Korean government has been putting efforts to promote development of technologies by government sponsored labs and to transfer, diffuse, and commercialize these technologies in private sector since mid 1980s. In spite of these efforts, utilization of government-sponsored technology remains in the very low level. According to the survey conducted by Korea Intellectual and Patent Office (1999), the ratio of unused industrial property rights including patents was above 70% of total industrial property rights. Survey on the information and telecommunication industry done by the Institute of Information Technology Assessment (IITA) in 1999 shows that the utilization ratio of government-sponsored technologies is about 55.8%. This is especially true where government is not the primary or end-user of technologies. The purposes of this paper are to (1) identify a process model of technology commercialization, (2) develop the related variables of each step in the six-step continuous process model of government-sponsored technology commercialization, (3) empirically investigate the data gathered through questionnaire survey, and (4) suggest policy alternatives for promoting technology commercialization in Information and Telecommunication industries.

본 논문은 기업의 모바일 보안기술 도입에 영향을 미치는 특성요인에 관한 이론적 설명력을 제고하기 위해 채택연구들의 이론적 기반이 되었던 혁신확산이론, 혁신저항모델, 기술수용 모델, 정보자산보호 활동이 제시하고 있는 주요 구성개념, 실증연구결과들을 검토하였다. 모바일 보안기술 도입을 위한 특성요인들과 이용의사에 미치는 영향을 검증하기 위해 본 연구모형에서 제시한 17개의 연구가설을 구조방정식모델 분석방법을 사용하여 실증적으로 검증하였다. 연구 결과, 첫째, 혁신저항에 가장 큰 영향을 미치는 모바일 보안기술 특성요인 들은 '적합성', '복잡성', '상대적 이점', '정보자산보호' 순으로 나타났다. 둘째, 이용의사에 영향을 미치는 특성요인은 '상대적 이점', '적합성', '혁신저항', '성과기대'인 것으로 나타났다. 이는 향후 모바일 보안기술 채택 연구의 이론적 배경을 제공하는데 의의가 있으며, 검증된 특성요인 들은 확산주체에게 기존 보안기술과 새로운 모바일 보안기술 간의 정보격차를 완화시키는 정책방향이나 모바일 보안기술도입을 위한 전략적 차원의 시사점을 제공한다.

Diffusion of information and communication technologies is a global phenomenon. In spite of rapid globalization there are considerable differences between nations in terms of the adoption and usage of new technologies. Several studies exploring causal factors including national cultures of information and communication technology adoption have been carried out. The focus of this paper is slightly different from other studies in this area. Rather than concentrating on the individual information technology the cyber diplomacy is the focus. This research conducted an analysis of the impact national culture has on adoption of the cyber diplomacy and its components for 95 countries. The national cultural dimensions were identified using Hofstede's model of cultural differences. The research model and hypotheses were formed and tested using correlation and regression analysis. The findings indicate that worldwide cyber diplomacy adoption is related to national culture. The result has theoretical and practical implications.

With the progress of IT, the strategic use of information systems (IS) has been applied to the inter-organization business areas, that is called Inter-organization Systems (IOS). Previous IT diffusion researches or IT adoption researches have been focused to newly emerged IT but confined into individual organization. However, IOS such as internet relates with between organizations. In this sense, this research has analysed the IT diffusion factors affected by IOS based on the previous studies of IT adoption. This study employed a research model using the factors of adopting IOS in organization, and conducted an empirical research with questionaries with top domestic 80 firms. And the finding is that the factors of the CIO support, business partners and an industry community have significance but other factors such as the size of firm, the degree of IS maturity, the degree of firm centrality, the complexity or suitability of IOS does not.

