aspects such as historical, executing, international environment, and systematic aspects. Finally, we suggest the directions of S&T law reform. We conclude that S&T laws need to be merged and abolished in some areas such as various council system and S&T incentive system especially related to UR restriction.

  • S&T policy long treated as a sector policy is now solidifying its position as an infrastructure innovation policy that forms the foundation for many different policies. There is a growing need for enhancing the linkage and integration between policies by strengthening planning and coordination functions of the government organizations in charge of innovation policy. The major countries including Japan, U.S., Finland elevated planning and coordination roles and emphasized the interaction between S&T-society and innovation governance in response to emergence of the third-generation innovation policy. This study deal with several issues related STI governance from the post-catchup innovation and holistic innovation policy and examine arguments on governance design. And then new schemes and alternatives of 1)governance design for sustainability, 2)design of policy coordination and integration mechanism, 3)reorganization of S&T administration system will be discussed.
