A Study on the Publicness of Brooklyn Navy Yard Industrial Business Zone - Focus on Policy, Managerial Responses - (브루클린 네이비 야드 산업단지의 공공성에 대한 연구- 정책·운영적 대응을 중심으로 -)

  • Semi-industrial zone is the area where manufacturing, residential, commercial zones are mixed. Despite of their potentials in that proximity to city and convenient transportation infrastructure, a lot of semi-industrial zones in Korea have converted to other uses due to many issues such as change of industry, increasing land price, real estate speculations. Recently, local government is trying to solve their existing issues and develop them through a restoration of publicness. Now publicness is thought of as a key factor of regeneration in semi-industrial areas. In this regard, this study aims to examine the way of restoring publicness revealed in Brooklyn Navy Yard mainly focus on their urban contexts and architectural ways. Brooklyn Navy Yard, an exemplary case, is an industrial complex that has grown economically, socially and culturally through emphasizing publicness and it is evaluated as an advanced example of public industrial complex. Through the analysis of Navy Yard, this study was trying to emphasize the importance of publicness in the regeneration of semi-industrial areas and to provide implications for the Seoul Government's solutions, which are still in the conceptual stage. To analyze the publicness of the study subjects, framework and elements were derived by examining related theories and prior researches. Depending on this frame, the results of the publicness of the Navy Yard were as follows. First of all, the 'Publicness as an officiality' was identified at the characteristic of the site and Navy Yard development corporation. Second, the 'Publicness as a public interest' of the Navy Yard Development Corporation was identified in various ways of its operation methods. Finally, the 'Publicness as an accessibility' was identified in the opening of urban and architectural spaces in Navy Yard. These publicness were analyzed with seven Navy Yard's success factors. Thus, it can be interpreted that the publicness of the semi-industrial areas can contribute significantly to their success. The publicness restoring methods of Navy Yard could be used as a basic data in semi-industrial areas in the future in Korea. However they are limited to be applied directly, so extensive and in-depth research in terms of their applicability should be conducted.

A Study on the Locational Factors of Small Industry in Pusan, Korea (釜山市 小規模工業의 立地와 意思決定에 關한 硏究)

  • This study aims to analyze the locational factors which the small firm enterpreneurs in Pusan City mainly consider in deciding location choices for their plants, and then to grasp the differences of the factors in terms of nature of firms, managerial personal characteristics and zoning areas. In order to implement the purpose of the rescarch, data are collected from selected small firm enterpreneurs throughthe questionaire. The main results are summerized as follows. First, it is pointed out that small firm indu-strialists for the regional choice consider crucial rationale as non-economic factor of personal reson with additional consideration of transpor-tation, infrastructure, service, market and labor forces. But in selection of site, they are apt to have high regard on the such factors as infra-structure, service, land and transportation factor. These factors to select the site demonstrate differentiation in terms of character of enter-prises, managerial characteristics and zoning areas. For example, land in the light of indu-strial sector is regarded as an important factor with longer the time of the establishment of firms or more aged or experienced enterpreneurs, wheras infrastructure and service in the heavy and chemical industrial sector are taken up as an important one with shorter the time of establishment of firms or less aged or experienced or higher educational background of enterpren-eurs. In addition, the non-economic factors such as the residential livebility and personal reason are picked up as important factors with smaller the firm or more aged or experienced, lesser educational background of entrepreneurs. Taking into consideration zoning area, infra-structure and service in the industrial area such as the exclusive and semi-industrial areas, land in green belt area, and transportation in the commercial and residential areas are singled out as the most important factors respectively. In addition, the non-economic factors of the resi-dential livability and personal reason in the non-industrial areas are also highly regarded. Second, land is picked up as the most impor-tant one of pulling factors toward the present site while other factors such as infrastructure, service, personal reason are also regarded as the secondary reason for the move-in decision; the pulling factors for the present plant location show somewhat differences in terms of the charcter of the enterprises, managerial chara-cteristics and zoning areas. Policy measures including land, infrastructure under the environmental aspects, service and transportations are, in turn, pointed out as the important ones for pushing factors. Meanwhile, as the important staying factor in the present place, transportation, infrastructure and service under the aspect of the agglomeration benefit, market, personal reason are considered. The pushing and staying factors also shows somewhat distinctive differences in terms of the character of enterprises, managerial chracteristics and zoning area. In the case of zoning area, land is regarded as the most important factor to move out, especially in the non-industrial areas inclu-ding the commerical and residential areas policy measures, infrastructure and service are indicated as important factors to move out. In the mean-time, as the important staying factor, industria-lists in the exclusive and semi-industrial areas point out transportation, infrastructure and service. Whereas the counterparts in the com-mercial area regard transportation and market as important factor, those in the residential area consider the non-economic factors such as personal reason and residential livability. Taking into consideration the result of this analysis, it is identified that the locational chara-cteristics of the intraurban small firm industries are not only associated with the character of enterprises, but also with manager's personal character and the trait of zoning area. Therefore, it seems that the thorough review or examination of enterprises, industrialists' characteristics and zoning areas will have meanin-gful significance in attemption explanation of small firm industries at the intrauban scale in the future. Especially, it appears that the eco-nomic factors such as land, infrastructure, service, transportation, and the non-economic factors such as residential livability and personal reason play together important parts to determine the locational choice of small firm industries along with non-industrial benefit. Thus, such status reveals the obvious implication for the intraurban industrial policy in the future.

