Analysis of Actual Condition of Innovative Sharing University Project for the Human Resource Development of Digital New Technology (디지털 신기술 인재양성 혁신공유대학 사업 실태 분석)

  • The purpose of this study was to analyze the actual condition of the innovative sharing university project. To this end, a focus group interview was conducted by selecting officials participating in the innovative sharing university project as study participants. The collected data was analyzed using the content analysis method. The results of the study are as follows. First, in terms of the promotion system and operation dimension of project group, study participants presented difficulties and improvements in terms of the national promotion system and university-level project operation. Second, in terms of curriculum management dimension, study participants presented difficulties and improvements in content development and sharing, engagement support for professors and students participation, and securing and sharing educational infrastructure. Third, in terms of management of project performance indicators, study participants presented difficulties and improvements in managing core performance indicators, managing autonomy performance indicators, and sharing project performance. Based on these study results, suggestions for the use of research results were presented.

  • Recent requirements in component management of building systems have focused on the requirement for improving methods and metric tools to support component condition assessment and appropriate decisions for infrastructure owned facilities. Although engineers and researchers have focused on developing methodologies for component assessment in recent years but there is not enough attention dedicate to facilities and components that have been constructed. This paper is a literature study of scientific papers within the topic of component condition index system (CCIS) in the period 1976 to 2009. Infrastructure component condition index had existed for some 40 years. The purpose of this paper is to provide an overview of CCIS to identify the suitable method for component condition assessment during its service life. This paper finds that the focus of CCIS, surveyed in several aspects during the 40 years that have been investigated, from technology to measurement and from assessment function to component maintenance as an integrated part of the infrastructure component management. This study offers help to researchers in understanding the selection of an appropriate method for component condition assessment in building and non-building systems.

  • As with the January 2005 amendment of the Act on Private Participation in Infrastructure, schools are now included in the scope of privately-funded infrastructure projects. According to the announcement made by the Ministry of Education, Science and Technology in 2007, a total of 1.1 billion-won stimulus package has been proposed and is being implemented to operate private investments in social infrastructure helping to secure sufficient educational facilities for a period of five years from 2005 to 2010. Private participation offers first-priority infrastructure in a timely manner, raises efficiency with creative project conception and design, and stimulates economy by tapping into unemployed fund. This study limited its scope to new school construction projects in Gyeonggi Province which have been implemented via BTL system since January 2005. And using field-inspection and interview techniques, the study proposed improvement schemes applicable to the field. The results will be fully incorporated into new school construction projects to be carried out in the future, to help build creative learning space-student-oriented quality structures-where in Korea's leaders of the 21st century knowledge-based society will be educated.

To accomplish the purpose, this paper grasp the change of port logistics circumstances firstly. find out the project of the new port and construct the logistics infrastructure for the new port with the basic facts of the port competitiveness.   • The infrastructure in korea has been improved drastically since July 7th, 1970 which was the first highway completed date in Korea (Seoul-Pusan). This is one of the major factors for the competitiveness of a country. Now the total length of highway in Korea is more than 2000km. However Korea is 11th in the trade volume in the world, the SOC level of Korea is around 20th at most in the world (IMD 2004). The infrastructure in Korea comparing other developed countries is far below, which gives the impact of cost of goods, even twice expensive in transporting goods through highways, railways and ports etc. Now the government budget is gradually spending more for welfare and health care side. The most of additional expense of welfare is increasing rather than SOC budget is decreasing or staying as it is as 2003. The government may think that the level of SOC is enough in point of view of preference input of budget such as welfare and health care etc. However the SOC level in Korea is far form the competitiveness of the country. The main points of this paper is to show that where Korea is in point of SOC level to go for developed country, and what to do to facilitate BOT, BTO and BTL projects. Korean government has tried to improve the practice of PPI (Private Participation of Infrastructure) with the Act on Private Capital Inducement in 1994 and the Act on Private Investment in 1997.

A Comparative Diagnosing Plan for Old Industrial Complex Competitiveness and Regeneration Districts based on Competitiveness Index (경쟁력 지표를 통한 노후산업단지 진단과 공모사업으로 선정된 재생사업지구 비교분석에 관한 연구)

  • Ministry of Land, Infrastructure and Transport established a comprehensive plan for 83 old industrial complexes over 20-year. They implemented the competitiveness of industrial complex in September 2013, and revitalizing and remodelling comprehensive plan in December 2014. With significant influences of old industrial complex in September 2009, Ministry of Land, Infrastructure and Transport chose the 4 districts for the first pilot project. In December 2014, the second pilot project districts were established. In addition, there were 10 districts in April 2016 and 5 districts in April 2016 as the third pilot project and 5 distiricts in March 2017 as the fourth piolt project. Ministry of Land, Infrastructure and Transport currently suggests 23 districts to regenerate among 83 old industrial complex districts over 20 years. Even though the government suggests the certain 23 districts, this research selects the bottom 23 districts (30%) represented through the Focus Group Interview and compare them with the list government-suggested. As a result, there were some unlisted industrial complex districts. This research suggests the unlisted industrial complex districts which need to be regenerated and their problems, therefore this could be used as a guide for feasibility of old industrial complex regeneration implement.

