Due to the constant expansion of overseas public IT market, exportation market mainly based on e-government is expanding and platform needs to be introduced urgently to systematically support it. Thus, this study was carried on to draw evaluation items and weighted value of tools to support decision-making out of services of public IT platform. In this study, the tools supporting decision-making were defined as concept that draws exportation customers by wholly considering 2 aspects of enterprise capabilities and national environment. To develop tools supporting decision-making, the items to evaluate the aspect of enterprise capabilities and national environment were drawn through study on literature and open question and evaluation items were eliminated and AHP analysis was done through question given to experts. As a result, the significance was found in the order of Export Competitive Advantage > Export Marketing Strategy > Export Human Resources > Export-Related Organizational Resources > Export-Related Organizational Capabilities in the aspect of enterprise capabilities. The significance of evaluation was found in the order of Service Market Efficiency > Technical innovation and Maturity > Institutions > Market Efficiency > Macroeconomic Environment > Infrastructure in the aspect of national environment.
It has been two years since the national certificate of Arts & Culture Education Instructor(ACEI) was implemented the 2012 amendment to the Arts & Culture Education Act. Separate from the initial policy goals, students who attend the program to achieve ACEI certificate share various expectations, motivations and intents. The purpose of the research is to understand the collective identity of future ACEIs to evaluate the initial policy implementation during the period when the collective professional identity has not been fully formed yet. This research studies the data that were collected from 172 students who were attending one of the official ACEI institutes in Seoul area. As one of qualitative research methods, Questionnaire Method was employed to conduct this phenomenological study. James E Marcia's theory provides the theoretical framework for the data analysis of this study. The research results indicate that many students'identity status are between Identity Diffusion and Moratorium, which raises concerns for both arts and cultural fields as well as the policy success. Therefore, this research will relate these findings to the larger arts and culture infrastructure in order to better prepare them as arts and cultural professionals and also to stress the importance of the job market development and social environment that can accept them.
Many researches illustrated that the magnitude and frequency of hydrological event would increase in the future due to changes of hydrological cycle components according to climate change. However, few studies performed quantitative analysis and evaluation of future rainfall in North Korea, where the damage caused by extreme precipitation is expected to occur as in South Korea. Therefore, this study predicted the extreme precipitation change of North Korea in the future (2020-2060) compared to the current (1981-2017) using stationary and nonstationary frequency analysis. This study conducted nonstationary frequency analysis considering the external factors (mean precipitation of JFM (Jan.-Mar.), AMJ (Apr.-Jun.), JAS (Jul.-Sept.), OND (Oct.-Dec.)) of the HadGEM2-AO model simulated according to the Representative Concentration Pathway (RCP) climate change scenarios. In order to select external factors that have a similar tendency with extreme rainfall events in North Korea, the maximum annual rainfall data was obtained by using the ensemble empirical mode decomposition (EEMD) method. Correlation analysis was performed between the extracted residue and the external factors. Considering selected external factors, nonstationary GEV model was constructed. In RCP4.5, four of the eight stations tended to decrease in future extreme precipitation compared to the present climate while three stations increased. On the other hand, in RCP8.5, two stations decreased while five stations increased.
In this study, statistical analysis was performed to suggest the optimal analysis techniques for the main measuring instruments of the fill dam, such as seepage, crest settlement, and porewater pressure gauge. In addition, correlation analysis with water level and rainfall data was performed. Based on the results of descriptive statistical analysis for each instrument, porewater pressure gauges could be classified into 3 groups or 2 groups through principal component analysis, In the case of the group having a high correlation with the water level instrument, the correlation between the gauges was also large. In the case of seepage instrument, the distribution showed an extremely asymmetric distribution, so for quantitative analysis, the average seepage during non-precipitation and precipitation could be estimated through decision tree analysis. In the case of the crest settlement instrument, the correlation analysis showed that the correlation between the gauges was large, but the relationship with the water level instrument did not show a significant linear relationship, so EMD analysis was performed to analyze it in more detail. It is judged that principal component analysis, decision tree analysis, and data filtering method can be applied to analyze the behavior of pore water pressure meters, seepage, and crest settlement instrument as major measurement items of fill dam.
Purpose: The purpose is to establish a safe facility environment from abnormal voltages such as lightning by developing a smart land resistance measuring device that can acquire real-time land resistance data using Arduino. Method: This paper studied design models and application cases by developing a land resistance acquisition and analysis system with Arduino and a power line communication (PLC) system. Some sites in the wind power generation complex in Gyeongsangnam-do were selected as test beds, and real-time land resistance data applied with new technologies were obtained. The electrode arrangement adopted a smart electrode arrangement using a combination of a Wenner four electrode arrangement and a Schlumberger electrode arrangement. Result: First, the characteristic of this technology is that the depth of smart multi-electrodes is organized differently to reduce the error range of the acquired data even in the stratigraphic structure with specificity between floors. Second, IT convergence technology was applied to enable real-time transmission and reception of information on land resistance data acquired from smart ground electrodes through the Internet of Things. Finally, it is possible to establish a regular management system and analyze big data accumulated in the server to check the trend of changes in various elements, and to model the optimal ground algorithm and ground system design for the IT convergence environment. Conclusion: This technology will reduce surge damage caused by lightning on urban infrastructure underlying the 4th industrial era and design an optimized ground system model to protect the safety and life of users. It is also expected to secure intellectual property rights of pure domestic technology to create jobs and revitalize our industry, which has been stagnant as a pandemic in the post-COVID-19 era.

