The radar observation system in Japan is operated by two governmental groups: Japan Meteorological Agency (JMA) and the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of Japan. The JMA radar observation network is comprised of 20 C-band radars (with a wavelength of 5.6 cm), which cover most of the Japan Islands and observe rainfall intensity and distribution. And the MLIT's radar observation system is composed of 26 C-band radars throughout Japan. The observed radar echo from each radar unit is first modified, and then sent to the National Bureau of Synthesis Process within the MLIT. Through several steps for homogenizing observation accuracy, including distance and elevation correction, synthesized rainfall intensity maps for the entire nation of Japan are generated every 5 minutes. The MLIT has recently launched a new radar observation network system designed for flash flood observation and forecasting in small river basins within urban areas. It is called the X-band multi parameter radar network, and is distinguished by its dual polarimetric wave pulses of short length (3cm). Attenuation problems resulting from the short wave length of radar echo are strengthened by polarimetric wavelengths and very dense radar networks. Currently, the network is established within four areas. Each area is observed using 3-4 X-band radars with very fine resolution in spatial (250 m) and temporal (1 minute intervals). This study provides a series of utilization procedures for the new input data into a real-time forecasting system. First of all, the accuracy of the X-band radar observation was determined by comparing its results with the rainfall intensities as observed by ground gauge stations. It was also compared with conventional C-band radar observation. The rainfall information from the new radar network was then provided to a distributed hydrologic model to simulate river discharges. The simulated river discharges were evaluated again using the observed river discharge to estimate the applicability of the new observation network in the context of operations regarding flood forecasting. It was able to determine that the newly equipped X-band polarimetric radar network shows somewhat improved observation accuracy compared to conventional C-band radar observation. However, it has a tendency to underestimate the rainfall, and the accuracy is not always superior to that of the C-band radar. The accuracy evaluation of the X-band radar observation in this study was conducted using only limited rainfall events, and more cases should be examined for developing a broader understanding of the general behavior of the X-band radar and for improving observation accuracy.
Images from satellites will have 1 to 3 meter ground resolution and will be very useful for analyzing current status of earth surface. An image processing system named GeoWatch with more intelligent image processing algorithms has been designed and implemented to support the detailed analysis of the land surface using high-resolution satellite imagery. The GeoWatch is a valuable tool for satellite image processing such as digitizing, geometric correction using ground control points, interactive enhancement, various transforms, arithmetic operations, calculating vegetation indices. It can be used for investigating various facts such as the change detection, land cover classification, capacity estimation of the industrial complex, urban information extraction, etc. using more intelligent analysis method with a variety of visual techniques. The strong points of this system are flexible algorithm-save-method for efficient handling of large size images (e.g. full scenes), automatic menu generation and powerful visual programming environment. Most of the existing image processing systems use general graphic user interfaces. In this paper we adopted visual program language for remotely sensed image processing for its powerful programmability and ease of use. This system is an integrated raster/vector analysis system and equipped with many useful functions such as vector overlay, flight simulation, 3D display, and object modeling techniques, etc. In addition to the modules for image and digital signal processing, the system provides many other utilities such as a toolbox and an interactive image editor. This paper also presents several cases of image analysis methods with AI (Artificial Intelligent) technique and design concept for visual programming environment.

Weight of evidence model was applied for potential mapping of mountainous wetland to reduce the range of the field survey and to increase the efficiency of operations because the surveys of mountainous wetland need a lot of time and money owing to inaccessibility and extensiveness. The relationship between mountainous wetland location and related factors is expressed as a probability by Weight of evidence model. For this, the spatial database consist of slope map, curvature map, vegetation index map, wetness index map, soil drainage rating map was constructed in Yeongnam area, Korea, and weights of evidence based on the relationship between mountainous wetland location and each factor rating were calculated. As a result of correlation analysis between mountainous wetland location and each factors rating using likelihood ratio values, the probability of mountainous wetlands were increased at condition of lower slope, lower curvature, lower vegetation index value, lower wetness value, moderate soil drainage rating. Mountainous Wetland Potential Index(MWPI) was calculated by summation of the likelihood ratio and mountainous wetland potential map was constucted from GIS integration. The mountain wetland potential map was verified by comparison with the known mountainous wetland locations. The result showed the 75.48% in prediction accuracy.
