ICT 환경의 정착 및 넷 미디어의 광범위한 보급으로 인해 정보접근성에 기반한 양적 정보격차는 정보활용 중심의 질적 정보격차의 형성으로 진화해 왔으며, 인터넷 상에 엄청난 양의 정보가 존재하는 현재의 정보환경에서는 기존의 양적, 질적 정보격차와는 다른 보다 심화된 지적 정보격차가 발생하고 있다. 본 연구에서는 정보환경의 진화에 따른 정보격차의 변화 양상을 확인하고, 지적 정보격차의 형성을 실증적으로 확인하였다. 또한 지적 정보격차는 기존의 양적, 질적 정보격차와 명확하게 구분되는 것이 아니라 기존의 정보격차의 요인들을 기반으로 정보에 대한 지적 능력의 차이로 인해 발생함을 실증하였다. 특히 정보격차의 핵심 요인으로 인식되어 온 교육수준과 경제적 수준은 여전히 양적, 질적 정보격차를 형성하고 있으며, 지적 정보격차의 형성에 있어서도 주요 요인으로 작용하고 있음을 확인하였다.
Accesses to lands, houses, the Internet and other utilities are regarded as basic human needs to escape poverty and are required to recognize the relationships between the digital divide and socio-economical inequality. The digital divide might not be a single technical disparity, but stems from a complicated mixture of economic and socio-technical symptoms of inequality. There is growing awareness of scrutinizing causal mechanisms between the digital divide and poverty since combating poverty could be a primary step to mitigate the digital divide. In this paper, the Hexad model is proposed to explicate poverty interpretation by using 6 parameters as a major tool for partly assisting in poverty monitoring system in connection with land information. A solution model of the Internet is suggested to break the digital divide. It expounds a conceptual framework and new idea for poverty management to notify spatio-temporal locations of poor actors and geography of the digital divide when efforts of poverty eradication hinge on understandings of geographic location of digital disadvantaged groups through parcel-based land information.

Due to the fast development of information and communication technology, many people are enjoying benefits. However, there are those who do not enjoy the benefits of such information technology due to physical disabilities or economic reasons. This class is classified as an information-vulnerable class with so-called digital divide, and the disabled can be said to be a representative information-vulnerable class. The purpose of the paper is to identify the various causes of digital divide and propose improvement measures for the disabled in Korea. For this purpose, the digital divide data by the national institution over the past four years were analyzed. Through various statistical analysis, it was found that the main cause of the digital divide was insufficient information competency among the three factors diagnosing the digital divide namely, information access, information competency, and information utilization. With the development of information and communication technology, modern people are receiving various benefits, and knowledge and use of information and communication technology are becoming essential qualities in modern people's lives. There are people who do not enjoy the rich benefits of this information and communication society, and the so-called 'digital divide' acts as an obstacle that prevents the information and communication from enjoying a rich life. Currently, there are four major information underprivileged classes in Korea, the disabled, the elderly, low-income class and farmers and fishermen, respectively. The purpose of this study is to identify the current status of the digital divide for the low-income class and to analyze the causes of the digital divide. To this end, in this study, we analyze statistics on digital divide at the national level and analyzed the digital divide of low-income class from three perspectives: information access, information capability, and information use. As a result of the analysis, it was found that the lack of information capability was the biggest cause of the digital divide, and in particular, information management ability was the most insufficient among information capabilities.
Although the diffusion of mobile services appears to be occurring much more rapidly than the spread of wired services, there are risks of a new type of digital divide: the mobile divide. The mobile divide, which refers to a specific digital divide that involves the unbalanced diffusion of mobile technologies, must be concretely studied. Thus, this study focuses on the mobile divide with respect to disadvantaged populations. Although various studies suggest that the diffusion of mobile devices may reduce the digital divide, somestudies argue against the positive effect of mobile devices in addressing traditional digital devices. Low and O'Connell (2006) insisted that equity of access to mobile technologies should be considered in the contextof the traditional digital divide; they argued that there may be socio-economic barriers to accessing mobile devices and the mobile Internet that are similar to the socio-economic barriers to accessing stationary computers and the stationary use of the Internet. Focusing on the smartphone divide, this study suggests that emphasizing utilization is an appropriate manner in which to bridge the mobile divide rather than focusing on other factors, such as accessibility and capability, thatprevious studies have used to measure the traditional digital divide.

