정부출연연구원의 창조적 인력양성전략: 전주기적 인력관리 관점에서

  • 현대경제가 점차 지식기반경제로 변화하고 있고, 이러한 지식을 창출하고 활용하여서 경제적 가치로 전환되는 선순환적 체계를 갖추기 위해서는 인재육성이 가장 핵심적인 필수조건일 것이다. 현재 국가의 미래발전의 가장 핵심적인 부분이 과학기술발전전략임을 고려할 때 과학기술인력에 대한 인적자원개발 정책은 필수적인 요소이다. 그렇다면 과학기술발전에 주도적인 역할을 하고 있는 출연(연)에서 효율적인 방향정립이 필요한 이 시점에서 연구원의 인력을 양성하는 일은 국가혁신체제 전반에 걸쳐 경쟁력 강화라는 측면에서 볼 때 매우 중요하다고 볼 수 있다. 본 연구는 기존문헌들을 바탕으로 인력양성에 대한 연구의 틀을 제시하고자 한다. 창조적 인력양성전략은 조직 내에서 유치, 육성, 활용, 퇴직, 안락한 노후로 이어지며, 이를 바탕으로 한 새로운 인력의 유치 등으로 이어지는 것으로 "창조적 인적자원의 전주기적 경영(Life Cycle Management of Creativity Human Capital)" 을 본 연구의 핵심으로 전체연구를 전개하도록 한다. 또한 이와 같은 전주기적 경영에 있어서 각 단계별로 다양한 정책적 이슈들이 대두될 수 있다.

An Exploratory Study of Technology Planning and Hype Cycle Using Content Analysis (뉴스 내용분석을 활용한 하이프 사이클 적용의 탐색적 연구: 클라우드 컴퓨팅 기술을 중심으로)

  • 본 연구는 과학 커뮤니케이션 분야에서 널리 쓰이고 있는 뉴스 내용분석 방법론이 하이프 사이클 모델에 부합하는 지를 탐색적으로 살펴보고자 한다. 즉 과학기술 뉴스 내용분석이 하이프 사이클 모델에서 설명하는 사회적 가시성의 실체적 파악을 위한 기술기획의 유용한 보완적 방법론으로 쓰일 수 있음을 밝히는데 본 연구의 의의가 있다. 이를 위해 대표적인 유망기술로 클라우드 컴퓨팅을 대상으로 뉴스 내용분석을 수행하였다. 분석의 초점은 클라우드 컴퓨팅 기술 관련 뉴스의 빈도, 보도태도(긍정, 중립, 부정), 5가지 뉴스 프레임 관점에서 분석이 이루어졌고, 뉴스 보도경향이 하이프 사이클 흐름을 따라가는 지를 살펴보았다. 종합지 경제지와 IT전문지를 대상으로 한 뉴스 내용분석 결과는 뉴스 빈도, 보도 태도, 뉴스 프레임 모두 하이프 사이클의 흐름을 따르고 있었으며, 특히 2014년 이후의 흐름은 하이프 사이클 상에서 기대붕괴 지점을 지나 현실인식의 지점으로 진화되는 시점임을 추론할 수 있었다. 본 연구결과는 최근 확산되고 있는 텍스트 마이닝, 감성어 자동식별 분석 기술 등과 접목하여 사회적 맥락 파악을 위한 기술기획 분석의 보완적 방법론으로 기여할 수 있을 것으로 판단된다.

The mTOR Signalling Pathway in Cancer and the Potential mTOR Inhibitory Activities of Natural Phytochemicals

  • The mammalian target of rapamycin (mTOR) kinase plays an important role in regulating cell growth and cell cycle progression in response to cellular signals. It is a key regulator of cell proliferation and many upstream activators and downstream effectors of mTOR are known to be deregulated in various types of cancers. Since the mTOR signalling pathway is commonly activated in human cancers, many researchers are actively developing inhibitors that target key components in the pathway and some of these drugs are already on the market. Numerous preclinical investigations have also suggested that some herbs and natural phytochemicals, such as curcumin, resveratrol, timosaponin III, gallic acid, diosgenin, pomegranate, epigallocatechin gallate (EGCC), genistein and 3,3'-diindolylmethane inhibit the mTOR pathway either directly or indirectly. Some of these natural compounds are also in the clinical trial stage. In this review, the potential anti-cancer and chemopreventive activities and the current status of clinical trials of these phytochemicals are discussed.

