  • After the revision of Private Investment Law in January 2005, BTL is introduced to expand the social infrastructures as a major business procedure. Especially, the size of the public educational infrastructure ordered by each city education office is increased by 45% compared to last year, so it is major in BTL Project. However, in the process of practicing BTL Project by now, there are a lot of problems specially in the public educational infrastructure. As a result, this study gives the solutions in the process of BTL Project, the CM models to support the Education Office${\square}{\square}$job and the suggestions for the working scope of the participating construction companies.

  • In the last decades, inter-networking technologies advanced more rapidly than any other field. Today, the Internet is one of the most important infrastructure to society as becoming an indispensible tool of people and companies. During mid-1990's, developed countries recognized the advanced network as a basic infrastructure for the future science and technology development. They developed national research and education networks for the development of future science and network technology. In this paper, we made a comprehensive review of global research and education network developments. We also made analysis of Korea's activities on advanced network comparing with those of developed nations, then suggested approaches to improve Korean advanced networks.

  • Despite growing interest and attention from researchers and practitioners in management studies, empirical research has been limited on how factors that influence an organization's business performance are affected by certain characteristics of enterprise information systems (IS), such as maturity and infrastructure. This study reports on an empirical analysis of survey data to identify relationships among the informatization level, the business environment, and IS maturity and infrastructure related to business performance-based on financial and non-financial performance measurements-from the perspective of 136 Taiwan firms. The survey questionnaire respondents were drawn from individuals in each of these firms who were typically working in divisions related to business performance functions. Structural equation modeling was used to test the hypotheses that came from the research model in this study.

  • The authentication system of the PKI(public key infrastructure) provides the authenticity and security, accessibility, economic feasibility, and convenience to the service provider and users. Therefore the public and private companies in Korea widely use it as the authentication method of the web service. However, the safety client system is threatened by many vulnerable factors which possibly caused when using PKI-based authentication system. Thus, in this article vulnerable factors caused by using the PKI-based authentication system will be analyzed, which is expected to be the useful data afterwards for the construction of the new authentication system as well as performance improvement.

Importance Analysis for Revitalizing Residential Tourist Cities: Focusing on Expert Perception (체류형 관광도시 활성화를 위한 중요도 분석: 전문가 인식을 중심으로)

  • This study aims to analyze the importance of revitalizing residential tourism. As the global tourism trend shifts from stopover visits to stay-at-home tourism, interest in stay-at-home tourism is increasing, and the government is also providing a lot of budget support. In particular, a lot of research is being conducted in the academic field on policy areas for residential tourism. However, most studies stop at suggesting policies. In this study, the importance of revitalizing residential tourism was derived focusing on city and tourism experts. First, three Delphi surveys were conducted with 12 experts, and four major factors (residence-type tourism marketing strategy, residence-type tourism infrastructure, residence-type tourism products, attraction of residence-type tourists) and 16 lower-level factors were derived. A structured questionnaire was created focusing on this indicator, and AHP (Analytic Hierarchy Process) analysis was conducted on 30 experts. As a result of the AHP analysis, the factor with the highest importance among the top factors was lodging-type tourism products, followed by attraction of lodging-type tourists and lodging-type tourism infrastructure. Among the 16 sub-factors, the most important factor was analyzed as incentives for participating companies. The results of this study provided empirical implications for the policies being promoted by the government, local governments, and private operators to revitalize residential tourism cities.