Economic analysis predicts that the drone market will grow, and the growth of the toy and hobby drone market is expected to gradually expand. Drone expectations are rising due to the net economic function of drone market growth, but accidents due to improper management and operations are also increasing. The difference in toy drone performance is incomparably small compared to industrial drone performance, but the ordinary buyer can not know whether the difference can cause an accident during use. The toy drones used in this study were obtained from KC and CE certification, and 20 kinds of drones were used. The flight time ranged from a minimum of 3 minutes to a maximum of 12 minutes, and the control distance ranged from a minimum of 20m to a maximum of 380m. Therefore, it is necessary to secure product safety through sampling inspection of the radio wave output of toy drones, and it is also necessary to mount an algorithm that automatically lowers the altitude or hover when exceeding the limit flight distance. For future research, we will build data to establish toy drone safety standards through a altitude testing and impact testing of toy drone.

This study surveyed how retirees' evaluation of starting food service business affects the effectiveness their new business and quality of life, based on personal factors such as entrepreneurship and business-starting capability and environmental factors by using questionnaires. Bootstrapping was carried out in order to find out factors affecting rapidly changing new business environments and retirees' initial intent to start a business so as to verify basic hypothesis about relation between retirees' evaluation of starting food service business (social, economic, and psychological effects) and the effectiveness of their new business and quality of life and confirm whether the effectiveness of the new business acts as a medium between the evaluation of starting food service business and quality of life. In addition, PLS-MGA was performed in order to verify whether the correlations among test factors can be varied according to the kind of job the target retirees had. Having examined the basic thesis, it was found that social and economic factors had significant positive effect on the effectiveness of the new business, and social and psychological factors had significant positive effect on the quality of life. Having analyzed whether the effectiveness of new business acted as a media between evaluation of starting food service business and quality of life, there was no significant effect as a medium. Having studied whether the kind of job of the retirees controlled or affected the relations among evaluation of starting food service business, effectiveness of new business and quality of life, the results were as follows: in the office job retiree group, the greater economic factor led to increase of effectiveness of new business, while social and psychological factors influenced the quality of life; In the physical labor group, the higher social factor resulted in higher effectiveness of new business, which showed significant positive effect on the quality of life. Having researched about which element is considered to be most important in starting food service business, the most important element was found to be dish/menu, followed by staff management, accounting management, business management, and service education. Having analyzed relation between accomplishment and important consideration for starting food service business, "managers with entrepreneurship," "appropriate distribution of time to prepare for starting business," and "operation of practical field education programs" showed higher importance compared to the degree of satisfaction, so it is needed to more concentrate on the above matters. This study intends to raise retirees' awareness of starting business and help them live better life based on the analysis results, and further suggest detailed mechanism and specific operations of factors affecting retirees' decision making on starting business, such that they can use the information as basic materials to make better choices that can lead to successful business.
The current increasing size of container vessels affects the container port's situation. The containerization has changed the inter-modal handling process, which brought more flexibility and comfortableness in the shipping industry sector. Thus, it is very crucial to analyze the efficiency of container ports in the regional sphere. Such kind of efficiency analysis provide a powerful management tool for port operators and shipping managers in the Mediterranean market, and it also helps to form an information for planning new regional and national port operations. This paper aims to analyze the ports' technical efficiency of Mediterranean major container ports. It is conducted to establish the model of port performance and efficiency through the empirical test of the various factors. Regarding to the panel data collected from the 48 DMUs (decision making units), this study attempts to provide the empirical basis of the port efficiency relative to another factors in the total port performance. Due to the complexity of the various activities carried out at container ports, the study focuses only on the technical efficiency at the level of the Mediterranean container port. Unlike the practice of cross-sectional data analysis, originally established by Charnes et al. (1985), the panel data in DEA window analysis applications are used. The main focus of this study is the relative technical efficiency of 12 container ports from 7 countries in the Mediterranean market. The selection of ports under study is based on their high handling capability and rankings in World Top 100 (Containerization International, 2018).

