The Accessibility of Taif University Blackboard for Visually Impaired Students

  • Online learning systems are becoming an effective educational medium for many universities. The accessibility of online learning system in universities means that every student, including the visually impaired, is able use all the site's services. This research focuses on investigating the accessibility of online learning systems for visually impaired users. The paper purpose is to understand the perception of visually impaired undergraduate students towards Blackboard's accessibility and to make recommendations for a new Blackboard design with accessible features that support their needs. Impact of a new Blackboard design with accessible features on visually impaired students, using Taif University students as a case study is evaluated in this paper, as it is similar to most learning systems used by Saudi universities. A study on Taif University's utilization of Blackboard was conducted using mixed method approaches (an automatic tool and a user study). In the first phase, Taif's use of Blackboard was evaluated by the web accessibility tool called AChecker. In the second phase, we conducted a user study to verify previously discovered accessibility challenges to fully assess them according to the accessibility and usability guidelines. In this study, the accessibility of Taif University's Blackboard was evaluated by thirteen visually impaired undergraduate students. The results of the study show that Blackboard has accessibility issues, which are confusing navigation, incompatibility with assistive technologies, untitled pages or parts, unclear identification for visual elements, and inaccessible PDF files. This paper also introduces a set of recommendations that aim to improve the accessibility of Blackboard and other educational websites developed for this population. It also highlights the serious need for universities to enhance web accessibility for online learning systems for students with disabilities.

Comparative Analysis of Web Accessibility in National Libraries (국립도서관의 웹 접근성 비교분석 연구)

  • Proportion and importance of knowledge & information provision through the web are increased continuously. Equivalent accessibility focused on universal service is highly demanded especially for public institutions, such as national libraries. In this study, web accessibility of sixteen national libraries were compared and analyzed by KADO-WAH, web accessibility tool. Characteristics of libraries were investigated and future directions were suggested based on the analysis and results.

Information Accessibility of People with Disabilities: Types and Degrees of Disability (장애인의 정보 접근성: 장애 유형과 정도를 중심으로)

  • People with disabilities have been influenced by information technology tremendously. The influence of information technology on people with disabilities varies according to types and degrees of disability. This study analyzed the relationship between information accessibility and types and degrees of disability. Information accessibility is measured PC and internet use and disability classified into 10 types and 3 degrees per given type. The major findings of this study are as follow: (1) there are significant effects of types and degrees of disability on information accessibility; (2) there are differences of information accessibility ranking according to the types of disability between in Korea and USA; and (3) the relationship between degrees of disability and information accessibility is not linear. To accurately assess the level of information accessibility of people with disabilities, disability should be treated as a continuous variable that has values in types and degrees of disability.

  • A new scheme needed to improve digital information accessibility with overall environment for handicapped persons is introduced in this paper. The improvement effects of digital information accessibility for handicapped persons are expected only when all the necessary hardwares and softwares need to input, process, output of information with social elements are provided all together. There are many previous papers regarded on web accessibility or IT technologies for handicapped persons separately. However, these subjects and computer accessibility are described here as a combined subject, and a new integrated improvement scheme including social factors and technical factors is suggested in this paper.

Analysis of Perception on the Web Accessibility Education for Information Teachers of Vocational High Schools (국내 전문계 고등학교 정보교사의 웹 접근성 교육에 대한 인식 분석)

  • The importance of web accessibility becomes important due to a legal obligation to comply with web accessibility. However, there are few educational programs developed on web accessibility for vocational high schools in Korea. In this study, to explore the future possibilities of web accessibility curriculum the survey with information teachers of 97 vocational high schools was conducted along with review of the curriculums of the domestic and foreign web accessibility educational programs. The survey results indicate that (1) the information teachers have only basic conceptual understandings on web accessibility and (2) they have little intention on teaching web accessibility at their vocational high schools due to current educational conditions and the lack of web accessibility knowledge. The results of this study could be employed as references for the web and web accessibility educational courses at the vocational high schools.

  • Understanding the importance of web accessibility as the solution for digital divide, this study recognizes the problem that existing web accessibility researches have been conducted only by governmental administrative organizations and the accessibility researches of web service that is frequently used in every day life are rare. For the research on the actual condition of web-accessability, this study selected the e-mail service of the representative web-service providers - Daum, Naver, and Empas. Through this evaluation research, this study is intended to present a way to provide convenient and efficient service for those who have been alienated from information. For the accessibility evaluation, the automation evaluation tool "KADO-WAH 2.0" was used. And then, source analysis and manual evaluation using Firefox were conducted to see if 'web contents accessibility guideline 1.0' had been kept.

Web Accessibility of Major Korean Web sites (국내 주요 웹사이트의 접근성에 관한 분석)

  • Universal accessibility of web sites Is critical in a highly interconnected world. The web site should be usable by anyone, regardless of Individual capabilities and disabilities. But in reality, the users with disabilities are discriminated by inaccessible wed sites. This research analyze the accessibility of major web sites of Korea based on World Wide Web Consortium's Web Content Accessibility Guideline 1.0. The result shows that the average number of accessibility errors per web site is 2.77 much higher than that of Unites States. Automated testing and manual testing of web accessibility provides complementary results.

  • Web accessibility for information vulnerable people has been important due to the web sites are recognized as an essential tool in everyday life for information and knowledge acquisition. In addition, since Disability Discrimination Act has been enacted in 2008, the demand for human resources with skills of web accessibility has been increased. However, courses of web accessibility have yet not been provided by domestic universities. In this paper, based on the Tyler model and Instructional System Design(ISD) model, a web accessibility curriculum that can be adopted in domestic universities is developed. To this end, educational goals of web accessibility were set and web accessibility education contents and characteristics were analyzed from 423 domestic universities and 197 universities in 4 foreign countries. Finally, the curriculum was validated by accessibility experts. The suggested curriculum can be applied to web educations for universities and institutions.

The status and improvement method of Web Accessibility on Government web sites for visually impaired people (시각장애인의 정부 홈페이지 접근실태 및 제고방안)

  • The purpose of this paper is to find the method to improve the web accessibility of Korean Government's web sites through the investigation on the evaluation result of visually impaired people and the accessibility evaluation tool. Twenty five Korean Governments' web sites are chosen for this experiment. First, all of the sites are evaluated by accessibility evaluation tool (A-Prompt) based on Priority one of the Web Contents Accessibility Guidelines (WCAG) 1.0 of W3C. Second, three visually impaired people tried to find information or resister for the sites to check the accessibility. All of the sites are failed to conform to WCAG 1.0 and most of those are not accessible to information. The last part of this paper presents the method to improve the web accessibility of the Government's web sites.

  • Web accessibility should be guaranteed regardless of disability in current information society. Automatic tools are needed to evaluate a huge number of web sites. Five pre-developed web accessibility evaluation tools are selected and experimenting results are compared and analyzed in this paper. The research results will be very helpful for users who are selecting a web accessibility evaluation tool.
