2001 전국 전문대학 학과개설 현황분석 : 경영관련 학과를 중심으로 (An Analysis of Departments at Korean Junior Colleges in the School Year 2001 : Centering on Management-related Departments)

  • Recently junior colleges in Korea have been working to meet changes in industrial and educational surroundings by establishing new departments, integrating and abolishing existing ones, or adjusting departmental quotas. These endeavors need to be based on an analysis of industrial policies, both national and international, and of the industrial trend of the region in which the particular college is located. They also need to take into consideration change in educational policies and the direction of the college's specialization. This study aims to provide some foundation materials for these endeavors. As a result, it has considered changes in industrial and educational surroundings and analyzed the whole spectrum of departments existing at Korean junior colleges, with a focus on business-related ones. In the course it has taken a look at the division system, presently a hot issue regarding the restructuring of the colleges. To summarize, each college offers departments, having taken into consideration its regional, industrial, and educational environments. The result of this study may be utilized by colleges when they establish new departments, integrate and abolish existing ones, and adjust departmental quotas. When they utilize the result, the colleges are advised to consider changes in the structure of industries and manpower, those in educational policies, and the direction of their specialization.

실버ICT 동향과 정책적 시사점 (Silver ICT Trends and Policy Implications)

  • Rapidly shifting to aging population is a global trend, and one of the challenging issue for the government, business and welfare perspective. In this paper, we focus on application potentials of information and communication technologies, to capture the insights for effectively coping with population aging issue. As the research for silver ICT field is rather limited, we adopt case study research method to extract policy implications and related foundation research agenda. As such, we first investigated comprehensive up-to-date trends, cases for innovative ICT applications, and policy initiatives mainly from the works of OECD nations. With reference to the review findings, we propose policy implications and guidelines for ICT innovations which contributes better quality of life and continuing job opportunities for silver population. The results provides insights for government policy initiative and further research in silver ICT area.

  • 본 연구에서는 스케쥴링과 하드웨어 할당에 관련된 상위단계합성에서 최적설계 방법론을 효과적으로 변형된 시뮬레이티드 어닐링 기법을 사용하여 정립한다. 또한 정립된 기법을 디지탈필터(DF : digital filter)의 설계에 적용하여 파이프라인 DF 의 경우 최적설계시에 속도와 하드웨어의 최적의 절충 문제와 어레이 DF에서의 해석 에 관련된 문제점을 검토한다. 이러한 적용사례를 통해 제안된 방법이 보다 빠른 시간 에 향상된 비용함수값을 줄 수 있음이 확인되고 복잡한 디지탈필터 설계에 이용될 수 있음이 입증된다.

  • 본 연구의 목적은 현실적인 지형DB 품질향상 방안을 마련하고, 이를 토대로 기존 토지종합정보망의 DB 구축 및 유지관리 절차와 방법, 기준 등을 보완하여 지속적인 품질향상의 기반을 마련하는데 있다. 이를 위해 지형DB를 사용하고 있는 사용자를 대상으로 품질 만족도 및 요구수준을 파악하였고, 제안된 품질향상방안을 구체화하고 검증하기 위해 원시자료의 평가, 기하 및 논리오류 수정, 그리고 준공도면을 이용한 유지관리에 대한 실험연구를 수행하였다. 또한 지속적인 품질유지 및 향상을 위해 관련제도의 정비방안을 제시하고 지침을 보완하였다.

  • As a foundation study of stem cell applied research, it is necessary to identify the large gene expression through cDNA microarray to understand principles of the level of molecular about cell function. In this paper, we investigated the gene expression through the K-means clustering method and path analysis with genes related to pluripoteny and differentiation in an mouse early stage embryonic development process and embryonic stem cell differentiation. We find a few biological phenomenon through this study. Also, we realize that this process provides functional relationship of unknown genes.

우리나라 관상어산업의 발전방향에 관한 연구 (A Study on Development Direction for Ornamental Fish Industry in Korea)

  • The aims of this study are to provide future prospects of the Korean ornamental fish industry and to seek for its development direction based on analysis of its problems and its domestic and foreign situations and circumstances. The ornamental fish market has continuously grown due to increase of domestic and international demand. In this respect, the Korean ornamental fish industry has also high potential. However, the industry still has several problems such as artisanal industrial structure, a lack of investment related with R&D, poor information on the domestic and international ornamental fish industry, underdeveloped regulations and policies, low public awareness and less effort to expand the market, and a lack of regulatory and policy support. Therefore, overcoming these problems above, the Korean government has to carry out following things : establishment of institutional and industrial foundation, intensive R&D investment, exploitation of domestic and foreign markets, and systematic information gathering for ornamental fish industry.

