  • Infrastructure asset management is a methodology for programming infrastructure capital investments and adjusting infrastructure service provision to fulfil established performance, considering the life-cycle perspective of infrastructure. In this study, the methodologies for infrastructure asset management system implemented in sewer management system, bridge management system, pavement and highway management system, and embankment dam management system are described with focus on the system in U.S. As the major methodology to support the decision-making for asset mangers to better allocate the limited funds to the area needing it the most. various demand forecasting methodologies used in wastewater, water, transportation, electricity, and construction are also introduced for their applicability towards infrastructure asset management.

  • This paper discusses cases of infrastructure asset management in the U.S., Canada, and Australia and investigates infrastructure management in Korea in order to set the direction for the asset management improvement. The definitions of infrastructure asset management from various entities are introduced and implementation framework and organizational structures are described. The investigation on Korean public asset management practices finds the strong and weak points and defines the requirements and considerations to further improve the current practices. This paper will assist adopting infrastructure asset management in Korea and provide guide for the infrastructure maintenance.

  • In this paper, we aim to propose cyber security considerations and countermeasures for infrastructure and services in the UAM(Urban Air Mobility) Air Traffic Management field, which is one of the key elements of the UAM market that has not yet bloomed. Air traffic management is an important factor for safe navigation and social acceptance of UAM. In order to realize air traffic management, infrastructure and services based on solid network connectivity must be established. And for industries where connectivity is the core component, it can become an infiltration route for cyber threats. Therefore, cyber security is essential for the infrastructure and services. In detail, we will look into the definition of the existing air traffic management field and the cyber threats. In addition, we intend to identify cyber security threat scenarios that may occur in the newly designed UAM air traffic management infrastructure. Moreover, in order to study the cyber security countermeasures of the UAM air traffic management infrastructure, there will be analysis of the UAM operation concept. As a result, countermeasures applicable to the infrastructure and service fields will be suggested by referring to the cyber security frameworks.

  • Congestion is a growing concern of many global cities and the demands on Infrastructure services within a locale coupled by the rising expectations from the growing population places stress on these cities. This entails the ability to build a sustainable community that requires an understanding and recognition of Population growth, changing demographics and the ever changing urban development on both a macro and micro level. Infrastructure is an integral part of Australian economy, particularly the 'Infrastructure Assets Management' which highlights the importance towards the development of sustainable communities for Melbourne's future. Melbourne 2030 is a comprehensive representation of government's response to a wide-ranging population growth within Melbourne metropolitan and surrounding areas. Urban plan and specific Infrastructure Assets Planning needs not only to provide sufficient Infrastructure to a community, but it must also be efficient and innovative so that it produces an optimised management system. A system that incorporates engineering techniques that will be sustainable for decades to come by maintaining an acceptable level of services to its intended community in an effective manner, which also strengthens service delivery. The fundamental challenges for optimization of Infrastructure with the Melbourne urban plan is, the ability to manage and sustain maintenance of Infrastructure to provide the acceptable level of service required by the community in a most effective manner which also strengthens service delivery to contribute towards Melbourne 2030. This paper particularly investigates some of the fundamental issues within the Melbourne urban plan such as Infrastructure Asset Management, AusLink and the Australian Road Management Act 2004, which the Governments at all levels must deal with to provide an economically viable solution to the changing Infrastructure so it may suits the needs and services the strategies of a metropolis.

국내 소프트웨어 사업자의 프로세스 기반구조 구축 및 개선 방안 연구 (A Study on the Construction and Improvement of Software Process Infrastructure for Software Firms In Korea)

  • This study was tried for the improvement of software process ability of the software firms, and analyzed empirically the impact that a software process infrastructure level influences on the software process level and process performance. The questionnaire were developed and data were collected from the process improvement correspondences or project quality managers of the 78 software firms. The result was shown that management-organization infrastructure was composed of software process improvement organization's role and activity, process standard and education, management system and supporting, management guides and procedures. And organization's standard development procedure or criteria, process asset, process support tools were included in technical infrastructure. This study provides that some components of software process infrastructure had an significant influence on the process level, process infrastructure management level, and software process performance.

사회적 자본 및 정보기술 하부구조의 도입수준과 지식경영 과정들에 대한 영향 (The Adoption Degrees of Social Capital and IT Infrastructure, and Their Effects on Knowledge Management Processes)

  • This study investigated the degrees of knowledge management processes according to the levels of social capital(i.e., inter-departmental communication, trust, cooperation and integration) as well as information technology(IT) infrastructure(i.e., knowledge storage and transfer IT, and knowledge search IT) in Korean manufacturing firms. We also demonstrated the differences in organizational performance under various degrees of knowledge management processes. Through cluster analysis with social capital variables, we classified sample firms into five groups; 'the highest firms', 'higher firms', 'middle firms', 'lower firms', and 'the lowest firms'. It was also observed that the degrees of knowledge management processes and organizational performance in 'the highest firms' is the highest. With a structural equation modeling technique, the causal relationships among social capital, IT infrastructure, knowledge management processes, and organizational performance were confirmed. Hence, it is concluded that social capital and IT infrastructure have direct effects on knowledge management processes, and indirectly influence organizational performance through the degrees of knowledge management processes.

