주요국의 사이버위협정보 공유체계 분석을 통한 국내 적용모델 연구 (A Study on the Domestic Model for Cyber Threat Information Sharing by Analyzing the Relevant Systems of Major Advacnced Countries)

  • 최근 정부 주요인사 대상 스마트폰 해킹과 인터파크사 고객정보 탈취 등 사이버위협은 이제 우리에게 현실적인 위협으로 다가오고 있고 이러한 위협은 사물인터넷 시대 도래로 인해 더욱 고도화될 것이며 이에 대응하기 위해 민 관간 사이버위협정보 공유에 대한 체계 정립은 반드시 필요하다. 미국 일본 영국 등 주요국은 공유기구를 설치하고 관련대책을 수립 시행하는 등 사이버위협정보 공유제도를 정착시켜 나가고 있으나, 우리나라는 몇 개 기관이 공유센터를 자체 구축하여 운영하고 있고 참여기관간 정보의 제공과 공유에 있어 불균형이 존재하는 등 제도적인 미흡으로 활성화가 되지 못하고 있는 실정이다. 이에 나날이 진화하는 사이버위협에 효과적으로 대응하기 위해 정보공유체계 운영주체의 명확한 설정, 민간 공공간 협업체계 운영, 통합적이고 자동화된 시스템 구축, 면책권 부여 등 법 제도 보완 등 국내에 적용 가능한 모델을 제시하고자 한다.

Exploratory Analysis of AI-based Policy Decision-making Implementation

  • This study seeks to provide implications for domestic-related policies through exploratory analysis research to support AI-based policy decision-making. The following should be considered when establishing an AI-based decision-making model in Korea. First, we need to understand the impact that the use of AI will have on policy and the service sector. The positive and negative impacts of AI use need to be better understood, guided by a public value perspective, and take into account the existence of different levels of governance and interests across public policy and service sectors. Second, reliability is essential for implementing innovative AI systems. In most organizations today, comprehensive AI model frameworks to enable and operationalize trust, accountability, and transparency are often insufficient or absent, with limited access to effective guidance, key practices, or government regulations. Third, the AI system is accountable. The OECD AI Principles set out five value-based principles for responsible management of trustworthy AI: inclusive growth, sustainable development and wellbeing, human-centered values and fairness values and fairness, transparency and explainability, robustness, security and safety, and accountability. Based on this, we need to build an AI-based decision-making system in Korea, and efforts should be made to build a system that can support policies by reflecting this. The limiting factor of this study is that it is an exploratory study of existing research data, and we would like to suggest future research plans by collecting opinions from experts in related fields. The expected effect of this study is analytical research on artificial intelligence-based decision-making systems, which will contribute to policy establishment and research in related fields.

The Effect of Foreign Direct Investment on Public Health: Empirical Evidence from Bangladesh

  • Health is an outset of psychological, social, financial, and physical state. Several macroeconomic factors are entangled with health and mortality. Infant mortality and life expectancy are two keyguard on demographic research context on last few decades. On the other hand, foreign inflows play an unprecedent role for raising economic circulation and providing more opportunities to build a better society. The study aims to investigate the relationship between foreign direct investment (FDI), economic growth, and Bangladesh's health. This study employs time-series data from 1980 to 2018. Results show, with Auto-regressive Distribute Lag (ARDL) model, that there is significant cointegration among variables. Foreign investment and economic output relate significantly and positively to health. On the contrary, education is quasi-linked with a different sign-on different model. For model validation, pitfalls of time-series multicollinearity, heteroscedasiticy, and autocorrelation are not present. Also, CUSUM and CUSUMSQ tests are validating the model as stable and fit for future prediction. Medical assessment and education need more attention from the government as well as the private sector. FDI can play a catalyst role for improving the health sector, raising opportunity in educating and creating a better lifestyle. In order to optimize foreign investment, the government should implement necessary reforms and policies.

