This study analyzed the policy of culture welfare in libraries for the information alienated groups. This study suggested several improvements as a conclusion. Research analyzed organizational tasks and policies for Ministry of Culture, Sports and Tourism, Planning Group for Library and Information Policy and the policies for libraries. First, library service for alienated class was centered in short term period projects. Second, it is hardware oriented such as building small libraries, places for disabled person, multi-cultural libraries. Due to the decentralization of policies for the groups with alienated information, and lack of public supportive policies for private library for the disabled, developing cooperative system is difficult. Third, we revealed that policies for quantitative production of alternative material were achieved. So, this study suggested professional policy in integrative cooperation in accordance with each domain and creation of a separate welfare library policy department and its activity.

Opportunistic scheduling provides the capability of resource management in wireless networks by taking advantage of multiuser diversity and by allowing delay variation in delivering data packets. It generally aims to maximize system throughput or guarantee fairness and quality of service (QoS) requirements. In this paper, we develop an extended proportional fair (PF) scheduling policy that can statistically guarantee three kinds of QoS. The scheduling policy is derived by solving the optimization problems in an ideal system according to QoS constraints. We prove that the practical version of the scheduling policy is optimal in opportunistic scheduling systems. As each scheduling policy has some parameters, we also consider practical parameter adaptation algorithms that require low implementation complexity and show their convergences mathematically. Through simulations, we confirm that our proposed schedulers show good fairness performance in addition to guaranteeing each user's QoS requirements.

In video-on-demand systems, the I.O bandwidth of video servers is the critical resource which contributes to increase in latency. Several approaches: bridging, piggybacking are used to reduce the I/O demand on the video server through sharing. Batching delays the requests for the different videos for a batching window so that more requests for the same video arriving during the current batching window may be served using the same stream. In this paper, we propose an adaptive reservation-based batching policy which dynamically reserves video server capacity for popoular videos according to video server loads. The performance of the proposed policy is evaluated through a simulation, and is compared with simple batching and static reservation-based batching policies. As the result, we know that the adaptive reservation-based batching policy more improves service ratio and average waiting time than simple batching and simple reservation-based batching policy more improves service ratio and average waiting time than simple batching and simple reservation-based batching polices.

This article aims to identify the quality factors of public data which have increased as a public issue; analyze the impact of users satisfaction in the perspective of Technology Acceptance Model (TAM), and investigate the effect of service satisfaction on the government's open policy of public data. This study is consistent with Total Data Quality Management (TDQM) of MIT, it focuses on three main qualities except Contextual Data Quality (CDQ) and includes seven independent variables : accuracy, reliability, fairness for Intrinsic Data Quality (IDQ), accessibility, security for Accessibility Data Quality (ADQ), Consistent representation and understandability for Representational Data Quality (RDQ). Basing on TAM, the research model was conducted to examine which factors affect to perceived usefulness, perceived ease of use, service satisfaction and how service satisfaction affects to the government's open policy of public data. The results showed that accuracy, fairness, understandability affect both perceived ease of use and perceived usefulness; while reliability, consistent representation, security, and accessibility affect only perceived ease of use. This article found that the influence of perceived ease of use on perceived usefulness and the influence of these two causes on service satisfaction in the perspective of TAM were significant and it was consistent with prior studies. The service satisfaction when using public data leads to the reliability of public data open policy. As an initial study on unstructured public data open policy, this article offered quality factors that pubic data providers should consider and also present the operation plan of public data open policy in the future.

Which factors should influence consumer consideration to subscribe to Voice over Internet Protocol (VoIP)? Policy issues, managerial concerns, and demographic variables are possible factors. This paper discusses policy and managerial issues regarding VoIP adoption. A model that explains VoIP adoption is proposed and tested. This study analyzes a survey of 750 prospective VoIP users in Korea. The testing is accompanied by logistic regression and discriminant analysis. The results show that trust in VoIP, relative comparison of Quality to fixed service, numbering plan, satisfactions of call Quality and customer services on both fixed and mobile services have impacts on the adoption of VoIP. Implications for VoIP providers and policy makers are presented.

In this paper, to manage the efficient control of IP packet flows crossing multi-provider networks such as Internet, we propose a SDN(Software Defined Networking)-based policy controller. The proposed policy controller leverages the visibility of underlying network and manages both virtual links and ports to inter-connect networking elements. The controller is capable of quickly composing multiple on-demand virtual networks and dynamically managing the composed networks, thus it can provide more flexible and optimized overlay networking environment to end-user applications. More specifically, we first look into the proposed structure and features of policy controller. With two kinds of service applications, we then verify the applicability of the proposed controller by evaluating its service composition time.

Policy study information is the essential source of information in every step of decision making process to plan, execute and assess the national operation policy. The policy study subject of a national policy research center from study design the performance assessment on its practical effect is managed via thorough process to secure its effectiveness and efficiency. However, the directly exposed information to the practical user or the public who are in need of actual policy study information is the resource published in a form of policy study report, the final result. NKIS operated by the National Research Council for Economics, Humanities and Social Sciences under the Office for Government Policy Coordination, Prime Minister's Secretariat is a public information offering service that conduct integrated management on study reports from cooperative study among institutes along with policy outcome from 27 national policy research centers. This study aims to introduce the current status of operation and information management of NKIS, apprehend the management characteristics of policy study information resources of national policy research center, and deduce remarks that need to be considered for API with external service for the derivation of standardized sharing data element.

As the importance of Knowledge Management System (KMS) in the military increases, Republic of Korea Army (ROK Army) developed Army Knowledge Portal. Although the members in the military are encouraged to use the portal, few members currently use it. This study was conducted to find variables to predict the user's intention to use the portal, which contributes to activating the use of Army Knowledge Portal in the army. On the basis of Technology Acceptance Model (TAM), ten variables such as perceived ease of use, general information security awareness, information security awareness, expectation for external rewards, expectation for relationships, sense of self-worth, attitude toward compliance with security policy, attitude toward knowledge sharing, intention of non-combat knowledge sharing, and intention of combat knowledge sharing were considered as independent variables. 105 participants on active duty who currently use or have experience to use the portal participated in this study. The results indicated that general information security awareness and information security awareness increases compliance with the information security policy. In addition, the attitude toward knowledge sharing is enhanced by expectations for relationship and sense of self-worth. Based on the results, the authors propose the need for policy alternatives to reinforce the reward system and security policy, which activates the use of Knowledge Portal Service for ROK Army.

From all nations the disabled person experiences many difficulties from the process which obtain informations and use libraries. So the advanced nations is concentrating on establishment of the information gap solution policy for the disabled person. Based on these situations, this research analyzed the national library service policies for the disabled person in the United States and the United Kingdom and Japan, and proposed desirable position and operation plans of the disabled person library support center of the National Library of Korea.