Assignment and Analysis of New Postcode using Geographic Data (지리정보 데이터를 활용한 새우편번호 부여 및 분석에 관한 연구)

  • New 5-digit zone code (new postcode) will replace the current 6-digit postcode which has been used for postal automation in 2014. New postcode will be used for processing various works to distinguish location and area in the entire country. For example, it new postcode will be used to denote different administration areas, firefighting and police jurisdiction, weather forecast areas, emergency medical facility areas, social welfare institution areas, election districts, school districts, statistical areas, courier and delivery business areas, and etc. Therefore, the relevant authorities must be cosider for the feasibility and applicability of assigning the new postcode. In postal service, postal process will be affected a lot by new postcode because a postcode has been related with delivery area of a postman. Therefore, we propose assignment scheme for new postcode which will impact less to postal process. Then, we present how we used geographic data for efficient assignment and analysis of the results.

High-resolution Meteorological Simulation Using WRF-UCM over a Coastal Industrial Urban Area (WRF-UCM을 이용한 연안산업도시지역 고해상도 기상 모델링)

  • High-resolution meteorological simulations were conducted using a Weather Research and Forecasting (WRF) model with an Urban Canopy Model (UCM) in the Ulsan Metropolitan Region (UMR) where large-scale industrial facilities are located on the coast. We improved the land cover input data for the WRF-UCM by reclassifying the default urban category into four detailed areas (low and high-density residential areas, commercial areas, and industrial areas) using subdivided data (class 3) of the Environmental and Geographical Information System (EGIS). The urban area accounted for about 12% of the total UMR and the largest proportion (47.4%) was in the industrial area. Results from the WRF-UCM simulation in a summer episode with high temperatures showed that the modeled temperatures agreed greatly with the observations. Comparison with a standard WRF simulation (WRF-BASE) indicated that the temporal and spatial variations in surface air temperature in the UMR were properly captured. Specifically, the WRF-UCM reproduced daily maximum and nighttime variations in air temperature very well, indicating that our model can improve the accuracy of temperature simulation for a summer heatwave. However, the WRF-UCM somewhat overestimated wind speed in the UMR largely due to an increased air temperature gradient between land and sea.

A Study on Soil Contamination Investigation of Farmland Around Industrial Areas in Northern Gyeonggi Province (경기북부 산업단지 주변 농지의 토양오염도 조사연구)

  • This study was investigated on pH, heavy metals, oils and solvents in 34 surface soil samples and the samples are collected at two times for 17 farmland sites around 7 industrial areas in Northern Gyeonggi Province. As a result of pH for soil contamination monitoring network, the range of pH showed 4.4~8.4 and average was 6.3. The range of pH for Agricultural land around industrial area was 6.7~7.5 and average indicated 7.1 that mostly showed neutral condition in this area. he average concentrations of Cu, Pb, Ni, As and $Cr^{6+}$ are lower than Korea soil contamination worrisome levels at region 1 and the mean levels of farmland from the soil quality monitoring network. The average concentrations of Zn, Cd and Hg didn't exceed the soil contamination worrisome levels at region 1 but slightly higher than the mean levels of farmland from the soil quality monitoring network. The heavy metal levels of all samples are within Korea soil contamination worrisome levels at region 1. The results showed that the detected heavy metal concentrations ranged from N.D. to ~32.7% of Korea soil contamination worrisome levels at region 1. BTEX, TPH, TCE and PCE were not detected in all samples and thus the farmland around the industrial areas were free from oils and solvents contamination.