우리나라 지질자원분야 연구예산 지원에 관한 분석연구 (An Analysis on Research Funding of Geosciences in Korea)

  • This study analyzed trends in geoscientific research funding provided by the Korea Science and Engineering Foundation (KOSEF) and examined strategies to promote geoscientific research. The strengths of geoscientific research in South Korea include the excellent academic quality of researchers, established research infrastructure, and inter-disciplinary research. Weaknesses include insufficient leadership in related societies and institutes, insufficient research productivity, and the exclusion of the field from nationally supported large-scale research projects. Opportunities for expanded research include environmental issues, the sustainable use of natural resources, the promotion of international research cooperation, and the initiation of national efforts to find solutions for regional problems. However, growth in the geosciences is threatened by prioritized investment in fields such as biotechnology, nanoscience, and information technology, a dismissive attitude toward the growth of basic sciences, and an increased demand for projects with visible economic and societal impacts. In terms of funding, group-based programs receive more support than individual-based programs. Between 1978 and 2006, KOSEF invested 1,744 billion won ($1.873 billion US) in a total of 46,748 basic research projects. Of this amount, 62.1 billion won ($66.7 million US) was allocated to 1,901 projects in the geosciences, which was roughly 2.6-10.6% of the money available in a given year. These funds were used to support research and development, the development and maintenance of necessary infrastructure, and the education and training of geoscientists.

초창기 과학학회의 설립 및 활동에 관한 연구 (On the Study of Foundation and Activity in the Early Scientific Societies)

  • 이 연구의 목적은 초기 대표적인 과학학회의 설립과정과 그들의 활동에 대해서 살펴보는데 있다. 이를 위하여 대학 도서관 자료, 온라인 데이터베이스, 구글 학술 검색, 위키피디아 등에서 자료 검색을 실시하여 연구 대상 과학학회 설립 및 활동과 관련한 문헌들을 수집하였다. 이들 학회의 설립과 활동 분석을 위해 32편의 수집된 문헌, 선행연구 및 과학사 서적 등을 대상으로 내용 분석을 실시하였다. 연구 결과를 정리하면 다음과 같다. 과학적인 방법을 수행하기 위한 과정에서 실험의 중요성의 부각은 필연적으로 실험기기의 제작 또는 구입에 대한 비용의 증대로 귀결되었다. 따라서 과학자들은 독자적인 연구를 넘어, 공동체를 구성함으로써 최신의 정보를 교환하고, 상호 협력에 의해서 과학실험을 수행할 필요성에 직면하게 되었다. 이러한 필요성은 과학학회의 창립을 유발시키게 되었다. 초기 과학학회의 설립은 부유한 후원자가 전적으로 학회운영을 부담하는 경우, 학회 회원들이 회비를 거두어 운영하는 경우, 국가가 정부기관으로 설립하는 경우 등으로 구분할 수 있었다. 이 연구의 결과는 미래의 과학학회에 대해 시사점을 제공할 것이다.

대학정보공시를 위한 관리기관간 자료연계 내실화 방안 연구 (Research on an Effective Plan for Data Association Among Administrative Organizations for College Information Disclosure)

  • 본 연구에서는 대학정보공시제 사업을 통해 나타난 총괄관리기관과 항목별관리기관간의 자료연계의 문제점을 분석하여 총괄관리기관과 항목별관리기관의 자료연계 내실화 방안을 제시하는 것을 목적으로 한다. 관련된 문제를 규명하고 내실화를 위한 방안들을 도출해 내기 위해서 본 연구에서는 관련된 이전의 연구 자료를 분석하고 항목별관리기관인 한국사학진흥재단 정보공시 항목의 연계현황을 분석하여 문제점을 도출하고 심층면담을 통하여 항목별연계기관의 자료연계 내실화 방안을 도출하였다. 이를 토대로 한 내실화 방안으로 학교 및 학과코드 통합방안, 자료연계 자동화 방안, 정보의 신뢰성 확보 방안을 수립하였다. 본 연구의 결과를 통해 산출된 관리기관간 자료연계 내실화 방안들이 교육과학기술부, 총괄관리기관, 항목별관리기관 및 대학에서 신뢰성 있고 다양한 정보를 제공하는 정보공시사업이 되기 위한 기초 자료로 활용되기를 기대한다.

Who Speaks for Innovations?: An Analysis of the Media Exposure of R&D Outputs

  • The literature in research policy extensively addresses the interaction between public R&D and the society. Scholars have paid particular attention to the way science and technology are diffused into the society and industry with the aim of substantiating their potential value. In practice, having recognized the importance of the said interaction, R&D entities and governmental organizations promote scientific and technological innovations that result from their R&D activities. Yet, the nature of news media exposure as their primary channel to promote R&D outcomes has been remarkably understudied. Using the results of R&D projects supported by the National Research Foundation of Korea (NRF), this study examines R&D entities' strategic use of the news media to publicize their outcomes. The empirical results suggest that the scale of an R&D project positively affects the counts of media exposure of its R&D outcomes, whereas the level of technology readiness and the technology life-cycle do not have significant influence. In addition, the results suggest that, compared to senior researchers, young researchers are more likely to publicize their R&D outcomes and that R&D outcomes from highly ranked universities are more likely to be publicized than those from lower-ranking universities despite our control for R&D outcomes. The aforementioned results suggest that in promoting the diffusion of science and technology, especially to the public, policymakers should be concerned about incentives for those who provide techno-scientific information, such as researchers. The social need for the diffusion of techno-scientific information into the public (e.g., technology transfer and diffusion) is an insignificant factor in determining the media exposure of such information, whereas personal benefits and sensitive issues related to a researcher's own R&D activities (e.g., justification for R&D activities) drive researchers to publicize their R&D outcomes. This paper suggests that policymakers, especially those concerned with better diffusion of scientific and technological innovations need to design a proper incentive system to maximize the societal benefits of media exposure.
