국토개발측면에서 구상해본 한국의 "내륙운하"건설 (The Land Canal Construction of Korea in the Vision of the National Land Development)

  • The important role of canal is moving goods and the canals from all over the world has contributed much to method of transporting goods. But, the canal system accounts rfor 25% of the total moving goods. One of its main goals is to reduce overland transportation costs were 30% more expensive than moving goods over water. We plan to build a Korea inland canal system and need to from a scheme of building a multi canal. We should consider positive aspect of this plan, on the other hand a study of the conal's environmental impact is required prior to beginning any construction. Finally, offer our opinion on the vision of Korea inland canal that aspect5 of national land development.

  • This study focuses on the efforts of rail freight industry in Europe to adapt to the change of freight market. Nearly $80\%$ of freight is transported in short and medium distance market and due to e-commerce the freight becomes small and requires more frequencies than before. Rail freight industry tries to change their operation practices and to create measures to catch the market share. Trials in the two market segments, sea port to/from inland rail terminal and airport to/from inland rail terminal, are reviewed in this study.

  • 국제적으로 컨테이너를 이용한 운송이 증가함으로서 국내에서도 컨테이너화물이 자연스럽게 증가하고있다. 국내의 화물 운송로에는 공로운송, 철도운송, 항공운송로 등의 다양한 운송로가 있다. 하지만 가장 큰 비율을 차지하고 있는 운송은 공로운송이며 가장 비효율적으로 운송되어지는 수단이기도 하다. 이러한 공로운송의 비효율적인 운영에 영향을 미치는 사항들을 살펴본다. 이러한 문제점을 개선하기 위한 방법을 나열하는 것과 동시에 복화운송에 집중하여 설명하고자 한다. 그리고 컨테이너 복화운송을 실행하기 위해 필요한 운송절차 및 검사소 업무에 집중하여 살펴본다. 컨테이너 복화운송의 효율적인 실행을 위한 관리방안을 제시한다. 마지막으로 복화운송 실행의 효과를 실제 자료 분석을 통해 정량적으로 알아본다.

컨테이너 연안해송 활성화에 관한 연구 -부산항을 중심으로- (On Promoting the Coastal Transport of Container)

  • There has been fast progress in economy in Korea derived by a consecutive five-year plan program for economic development started in the early 1960's. In the field of transportation, rapid changes in the technological environment of transportation and communication have brought a revolution of the transport system, of which inter-modal transportation through containerisation is typical. Because of the rapidly growing traffic volumes of cargo, especially container traffic, and lack of investment into transport infrastructure in the past, both road and railway are beyond their capacity. As a result, the public-road network has suffered a serious congestion problem. For instance, in relation to the corridor between Seoul and Pusan, today, it takes about 14 hours for the journey of container trailer through Kyongbu Expressway, for which it used to take only 7 hours in 1986. For the railway, though the congestion problem is not very serious compared with the road sector, a shortage of capacity on certain main lines has emerged as a problem as railway traffic has increased. Furthermore, the further expansion of the system in near future is difficult due to burden of higher construction the cost. Unlike these two modes, coastal shipping, which has been paid relatively less attention for commodity transport in Korea, shows no constraint in this respect. In addition, it is the most cost efficient mode of transport. This work therefore aims to make a proposal for the alternative inland transportation mode, which is to promote the coastal transport of container. Three obstructing factors for the promotion of the coastal transport are investigated and some solutions for those are suggested as follows : First, it appears to be essential to provide exclusive ports for the coastal shipping, that comply with simplification, specialization and rationalization. The optimum size of berths on the exclusive ports in Pusan port is estimated as 16-20. We found that it needs periodical study and publicity on the advantages from the adoption of the coastal mode. Inducing competition in the coastal shipping market is also necessary. For the supply of the fleet in the coastal shipping, chartering of the surplus ships in the oversea shipping is found to be more desirable than new shipbuilding. Second, to solve the fragmentation of the companies which wish to participate in the coastal transport, government has to implement the subsidy policy. The encouragement of participation of the shipping lines engaging in Korea-Japan run and Korea-East South Asia run, into coastal shipping also needs to be considered cautiously. Third, simplification of the document for entry in ports is needed for rational coastal shipping management. We can use B/L (Bill of Lading) for coastal shipping as a prerequisite to get the indemnity by P & I Club. The reduction of the government controls on entering and leaving the ports also needs.