  • 하루가 다르게 변화되는 세계화의 물결 속에서 기술은 기업과 국가가 경쟁 우위를 확보하는 핵심적인 요인이라고 할 수 있다. 특히 기술의 Life cycle이 점점 짧아지는 요즘 시대에 기술적인 경쟁 우위를 확보하는 것이 생존의 필수적인 요인이다. 이러한 시대에 기업에서 요구되는 인력은 기술 혹은 과학적 지식을 보유하고 있는 것 뿐 만 아니라 경영학적 마인드와 함께 다양한 인문, 사회지식을 갖춘 융 복합형 인재를 선호하고 있다. 이러한 시대의 흐름에 맞춰 국내외 적으로 기술경영(Management of Technology)이 부각되고 있는데, 기술경영은 기술에 경영학적 방법론을 접목시키는 학제적인 분야로 오늘날 요구되는 실질적인 학문이라고 할 수 있다. 우리나라에서도 MOT 프로그램의 중요성을 인식하여 2006년부터 국가 차원에서 MOT프로그램을 지원하는 구체적인 방안을 도입했다. 그러나 늘어나는 기술경영분야 인재의 수요에도 불구하고 공급은 여전히 부족한 실정이다. 따라서 국내의 기술경영 인력 양성에 관한 교육 프로그램들을 우리보다 먼저 기술경영 교육을 실시하고 있는 해외 우수 프로그램과 비교 분석함으로써 앞으로 우리나라의 기술경영 교육 프로그램이 나아가야 할 발전적 방향을 제시하는 것은 의미가 있다고 할 수 있다. 비교 분석 결과, 기술경영 교육의 소속, 교수진의 확충, 관련 학부의 신설, 다양한 외부 활동 등이 프로그램 발전을 위해 필요한 것으로 확인되었다.

  • SCM as the important marketing strategy enhance the firm's efficiency and compatibility in global market environment such as global outsourcing. Firms adopted SCM realized the need to evaluate precisely the performance of SCM. In spite of importance of SCM, there was not much intention and research to measure SCM performance in textile fashion industry. Therefore, the purpose of this case study was to measure performance of supply chain management in textile fashion business using BSC(Balanced Score Card) to measure not only financial perspective but also non-financial perspectives such as customer perspective, internal business perspectives, financial perspective, and innovation & learning perspective. The questionnaire developed by the reviews of the literature was adopted for this study. The results of this study showed that SCM performance was enhanced from the point of customer perspective(cost, quality, time, service), financial perspective(cash cycle time, inventory turn over, inventory obsolescence, return on asset, return on investment, capacity utilization), and innovation & learning perspective(cost for human resource management, service for human resources). But there was same performance level regarding internal business perspective(lead time, cost for manufacturing process, product quality control, productive flexibility for time, quantity, and variety). Therefore, we should keep close relationship and two way communication among supply chain members to promote better SCM performance.

Why Do Startups Fail? A Case Study Based Empirical Analysis in Bangalore

  • In an entrepreneurial ecosystem, the failure rate of startups is extremely high at 90%, and every startup that fails becomes an orphan. This phenomenon leads to higher costs of failure for the entrepreneurs in the ecosystem. Failed startups have many lessons to offer to the ecosystem and offer guidance to the potential entrepreneur, and this area is not fully explored compared to the literature on successful startups. We use a case based method distinguishing a failed startup and a successful startup, studying the entrepreneurial characteristics and firm level factors which cause the failures, in the technology startup ecosystem of Bangalore. We study one of the modes of exit adopted by failed startup entrepreneurs and draw key lessons on causes that culminate in failures. We have identified that factors such as the time to minimum viable product cycle, time for revenue realization, founders' complementary skillsets, age of founders with their domain expertise, personality type of founders, attitude towards financial independence and willingness to avail mentorship at critical stages, will decisively differentiate failed startups from the successful ones. Accordingly, implications have been derived for potential entrepreneurs for reducing the cost of failures in the entrepreneurial ecosystem.

