The Trends and Reality of Korean National Information Policy (한국정보정책의 방향과 실제)

  • The 1995 Informatization Promotion Act was passed to advance the national quality of life and to develop national economy by promoting informatization, forming the ground of telecommunication industry, and realizing the advancement of telecommunication infrastructure. This article was written to review whether this act's purpose was being achieved by Korean government. Even if Korean informatization policy implemetation structure is strongly centralized around the Ministry of Information and Communication, Information policies are formulated and implemented among agencies. To explain this phenomenon, I suggested the following factors : (1) The Korean government's lack of informatization experiences, (2) The political abuse of information policy, (3) the conceptual rigidity on the structure of information superhighway, (4) the absence of the basic principles for electronic government, (5) the uniformed regional informatization.

  • The issue of method of software testing process implementation has recently been in the spotlight in korea and some vendor make every effort to improve the software testing process through the evaluation of TMMi. The level of software process is at initial level, nevertheless, so the high quality of software is not guaranteed. This paper apply to the TMMi Level2 Assessment criteria of Automobile control software testing process. The test policy and strategy, test planning, test monitoring and control, test design and execution, test environment goal. The result need to emerge development process connection on the test policy and strategy process, test planning process etc. Also, the study analyzed the infra structure to reach the repeated level via key process area. As the result the process implementation in organization suggests the policy development and the implementation activity. Finally, the practical can refer to this paper in order to implementation the software testing process.

  • Recently, Internet solution market is focused on competition in Electronic Commerce (EC) rather than necessity and effectiveness of EC. In this paper, we propose a policy-oriented matching agent system that makes EC market active. We can pursue diverse promotion since policies are objects, and we can formulate, carry out, pursue, and evaluated a policy consistently on the proposed solution since our solution is integrated into merits of rule-based system and operation space (release post). There are three important points of the implementation. It is component-based structure that fits to be a basic platform for EC. It is connected with other system easily, so it can help marketing.   • The 11 th congress and general assembly of the International Federation for Information & Documentation/Commission for Asia & Oceania(FID/CAO) was held by the Center for Industrial and Technical Information from October 28 to November 1 1990 in Seoul. The theme of congress was national information policy. In this paper it is summarized each country report presented by 7 countries delegate : Australia, Indonesia, Japan, Malaysia, People's Republic of China, Thailand, and Union of Soviet Socialist Republics. The content of national information policy and the structure of national information system as well as the mechanism to implement it may vary from country to country but the main objectives was similar to every nation. It is urged that the government should formulate a national information policy and ensure the implementation of policy with coorporation of institutions related to information activities.

  • This study is conducted to find out problems in the implementation system of regional informatization policies in Korea and solutions to enhance the effectiveness in policy execution. The study uses research methodologies such as participant observation, interview and AHP for experts and employees of public organizations for regional informatization policies. Many implications were found in the analysis, including that policy relations, structure of the policy implementation system, and environment and contents of regional informatization policiesin Korea have to be innovated and re-organized. Especially, this paper emphasizes the horizontal and cooperative relationship between the central and local governments and redesigning of the legal system on the regional informatization. This paper also shows expectations on reshaping of the regional informatization policies with the paradigm shift of the government power toward decentralization. This paper also finds diverse views on the problems and solutions for the regional informatization policy implementation system based on different characteristics and interests of policy participants. This paper finds the possibility of applying the policy network model to regional informatization policy implementation, which can be supported by Rhodes & Marsh(1992)'s theory. Therefore, this paper shows the change of regional informatization policies can be expected through application of the policy network. Although the paper draws many academic and policy implications, they are limited to the implementation system of regional informatization policies only.

  • The purpose of this study is to get a politic advanced idea to operate a pro-environment based u-city through the overcome problems on the construction policy for the even areal distribution, and the development for the model structure of the high level. Advanced pro-environmental ubiquitous urban construction becomes an example of the practical level linked by the national agenda as uKorea policy. The Idea of the national land informal ion systems transforms to enhance or to guide the national strategic industry to implement balanced development as grand objectives of the national land due to the factor that 'the economic development 5 years plan' altered to 'the national land 5 years plan'. For the synergy effects through this task, it requires a strong empowerment of the information industries and a new growing core engine of the national economy through the policy of the mutual satisfaction on the spat io-temporal information and the pro-environment information systems.

  • This paper is a study on the implementation of MAM(Media Asset Management) to utilize UHD contents as high quality broadcast material. The implementation method of this paper is to separate MAM roles with content management functions and transmission workflow functions from workflow, metadata and system interface related work, which are divided into core MAM and MAM-Ex structure. Through the method proposed in this paper, we improved the content management method by applying the page menu method to the material metadata modification and applying the template method to the material structure API. In addition, the storage of UHD material and the configuration of the component server are pooled without any distinction of channels, thereby enhancing the security of UHD transmission assets by minimizing the movement of contents together with broadcasting material protection.

  • The purpose of this paper is to develop the metadata on the information of research result in Science and technology and to design the domain knowledge structure using semantic web technology for further implementation. In this paper, we first analyze the existing theories and techniques related to the metadata in such fields as R&D research result, international standard, and semantic web. Then, we extract and group the relevant factors from Dublin Core, CERIF, and the research results for building the integrated metadata framework. Based on our proposed metadata, we design a domain knowledge structure which employs RDF/RDFS as knowledge representation tool. Therefore, we can implement the ontology which produce the 'intelligent' information service and improve the interoperability between the research institutions. Also, the metadata can be used as the basis for developing National R&D Performance Information, and in terms of research institutions, can be used as tools for managing the their own research results information systematically and consistently.

Structural Analysis and Practitioner Needs Survey for a WMSD Prevention Program (근골격계질환 예방관리 프로그램에 대한 구조 분석 및 실무자 요구 사항 조사)

  • The KOSHA codes H-31 and H-30 provide general guidelines to establish a prevention program for work-related musculoskeletal disorders(WMSD). Understanding of the components and practitioner needs for a WMSD prevention program is necessary for effective revision and implementation of the KOSHA codes. The present study established a comprehensive structure for a WMSD prevention program and surveyed practitioner needs for the KOSHA codes. The comprehensive prevention program structure, consisting of 7 parts(organization, education, risk management, medical management, program evaluation, and record keeping) and 90 items, was constructed by analyzing WMSD prevention guidelines published by various government agencies such as KOSHA, OSHA and NIOSH. Next, 20 practitioners, from four industry sectors(auto manufacturing, auto part manufacturing, shipbuilding, and machinery), working in a safety and health department or labor union, were interviewed to collect opinions for the KOSHA codes in terms of relevance, government support, and additional information needed. Guidelines of the KOSHA codes requiring modifications and government supports were identified, which can be used to revise the KOSHA codes and to establish a government policy to promote the implementation of the KOSHA codes. Lastly, the survey revealed that integrated, customized, quantitative, and case information for WMSD prevention is additionally needed, which can be used as design guidelines for a WMSD prevention program manual for practitioners.