대기오염물질과 온실가스 배출권 거래제 연계 방안 (A Strategy to Integrated Emission Trading System for Greenhouse Gas with that of Air Pollutants)

  • To introduce an emissions trading system for GHG that currently have no reduction requirements, the following should be considered as priorities: eliciting the participation of the industrial sector and linking GHG emission trading systems to the emissions trading system (implemented from July 2007) that has become part of national policy with the enactment of the Special Act. Two directions can serve as viable alternatives in that regard. One is a baseline-and-credit method based on incentive auctioning. This has the advantage of inducing participation through economic incentives without a reductions commitment. The downside of this method is that it requires vast investments, as well as the fact that reaching an agreement between participants and the government to decide an objective baseline is difficult. On the other hand, the cap-and-trade method set forth in the Special Act is attractive in that it can be integrated with the air pollutant emissions trading system, but it would be difficult to elicit the participation of the industrial sector in the absence of GHG emission reduction requirements. In the current situation, it would be preferable for the government to induce the participation of the industrial sector by devising a wide variety of incentives because taking part in the emissions trading system before reducing GHG emissions offers large incentives through learning by doing. The timing of GHG reduction commitments and emissions trading system implementation may be uncertain but their Implementation will be unavoidable. Thus the government needs to facilitate preparations for emissions trading of GHG in the future and continuously review its operation in integration with the air pollutant emissions trading system to maximize adaptation and teaming by doing effect in the industrial sector.

우리나라 도시교통 행정체계의 분석 (Systems Approach to the Transportation Administration System in Korea -With Emphasis on Inter-Organizational Information Flow Analysis-)

  • Most transportation problems are expected to be dealt with by public sector, mainly government organizations, even though few articles are available to tackle the problems from the administrative points of view. This study has the following scopes: to define the transportation system; to derive the subsystems, i.e., the functions of the system; to identify the elements (or organizations) of performing the functions; to study the inter-organizational relationships among the elements and to derive problem areas; and finally to propose a new administrative system for solving the problems. System Theory was exclusively used for defining the system and deriving subsystems of transportation. Laws and regulations about government organizations were analyzed to identify the relevant organizations. Communications analysis was used for deriving the relationships among the organizations. Ledger books containing incoming-and-outgoing documents in the sampled organizations were inputed onto computer. Exactly 49,367 records(i.e., information flows) were stored for this analysis. Finally, this study proposed a new administrative system that is expected to result in more cooperative and productive inter-organizational relationships among the transportation organizations.

공공정보화사업 제안요청서 품질분석 : 시스템 운영 개념을 중심으로 (Quality Analysis of the Request for Proposals of Public Information Systems Project : System Operational Concept)

  • The purpose of this study is to present an evaluation model to measure the clarification level of stakeholder requirements of public sector software projects in the Republic of Korea. We tried to grasp the quality of proposal request through evaluation model. It also examines the impact of the level of stakeholder requirements on the level of system requirements. To do this, we analyzed existing research models and related standards related to business requirements and stakeholder requirements, and constructed evaluation models for the system operation concept documents in the ISO/IEC/IEEE 29148. The system operation concept document is a document prepared by organizing the requirements of stakeholders in the organization and sharing the intention of the organization. The evaluation model proposed in this study focuses on evaluating whether the contents related to the system operation concept are faithfully written in the request for proposal. The evaluation items consisted of three items: 'organization status', 'desired changes', and 'operational constraints'. The sample extracted 217 RFPs in the national procurement system. As a result of the analysis, the evaluation model proved to be valid and the internal consistency was maintained. The level of system operation concept was very low, and it was also found to affect the quality of system requirements. It is more important to clearly write stakeholders' requirements than the functional requirements. we propose a news classification methods for sentiment analysis that is effective for bankruptcy prediction model.

Anonymized Network Monitoring for Intrusion Detection Systems

  • With the ever-increasing frequency of public sector and smalls-cale industries going live on the internet in developing countries, their security of which, while crucial, is often overlooked in most cases. This is especially true in Government services, whilst essential, are poorly monitored if at all. This is due to lack of funds and personnel. Most available software which can help these organizations monitor their services are either expensive or very outdated. Thus, there is a need for any developing country to develop a networking monitoring system. However, developing a network monitoring system is still a challenge and expensive and out sourcing network monitoring system to third party is a security threat. Therefore, in this article we propose a method to anonymize network logs and outsource networking monitoring system to third-party without breach in integrity of their network logs.