  • This study empirically investigated the effects of the target costing system as well as information technology(IT) infrastructure on the knowledge management processes(i.e., socialization, externalization, combination and internalization) and the performance of a firm. This study also examined an impact of the social capital(i.e., inter-departmental communication, trust, cooperation and integration) on the adoption and development of the target costing and the IT infrastructure. The results of this study showed that inter-departmental communication, trust and integration have a significant positive impact on the adoption of the target costing. It was also found that the effects of inter-departmental communication and integration on the development of storage and transfer infrastructure are significant and positive. However, in the adoption of search infrastructure, only the impact of inter-departmental integration was significant. The results of regression analyses presented that the target costing has significant influence on the four processes of knowledge management. It was also observed that the effects of storage and transfer infrastructure on combination are significant and positive. In search infrastructure, the impact on combination and internalization was significant. According to the results of this study, it was found that when the adoption level of the target costing is high, search infrastructure mainly affects the three processes(i.e., socialization, combination and internalization). However, under a low adoption level of the target costing, the impact of storage and transfer infrastructure on the whole processes was significant and positive. Thus, it is assumed that storage and transfer infrastructure complements a low level of the target costing adoption through the active transfer and sharing of explicit and tacit knowledge.

조직 문화적 특성의 정보기술 하부구조와 지식경영 활동들에 대한 영향 (The Effects of Cultural Characteristics on IT Infrastructure and Knowledge Management Activities)

  • This study empirically investigated the effects of both organizational culture(i.e., innovative, supportive and bureaucratic) and information technology(IT) infrastructure(i.e., knowledge storage, transfer and search IT) on the knowledge management(KM) activities(i.e., knowledge creation, sharing and application) in Korean manufacturing firms. We also partially demonstrated the impact of KM activities on the KM performance(i.e., KM satisfaction) of a firm. Through multiple regression analyses, it was found that innovative and supportive culture, and IT infrastructure have a positive impact on the activation of KM activities. The results of this study also showed that the innovative and supportive culture positively influence the adoption of IT infrastructure, and through the construction of IT, they have an indirect effect on KM activities. With a structural equation modeling technique, the causal relationships among organizational culture, IT infrastructure, knowledge management activities, and KM performance were confirmed. Hence, it is concluded that culture and IT infrastructure have direct effects on KM activities, and culture also indirectly influences KM activities through the adoption of IT infrastructure.

  • 사회기반시설물의 노후화나 성능 저하가 사회적 이슈화가 되면서 효율적인 관리, 운용, 성능향상, 그리고 질 높은 서비스 제공을 위한 자산관리에 대한 관심이 높아지고 있다. 본 논문에서는 국내외에서 현재 자산관리가 수행되고 있는 사례와 현황 분석을 통해 국내에 자산관리 도입을 위한 방안을 모색하기 위한 연구를 수행하였다. 자산관리의 정의와 기본 구성 체계를 고려하여 시설물 관리에 대한 주요 고려사항, 기법, 체계와 프로세스 등을 분석하였다. 그리고, 국내에 현행 유지관리 체계의 한계와 자산관리의 도입을 위해 필요한 고려사항 및 요구사항 등을 제시하였다. 이 논문은 국내에 시설물 자산관리를 효율적으로 적용하는데 상당히 도움이 될 것이며, 나아가 대한민국에 시설물 자산관리 업무나 가이드라인을 도입하기 위해 요구되는 연구 개발 분야를 조명하였다.

FACTORS AFFECTING THE SUCCESS/FAILURE OF ROAD INFRASTRUCTURE PROJECTS UNDER PPP IN INDIA

  • India has accorded a high priority to road infrastructure development through Public-Private Partnership (PPP) and it has set a high target for investment inflows. Yet, it is widely held that road/highway infrastructure has not been developing at required pace and that the road infrastructure projects under PPP have been suffering from several hurdles and delays, thereby affecting project success/failure. This paper is an attempt to analyze the critical success/failure factors of road infrastructure projects under PPP in India. A questionnaire survey was conducted among a sample of the stakeholders of road infrastructure projects to identify the critical success/failure factors during all four major project stages using different approaches. Initially, the critical factors were identified through ranking based on the average/mean score. Later, the conventional RII score was used to identify the critical success/failure factors. Finally, the critical success/failure factors were also identified based on the stakeholder-wise ranking of the factors and their convergence. The assessment revealed that there was a greater convergence across the different methods and also that there was greater consensus among project stakeholder on the critical success/failure factors of road PPP projects.
