This paper presents the implementation procedure of encoding and decoding algorithms for Tornado code that can provide fault tolerance for storage and transmission system. The degree distribution satisfying heavy tail distribution is produced. Based on this distribution, a good random irregular bipartite graph is attained after plenty of trails. Such graph construction is proved to be efficient, and the experiments also demonstrate that the implementation obtains good performance in terms of decoding overhead.

According to researches [1], good image quality and amount of hiding information is a main point of steganography. In this point of view, [3] is a very good scheme to hide in an image. However, it cannot hide a lot of information. In order to solve this problem, we propose new method to hide more information than that of [3]. In addition, it can be reduced distortion of an image than that of [4]. Thus, our method is a very efficient and novel scheme.

The PID controller have the simple structure and show the comparatively good control performance. Crystal Grower(FF-CZ150) melt polycrystalline silicon at the temperature of about 1450$^{\circ}C$, then grow it into a single crystalline ingot. The automatic diameter control system of the Crystal Grower has a good performance with only PD control. But it contain the integrator in the plant which has a long time delay. In this paper, we show the secondary approximate model and applies time delay controller which has good performance for the plant with long time delay. It will be able to improve the response characteristic against a standard input and a load disturbance.

In this paper, we propose an efficient freedom of information and Information access right which improves transparent and speedy administration process. To build open Information, we scrutinize that causes of non access right and change of civil service consciousness, attitude for open information by effectively open system circumstances. The Important thing is basic information that is available to the public through an agency's FOIA Reference Guide, all agencies must notify potential FOIA requesters of the formal rules and requirements for the making and handling of FOIA request, through their FOIA regulations. The characteristics of this paper focused on Information access right, causes of non access right and proposed policy. In this paper, The author emphasize are as follows: first, to examine freedom of information' necessity and problem that scrutinize a theoretic analysis, second, to understand civil servant's attitude for the freedom of information, third, to suggest action plan and agenda for the better of Good Governance and Democracy of information.

This study is to identify the types and meaning of 'Good Leisure' that married immigrant women perceived. 32 Q samples were extracted from the interviews and questions and 40 immigrant women were selected as P samples. The conclusion are as follows; First, the types of 'Good Leisure' were classified as 4 types. Second, the type 1, 'Psychological Stability Pursue Type' recognizes 'Good Leisure' when they feel comfort and relaxed through activities. The type 2, 'Emotional Stability and Self-development Type' recognized 'Good Leisure' when they are pleased, or engaged in self-development activities. The type 3, 'Practical Use Pursue and Information Acquisition Type', recognizes 'Good Leisure' when they learn things necessary for living with less cost, and type 4, 'Acculturation and Exchange Type' recognizes 'Good Leisure' when they learn Korean culture or interact with Korean people. Third, regardless of each type, married immigrant women perceived in having a good time with people as 'Good Leisure'.

In the area of speech processing, raw signals used to be presented in 2D format and different kinds of algorithms use the format to solve their problems. However, such kinds of presentation methods have limitations to extract characteristics from the signal, even though the algorithms are quiet good. The basic reason is that not much information can be detected from the 2D signal. Strange attractor in the field of chaos theory provides the 3D presentation method. In the area of the recognition problem, signal construction method is very important because good features can be detected from a good shape of attractors. This paper discusses a new presentation method that can be used to construct strange attractor in a different way. Normal strange attractor uses time-delay idea while the new method uses time-delay and vector average. This method provides us good information to be applied to speaker recognition problem.

Recently, LDPC codes received a lot of attention in 4G. LDPC codes perform good error correction at high SNR. But LDPC codes are complex design and not good at low SNR. At low SNR, convolution codes and turbo codes show more good performance than LDPC codes. The main subject presented in this study is that parallel encoding and decoding according to SNR. The system chooses convolution codes at low SNR and chooses LDPC codes at high SNR.

An edge detection is an very important area in image processing and computer vision, General edge detection methods (Robert mask, Sobel mask, Kirsh mask etc) are a good performance to detect step edge in a image but are no good performance to detect step edge in a noses image. We suggested a step edge detection method based on image information measure and neutral network. Using these essential properties of step edges, which are directional and structural and whose gray level distribution in neighborhood, as a input vector to the BP neutral network we get the good result of proposed algorithm. And also we get the satisfactory experimental result using rose image and cell images an experimental and analysing image.

This paper presents a smart seat for correction of driver posture while driving. We introduce good postures with seat height, seat angle, head height, back of knees, distances of foot pedals, tilt of seat, etc. There have been some studies on correction of good posture while driving, effects of driving environment on driver's posture, sitting strategies based on seating pressure distribution, estimation of driver's standard postures, and others. However, there are a few studies on guide of good postures while driving for problem of driver's posture using machine leaning. Therefore, we suggest a smart seat for correction of driver's posture based on machine leaning, 1) developed the system to get postures by 10 piezoelectric effect element, 2) collect piezoelectric values from 37 drivers and 28 types of cars, 3) suggest 4 types of good postures while driving, 4) analyze test postures by kNN. As the results, we can guide good postures for bad or problems of postures while driving.

In 25th April. 2008, the Korea legislature gave advance notice on the Revision Bill of Commercial Law in Insurance Division in partial, one of which is the principle of utmost good faith to be codified in accordance with the effectuation of the Revision Bill enforcement. For this, even though the disclosure duty is not included in the Revision Bill, it should also be discussed in relation to the principle of utmost good faith because it is based upon the principle of utmost good faith and forms a part of utmost good faith. In Marine Insurance industry in Korea, there are the sections and the clauses in relation to the English governing law included in the Policies and the Clauses used in Korea and, also, they still come into effect for the Korea Courts' judgements. So. we, Korea, should carefully pay attention to the trend of English courts' leading case, academic world and insurance industry on the disclosure duty in U.K. This study is thus based upon sections 17 and 18~20 of the Marine Insurance Act 1906 and sections 651, 652 and 655 of Commercial Law in Insurance Division, which appear throughout this work. The objective of this work is to analyse the duty of disclosure on Korean and English Insurance Laws including cases cited in this work, comparing the differences resulted from the analysis of the two countries‘laws and legal cases.