공공기관 개인정보 처리시스템의 개인정보 영향평가를 수행하기 위한 합리적인 대가 산정 모델 개발에 관한 연구 (A Study on Developing the Model of Reasonable Cost Calculation for Privacy Impact Assessment of Personal Information Processing System in Public Sector)

  • 전세계적으로 국가정보화가 진전됨에 따라 다양한 분야에서 개인정보의 침해위협이 급증하고 있어, 이에 대응하기 위한 정부차원에서의 정보보호대책이 마련되어지고 있다. 특히, 우리나라에서는 개인정보처리시스템의 안전성을 높이기 위한 방안으로, 2011년 개인정보 보호법에 근거한 개인정보 영향평가제도가 도입되었다. 그러나 개인정보 영향평가를 위한 대가기준의 변동요소들이 반영되지 못하고, 안전행정부(2011)에서 제시한 기본 예산보다 낮게 책정되면서 영향평가과정의 품질관리 및 영향평가서의 질적 수준도 저하되었다. 따라서 본 연구에서는 개인정보 영향평가가 개인정보보호를 위한 사전예방적 제도로 정착될 수 있게 필요한 예산 산정과 적용이 이루어지는 기준을 제시해보고자 한다. 이를 위해 기존 문헌, 유사제도의 대가기준, 개인정보 영향평가서 등을 검토하였으며, 전문가대상의 델파이분석을 통한 개선된 기준을 도출하였다. 이에 따라 개인정보 영향평가의 대가 산정 모델은 개인정보 영향평가고시에 따른 인력구성에 따라 기본인건비로 삼고, 대상시스템의 구분, 대상시스템의 구축 운용비, 대상시스템의 유형 등에 따라 가중치하는 방식을 채택하였다. 이처럼 개인정보 영향평가를 위한 대가 산정의 모델은 공공기관에서 개인정보보호를 위한 예산집행의 투명성과 영향평가사업의 신뢰성을 확보하는데 기여하리라 본다.

Advanced approach to information security management system utilizing maturity models in critical infrastructure

  • As the area covered by the CPS grows wider, agencies such as public institutions and critical infrastructure are collectively measuring and evaluating information security capabilities. Currently, these methods of measuring information security are a concrete method of recommendation in related standards. However, the security controls used in these methods are lacking in connectivity, causing silo effect. In order to solve this problem, there has been an attempt to study the information security management system in terms of maturity. However, to the best of our knowledge, no research has considered the specific definitions of each level that measures organizational security maturity or specific methods and criteria for constructing such levels. This study developed an information security maturity model that can measure and manage the information security capability of critical infrastructure based on information provided by an expert critical infrastructure information protection group. The proposed model is simulated using the thermal power sector in critical infrastructure of the Republic of Korea to confirm the possibility of its application to the field and derive core security processes and goals that constitute infrastructure security maturity. The findings will be useful for future research or practical application of infrastructure ISMSs.

공공건설사업에서의 국가기반시설 건설정보 서비스 방안에 관한 연구 (Research on the Plans of Construction Information for National Infrastructure in Public Construction Projects)

  • 최근 정보화는 기술경쟁력 강화를 위한 핵심 요소로서 업무 수행의 보조적인 역할에서 벗어나, 새로운 전략적인 도구로 활용되고 있다. 특히 건설분야는 국내외 경기침체에 따른 건설기술 경쟁력 확보를 위해 다양한 정보기술의 접목과 활용을 통해 비용절감 및 업무프로세스 개선을 실시하고 있다. 이에 국토교통부 소속 산하기관은 정보화를 통한 건설사업 관리의 투명성 및 효율성을 강화하고, 고부가가치 창출 및 경쟁력을 확보할 수 있도록 다양한 정보시스템을 구축하여 건설사업관리 및 유지관리 업무를 수행하고 있다. 하지만, 구축된 정보시스템이 일부 공공건설사업에 국한되어 활용됨에 따라 국가기반시설 전반의 현황을 파악하기에는 아직 미흡한 실정이다. 따라서 국토부 소속기관에서 활용되고 있는 건설사업정보시스템(건설CALS시스템)을 중심으로 산하기관 정보시스템으로부터 주요 건설정보의 수집 및 연계, 가공을 통해 공공건설사업에서의 국가기반시설 전반에 대한 건설정보 서비스 방안과 향후 추진방법 및 절차를 제시하고자 한다. 이를 통해 공공건설사업에서의 효율적인 사업관리 및 유지관리가 가능하며, 향후 정책입안 등 주요 의사결정을 위한 유용한 도구로 활용할 수 있으며, 또한 국가기반시설의 구축에서 유지관리까지의 건설정보 관리 및 활용이 가능하리라 예상된다.