In the current smart device-based information environment, information utilization is closely related to social capital. Additionally, the smart divide that occurs owing to the differences in use of smart devices has a significant influence on social capital. In this respect, this research empirically analyzed how the smart divide affects social capital construction. The study found that the level of and proficiency in using smart devices and diversity of the information formats used through smart devices affect social capital construction. Further, people who fully utilize smart devices can enhance their participation in social activities, social networks, and reciprocal activities, leading people to construct social capital in a wider range. Contrarily, those who are unable to use smart devices adequately may be disadvantaged in terms of the opportunity to construct social capital and share public interests. Thus, to maximize the intrinsic value of social capital, it is necessary to consider the factors of the smart divide as a complicated and multi-faceted digital divide and the ways to utilize social capital as a driving force for integrating society, and not as a mechanism for dividing members of society.
Information and communication technology has brought neck-breaking speed of changes to the global society in 20th century. The more the speed of change accelerated, the more widened the digital divide between the developed countries and the developing countries. In spite of the importance of solving digital divide, the current situation and status of projects for bridging the international digital divide around the world is not fully researched. Therefore, the purpose of this paper is to study the foreign and domestic projects for bridging the international digital divide and to suggest the efficient ways of domestic projects for solving the international digital divide.
Digital divide commonly means the gap among diverse stakeholders, businesses, physical areas, and individual people in terms of opportunities, accessibilities, and usabilities (Acilar, 2011). Lee and Park (2011) and Barzilai-Nahon (2006) suggested that the digital divide issues should be considered as an important public issue because proper public response may enhance or reduce the information gaps by the digital divide. This study is a follow-up study of the study of Lee and Park. This study's main aim is to clarify the changes of the digital divide in the rural areas during five years and to find out meaningful factors to reduce the gaps between the rural area and urban area. To achieve the research aim, this study analyzes the public data by ITSTAT and previous studies on the digital divide. Also this study follows the system thinking approach to model the causal relationships among diverse factors on the digital divide. With the results, this study suggests that the factors to measure the digital divide should be re-designed including smartphone penetration and accessibilities. Especially, current digital divide scoring factors should be considered in the way of social welfare.
본 연구의 목적은 디지털 정보격차 관련 국내 연구의 주요 이슈와 경향을 살펴보는 것이다. 이를 위해 2003년부터 2020년까지의 관련 논문 488건을 대상으로 연도별 논문 건수과 학술지 주제 영역을 분석하였으며, 추가적으로 토픽모델링과 단어네트워크 분석을 통해 연구 주제를 파악하였다. 분석 결과를 살펴보면, 첫째, 2007년까지 논문 건수가 증가하다가 이후 10년간 증감을 반복한 후 2019년부터 급증하는 것으로 나타났으며, 둘째, 사회과학, 복합학, 공학, 예술체육학 등 다양한 학문분야에서 연구가 이뤄지고 있으나, 최근 연구를 주도하는 분야는 사회과학과 복합학 분야인 것으로 나타났다. 셋째, 토픽모델링과 단어 네트워크 분석을 통해 연구의 주제는 '지역 간 디지털 정보격차', '장애인 디지털 정보격차', '디지털 정보격차의 기술적 환경', '디지털 정보 활용과 영향 격차', '디지털 정보격차의 법·제도적 환경', '노인 디지털 정보격차' 등 6개로 분류되었다. 넷째, 최근 들어 '디지털 정보 활용과 영향 격차', '디지털 정보격차의 기술적 환경'에 관련된 주제가 관심을 많이 받고 있는 것으로 나타났다.
The development of the Information Technology(IT) has brought enormous change to the human life, not even only to the politics, economy, society, and cultures, but all the way through the people's consciousness and cultural patterns. However, the information society resulted information inequality issues and especially to those disabled people, who have more difficulties on the technology adaptation, the "digital divide" symptom is significantly found. At present the rapid development of IT has gone beyond the level of the information society and it is accelerating the ubiquitous society that will combine people, computers, and all objects into one. And during the time of ubiquitous the "digital divide" will still exist. This research is focused on the digital divide of disabled people that were insufficiently covered in the research of digital divide and ubiquitous. From the empirical study of the effect that the disabled contributes on the service usability in U-City, the factors of background of the digital divide, and the difference of such factors in types of sex, ages, disabled types, and disabled class, and finally how the ubiquitous divide of the disabled affects have been researched. Based on the proposed study model and by analyzing the model by structural equation, following resulted was gained. (1) With the TAM (TAM : Technology Acceptance Model), which is commonly used in the studies of IT devices and services, the digital divide of the disabled cases cannot be identified sufficiently since it is not eligible for Using Intention of U-City Services. (2) In case of the disabled, the mental factors like willingness to overcome the impediment and accessibility like environment to meet the information services and ability to access the services are more effective on Using Intention of U-City Services rather than TAM.