컨테이너 항만의 철도 운송 터미널 설계변수 결정 (Determining Values of Design Parameters for a Rail Transportation Terminal in a Container Port)

  • Rail transportation terminals play an important role in inland transportation systems, because the operation productivity in the terminals significantly influences the efficiency of the whole transportation systems. This paper addresses a design method of a real rail terminal that satisfies a pre-specified throughput capacity. In order to construct high performance rail terminal, it is shown how design parameters can be estimated systematically. Examples of the design parameters are the number of transshipment tracks, the number of rail cranes, and the number of internal trucks. These design parameters are estimated by using simple equations and the validity of the values of these parameters are tested by using simulation. Furthermore, some iterative correction procedure, which uses the simulation technique and the equations alternately, are proposed.

항만 연계활동에 기초한 이산화탄소 배출량 추정 (A Study on $CO_2$ Emission Estimation linked Port Action)

  • 항만 산업의 발달로 인해 국내 내륙운송산업이 연간 680백만톤 수송할 정도의 규모로 발전하였다. 하지만 우리나라 내륙운송은 80%가 공로운송에 편중되어 있어 여러 가지 사회적 문제를 야기하고 특히 온실가스배출문제가 심각하게 대두되고 있다. 전 세계적으로 기후변화에 관심을 가지면서 기후변화협약, 교토의정서, 탄소배출권제등 다양한 협약과 규제들이 생겨나고 있어 내륙운송 산업에서도 CO2 배출량에 대한 관심이 높아지고 있다. 본 논문에서는 우리나라 6대 항만을 기준으로 현재 항만 내에서 발생되는 CO2와 더불어 각 항만을 기준으로 내륙운송의 CO2 배출량을 산정하고 향후 항만의 처리 물동량이 증가함에 따른 국내 내륙운송의 CO2 배출량을 예측하고자한다.

  • 국내 화물운송의 80% 이상을 분담하고 있는 공로중심의 내륙운송체계는 환경문제를 비롯한 다양한 사회적 비용을 야기시키고 있어 다른 운송수단으로의 화물전환이 요구되고 있다. 특히 변화하는 국제 물류환경을 고려해볼 때, 철도는 지속가능한 대안적 운송수단임에 분명하며, 도로화물을 철도로 전환시키고 새로운 수요를 창출하여 내륙철도의 경쟁력을 확보하는 일은 미래를 예측하고 대비하기 위한 필수적 선행과제가 되었다. 따라서 본 연구는 내륙철도 이용 확대를 위하여 컨테이너화주를 대상으로 컨테이너 화물을 철도로 유인하기 위한 핵심 요인을 밝히고자 설문조사를 실시하고 SmartPLS구조방정식모델링 분석기법을 통하여 결과를 도출하였다.

  • 교통, 정보통신 등 기술의 발전은 물자의 흐름을 가속시켜왔으며, 지역적 범위의 물류가 국가적 범위의 물류로 확장됨에 따라 국가 물류정책에 대한 중요성은 증가하고 있다. 국내 물류시장의 급격한 성장으로 인한 물류시설의 공급부족, 물류시설의 비효율적 운영, 유통구조의 복잡성과 같은 문제를 해결하기 위해 거점물류시설을 건설하여 효율화를 도모하였으나 저조한 운영실적으로 어려움을 겪고 있다. 거점물류시설에 대하여 활성화 방안에 관해서는 많은 연구가 이루어지고 있으나 사설 물류업체와의 기능중첩에 초점을 맞춘 원인분석은 이루어지지 않고 있다. 이에 본 연구에서는 영남내륙화물기지의 기능상실에 따른 인근 물류시설과의 기능중첩과 연계체계의 불합리성에 대하여 분석 하였다. 국내 화물수송의 대부분인 육로운송에서 기능 중첩에 따른 거점물류단지 미 이용에 대한 원인을 제시함으로써 향후 국가단위 물류 인프라 정책의 측면에서 의미를 찾을 수 있을 것으로 판단된다.

