Safety and structural integrity of civil structures, like bridges and buildings, can be substantially enhanced by employing appropriate structural health monitoring (SHM) techniques for timely diagnosis of incipient damages. The information gathered from health monitoring of important infrastructure helps in making informed decisions on their maintenance. This ensures smooth, uninterrupted operation of the civil infrastructure and also cuts down the overall maintenance cost. With an early warning system, SHM can protect human life during major structural failures. A real-time online damage localization technique is proposed using only the vibration measurements in this paper. The concept of the 'Degree of Scatter' (DoS) of the vibration measurements is used to generate a spatial profile, and fractal dimension theory is used for damage detection and localization in the proposed two-phase algorithm. Further, it ensures robustness against environmental and operational variability (EoV). The proposed method works only with output-only responses and does not require correlated finite element models. Investigations are carried out to test the presented algorithm, using the synthetic data generated from a simply supported beam, a 25-storey shear building model, and also experimental data obtained from the lab-level experiments on a steel I-beam and a ten-storey framed structure. The investigations suggest that the proposed damage localization algorithm is capable of isolating the influence of the confounding factors associated with EoV while detecting and localizing damage even with noisy measurements.

The study herein has focused on offering foundation infrastructure in order for seamen who arrive at Korean ports to use internet service smoothly in waiting time and free time. It also concentrated on how to build communication infrastructure for efficient operations when improving existing ports and developing new ports. For this, it has grasped the tendency of researches concerning the existing port communication and has also investigated the status and problems of communication infrastructure being used currently in ports. So it has suggested several realistic development methods based on mesh network and has reviewed them in terms of the stability, economic feasibility and efficiency. Additionally, this research offers the results of the performance test conducted on major equipment in market by the suggested methods. This research can be a good guideline in building wireless communication systems of ports and is expected to contribute to creating traffic volume by improving the image of ports.

Cyber space is a place where free activities are guaranteed. However, it is also true that not all individuals and countries strive for peaceful cyberspace, and that there is a growing tendency to gain unfair advantage through this space. Therefore, the state should reform laws and institutions to keep cyberspace safe. By establishing the "Basic Law on Cyberspace" which includes the law of the state law on cyberspace, it is necessary to be able to recognize and respond to the direction of the national legal discipline on cyberspace. The development of digital forensics is an urgent task due to the rapid development of IT. However, if the law is delayed for various reasons, some of the existing laws should be amended to improve the stability of the law in accordance with the circumstances. To this end, it is necessary to revise the "Information and Communication Infrastructure Protection Act", "Information and Communication Network Enhancement and Information Protection Act", "Integrated Defense Law", "Establishment of Defense Information Infrastructure Infrastructure and Defense Information Resource Management Act".

Free admission policies have been gradually extended for the public to use cultural facilities free of charge, which lowered the barriers to use those facilities and has a great effect on increasing visitor demands. However, the annual number of visitors which is open to the public isn't quite accurate and varies from institution to institution, which means just a head count. Especially people counter overestimates the number of visitors because it counts visitors in duplicate. Therefore, the purpose of this study is to prepare effective way of grasping the number of visitors using cultural infrastructure. First, comparable number of visitors should be measured by defining the notion of visitor clearly, which has been measured vaguely. Secondly, the problem of duplicate count, which is considered the most problematic, should be solved. Thirdly, the various analysis of visitor behavior should be conducted to provide a high-quality service. To work out the problems above, new measurement will be presented here. This study suggests a state-of-the-art wireless signal-based measurement that could eliminate the duplicate data by collecting MAC address -smart device's distinct signal value. And it also could analyze diverse visitor behaviors by understanding a flow of visitor traffic, duration of stay and revisitation. I would like to examine the possibility and effectiveness of this new measurement by testing it.

The donation collection system to secure infrastructure and land necessary for public development projects has been actively applied as an effective means of realizing public interest and the concept of recovering development profits, and has contributed greatly to society in public difficult financial conditions. However, due to the ambiguous legal standards and lack of legal grounds for the operation of the donation collection system, it has been arbitrarily used for administrative convenience in the form of granting a donation collection assistant to install infrastructure. In addition, infrastructure is a facility that is constructed and donated within development profits to obtain licenses, and is promoted to minimize construction costs to improve profitability, posing a risk of poor infrastructure planning, design, and construction, resulting in increased safety and maintenance costs for citizens. Continuous system and legal improvement are needed to improve the excellence, convenience, and safety of facilities that citizens will use for half a century through the improvement of the donation system.