지상파 아날로그 텔레비전 방송의 종료시기가 확정됨에 따라 텔레비전 방송의 디지털화에 많은 관심이 집중되고 있어 상대적으로 라디오의 디지털화는 논의의 우선순위에서 밀려나 있지만, 라디오 방송의 디지털 전환 추진도 더 이상 미루기 어려운 시점이라 할 수 있다. 디지털라디오 방송은 아날로그 라디오 방송의 고유한 입지를 고수 하면서 청취자에게 CD 수준의 음질과 다양한 데이터서비스를 제공하여 수용자의 편익과 복지 향상에 기여할 것으로 기대된다. 디지털라디오 방송이 시장에 도입되어 활성화되기 위해서는 수용자들의 디지털라디오에 대한 이용 의향이 요구된다. 그러므로 디지털라디오 방송이 수용자들에 의해 채택되고, 이를 바탕으로 확산이 일어나는데 영향을 미치는 요인들에 대한 면밀한 고찰이 필요한 시점이다. 본 논문에서는 디지털라디오 방송에 대한 산업적 관심과 원활한 수요창출을 유도할 수 있는 방안을 모색하기 위하여, 설문조사를 통해 디지털라디오 방송의 이용에 영향을 미치는 요인들을 분석하였다. 이를 통해 향후 디지털라디오 방송이 시작될 경우 수용자의 이해를 바탕으로 디지털라디오 방송시장의 활성화 가능성과 디지털라디오 방송이 제공해야 할 기술적 특성과 서비스의 방향성을 제시하고자 하였다.

The purpose of this research is to examine the major determinants affecting the usage and performance of information technologies in Daedeok Valley and Zhongguancun venture firms. The development of the research model is based on the theoretical linkages of IDT (Innovation Diffusion Theory) and TAM(Technology Acceptance Model). Seven hypotheses are derived and tested using regression analysis. The results from regression analysis suggest that the usage of Information technologies is affected by innovation characteristics (perceived usefulness) as well as organizational characteristics (top management support, employee capability on information technology acceptance) in Daedeok Valley venture firms. But, The results from regression analysis suggest that the usage of Information technologies is affected by innovation characteristics (perceived usefulness), organizational characteristics (top management support, employee capability on information technology acceptance), and external pressure (environmental uncertainty, intensity of competition) in Zhongguancun venture firms.

본 논문에서는 불균일한 표면을 갖는 다결정형 솔라셀에서의 마이크로 크랙 검출을 위한 개선된 비등방 확산 모델 기반의 불량 검출 기법에 대해서 다룬다. 산업용 카메라를 이용하여 획득한 영상에서 CCD 센서의 특성으로 인하여 대각선 방향으로 발생한 마이크로 크랙의 밝기가 일정하지 않게 표현되는 경우가 발생한다. 이와 같은 특징으로 인하여 기존의 비등방성 확산 모델 기반의 마이크로 크랙 검출 알고리즘에서 충분한 반복확산이 이뤄지지 않을 경우, 대각선 방향으로 발생한 마이크로 크랙을 불연속적으로 검출하는 단점을 가지고 있다. 그러나 확산 횟수가 증가할수록 전체 알고리즘 수행 시간이 증가하며, 실제 마이크로 크랙보다 두껍게 검출하는 경향이 있다. 이러한 단점을 개선하기 위하여 기존의 동서남북 방향 기울기를 이용하는 비등방 확산 모델에 확장된 대각선 방향의 기울기를 추가로 적용하였다. 제안된 방법은 십자방향의 기울기와 확장된 기울기를 비교하고, 보다 큰 값을 확산계수 함수에 적용하는 방법이다. 이는 대각선 방향으로 발생된 마이크로 크랙의 정보를 반영하기 위한 것이다. Tsai et al.의 방법과 Ko and Rheem의 방법과 비교실험 한 결과, 본 논문에서 제안된 알고리즘이 기존에 제안된 알고리즘에 비하여 적은 반복횟수에서 마이크로 크랙을 우수하게 검출하는 것을 확인했다. 또한 기존 알고리즘에 비하여 실제 마이크로 크랙과 유사한 두께로 검출하는 것을 확인했다.