목포항 운송시스템의 분석에 관한 연구 (On the Analysis of Transportation System in Mokpo Port)

  • Rapid change in the technological environment of marine transportation and the development of the ocean shipping industry have fostered a revolution in the port system. This in turn has caused major changes in the function and use of port in Korea. Aside from this. Mokpo Port, however continues to decline, because the existing port facilities and related subsystem are already obsolete with no chance of regaining operational effectiveness and treatment for proper implementation. Although a few studies have been done on the Mokpo Port, has not been found, any reseach for the analytical approach to the transportation system of it. This paper aims to make an extensive analysis of the physical distribution system in Mokpo Port focusing on the coordination of subsystems such as navigational aids system, quay handling and transfer system, storage system and inland transport system. The base of introduced simulation tool here is the queueing theory. The overall findings are as follows; 1. Among those vessels called at Mokpo Port in 1994, the average size of oceangoing vessels is 4,922.1 G/T, and the domestic is 317.8 G/T. The average arrival interval and service time of the domestic vessels are 6.0 hours and 24.1 hours respectively marking the berth occupation rate over 100%. Those for oceangoing vessels are 34.5 hours, 120.0 hours and 37.2%. In order to maintainin the berth occupation rate to 70% the capacity considering the 1994 of domestic piers must be extended to 145% and oceangoing vessels must be increased to 165% year called. 2. The capacity of approaching channel is enough to handle the total traffic volume. 3. Tugs are sufficiently being provided to handle all ships requiring their services 4. The capacity of storage and inland transportation systems are sufficient to handle the throughput and the yard stroage utilization rate of No.1 $\cdots$ No.5 is 4.5% and No.6 1S 30% of 1993's. 5. The utilization rate of LLc(Level Looping Crane) and PNT(PNeumaTic) are 2.7% and 18.8%, respectively. Practical solution and proposal for improvement of Transportation System in Mokpo Port are as follows; 1. To avoid the congestion in domestic pier introduction of a new port operation system is necessary allowing the domestic vessel to use the oceangoing pier. 2. To establish the port management information system to improve the efficiency of port operation. 3. To build a new storage system for high valued cargos including modernization of the present storage and handling system. 4. To insure the safety of navigation in approaching channel, The Vessel Traffic System including separation scheme is introduced. 5. To interest enormously on public relation to ship owner's association, shippers and consignees by showing that they can save cost and ship turnaround time in order to promote the call to Mokpo Port. At last, to be strategically change the function of Mokpo Port to the Leisure, Fishing & Ferry as well as Maritime port.

우리나라 화물 시간가치의 적정 크기와 적용 가능 범위 연구 (A Study of Appropriate Amounts and Applicable Ranges of the Travel Time Values of Goods in Korea)

  • 본 연구는 우리나라에서 화물의 운송수단별로 통행시간가치가 어느 정도 크기로 수렴되는 것이 적정한 지를 평가해보고, 아울러 시간가치를 어느 정도의 범위 안에서 적용하는 것이 합리적인지를 강구하였다. 연구의 결과 화물차를 이용한 도로운송은 적정 시간가치의 크기와 범위의 도출이 가능하나, 철도와 내륙수로 해운, 항공운송 등은 도출에 한계가 있었다. 도로운송 화물의 적정 시간가치 크기는 20,000원/대 시간이며, 가변적 요소까지를 감안하였을 때 적용 가능한 범위의 분포는 17,000~23,000원/대 시간이다. 아울러 시간가치의 산정 방법은 도로운송의 경우 임금율법이 적정하나 철도, 내륙수로, 해운, 항공 운송 등은 적용 목적과 대상 화물의 특성을 반영하여 한계대체율법을 사용하는 방안이 합리적임을 제시하였다.