  • The importance of science and technology as the root of exceptional regional economic development has been extolled since the time of Schumpeter. Today emerging technologies are signaling the start of a new economic cycle where regions that are effective in technology translation will gain advantage. The will of policymakers to translate technology into regional job and wealth creation seems to be at an all-time high. Yet an improved process for translating technical development into regional prosperity has proved elusive. If there are no processes other than applying techniques that have worked in the past for other regions to a new region then there is cause for concern. Here the authors seek to add to this field of knowledge by applying elements of the varied cluster theories to provide a basis for policy for regional economic development by turning science and technology into commercial innovation. We provide a review of current cluster theories and discuss the positive and negative issues associated with each. We propose a model that allows interested professionals to utilize aspects of each cluster perspective geared to the realities of their specific area.

Reform of National R&D Structure under Economic Crisis : The Irony of Korea

  • In this article, we first present an inductive taxonomy of national R&D structures in terms of relative R&D flows among prime actors. The R&D structure of Korea, along with the Japanese one, turns out to be an ill-balanced one characterized by the dominant role of private sector, vis-a-vis the minimal share of public R&D. In nature, private R&D is sensitive to business cycle and the vulnerability of the Korean structure has been invisible under prosperity but now is disclosed under depression. This problem is nothing new and indeed has long been recognized by the Korean government but the prescription seemed almost impossible. Ironically, the current economic crisis of Korea renders an unexpected opportunity for structural reform. As private firms are cutting down R&D investment, the relative share of public sector becomes significant. A simulation predicts that balanced systems will be achieved in some years if public R&D budget is kept up. Although the contraction of private R&D is by no means desirable, it is the right time for the Korean government to expand public R&D. Public R&D should be considered not only a remedy for market-failure but also a shock-absorber against cyclic instability. This is why the balance between public R&D and private R&D is emphasized.

Media coverage of the conflicts over the 4th Industrial Revolution in the Republic of Korea from 2016 to 2020: a text-mining approach

  • The media has depicted an abrupt socio-technological change in the Republic of Korea with the 4th Industrial Revolution. Because technologies cannot realize their potential without social acceptance, studying conflicts incurred by such a change is imperative. However, little literature has focused on conflicts caused by technologies. Therefore, the current study investigated media coverage regarding conflicts related to the 4th Industrial Revolution from 2016 to 2020 in the Republic of Korea, applying text-mining techniques. We found that the overall amount and coverage pattern conforms to the issue attention cycle. Also, the three major topics ("SMEs & Startups," "Mobility Conflict," and "Human & Technology") indicate quarrels between conflicting social entities. Moreover, the temporal change in media coverage implies the political use of the term rather than technological. However, we also found the media's deliberative discussion on the socio-technological impact. This study is significant because we expanded the discussion on media coverage of technologies to the realm of social conflicts. Furthermore, we explored the news articles of the recent five years with a text-mining approach that enhanced the objectivity of the research.

Opportunities and Challenges for the Development of Chinese Intelligent Manufacturing Science and Technology Enterprises with "Anti-Globalization"

  • Following the global financial crisis, the global value chain contracted, and characteristics of "reverse globalization" of the economy and trade gradually emerged. This is due to the term "reverse globalization" referring to a shift away from globalization. Within a short period of time, the phenomenon known as "reverse globalization" developed as an inescapable obstacle, coinciding with the development and dissemination of the COVID-19 virus. At some time in the distant future, the "reverse globalization" of economic trade and the "globalization" of the digital economy will co-dominate the shifting trend of the global economic landscape. This will happen gradually over time. The goal of this research is to look at the minor changes that happened in the methods and techniques used by the economic mechanism known as "globalization against the flow." It employs Chinese smart manufacturing companies as a model and proposes a digital drive model to investigate the prospects and constraints of smart manufacturing technology enterprise innovation development under "reverse globalization," with the goal of establishing a digital innovation development path. The theoretical insights given in this study have the potential to serve as a reference for China as it attempts to build a new growth pattern based on a double-cycle and promote a new type of globalization.