A Study on Direction of Industrial Utilization for Jellyfish in Korea (해파리 피해 실태 및 산업적 이용 방향)

  • The study aims at suggesting the direction of industrial utilization for harmful jellyfish which appears in large quantities in the Korean coastal areas. If the technology of industrial utilization for the jellyfish is developed, it will be possible to grow the industry to the export industry due to the mass appearance of jellyfish in Korean coastal areas. The industrial utilization of jellyfish should follow the direction of minimizing the damage by the jellyfish blooms and maximizing the resource recycling of the jellyfish. Therefore, Korea needs construction of infrastructure for the industrialization and promotion of R&D in order to activate the industrial utilization. Finally, the study suggested issues and tasks for promoting the industrial utilization of jellyfish as follows. First, Korea should stabilize the high quality raw material supply system. Second, mass processing technology should be developed for the industrial utilization of the jellyfish. Third, research and manual development should follow for the preparation of turning the jellyfish to the food. Fourth, extraction technology of useful non-food substance such as extracting collagen from jellyfish should be developed and accelerate the industrial utilization of non-food area.

Characteristics of Heavy Metal Concentrations and Indoor Atmospheric Environments in Busan Metropolitan Area, Korea

  • The current paper describes the indoor/outdoor air quality in school environments through analyses of the heavy metal concentrations using Inductive Coupled Plasma(ICP). School environments in a heavy traffic area, two industrial areas, quasi-industrial area, and residential area were evaluated. The results were as follows: (1) The locations with the highest indoor and outdoor concentrations of heavy metals were the industrial areas followed by the heavy traffic area, residential area, and quasi-industrial area in a descending order of magnitude. Plus, the indoor heavy metal concentrations were higher then the outdoor ones. (2) The main heavy metal components were Zn, Al and Ca. Higher concentration levels were found indoors than outdoors. The heavy metal concentrations were also higher in the classrooms than in the corridor or outdoors. (3) The total heavy metal concentrations in the studied areas were highly dependent on the weather elements. including the relative humidity, mixing ratio, and wet-bulb depression. Accordingly, special ventilation systems are recommended to reduce air pollution in school environments.

  • The purpose of this research is to develop a protocol which can quantitatively evaluate cognitive ability that is needed when elderly people use mobile phone. Since previous methods for measuring the cognitive ability of elderly people was mainly for clinical evaluation, they would not be adequate to measure cognitive ability for mobile phone development. Therefore, this study suggests cognitive areas which are necessary to use the mobile phone based on the existing evaluation tools. The cognitive areas consist of language, visuospatial ability, memory, executive function and perception. New questionnaire was developed to evaluate the individual cognitive ability for the elderly. They include 9 questions for button comprehension test, 8 for icon button comprehension test, 10 for vocabulary comprehension test, 8 for menu comprehension test, 3 for icon size test, and 2 for font size test. The protocol can be used in the field although further modification may be necessary for betterment.

Characteristics of Industrial Growth in the Peripheral Areas Based on Low-density Economics (저밀도 경제 논의와 주변부 지역 산업 성장의 특성)

  • According to the discussion on the low-density economy in OECD industrial growth in remote area has played a central role in the members'economic recovery from the financial crisis in the mid-2000s. Based on the OECD's low-density economy this study examines the phenomena and spatial characteristics of industrial growth in peripheral areas of Korea. The growth of industries in the peripheral areas shows a similar growth characteristics as cases in the OECD members. Various manufacturing and service sectors as well as traditional sectors such as agriculture, forestry and fishing have grown in the peripheral areas since the mid-2000s. Firms in the peripheral areas form various cooperative networks to overcome the unfavorable regional conditions. The growth of new industries shows the possibility of path-dependent development in the periphery. Based on the results, implications on the policies for supporting the diversification of regional industries, setting flexible regional boundaries for policies, and linking policy sectors are derived.

The Measurement of Korean Face Skin Rigidity for a Robotic Headform of Respiratory Protective Device Testing (호흡보호구 평가용 얼굴 로봇을 위한 한국인 얼굴 피부의 경도 측정)

  • This study aims to measure the skin rigidity of different facial areas among Koreans and propose guidelines for each area's skin rigidity that can be applied with a facial robot for testing respiratory protective devices. The facial skin rigidity of 40 participants, which included 20 men and 20 women, aged 20 to 50, was analyzed. The rigidity measurement was conducted in 13 facial areas, including six areas in contact with the mask and seven non-contact areas, by referring to the facial measurement guidelines of Size Korea. The facial rigidity was measured using the Durometer RX-1600-OO while in a supine position. The measurement procedure involved contacting the durometer vertically with the reference point, repeating the measurement of the same area five times, and using the average of three values whose variability was between 0.4 and 4.2 Shore OO. The rigidity data analysis used precision analysis, descriptive statistics analysis, and mixed-effect ANOVA. The analysis confirmed the rigidity of the 13 measurement areas, with the highest rigidity of the face being at the nose and forehead points, with values of 51.2 and 50.8, respectively, and the lowest rigidity being at the chin and center of the cheek points, with values of 19.2 and 20.7, respectively. Significant differences between gender groups were observed in four areas: the tip of the nose, the point below the chin, the area below the lower jaw, and the inner concha.