Poor logistical infrastructure and agri-food supply chain management leads to significant food waste in logistic system. The concept of the sustainable value added agri-food chains requires defined approach to the analysis of the existing situation, possible improving strategies and also assessment of these changes impact on further development. The purpose of research is to provide scientific substantiation of theoretical and methodological principles and develop practical recommendations for the improvement of the agri-food logistics distribution system. A case study methodology is used in this article. The research framework is based on 4 steps: Value Stream Mapping (VSM), Gap and Process Analysis, Validation and Improvement Areas Definition and Imitation Modelling. This paper presents the appropriateness of LEAN logistics tools using, in particular, Value Stream Mapping (VSM) for minimizing logistic losses and Simulation Modeling of possible logistics distribution system improvement results. The algorithm of VSM analysis of the agri-food supply chain, which involves its optimization by implementing the principles of sustainable development at each stage, is proposed. The methodical approach to the analysis of possible ways for optimizing the operation of the logistics system of the agri-food distribution is developed. It involves the application of Value Stream Mapping, i.e. designing of stream maps of the creation of the added value in the agri-food supply chain for the current and future state based on the minimization of logistic losses. Simulation modeling of the investment project on time optimization in the agri-food supply chain and economic effect of proposed improvements in logistics product distribution system functioning at the level of the investigated agricultural enterprise has been determined. Improvement of logistics planning and coordination of operations in the supply chain and the innovative pre-cooling system proposed to be introduced have a 3-year payback period and almost 75-80% probability. Based on the conducted VSM analysis of losses in the agri-food supply chain, there have been determined the main points, where it is advisable to conduct optimization changes for the achievement of positive results and the significant economic effect from the proposed measures has been confirmed. In further studies, it is recommended to focus on identifying the synergistic effect of the agri-food supply chain optimization on the basis of sustainable development.

Recent rise in the supply rate of new public apartment houses leads to an increasement in disputes regarding the construction quality of the apartments between the residents and the construction companies. According to the dispute cases filed for claiming the collective defect repair fees, inter-layer concrete joints turned out to be the most frequently disputed item. For this reason, this study selects the inter-layer concrete joints to further analyze the primary causes and details of each dispute case. From the results of this study, three primary causes of the disputes are found, which are 1) the absence of standard specifications for construction quality control and management after construction; 2) the absence of established standards for repair when construction defects are found; and 3) the fact that the court grants generous compensation for disputes concerning the apartment houses. In order to prevent construction defects in inter-layer concrete joints, this study provides three suggestions including 1) the current standard specifications for inter-layer concrete joints should be further specified by the Ministry of Land, Infrastructure and Transport; 2) a construction defect should be judged according to the compliance to the standard specifications; and 3) a clear and institutional protocol needs to be established for defect repair in cases that new public apartment houses have been judged to have defects.

The article examines the main problems of land market formation in Ukraine. The article is devoted to the study of problems and prospects of land market introduction after the abolition of the ban on alienation. The advantages and disadvantages of lifting the moratorium on the purchase and sale of agricultural land are highlighted. The experience of such European countries as France, Germany, Latvia, Romania and Poland in regulating the market of agricultural lands is analyzed. The historical stages of market formation, features of state policy in this area are considered. The authors found that in these countries the market for agricultural land is well developed and works effectively, which has positive consequences for the economy of these countries. After analyzing the experience, we identified common elements of an effective mechanism for regulating the land market in European countries, which can be implemented in Ukraine. It is emphasized that after the opening of the land market it is necessary to prevent the concentration of a large number of agricultural lands in the hands of one person or close persons and it is necessary to create an effective supervisory body, whose main functions will be supervising sales prevention of speculation in the land market. Emphasis is placed on the need to improve legislation in the field of land, organizational and informational conditions for land reform. The Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine Concerning the Circulation of Agricultural Land" was analyzed, the adoption of which put an end to the systematic extension of the moratorium on the sale of agricultural land. The positive aspects of such reservations are noted, such as the gradual introduction of the land market, quantitative restrictions, the lower limit of the value equivalent, which can not be less than the normative monetary value. At the same time, the problem is that the lack of an imperative norm on termination of the lease agreement in case of refusal of the lessee to purchase such land at a price not lower than expert assessment, will negatively affect its price formation and actually make the landlord hostage.

This paper is a maintenance system for bridge represented by Class 3 and other than by law bridges. Domestic bridge are divided into Class 1 & 2 bridges and Class 3 & other than by law bridges. The number of type 3 and other than by law bridges is very large. But, it is considered to be of relatively low importance compared to Class 1 & 2 Bridge Bridge. So, in this paper is propose a maintenance system and procedure for small & medium-sized bridges. However, because the number of small & medium-sized bridges is large, it is not possible to evaluate the performance of all bridges like Class 1 & 2 bridge. The reason is the lack of manpower and budget. Based on the Risk Matrix method, a maintenance procedure was created to select the bridge for which performance evaluation should be performed first. For this purpose, basic information of the bridge is used. And, the developed maintenance procedures were applied to the bridges in actual use.
In many countries, including Korea, it has been challenging to understand flood-related social dynamics due to urbanization and climate change. In this regard, socio-hydrology has been proposed to consider the interaction between hydrologic systems, land-use change, and human activities. However, there is a general lack of understanding of the interactions of socio-hydrologicsystems. This study examines the interactions between human activities and hydrologic systems from a sociological perspective using a dynamic system model. In other words, this study aims to present a conceptualization model that considers the mutual interaction of flood and community from a socio-hydrologic perspective. Depending on the construction cost of the levee for the Yangjae River, this study considered three scenarios to simulate the interaction of socio-hydrologic systems. Socio-hydrologic interactions can effectively reproduce the changes in the Yangjae River. Moreover, It is expected that the proposed model can be further used to understand possible hydrologic changes and interaction with social systems in the future as a decision-making tool in water resources management.