Purpose: The purpose of this study was to grasp the level of effects innovative features and quality of the appliance system on organizational performance and ultimately analyze the willingness of the IT staff to adopt an appliance system. Methods: The survey was conducted on 350 vendors' clients and partners who currently use an appliance system from March to May 2014. A total of 331 effective questionnaires were collected and analyzed using PASW18 and SmartPLS. Results: The results show that relative advantage, facilitating condition and trialability and quality factors all had an effect on organizational performance expectations. Further, when an appliance system is adopted, it was shown that cost and reliability emphasized by a vendor did not produce any significant effects on organizational performance expectations. Conclusion: This study is significant as it is the first to combine such models as Innovation Diffusion Theory, Information Systems Success Model, and Unified Theory of Acceptance and Use of Technology with a new external variable. In addition, it illustrated how variables affect the adoption of an appliance system such as a new innovation system.

최근, 인터넷의 발달로 인해 온라인 사회연결망이 증가하고 있으며 이 중 블로그 서비스가 대표적이다. 본 논문에서는 블로그 연결망을 분석하기 위한 방법론을 제시하며, 대용량의 연결망 데이터를 안정적으로 분산 처리할 수 있는 방안을 제시한다. 우선, 각 연결망 데이터의 시간 경과에 따른 행위 가중치의 값을 보정하여, 최근의 행위가 과거의 행위보다 높은 연결강도를 가질 수 있도록 한다. 둘째로, 명시적으로 연결행위를 가지지 않은 블로그의 경우 블로그의 성격을 대표할 수 있는 키워드간의 유사도를 추출하여, 묵시적으로 연결망 내에 흡수하도록한다. 따라서 이전의 방법론과는 달리 더 많은 블로그 노드 간의 연결을 분석할 수 있다. 본 논문이 제시한 블로그 연결망 분석 시스템의 설계로 기존에 제시되었던 방법론보다 약 40% 더 많은 블로그 간 연결망을 추출 할 수 있음을 보였으며, 시간의 흐름에 따른 연결강도의 변화에 대한 타당성을 입증하였다.

지금까지 대부분의 정보시스템 도입과 활용에 따른 선행 연구들이 정보시스템의 특성 혹은 기타 이유 등으로 조직에서 시스템을 도입함에도 불구하고 개인적인 관점에서의 성공요인을 분석하던 것을 지양하고 조직의 관점에서 정보통신기술 특히 인터넷과 관련된 기술의 도입에 영향을 미치는 제반 요인에 대한 분석을 시도하고자 한다. 특히 날로 확산되어 가는 인터넷 관련 기술과 이를 활용한 전자상거래의 활성화에 따른 온라인 결재시스템의 변화는 은행으로 하여금 필연적으로 이 같은 혁신기술을 도입하여 활용하도록 만드는 역할을 수행하고 있다. 이와 함께 대부분의 선행 연구들이 정보시스템의 도입 여부에 중점을 두고 있는데 반해 본 연구는 새로운 혁신 기술의 도입과 해당 기술의 조직 내에서의 확산(혹은 전파)과정에 대한 분석을 추가함으로써 보다 실질적인 정보통신기술의 도입 및 확산에 따른 분석이 가능하도록 시도하였다. 은행에 있어 전자상거래 도입 및 확산과 관련된 요인으로는 선행 연구를 바탕으로 조사한 결과 조직 내부요인, 금융산업 내부요인, 비 금융산업의 환경요인, 고객의 전자상거래에 대한 인식요인, 정부의 규제 및 지원요인과 웹의 기능적인 요인으로 크게 대별할 수 있다. 끝으로 본 연구의 통계적인 분석을 위한 종속변수로는 은행에 있어 전자상거래의 도입 및 확산 과정에 대한 단계로 정의하였으나 은행에서 인터넷 기술을 활용하여 온라인 상으로 보다 다양한 금융서비스를 제공하는 은행이 전자상거래의 확산이 보다 심화되었다는 전제아래 인터넷을 활용하여 제공 가능한 금융서비스를 다섯 가지의 단계로 구분한 뒤, 이를 중심의 은행의 전자상거래 도입 및 확산 과정에 대한 단계별 분석을 하고자 한다.
