This article describes the theoretical foundations of government policy for hospitals in terms of correcting market failure and enhancing equity. It then discusses the characteristics that desirable payment systems should have, and the effects of the DRG-based prospective payment system on hospital behavior, its financial performance, hospital industry, and health care expenditure. The rationales and impacts of other public policies for hospitals such as antitrust and fair trade regulation, dissemination of practice guidelines and hospital mortality information, regulation of hospital capital investment, and tax policy are also discussed.

Active sensors are rapidly conquering a share on the remote sensing market and offer among others new possibilities toward automatically acquiring 3D building data. Better dissemination of information about new technological developments can possibly be achieved by short distance-learning courses. The paper describes the didactic and technical aspects of a course we have designed and conducted on airborne laser scanning and interferometric SAR. The building extraction application is a good example to illustrated the added value of short electronic-learning courses above simply publishing (digital) papers.

Sensor node's mobility brings new challenges to data dissemination in large sensor networks. Frequent location updates of sensor nodes can lead to both excessive drain of sensor's limited battery supply and increased collisions in wireless transmissions. Conventional studies for routing protocols in wireless sensor networks are not enough to cover energy consumption and migration of sensor nodes. This study proposes a dynamic routing protocol based on the SPIN considering energy consumption and the migration, and also shows the effectiveness of the proposed routing protocol.

소프트웨어 업데이트를 위한 업데이트 코드 전파 기법은 매우 중요한 기술 중 하나이다. 본 논문에서는 기존에 제안한 네트워크 코딩기법을 이용한 코드 전파 기법의 문제점을 파악하고 그 문제점을 해결하기 위해 혼잡 제어 기법을 이용한 코드 전파 기법을 제안한다. 제안된 코드 전파 기법은 네트워크 코딩 기법을 적용한 코드 전파 기법의 문제점인 Broadcasting시 발생된 문제점을 해결하여 00%의 성능 향상을 보인다. 뿐만 아니라 본 논문에서 제안한 방식은 혼잡 제어의 Bottle-neck 문제점을 Broadcasting 방식에 Sector를 나누고 우선순위 방식을 이용함으로써 신뢰성있는 데이터 전송을 가능하게 한다.

This article investigates the distributed data storage problem in the space information network (SIN) using distributed fountain codes. Since space nodes in the SIN are resource-limited, in order to reduce energy consumption while improving the storage reliability, an efficient distributed storage based on fountain codes and probabilistic broadcasting (DSFPB) strategy is proposed. In the proposed strategy, source packets are disseminated among the entire network according to probabilistic broadcasting (PBcast), and the final degree distribution is close to the desired robust soliton distribution (RSD), this is benefited from the appropriate packets encoding procedure of the proposed strategy. As presented by the analysis and simulations, the total cost of data dissemination is greatly reduced compared with existing representative strategies, while improving the decoding performance.

Author outlines briefly developments of policies relating to telecommunication infrastructure and databases since latter half of 1970′s. There exist three phases. The first phase was from later 1970′s to 1985, which was an initial stage of electronic information service in Japan. In the second phase, 1985～1990, basic policy change made possible the privatization of telecommunication services and proliferation of database products and vendors, The third phase began in early 1990′s with downsizing in computer usage, wide-spreading information networks and rapid dissemination of personal computers. Then author describes offers on policy formation for "novel information infrastructure" and current situation concerning the "Internet" in Japan. Finally, tasks and problems for implementing new generation program for information infrastructure and database usage are pointed out, These are knowledge resource, cost, copyrights and cultural problems including language.

As the applications and services based on the augmented reality are widely spread in various industry and public domain information dissemination areas, it is naturally necessary to provide the common information framework which can describe required detailed information for services. JPSearch which is released for unified access to image repositories can be utilized in this kind of infrastructure due to that the framework for augmented reality needs a constituent component which supports image repositories. In this paper, we propose a metadata schema which is designed for information architectural framework in the environment of augmented reality based on workflow. The proposed information schema can support the workflow of augmented reality related production system and service implementation.

The purpose of this study is to analyze the effects of useof weather and climate information on farmer income. To accomplish the objective of the study a farm survey was conducted, whose target respondents were local correspondents and reporters of the Korea Rural Economic Institute. The ordered logit model was employed for empirical analysis on determining whether use of weather and climate information affects farmer income. The analysis results show that the greater is farmer use of short-range weather forecasts, the higher is the income. The results also show higher farmers income with use of short-range special weather forecasts. Based upon the empirical results, the dissemination of more precise weather and climate information is suggested to increase farmer income.

행정정보공표는 시민이 공개요청을 하기 전에 공공기관이 사전에 행정정보를 요청하기 전에 미리 공개하는 제도이다. 이 제도는 국민의 알권리 충족을 위해 2004년 "정보공개법"에 도입되었고 2011년에 동법 시행령을 통하여 좀 더 구체화 되었다. 이에 따라, 공공기관은 "정보공개법"과 "정보공개운영매뉴얼" 등을 기준으로 행정정보를 사전에 공개하고 있다. 본 연구는 중앙행정기관 중 17개부 웹사이트를 대상으로 행정정보를 사전에 공표하고 있는지, 공표된 목록을 웹사이트에서 어떤 형식으로 공개하고 있는지, 사전공표한 행정정보를 쉽게 찾을 수 있는 방법을 제공하는지 등의 3가지 측면에서 분석하였다. 분석 결과, 내부규정 및 지침에 법에서 요구한대로 행정정보공표를 사전에 제공하는 기관이 5개에 불과했으며, 규정 및 지침에 따라 웹사이트에서 제공하지 않았고, 메뉴의 구성도 통일성이 부족하며, 원문정보로의 접근을 위한 링크연결과 검색기능에 대한 문제점을 발견하였다.