The opening of advertising market and introduction of the free competition doctrine make the competition harsher among advertising agencies. Advertising agencies do their best to execute their ad more efficiently and scientifically. But, it is the reality that broadcasting advertising industry in korea did not construct enough infrastructure to execute the systematic activities compared with that of advanced countries. So, we need to grasp the present conditions and draw a time-table to construct primarily necessary infrastructures. In case of hardware infrastructure in advertising industry, digitalization of broadcasting and convergence of broadcasting with telecommunication make it hurry to construct that. But as the ad agencies was in the situation to compete each other, they have a difficulty to construct common hardware infrastructure enthusiastically. Thus, it is necessary to build hardware infrastructure in advertising industry for policy. And the construction of that should be executed systematically not for the short term effects but for the long term objectives. Also, it is the most important to construct reliable Software infrastructure in advertising industry from all of ad agencies. In these days, ad agencies have a tendency not to believe the important information, like the data of ratings and advertising transaction information, in relation to the advertising activities. And they do not share and communicate about the information of the advertising industry trends, research trends, advertisement related information. So, it is also hurry to build the on-line and off-line database system. Finally, for the development of brainware infrastructure in advertising industry, it is the most necessary to activate the cooperation relation between university and advertising agencies. Universities need to invite experts in the advertising to teach the students practical knowledge and ad agencies to recruit students who want to develop their carrier in the advertising industries. In conclusion, advertising industry in korea to solve these tasks for the development of advertising industry infrastructure in the way of cooperation and harmony of each other rationally and efficiently.

Global firms are seeking to implement their global logistics strategies in two ways: the use of centralized inventories and/or postponement of final assembly. These strategies stress the importance of regional logistics centers. In most cases, regional logistics centers are located in or near ports so that changing demands can be met with economy, reliability and flexibility, The port can profit not only from the activities of logistics center itself, but also the increasing flow of cargo through the logistics center. A number of ports respond to this trend by shifting their emphasis from traditional cargo-handling services to value-added services. This paper presents guidelines drawn from the best practices of ports to be successful logistics centers to provide many aspects of value-added logistics services. These include: Effective Planning and Development of Logistics Centers; Institutional Incentive Scheme; Development of Free Trade Zones; Financing Infrastructure related to Logistics Centers; Developing Logistics Service Providers and Logistics Professionals; Development of Information Technology; and Regulatory and Administrative Issues. These guidelines will help managers of ports and policy makers of governments in the East Asian region learn to recognize, analyze and adopt the best practices for use.

Situation awareness for vehicles and pedestrians is very critical to ensure safety. While on-board sensors or systems can easily detect line-of-sight pedestrians, it is difficult to locate the positions of out-of-sight pedestrians especially with no GPS service. This paper proposes a method for accurate and on-time localization of indoor pedestrians by nearby vehicles. The proposed method is based on mobile ad-hoc networks among vehicles and pedestrians, without relying on infrastructures such as GPS, WiFi AP, and Bluetooth-based systems. Also, this paper develops a genetic algorithm to accurately and promptly locate pedestrians. Finally, simulation results are presented to quantitatively evaluate the proposed method compared to other studies.

Against the backdrop of IMO's stricter environmental regulations due to global warming, Europe's Fit for 55 plan, and other initiatives, the establishment of infrastructure for the supply of environmentally friendly marine fuels and policy analysis are more critical than ever. This study comprehensively analyzes existing research and policies on the supply of environmentally friendly marine fuels, as well as trends in regulations, industry responses, and the current status of infrastructure for the supply of environmentally friendly fuels, to draw insightful conclusions. The results show that the establishment of infrastructure for the supply of environmentally friendly fuels is as important as the introduction of environmentally friendly ships, due to the strengthening of environmental regulations. LNG is a viable option in the short term, but a transition to carbon-free fuels is necessary in the long run. In this regard, a strategic approach is needed to focus support on fuels that are advantageous to produce, considering domestic industrial conditions from a long-term perspective. Therefore, the government should actively promote infrastructure development through measures such as supporting the development and supply of environmentally friendly fuels, improving regulations and providing incentives, attracting private investment, and strengthening international cooperation. This study is expected to serve as a valuable resource for setting policy directions for the transition to an environmentally friendly maritime industry. Future research will include a comparative analysis of the economic viability of environmentally friendly fuels and basic research on the selection of fuels that are advantageous to Korea.

Free learning semester aims to foster key competencies in junior high students via reinforcing student participation and career education. This paper investigates the programs of school and public libraries, as well as the roles that university libraries and LIS could play in the changing educational environment. School libraries, though an essential element in the educational infrastructure, are seriously underused. In addition, the support programs of public libraries tend to focus on guest lectures or field trips, rather than reinforcing the students to experience the foundational library services. Public libraries are in a good position to play an active role in strengthening school libraries. They should take a proactive role in forming a partnership with university libraries, LIS faculty and students, and in developing diverse programs ranging from vocational/career education to enhancing key competencies.