This paper presents a study to implement a touch screen capable of real-time response processing in a low-end embedded system. This was done by introducing an algorithm using an interpolation method to represent real-time response characteristics when a touch input is performed. In this experiment, we applied a linear interpolation algorithm that estimates random data by deriving a first-order polynomial from 2-point data. We also applied a Lagrange interpolation algorithm that estimates random data by deriving a quadratic polynomial from 3-point data. As a result of the experiment, it was found that the Lagrange interpolation method was more complicated than the linear interpolation method, and the processing speed was slow, so the text was not smooth. When using the linear interpolation method, it was confirmed that the speed displayed on a screen is 2.4 times faster than when using the Lagrange interpolation method. For real-time response characteristics, it was confirmed that smaller size of the executable file of the algorithm is more advantageous than the superiority of the algorithm itself. In conclusion, in order to secure real-time response characteristics in a low-end embedded system, it was confirmed that a relatively simple linear interpolation algorithm performs touch operations with better real-time response characteristics than the Lagrange interpolation method.
The dam reservoir inflow prediction is utilized to ensure for water supply and prevent future droughts. In this study, we predicted the dam reservoir inflow and analyzed how seasonal weather forecasting affected the accuracy of the inflow for even multi-purpose dams. The hindcast and forecast of GloSea5 from KMA were used as input for rainfall-runoff models. TANK, ABCD, K-DRUM and PRMS models which have individual characteristics were applied to simulate inflow prediction. The dam reservoir inflow prediction was assessed for the periods of 1996~2009 and 2015~2016 for the hindcast and forecast respectively. The results of assessment showed that the inflow prediction was underestimated by comparing with the observed inflow. If rainfall-runoff models were calibrated appropriately, the characteristics of the models were not vital for accuracy of the inflow prediction. However the accuracy of seasonal weather forecasting, especially precipitation data is highly connected to the accuracy of the dam inflow prediction. It is recommended to consider underestimation of the inflow prediction when it is used for operations. Futhermore, for accuracy enhancement of the predicted dam inflow, it is more effective to focus on improving a seasonal weather forecasting rather than a rainfall-runoff model.

The data response speed is a critical issue of cloud services because it directly related to the user experience. As such, the in-memory database is widely adopted in many cloud-based applications for achieving fast data response. However, the current implementation of the in-memory database is mostly based on the linked list-based hash table which cannot guarantee the constant data response time. Thus, cuckoo hashing was introduced as an alternative solution, however, there is a disadvantage that only half of the allocated memory can be used for storing data. Subsequently, bucketized cuckoo hashing (BCH) improved the performance of cuckoo hashing in terms of memory efficiency but still cannot overcome the limitation that the insert overhead. In this paper, we propose a data management solution called Wall Cuckoo which aims to improve not only the insert performance but also lookup performance of BCH. The key idea of Wall Cuckoo is that separates the data among a bucket according to the different hash function be used. By doing so, the searching range among the bucket is narrowed down, thereby the amount of slot accesses required for the data lookup can be reduced. At the same time, the insert performance will be improved because the insert is following up the operation of the lookup. According to analysis, the expected value of slot access required for our Wall Cuckoo is less than that of BCH. We conducted experiments to show that Wall Cuckoo outperforms the BCH and Sorting Cuckoo in terms of the amount of slot access in lookup and insert operations and in different load factor (i.e., 10%-95%).
The use of records has been regarded as the ultimate goal of preserving records, and reference services are considered key tasks in records management. Particularly in Korea where the importance of archives and records management is not recognized sufficiently, we need to help the public recognize the importance of institutions, managing archives, and archives kept in the archives, and create new uses. In order for archives to notify archives, institutions and managing archives to potential users, they can use publications, exhibitions and education programs. In foreign countries, services such as public programs and outreach services have already been being executed by archives in order to publicize the archives actively to the public, and various supports are provided so that people can use archives in educational activities. What is more, publishing and exhibition programs are also linked to education, which can increase the use of archives and promote archives culture. Thus, archives play important cultural and educational roles. As archives' roles are being expanded and local archives are being established compulsorily in Korea, archives should play their roles not just as administrative agencies collecting official documents but also as cultural and educational institutions providing various forms of information and education. Creating new demands for important archives by notifying such archives through public programs approaching users, they should find ways for laying the ground for their existence. The objectives of this study are to look for the method of public program operation suitable for the Korean situation, to define abilities and roles required to archives as program planners, and ultimately to increase the use of archives and contribute to the settlement of archives culture.