An Analysis of the Economic Effects of the Pilot Project for Multiple-Purpose Utilization of Paddy Fields Focusing on Income and Welfare Changes (소득 및 후생 변화를 통한 농지범용화 시범사업의 경제적 효과 분석)

  • The food self-sufficiency rate of agricultural products in Korea, excluding rice, is around 20%, and the government is promoting various policies including a Multiple-Purpose Utilization of Paddy Fields project, to increase the self-sufficiency rate of major grains. The project for Multiple-Purpose Utilization of Paddy Fields is being promoted as a part of a program to create farmland infrastructure to facilitate the cultivation of crops other than rice in rice paddies, and pilot projects were started in four regions in 2020. The purpose of this study is to analyze the economic effects of the pilot project for Multiple-Purpose Utilization of Paddy Fields, and to propose policies to increase the effectiveness of the project. In order to analyze the economic effect, we estimated the change in farm income generated by switching from rice to other crops, and measured the effect of welfare change using the Equilibrium Displacement Model (EDM). As a result of the analysis, social welfare is expected to increase when the pilot project for Multiple-Purpose Utilization of Paddy Fields is implemented, and the income of the beneficiary farmers is also expected to improve compared to that of single-cropping when double-cropping is implemented. However, it was found that the economic feasibility of the project differs depending on the crops converted. Juksan-myeon, Gimje-si, which is an area where soybean production was successful, was analyzed from the viewpoint of increasing the economic feasibility of the pilot project. Their success factors were analyzed into four major factors: infrastructure, farming methods, education, and collaboration with local agricultural organizations. If such a success story can be utilized in the future project implementation process, it can contribute to the improvement of farm household income and national economic welfare.

Diagnosis of the Policy Tasks for the Execution of an Urban Regeneration Project Plan in Gangwon-do (강원도 도시재생사업계획 수립을 위한 정책 과제 진단)

  • This study aims to establish the measures required for strengthening the internal stability of and executing the systematic plan for Gangwon-do in relation to the "urban regeneration preliminary project" launched by the Ministry of Land, Infrastructure, and Transport. The results of this study are as follows. The unit project carried out via the Gangwon-do urban regeneration preliminary project presented the tendency for the standardization of the H/W and S/W projects such as the establishment of the community anchor space and the resident competency reinforcement project. Further, rather than focusing on the contents that could objectively measure the effects of the project, it concentrated more on the performance indicators that are required for verifying the execution of unit projects like the establishment of buildings and operating programs. It was found to be insufficient with regard to the practicality of the project, the correlation with the New Deal Project, and the validity of the project contents. To improve these aspects, Gangwon-do would be required to highlight its distinguishability from the other regions and increase its practicality by operating the field-centered urban regeneration educational program, inducing the participation of experts in each of the areas in case there is a need to execute a project plan and discover a project with placeness. It also needs to focus on strengthening its connection with the urban regeneration new deal project by discovering the resident leaders and professional manpower, and establishing the performance indicators needed for systematically monitoring the regional changes in accordance to the urban regeneration preliminary project.

  • In an attempt to analyze the policy priority on civil servant's education training policy as human resource management in this study, a positive analysis with the experts using AHP method was conducted. Summarizing the outcome of the study; First, in terms of relative priority of the evaluation elements by sector, the education training operation system, among education training program, education training evaluation, and education infrastructure, was analyzed as the most important element. Second, as a result of analyzing the priority of detail sectors of civil servant's education training, Action learning education program was proved to be the top priority project education training program aspect and education training operation system was also evaluated as the top priority project in education training agency budget expansion aspect, education training and personnel administration link was evaluated as the top priority project education training evaluation, and trainer secure was proved to be the top priority education infrastructure. Such outcome of the project is expected to make commitment for evaluating the civil servant's education training policy.

Development of the Promoter Selection Procedural Model for Private Participation in Infrastructure Projects (민간투자 사업시행자 선정 절차 모델 개발)

  • The purpose of this study is to suggest a systematic procedural model for selecting competent project promoter. The proposed model was made by comparing domestic regulations and procedures with foreign nations', and through interviews with experts and literatures survey. The summaries of this paper are as follows. The current promoter selection procedure was evaluated by reviewing relevant papers, regulations and existing model. Some obstructions which hinder PPI project activation were identified, those are inadequacy of promoter qualification and negotiation process, lack of communication between parties, etc. Some alternatives which remove major obstructions are embodied in the model. The suggested model is comprised of PQ(prequalification), two phased evaluation for the technical proposals which include alternate, communication meeting, etc. To manage the overall procedure well, an involvement of professional "project promoter selection team" would be highly recommended. They will participate in each evaluation stage with full activities, and provide government with some technical materials for selecting promoter as coordinator.
