We consider the feature recombination technique in a multiband approach to speaker identification and verification. To overcome the ineffectiveness of conventional feature recombination in broadband noisy environments, we propose a new subband feature recombination which uses subband likelihoods and a subband reliable-feature selection technique with an adaptive noise model. In the decision step of speaker recognition, a few very low unreliable feature likelihood scores can cause a speaker recognition system to make an incorrect decision. To overcome this problem, reliable-feature selection adjusts the likelihood scores of an unreliable feature by comparison with those of an adaptive noise model, which is estimated by the maximum a posteriori adaptation technique using noise features directly obtained from noisy test speech. To evaluate the effectiveness of the proposed methods in noisy environments, we use the TIMIT database and the NTIMIT database, which is the corresponding telephone version of TIMIT database. The proposed subband feature recombination with subband reliable-feature selection achieves better performance than the conventional feature recombination system with reliable-feature selection.

This paper studies the validity about a joint operation of neutral wire and overhead grounding wire in combined distribution systems. The overhead grounding wire and neutral wire are currently installed separately and grounded by common. However there is no any ineffectiveness or electrical problem in case of the proposed system, such system can be operated at real distribution system. Therefore this paper describes the suitability of a joint operation through lightning surge analysis on combined distribution systems. Lightning surge analysis is carried out by EMTP/ATPDraw to obtain the overvoltage of overhead line and underground cable in various conditions such as locations and current types of lightning stroke. Overvoltage gained by the analysis show that the insulation strength of the joint operation case is not stable compare with the current operation case.

This study is about the development of a system related to the CATV network. It intends to develop an automatically centralized Headend system and a distributive system to remove the ineffectiveness of the established manual system. To achieve this goal, we took a part of bandwidth, which is not used for the transmission of video signals in the established frequency bandwidth, and used it for the transmission and receiver and a automatic distributive system. We developed an information management system for the 9600bps CATV using RS-232 of forward/backward communication and backward communication. Based on window, It consist of ID generation, transmitter/receiver, control and backup part.

Fabry disease is an X-linked lysosomal disease caused by deficiency of ${\alpha}$-galactosidase, in which early diagnosis may be missed due to the wide variety of clinical symptoms presenting during disease progression. A 13 year-old boy visited our pain clinic complaining of pricking and burning pain in the toe tips of both feet. Continuous epidural infusion for pain management was performed because of oral analgesics ineffectiveness. The patient underwent ${\alpha}$-galactosidase A (GLA) enzyme analysis based on the clinical impression of Fabry disease from pain with a peripheral neuropathic component and history of anhidrosis. He was diagnosed with Fabry disease after confirming mutation of the GLA gene through a screening test of GLA activity. Enzyme replacement therapy was initiated and pain was tolerated with oral analgesics.

This paper examines government-supported university programs in South Korea over the last decade. To do this, we review the current status and issues of recent programs supported by the Ministry of Education. Thereafter, we draw some lessons and suggest policy implications for improving the effectiveness of government-supported university programs. The issues addressed include 1) low consensus amongst stakeholders in the higher education sector and top-down goal setting led by the government, 2) frequent reshuffling of the structures and contents of programs, 3) ineffectiveness due to redundancy of projects, 4) disparity between 'haves' and 'have-nots' in the higher education system, and 5) an inadequate evaluation system and assessment indicators. We suggest that government-supported programs should be realigned to stimulate the reform of higher education aimed at strengthening its publicness. The role of government needs to transit from 'leading' to 'supporting', while the universities should take initiatives in reforming the higher education system.

Nowadays, the administration is strongly driving self-innovation including public sector to solve problems continuously pointed out as issues of public sector such as the low management achievement, the low productivity and costliness structure, the low ability coping with market changes and ineffectiveness in managing organization. The core of such renovation is the systematic performance management. Provincial public enterprises are also required to furnish system that can measure management results accurately and make payment according to measured results under autonomous management system to raise management efficiency and strengthen competitive power. In this paper, we design framework for measuring management results of provincial public enterprises based on Balanced Scorecard and show the example applied to Gwangiu Metropolitan City Environmental Installations Corp (GEIC).

The purpose of this study was to identify the characteristics of college graduates who obtain qualifications, and to check the economic and ineffectiveness of qualifications through the analysis of employment and job relevance according to their school area. For the main research, the "2016 Graduates Occupational Mobility Survey (GOMS)" data was used to perform basic statistics and logistic regression analysis using SPSS 25. This study reaffirmed the effectiveness of employment as stated in the preceding study, and in particular, the qualification of non-Seoul area colleges students had some positive effects on employment and job compatibility. In conclusion, the effectiveness of qualifications according to individual attributes and location of school may differ, but it suggests that proper qualification encouragement and acquisition support can help the employment and job convergence of college graduates.

It is necessary to realize in advance the lessons and knowhow about how to live, which humankind have developed, through learning to decrease the number of trial and error in our first trip to life. The big problem that present mathematical education is faced with is just only to place much importance on doing microscopic research ignoring macroscopic perspective, which results in the ineffectiveness of mathematics for contributing to life. The purpose of present study is to examine the way of living, classify methods of gaining an insight into life using macroscopic perspective, and develop a life model which can suggest a way of gaining an insight into life from external perspective. Also, this study explores a way of building a creative mathematical model for effective insight about life.