  • Korea's overseas construction awards reached US $750 bn for more than 50 years since it first entered the market in 1966. In particular, the company won US $540 bn over 10 years from 2007, achieving 72% of the total contracts. However, in recent two years, awarded amounts have decreased by 40% each year. The most significant decline is due to the impact of international oil prices, which have plummeted since end of 2014, as oil-producing nations, which are Korea's major target countries, are struggling to cancel or postpone infrastructure orders. In order to lessen the impact of raw material price fluctuations, the recent trend is that even countries with relatively loose government financing conditions are rapidly changing their ordering methods to investment development forms such as PPP. The Korean government and companies have been already preparing for this for several years, but they are still not doing so well. The main reason is the lack of understanding about the investment development type project, especially financing methods and the aggravated fear of exposing it to various risks due to the characteristics of the development project, which takes a long time to collect the investment. In this paper, I propose a more systematic solution to financial process and risk management, which is recognized as a obstructive factor for Korean companies, in line with the recent government-led establishment of overseas infrastructure development support organizations. I would like to serve as a investment guide.

Promotion of Fintech Application for the Modernization of Banking-Finance System in Vietnam

  • In today's financial industry, Fintech (financial technology) has showed its role of an innovation-driving area, which can bring outstanding changes to the traditional financial market. This article will briefly introduce Fintech as well as its development in Vietnam. Besides, the research also provided a survey on experts' opinions on the challenges to the promotion of Fintech application for the modernization of the banking-finance system in Vietnam. The survey results of 40 experts in banking with knowledge of Fintech identify five challenges faced by Fintech companies in Vietnam: (1) legal corridor; (2) infrastructure; (3) Fintech companies; (4) customers; and (5) human resources. From these five challenges/barriers, there are 14 detailed aspects. The results of the expert survey using descriptive statistics show that all five factors are assessed to be low and need to be better addressed in the future. The authors suggest several solutions for further development of Fintech to support the modernization of the banking-finance system in Vietnam: (1) quickly complete the regulatory framework; (2) introduce policies on tax exemption; (3) promote research and application of the benefits of block-chain technology; (4) utilize the abilities of the human resources; and (5) actively promote and popularize knowledge about Fintech.

Development of an Electronic Greenhouse Gas Emission Management Platform: Managerial Implications

  • Purpose: The Emission Trading Scheme (ETS), which enables structuring emission credits as a financial product, is taking a crucial position of global collaboration against climate change. Previous studies that have covered ETS subjects from the macro perspective contribute to facilitating legal enactment of this scheme. However, they have rarely addressed challenges aligned with issues arising from labor burdens for ETS works from the business perspective. Research Design, data and methodology: This study presents conceptual models that are expected to help design an electronic system. The study model contains four modules: emission allocation, data interface, reduction technology sharing, and emission trading. Two validation approaches, the Analytic Hierarchy Process (AHP) and regression analysis, are applied in confirming the feasibility of the proposed model. Results: This study suggests an IT system methodology to help improvement of the current K-ETS mechanism. In particular, this study addresses effectiveness for real businesses and the adaptability of this mechanism to other nations. Conclusions: The proposed IT platform diagram can contribute to successful operation of ETS by providing multiple benefits to participating companies through in-house allocation mechanisms, the soft-landing of ETS adoption to participating companies through reduction of technology-sharing, group purchases, and transaction costs through the trading system.

Developing a Decision Making Model for Selecting an IT Post-Merger Integration Strategy

  • M&A (Merger and Acquisitions) is a standard corporate strategy frequently used by companies seeking to secure new growth engines and gain a solid foothold in their markets in order to become more globally competitive. To achieve the original goals of M&A, the two involved parties need to invest significant time and resources in integrating all aspects of the companies. A well-planned post-merger integration of information technology (IT PMI) by the two M&A parties is considered a crucial and difficult process because IT provides a fundamental infrastructure for integration. Considering various internal and external factors, the two parties normally formulate an IT PMI strategy. The many IT PMI strategies can be categorized into four major types: Renewal, Takeover, Standardization, and Synchronization. This study aims to develop a decision making model to help merger company and IT managers select the proper IT PMI strategy. More specifically, we identify key determinants that need to be considered when selecting a proper IT PMI strategy. The relative importance of each determinant is defined by analytic hierarchy process (AHP) analysis. Finally, this study evaluates each IT integration strategy under the identified determinants.
